I still remember the day in school

when our teacher told us

that the world population had become

and that was in 1960.

I'm going to talk now about

how world population has changed from that year

but I will not use digital technology,

Instead, I have progressed,

This box contains one billion people.

And our teacher told us

that the industrialized world, 1960,

had one billion people.

In the developing world, she said,

they had two billion people.

20億人と言っていました

And they lived away then.

2つの世界は分断されていました

There was a big gap between

10億人の先進工業国と

the one billion in the industrialized world

20億人の発展途上国には

and the two billion in the developing world.

大きなギャップがあったのです

In the industrialized world,

先進工業国では

people were healthy,

人々は健康で

educated, rich,

教育を受け 豊かで

and they had small families.

小家族でした

And their aspiration

彼らの憧れは

was to buy a car.

車を購入する事です

And in 1960, all Swedes were saving

1960年 スウェーデン人はみんな

to try to buy a Volvo like this.

このようなボルボを買う為に貯金をしていました

This was the economic level at which Sweden was.

これが当時のスウェーデンの経済レベルです

But in contrast to this,

これに対して

in the developing world, far away,

発展途上国における

the aspiration of the average family there

平均的な家庭の強い願いは

was to have food for the day.

その日一日の食料を確保することでした

They were saving

彼らは

to be able to buy a pair of shoes.

靴を買う為に貯金していたのです

There was an enormous gap in the world

私が育った時代において世界には

when I grew up.

途方もないギャップが存在していました

And this gap between the West and the rest

そして 西欧諸国とその他の国々との

has created a mindset of the world,

ギャップから生じた固定観念は

which we still use linguistically

今も使われる言葉の中に残り

when we talk about "the West"

私たちは「西欧諸国」とか

and "the Developing World."

「発展途上国」と呼ぶのです

But the world has changed,

しかし世界は変わりました

and it's overdue to upgrade that mindset

その固定観念や世界の分類について

and that taxonomy of the world, and to understand it.

一刻も早く考えを改め 理解する必要があります

And that's what I'm going to show you,

今日はそれを皆さんにお見せします

because since 1960

1960年から

what has happened in the world up to 2010

2010年にかけて世界に起きたことと言えば

is that a staggering

驚くべき事に

four billion people

40億人もの人々が

have been added to the world population.

世界の人口の仲間入りを果たしたことです

Just look how many.

どれだけ多いかご覧ください

The world population has doubled

私が学校に通っていた時代から

since I went to school.

倍になりました

And of course, there's been economic growth in the West.

もちろん 西欧諸国の経済成長もありました

A lot of companies have happened to grow the economy,

多くの企業が経済の成長を促し

so the Western population moved over to here.

西欧諸国の国民はこちらに移動しました

And now their aspiration is not only to have a car.

今や彼らの憧れは車を所有するだけではありません

Now they want to have a holiday on a very remote destination

今や彼らは非常に離れた場所を飛行機で飛んで

and they want to fly.

休日を過ごしたいのです

So this is where they are today.

And the most successful of the developing countries,

they have moved on, you know,

and they have become emerging economies, we call them.

They are now buying cars.

And what happened a month ago

was that the Chinese company, Geely,

and then finally the Swedes understood that

something big had happened in the world.

So there they are.

And the tragedy is that the two billion over here

that is struggling for food and shoes,

頑張っている20億人は

they are still almost as poor

未だにほとんど50年前と変わらず

as they were 50 years ago.

貧しいままだということです

The new thing is that

新しいのは

we have the biggest pile of billions, the three billions here,

最も大きい集団である ここの30億人が

which are also becoming emerging economies,

新興経済国として変わり始めている点です

because they are quite healthy, relatively well-educated,

彼らはかなり健康で 相対的に十分な教育を受けており

and they already also have two to three children

女性1人につき2-3人の子供が

per woman, as those [richer also] have.

And their aspiration now

is, of course, to buy a bicycle,

and then later on they would like to have a motorbike also.

But this is the world

we have today,

no longer any gap.

But the distance from the poorest here, the very poorest,

to the very richest over here is wider than ever.

But there is a continuous world

from walking, biking,

バイクに乗る事

driving, flying --

運転する事 飛行機に乗る事まで

there are people on all levels,

連続的に分布した世界です

and most people tend to be somewhere in the middle.

多くの人々は真ん中に位置づけられます

This is the new world we have today

これが 2010年における

in 2010.

私たちの新しい世界です

And what will happen in the future?

それでは将来何が起きるでしょうか？

Well, I'm going to project

では 2050年を

into 2050.

I was in Shanghai recently,

私は最近 上海にいました

and I listened to what's happening in China,

そして 中国で何が起きているか聞いてきました

and it's pretty sure that they will catch up,

どうやら中国が日本のように経済大国になるのは

just as Japan did.

All the projections [say that] this one [billion] will [only] grow with

one to two or three percent.

[But this second] grows with seven, eight percent, and then they will end up here.

They will start flying.

And these

lower or middle income countries, the emerging income countries,

they will also forge forwards economically.

And if,

but only if,

we invest in the right green technology --

so that we can avoid severe climate change,

and energy can still be relatively cheap --

then they will move all the way up here.

And they will start to buy

electric cars.

This is what we will find there.

So what about the poorest two billion?

What about the poorest two billion here?

Will they move on?

Well, here population [growth] comes in

ここで人口が問題となります

because there [among emerging economies] we already have two to three children per woman,

family planning is widely used,

and population growth is coming to an end.

Here [among the poorest], population is growing.

So these [poorest] two billion will, in the next decades,

increase to three billion,

and they will thereafter

increase to four billion.

There is nothing --

but a nuclear war of a kind we've never seen --

that can stop this [growth] from happening.

Because we already have this [growth] in process.

But if, and only if,

[the poorest] get out of poverty,

they get education, they get improved child survival,

they can buy a bicycle and a cell phone and come [to live] here,

We cannot have people on this level

looking for food and shoes

because then we get continued population growth.

And let me show you why

by converting back to the old-time

Every bubble is a country. The size is population.

The colors show the continent.

The yellow on there is the Americas;

dark blue is Africa; brown is Europe;

green is the Middle East

and this light blue is South Asia.

That's India and this is China. Size is population.

Here I have children per woman:

この軸は女性1人当たりの子供の数を表しています

two children, four children, six children, eight children --

子供が2人 4人 6人 もしくは8人といった

big families, small families.

家族の大小を表します

The year is 1960.

時代は1960年です

And down here, child survival,

下側の軸は子供の生存率です

the percentage of children surviving childhood

乳幼児が生き残って

up to starting school:

学校に通うようになる割合を示しています

60 percent, 70 percent, 80 percent, 90,

60 70 80 90パーセント

and almost 100 percent, as we have today

そして最も裕福で健康的な国と同じ

in the wealthiest and healthiest countries.

ほぼ100パーセントまで表します

But look, this is the world my teacher talked about in 1960:

ほら これが私の先生が1960年に話してくれた世界です

one billion Western world here --

10億人の西欧諸国がここにあります

high child-survival, small families --

高い子供の生存率と小家族であることが特徴です

and all the rest,

そしてそれ以外は

the rainbow of developing countries,

低い子供の生存率と

with very large families

大家族が特徴である

and poor child survival.

色とりどりの発展途上国です

What has happened? I start the world. Here we go.

何が起こったのでしょう？ 世界を動かします それ！

Can you see, as the years pass by, child survival is increasing?

ご覧のように 年月が経つにつれて 子供の生存率が上昇しています！

They get soap, hygiene, education,

衛生教育により 石鹸や

vaccination, penicillin

ワクチン ペニシリンを手に入れます

and then family planning. Family size is decreasing.

次に家族計画です 家族の規模は減少していきます

[When] they get up to 90-percent child survival, then families decrease,

子供の生存率は90パーセントまで上がり 家族の規模は減少します

and most of the Arab countries in the Middle East

中東の多くのアラブ系の国々は

is falling down there [to small families].

Look, Bangladesh catching up with India.

ほら バングラデシュがインドに追いついてきました

The whole emerging world

全ての新興経済国は

joins the Western world

良好な子供の生存率と

with good child survival

and small family size,

but we still have the poorest billion.

Can you see the poorest billion,

those [two] boxes I had over here?

They are still up here.

And they still have a child survival

of only 70 to 80 percent,

meaning that if you have six children born,

there will be at least four who survive

And the population will double in one generation.

So the only way

of really getting world population [growth] to stop

is to continue to improve child survival

That's why investments by Gates Foundation,

UNICEF and aid organizations,

together with national government in the poorest countries,

are so good;

because they are actually

helping us to reach

a sustainable population size of the world.

到達するような手助けをしてくれているのです

We can stop at nine billion if we do the right things.

正しい手を打っていれば 90億で人口は留まれます

Child survival is the new green.

高い子供の生存率こそが新しい目標です

It's only by child survival

子供が生き残ることこそが

that we will stop population growth.

人口の増加を止める唯一の方法なのです

And will it happen?

果たして実現するでしょうか？

Well, I'm not an optimist,

私は楽観主義者ではありませんが

neither am I a pessimist.

悲観主義者でもありません

I'm a very serious "possibilist."

私はとても真剣な「ポシビリスト」（可能主義者）なのです

It's a new category where we take emotion apart,

これは新しいカテゴリーに含まれるもので 感情を切り離し

and we just work analytically with the world.

ただ 世界各国と分析的に仕事をするのです

It can be done.

実現は可能なのです

We can have a much more just world.

グリーンテクノロジーによって

With green technology

さらにより良い結果が生まれるでしょう

and with investments to alleviate poverty,

貧困を軽減する投資と

and global governance,

グローバル ガバナンスによって

the world can become like this.

世界はこうなれるのです

And look at the position of the old West.

昔の西欧諸国の位置づけをご覧下さい

Remember when this blue box was all alone,

単独で世界を率い

leading the world, living its own life.

自分たちの流儀で暮らしていたこの青い箱を覚えていますか？

This will not happen [again].

こうはなりません

The role of the old West in the new world

昔の西欧諸国が持つ役割は 新しい世界において

is to become the foundation

近代世界における

of the modern world --

土台となることです

nothing more, nothing less.

それ以上でも 以下でもありません

But it's a very important role.

しかし とても重要な役割です

Do it well and get used to it.

うまく役割を果たし それに慣れる事です
