I get that all the time in Dubai.

दुबई में ये अक्सर मेरे साथ होता है।

"Here on holiday are you, dear?"

"छुट्टी में आयी हैं?"

"Come to visit the children?

"बच्चों से मिलने आयी हैं?"

How long are you staying?"

"कितने दिन रुकेंगी?"

Well actually, I hope for a while longer yet.

असल में, मैं काफ़ी दिन और रुकना चाहती हूँ।

I have been living and teaching in the Gulf

मैं खाडी में रह रही हूँ और पढा रही हूँ

for over 30 years.

करीब पिछले तीस साल से भी ज्यादा से।

And in that time, I have seen a lot of changes.

और इतने समय में, मैनें बहुत सारे बदलाव देखे हैं।

Now that statistic

और इसकी संख्या

is quite shocking.

काफ़ी चौंकाने वाली है।

And I want to talk to you today

और आज मैं आपसे बात करना चाहती हूँ

about language loss

भाषाओं के खोने के बारे में

and the globalization of English.

और इंग्लिश के सारी दुनिया में फ़ैलने के बारे में।

I want to tell you about my friend

मैं आपको अपने एक दोस्त के बारे में बताना चाहती हूँ

who was teaching English to adults in Abu Dhabi.

जो कि अबु धाबी में व्यस्कों को इंग्लिश पढाते हैं।

And one fine day,

और एक दिन,

she decided to take them into the garden

उन्होंने सोचा कि उन सब को बगीचे में ले जा कर

to teach them some nature vocabulary.

प्राकृतिक वस्तुओं के नाम आदि सिखायेंगी।

But it was she who ended up learning

मगर असल में उन्हें ही सीखने को मिले

all the Arabic words for the local plants,

तमाम अरब शब्द उन सब स्थानीय पौधों के,

as well as their uses --

और उनके इस्तेमाल भी --

medicinal uses, cosmetics,

दवाई के रूप में, सौंदर्य प्रसाधन के रूप में,

cooking, herbal.

खाने में, आदि।

How did those students get all that knowledge?

इन विद्यार्थियों को ये जानकारी कहाँ से मिली थी?

Of course, from their grandparents

ज़ाहिर है, अपने दादा-दादी, नाना-नानी से

and even their great-grandparents.

और परदादा, परनाना से भी।

It's not necessary to tell you how important it is

अलग से ये बताना ज़रूरी नहीं कि कितना महत्वपूर्ण है कि

to be able to communicate

हम बातचीते करें

across generations.

पीढियों के बीच।

But sadly, today,

मगर दुखद है कि, आज,

languages are dying

भाषाओं मर रही हैं

at an unprecedented rate.

बहुत तेज़ दर से।

A language dies every 14 days.

हर १४ दिन में एक भाषा लुप्त हो जाती है।

Now, at the same time,

और ठीक वहीं,

English is the undisputed global language.

इंग्लिश विश्व-भाषा बन कर उभर रही है।

Could there be a connection?

क्या ये बातें संबंधित हैं?

Well I don't know.

मुझे नहीं पता।

But I do know that I've seen a lot of changes.

मगर मैं ये जानती हूँ कि मैनें बहुत सारे बदलाव देखे हैं।

When I first came out to the Gulf, I came to Kuwait

जब मैं पहली बार खाडी में आई, तो मैं कुवैत गयी

in the days when it was still a hardship post.

उन दिनों में जब वहाँ जाना कठिन था।

Actually, not that long ago.

असल में, उतनी पुरानी बात नहीं है।

That is a little bit too early.

थोडा ही पहले की बात है।

But nevertheless,

मगर फ़िर भी,

I was recruited by the British Council,

मुझे ब्रिटिश काउंसिल ने नौकरी दी थी

along with about 25 other teachers.

२५ और अध्यापकों के साथ।

And we were the first non-Muslims

और हम पहले गैर-इस्लामी लोग थे

to teach in the state schools there in Kuwait.

जिन्होने कुवैत के सरकारी स्कूलों में पढाया।

We were brought to teach English

हमें इंग्लिश पढाने के लिये लाया गया था

because the government wanted to modernize the country

क्योंकि सरकार देश को आधुनिक बनाना चाहती थी

and to empower the citizens through education.

और नागरिको को क्षमता देना चाहती थी, शिक्षा के ज़रिये।

And of course, the U.K. benefited

और बिलकुल ही, यू.के. ने फ़ायदा उठाया

from some of that lovely oil wealth.

तमाम सारे तेल के संसाधनों का।

Okay.

ओके।

Now this is the major change that I've seen --

और जो बदलाव मैने देखा है वो ये है कि-

how teaching English

कैसे इंगलिश पढाना

has morphed

बदला है

from being a mutually beneficial practice

दोनो ओर को फ़ायदे देने वाली क्रिया से

to becoming a massive international business that it is today.

इतने बडे वैश्विक व्यापार में, जो आज वो है।

No longer just a foreign language on the school curriculum,

वो सिर्फ़ स्कूल के कोर्स में पढायी जाने वाली विदेशी भाषा नहीं रह गयी है।

and no longer the sole domain

न ही वो बपौती रह गयी है

of mother England,

इंग्लैण्ड की।

it has become a bandwagon

वो ऐसी पार्टी बन गयी है जिसमें

for every English-speaking nation on earth.

इंग्लिश बोलने वाले हर राष्ट्र को शामिल होना ही है।

And why not?

और क्यों न हो?

After all, the best education --

आखिरकार, सबसे बढिया शिक्षा --

according to the latest World University Rankings --

विश्व के विद्यालयों की लिस्ट के हिसाब से ---

is to be found in the universities

उन विश्वविद्यालयों में --

of the U.K. and the U.S.

जो कि यू.के. और यू.एस. में हैं।

So everybody wants to have an English education, naturally.

तो हर कोई इंग्लिश की पढाई करना चाहता है, ज़ाहिर तौर पर।

But if you're not a native speaker,

मगर यदि आप इंगलिश के मूल-वक्ता नहीं हैं,

you have to pass a test.

तो आपको एक परीक्षा देनी होती है।

Now can it be right

क्या यह सही हो सकता है कि

to reject a student

कि किसी विद्यार्थी को इसलिये दाखिला न मिले

on linguistic ability alone?

कि उसकी भाषा पर पकड ठीक नही है?

Perhaps you have a computer scientist

शायद कोई ऐसा कम्प्यूटर वैज्ञानिक हो

who's a genius.

जो जीनियास हो।

Would he need the same language as a lawyer, for example?

क्या उसे भाषा-कौशल की उतनी ही ज़रूरत पडेगी, जितनी कि, एक वकील को?

Well, I don't think so.

देखिये, मुझे तो ऐसा नहीं लगता।

We English teachers reject them all the time.

हम इंग्लिश के अध्यापक अक्सर ऐसे लोगों को हटा देते हैं।

We put a stop sign,

उनके सामने रुको का साइन-बोर्ड लगा कर,

and we stop them in their tracks.

और उन्हें हम उनके रास्ते में ही रोक देते हैं।

They can't pursue their dream any longer,

वो अपने सपनों को साकार नहीं कर सकते,

'til they get English.

जब तक कि वो इंग्लिश न सीख लें।

Now let me put it this way:

चलिये, दूसरी तरह से कहती हूँ,

if I met a monolingual Dutch speaker

अगर मुझे सिर्फ़ एक भाषा बोलने वाल डच व्यक्ति मिले,

who had the cure for cancer,

जिसके पास कैंसर का इलाज है,

would I stop him from entering my British University?

तो क्या मैं उसे ब्रिटिश विश्वविद्यालय में आने से रोकूँगी?

I don't think so.

मैं तो बिलकुल भी नहीं रोकूँगी।

But indeed, that is exactly what we do.

मगर सच मे, हम बिलकुल यही कर रहे हैं।

We English teachers are the gatekeepers.

हम इंग्लिश अध्यापक वो चौकीदर हैं।

And you have to satisfy us first

और पहली आपको हमें संतुष्ट करना होगा

that your English is good enough.

कि आपकी अंग्रेजी ठीक-ठाक है।

Now it can be dangerous

ये बहुत खतरनाक हो सकता है

to give too much power

कि हम बहुत ज्यादा ताकत दे दें

to a narrow segment of society.

समाज के एक छोटे से हिस्से को।

Maybe the barrier would be too universal.

शायद ये रुकावट सारे विश्व में फ़ैल जाये।

Okay.

है न?

"But," I hear you say,

मगर, आप कहेंगे,

"what about the research?

कि "शोध के बारे में मेरी क्या राय है?

It's all in English."

वो तो पूरा ही अंग्रेजी में है।"

So the books are in English,

तो सारी किताबें इंग्लिश में हैं,

the journals are done in English,

सारे जर्नल इंग्लिश में हैं,

but that is a self-fulfilling prophecy.

मगर ये खुद को ही स्थापित करते जाने वाली बात है।

It feeds the English requirement.

ये तर्क और भी ज्यादा अंग्रेजी जानने को बढावा देता है।

And so it goes on.

और ये इसी तरह बढता जाता है।

I ask you, what happened to translation?

मैं आपसे पूछती हूँ, अनुवाद का क्या हुआ?

If you think about the Islamic Golden Age,

अगर आप इस्लाम के स्वर्ण काल के बारे में सोचें,

there was lots of translation then.

तो आप पायेंगे कि तब बहुत अनुवाद होता था।

They translated from Latin and Greek

वो लेटिन और ग्रीक से अनुवाद करते थे,

into Arabic, into Persian,

अरबी मे, फ़ारसी में,

and then it was translated on

और फ़िर वहाँ से आगे,

into the Germanic languages of Europe

यूरोप की जर्मन मूल की भाषाओं मे,

and the Romance languages.

और रोमन भाषाओं में।

And so light shone upon the Dark Ages of Europe.

और इस तरह से ही यूरोप का अँधकार-युग ख्त्म हुआ।

Now don't get me wrong;

देखिये, मुझे गलत मत समझिये;

I am not against teaching English,

मैं इंग्लिश पठन-पाठन के ख़िलाफ़ नहीं हूँ,

all you English teachers out there.

अँग्रेज़ी अध्यापक ध्यान दें।

I love it that we have a global language.

मुझे ये बात बहुत अच्छी लगती है हमारे पास एक वैश्विक भाषा है।

We need one today more than ever.

आज हमें ऐसी वैश्विक भाषा की ज़रूरत है।

But I am against using it

मगर मैं उसके

as a barrier.

रुकावट के रूप में विकसित होने के ख़िलाफ़ हूँ।

Do we really want to end up with 600 languages

क्या हम सच में चाहते हैं कि केवल ६०० भाषाएँ हों

and the main one being English, or Chinese?

और मुख्य भाषा इंग्लिश हो, या चीनी हो?

We need more than that. Where do we draw the line?

हमें उस से ज्यादा चाहिये। हम कहाँ पर लाइन खींचें?

This system

आज का सिस्टम

equates intelligence

बुद्धिमत्ता को

with a knowledge of English,

इंगलिश की जानकारी से कनफ़्यूज़ करता है,

which is quite arbitrary.

जो कि बिल्कुल ही गलत है।

And I want to remind you

और मैं आपको याद दिलाना चाहती हूँ

that the giants upon whose shoulders

कि उन महान हस्तियों को, जिनके कंधों

today's intelligentsia stand

पर आज के ज्ञान और बुद्धि टिकी है,

did not have to have English,

इंगलिश नहीं पढनी पडती थी,

they didn't have to pass an English test.

न हि उन्हें इंग्लिश की कोई परीक्षा पास करनी होती थी।

Case in point, Einstein.

मिसाल के तौर पर, आइंस्टाइन।

He, by the way, was considered remedial at school

और उन्हें तो स्कूल में बुद्धू समझा जाता था

because he was, in fact, dyslexic.

क्योंकि असल में, वो डिस्लेक्सिक थे।

But fortunately for the world,

मगर ये संसार का सौभाग्य ही था,

he did not have to pass an English test.

कि उन्हें अँग्रेज़ी की परीक्षा नहीं देनी पडी।

Because they didn't start until 1964

क्योंकि सन १९६४ तक

with TOEFL,

टोफ़ेल (TOEFL) परीक्षा की शुरुवात ही नहीं हुई थी,

the American test of English.

जो कि अमरीकी परीक्षा है अंग्रेज़ी की।

Now it's exploded.

और अब तो उसके बिना कुछ होता ही न।

There are lots and lots of tests of English.

इंग्लिश-कौशल मापने के आज तमाम तरीके हैं

And millions and millions of students

और कई लाख विद्यार्थी उनमें शरीक हो रहे है,

take these tests every year.

साल दर साल।

Now you might think, you and me,

और आपको और मुझे लग सकता है,

"Those fees aren't bad, they're okay,"

कि उनमें लगने वाली फ़ीस, ठीक ही है, बहुत महँगी नहीं,.

but they are prohibitive

मगर वो रुकावट पैदा करती है

to so many millions of poor people.

करोंडों गरीब लोगों की राह में।

So immediately, we're rejecting them.

तो इसलिये, उन्हें तो हम बिना परीक्षा के ही भगा दे रहे हैं।

It brings to mind a headline I saw recently:

मुझे एक खबर याद आ रही है, हाल ही की:

"Education: The Great Divide."

शिक्षा: विभाजन का ज़रिया

Now I get it,

अब मुझे समझ आया है।

I understand why people would want to focus on English.

मैं समझती हूँ कि क्यों लोग इंग्लिश पर इतना ध्यान देते हैं

They want to give their children the best chance in life.

वो अपने बच्चों को सफ़लता प्राप्त करने लायक बनाना चाहते हैं।

And to do that, they need a Western education.

और वो करने के लिये, उन्हें पाशचात्य शिक्षा की आवश्यकता है।

Because, of course, the best jobs

क्योंकि, ज़ाहिर है, सबसे अच्छी नौकरियाँ

go to people out of the Western Universities,

उन्हीं को मिलती हैं जो पश्चिमी विश्वविद्यालयॊं में पढ्ते है,

that I put on earlier.

जैसा मैने पहले कहा था।

It's a circular thing.

ये एक घुमावदार मृग-मरीचिका है ।

Okay.

ठीक है?

Let me tell you a story about two scientists,

चलिये मैं आपको दो वैज्ञानिकों की कहानी सुनाती हूँ,

two English scientists.

दो इंग्लिश वैज्ञानिकों की।\

They were doing an experiment

वो एक प्रयोग कर रहे थे

to do with genetics

जैनेटिक्स पर,

and the forelimbs and the hind limbs of animals.

जानवरो के अगले पाँवों और पिछले पाँवो पर आधारित।

But they couldn't get the results they wanted.

मगर उन्हें वो निष्कर्श नहीं मिल रहे थे जो वो चाहते थे।

They really didn't know what to do,

उन्हें समझ ही नहीं आ रहा था कि वो आखिर क्या करें,

until along came a German scientist

जब तक कि एक जर्मन साइंसदान नही आया,

who realized that they were using two words

जिसने ये देखा कि वो लोग दो अलग अलग शब्दों से

for forelimb and hind limb,

अगले और पिछले पाँवो के बारे में बात कर रह थे.

whereas genetics does not differentiate

जबकि जैनेटिक्स को पाँवो के अगले या पिछले होने से फ़र्क नहीं पडता,

and neither does German.

और न ही जर्मन भाषा को।

So bingo,

बस धडाके से

problem solved.

समस्या हल हो गयी।

If you can't think a thought,

यदि आप कोई विचार सोच नहीं पायेंगे,

you are stuck.

तो आप अटक जायेंगे।

But if another language can think that thought,

मगर यदि दूसरी भाषा वो विचार सोच सके,

then, by cooperating,

तो साझेदारी से

we can achieve and learn so much more.

बहुत कुछ पाया जा सकता है, और सीखा जा सकता है।

My daughter

मेरी बेटी,

came to England from Kuwait.

इंगलैंड से कुवैत यी थी।

She had studied science and mathematics in Arabic.

उसने विज्ञान और गणित अरबी भाषा में सीखा है।

It's an Arabic-medium school.

एक अरबी विद्यालय में।

She had to translate it into English at her grammar school.

और उसे उस ज्ञान को अंग्रेजी में अनुवादित करना पडा अपने व्याकरण विद्यालय में।

And she was the best in the class

और वो कक्षा में अव्वल थी

at those subjects.

इन विषयों में।

Which tells us

जिस से ये पता चलता है कि

that when students come to us from abroad,

जब विद्यार्थी विदेश से हमारे पास आता है,

we may not be giving them enough credit

हम शायद उनके ज्ञान को

for what they know,

यथोचित सम्मान नहीं दे रहे है,

and they know it in their own language.

और उन्हें ज्ञान अपनी भाषा में होता है।

When a language dies,

जब एक भाषा की मृत्यु होती है,

we don't know what we lose with that language.

हमें नहीं पता चलता है कि उस भाषा के साथ हम क्या खो रहे हैं।

This is -- I don't know if you saw it on CNN recently --

पता नहीं आपने सी.एन.एन पर देखा या नहीं --

they gave the Heroes Award

वो हीरो पुरस्कार देते हैं-

to a young Kenyan shepherd boy

एक कीन्या के चरवाहे लडके को

who couldn't study at night in his village,

जो कि अपने गाँव में रात को पढ नही पाता था,

like all the village children,

क्यों तमाम और बच्चों की तरह ही

because the kerosene lamp,

उसका मिट्टी तेल का दिया,

it had smoke and it damaged his eyes.

धुँआ करता था, और आँखें खराब करता थी।

And anyway, there was never enough kerosene,

और ऐसे भी, उस के पास पर्याप्त तेल नहीं होता थी,

because what does a dollar a day buy for you?

क्योंकि एक डालर प्रतिदिन में आप क्या क्या खरीद सकते हैं?

So he invented

तो उसने अविष्कार किया

a cost-free solar lamp.

एक मुफ़्त सौर-लालटेन का।

And now the children in his village

और अब, उसके गाँव के बच्चे,

get the same grades at school

वही नंबर लाते है, जो कि वो बच्चे

as the children who have electricity at home.

जिनके घरों में बिजली है।

When he received his award,

जब उसे वो पुरस्कार मिला,

he said these lovely words:

उसने ये प्यारे शब्द कहे:

"The children can lead Africa from what it is today,

"बच्चे अफ़्रीक को बदल सकते हैं -

a dark continent,

एक अंधकार-युक्त महाद्वीप से,

to a light continent."

एक रोशनी भरे महाद्वीप में"

A simple idea,

एक छोटा सा आयडिया,

but it could have such far-reaching consequences.

मगर उसके कितने बडा असर हो सकता है।

People who have no light,

जिन लोगों के पास रोशनी नहीं है,

whether it's physical or metaphorical,

चाहे दिये की या फ़िर ज्ञान की,

cannot pass our exams,

वो हमारे अंग्रेजी की परीक्षाओं को पास नहीं कर सकते हैं,

and we can never know what they know.

और हमें कभी पता नहीं लगेगा कि उनके पास क्या ज्ञान है।

Let us not keep them and ourselves

आइये उन्हें और स्वयं को

in the dark.

अँधकार से निकालें।

Let us celebrate diversity.

विविधता का सम्मान करें।

Mind your language.

अपनी जुबान पर काबू करें।

Use it to spread great ideas.

उसे महान विचारों को फ़ैलाने में इस्तेमाल करें।
