I've traveled the whole length and breadth of this country.

I have found no evidence that Americans don't get irony.

when I came across that legislation, "No Child Left Behind."

What's the plan?

We propose to leave millions of children behind,

In the Native American communities,

it's 80 percent of kids.

If we halved that number,

It actually costs an enormous amount

to mop up the damage from the dropout crisis.

But the dropout crisis is just the tip of an iceberg.

What it doesn't count are all the kids who are in school

but being disengaged from it, who don't enjoy it,

who don't get any real benefit from it.

And the reason is not that we're not spending enough money.

America spends more money on education than most other countries.

Class sizes are smaller than in many countries.

And there are hundreds of initiatives every year

The trouble is, it's all going in the wrong direction.

There are three principles on which human life flourishes,

and they are contradicted by the culture of education

under which most teachers have to labor

and most students have to endure.

The first is this, that human beings are naturally different and diverse.

Can I ask you, how many of you have got children of your own?

If you've got two children or more,

Education under "No Child Left Behind"

is based on not diversity but conformity.

What schools are encouraged to do is to find out

what kids can do across a very narrow spectrum of achievement.

One of the effects of "No Child Left Behind"

has been to narrow the focus onto the so-called STEM disciplines.

They're very important.

I'm not here to argue against science and math.

On the contrary, they're necessary but they're not sufficient.

A real education has to give equal weight

An awful lot of kids, sorry, thank you --

One estimate in America currently is that something like 10 percent of kids,

getting on that way,

I'm not saying there's no such thing.

I just don't believe it's an epidemic like this.

Children are not, for the most part, suffering from a psychological condition.

They're suffering from childhood.

Kids prosper best with a broad curriculum that celebrates their various talents,

And by the way, the arts aren't just important

which are otherwise untouched.

The second principle that drives human life flourishing

is curiosity.

If you can light the spark of curiosity in a child,

they will learn without any further assistance, very often.

Children are natural learners.

It's a real achievement to put that particular ability out,

Curiosity is the engine of achievement.

Now the reason I say this

is because one of the effects of the current culture here,

There is no system in the world or any school in the country

က​မ္ဘာပေါ်​မှာ ဘယ်​စ​နစ်​မှ ဆ​ရာ​တွေ​ထက် ​ပို​မ​ကောင်း​သ​လို၊ ဒီ​နိုင်​ငံ​ရဲ့

that is better than its teachers.

ဘယ်​ကျောင်း​​မှ ဆ​ရာ​တွေ​ထက် ​ပို​မ​တော်​​ဘူး

ဆ​ရာ​တွေ​ဟာ ကျောင်း​အောင်​မြင်​ရေး​ရဲ့ ​အ​သက်​သွေး​ကြော​လို ​ဖြစ်​နေ​တယ်

Teachers are the lifeblood of the success of schools.

But teaching is a creative profession.

ဒါ​ပေ​မဲ့ ဆ​ရာ​အ​တတ်​ပ​ညာ​ဟာ ​တီ​ထွင်​ဖန်​တီး​ရ​တဲ့​အ​လုပ်​မျိုး​ပါ

Teaching, properly conceived, is not a delivery system.

အသေအချာ စဉ်း​စား​ကြည့်​ရင် ဆ​ရာ အ​တတ်​ဟာ ​ပို့​ဆောင်​ရေး​စ​နစ်မ​ဟုတ်​ဘူး

You know, you're not there just to pass on received information.

အသိ​​တွေ​ကို လက်​ဆင့် ​​ကမ်း​ပေး​ရုံ​နဲ့ ​ဆ​ရာ​မ​ဖြစ်​ဘူး

Great teachers do that,

ဆ​ရာ့​ဆ​ရာ​တွေ​လည်း ​အ​သိ​တွေ​ လက်​ဆင့်​ကမ်း​တာ​ပါ​ပဲ။

but what great teachers also do is mentor,

ဒါ​ပေ​မဲ့ ​ဒီ​ဆ​ရာ့​ဆ​ရာ​တွေ​ဟာ ​ကောင်း​ရာ​ညွှန်​ပြ​ပေး​သေး​တယ်

stimulate, provoke, engage.

တက်​ကြွ​စေ​ဖို့၊နှိုး​ဆွ​ပေး​ဖို့၊ ​စိတ်​ပါ​ဝင်​စားစေဖို့ကြိုး​ပမ်းသေး​တယ်

You see, in the end, education is about learning.

အ​ချုပ်​ဆို​ရ​ရင် ပ​ညာ​ရေး​ဟာ ​သင်​ယူ​မှု​နဲ့သက်​ဆိုင်​တယ်

If there's no learning going on, there's no education going on.

And people can spend an awful lot of time

discussing education without ever discussing learning.

The whole point of education is to get people to learn.

You can be engaged in the activity of something,

but not really be achieving it, like dieting.

Teaching is a word like that.

But if nobody's learning anything,

The role of a teacher is to facilitate learning.

That's it.

And part of the problem is, I think,

that the dominant culture of education has come to focus

on not teaching and learning, but testing.

Now, testing is important.

Standardized tests have a place.

But they should not be the dominant culture of education.

They should be diagnostic. They should help.

But all that should support learning.

It shouldn't obstruct it, which of course it often does.

So in place of curiosity, what we have is a culture of compliance.

Our children and teachers are encouraged to follow routine algorithms

rather than to excite that power of imagination and curiosity.

ပုံ​မှန်​ လုပ်​ရိုး​လုပ်​စဉ်​အ​တိုင်း ​လိုက်​နာ​လုပ်​ဆောင်​အောင်အား​ပေး​နေ​တယ်

And the third principle is this: that human life is inherently creative.

It's why we all have different résumés.

We create our lives,

It's the common currency of being a human being.

It's why human culture is so interesting and diverse and dynamic.

I mean, other animals may well have imaginations and creativity,

but it's not so much in evidence, is it, as ours?

We all create our own lives through this restless process

Instead, what we have is a culture of standardization.

Now, it doesn't have to be that way.

Finland regularly comes out on top in math, science and reading.

Now, we only know that's what they do well at,

That's one of the problems of the test.

They don't look for other things that matter just as much.

The thing about work in Finland is this:

they don't obsess about those disciplines.

They have a very broad approach to education,

which includes humanities, physical education, the arts.

Second, there is no standardized testing in Finland.

I mean, there's a bit,

but it's not what gets people up in the morning,

The third thing -- and I was at a meeting recently

And they all looked a bit bemused, and said,

If people are in trouble, we get to them quite quickly

No. I think there's a population of around five million in Finland.

ရှိ​မ​နေ​တာ ​ဝမ်း​နည်း​စ​ရာ​ပါ​ပဲ။

I mean, as a whole.

ကျွန်​တော်​က​ ခြုံ​ပြော​တဲ့သဘောပါ။

One is this:

​တစ်​ခု​က ဒီ​လိုပါ။

သူ​တို့​ဆီ​မှာ ​တစ်​ဦး​ချင်း​စီ​အ​တွက် ​သင်​ကြား​သင်​ယူ​မှု​ကို​ ညိှ​ယူ​​​ပါ​တယ်

they individualize teaching and learning.

They recognize that it's students who are learning

လေ့​လာ​သင်​ယူ​နေ​ကြ​တာ က​လေး​တွေ​လို့ ​သူ​တို့​ ​အ​သိ​အ​မှတ်​ပြု​ကြ​တယ်

and the system has to engage them,

ပ​ညာ​ရေး​စ​နစ်​ကလည်း က​လေး​တွေ​​ ​စိတ်​ပါ​ဝင်​စား​မှု​ရှိ​စေ​ပြီး

their curiosity, their individuality, and their creativity.

သိ​လို​စိတ်၊ တစ်​ဦး​ချင်း​ဖြစ်​တည်​မှု​၊ ဖန်​တီး​မှု​တွေ​​ဖြစ်​စေ​ရ​မယ်​

That's how you get them to learn.

ဒါ​ ​က​လေး​တွေ ​သင်​ယူ​​လာ​အောင် ​လုပ်​ဆောင်​နည်း​ပဲ

The second is that they attribute a very high status

They recognize that you can't improve education

ထောက်​ပံ့တာတွေ၊အသက်​မွေး​မှု​စွမ်း​ရည်​ ဖွံ့​ဖြိုး​ရေး​တွေ ဆက်​တိုက်မ​​ပါရင်

if you don't pick great people to teach and keep giving them

ပ​ညာ​ရေး တိုး​တက်​အောင်မ​လုပ်​နိုင်​ဘူး​ လို့အ​သိ​အ​မှတ်​ပြု​တယ်

constant support and professional development.

Investing in professional development is not a cost.

အ​သက်​မွေး​မှု​စွမ်း​ရည်​ဖွံ့​ဖြိုး​ရေး​ဟာ ​ပေး​ဆပ်​တာ​မ​ဟုတ်​

It's an investment,

and every other country that's succeeding well knows that,

ရင်း​နှီး​မြှပ်​နှံ​မှု​ပါ

အောင်​မြင်​တဲ့ ​တ​ခြား​နိုင်​ငံ​တိုင်း ​ဒီ​အ​ချက်​ကိုသိ​တယ်

whether it's Australia, Canada,

ဩ​စ​တြေး​လျ၊ ​က​နေ​ဒါ၊

South Korea, Singapore, Hong Kong or Shanghai.

တောင်​ကိုး​ရီး​ယား၊ ​ဟောင်​ကောင်၊ ရှန်​ဟိုင်း​တို့​လို​မျိုး​ပေါ့

ဒီ​နိုင်​ငံ​တွေ​ဟာဒီ​အ​ချက် ​အ​ခ​ရာ​ကျ​တယ်​ဆို​တာနား​လည်​တယ်

They know that to be the case.

And the third is,

တ​တိ​ယ​စ​နစ်​က

they devolve responsibility to the school level

သူ​တို့​ဆီ​မှာ ​ကျောင်း​အ​ဆင့်​ထိ ​တာ​ဝန်​ဝ​တ္ထ​ရား​တွေခဲွ​ဝေ​​ပြီး

for getting the job done.

ပ​ညာ​ရေး​ ယ​န္တ​ရားလည်​ပတ်​စေ​တယ်။

You see, there's a big difference here

ဒီ​မှာ ​ကဲွ​လဲွ​ချက်​ကြီး​တစ်​ခု ရှိ​နေ​တယ်​ဗျ

between going into a mode of command and control in education --

ပ​ညာ​ရေး​မှာ ​အ​မိန့်​ပေး​ထိန်း​ချုပ်​မှု​ ပုံ​စံ​နဲ့ သွား​မ​လား

တစ်​ချို့​စ​နစ်​တွေ​မှာ​ ဒီ​လို​ ​ဖြစ်​နေ​တယ်​လေ

That's what happens in some systems.

Central or state governments decide,

ဗ​ဟို​အ​စိုး​ရ၊ ပြည်​နယ်​အ​စိုး​ရ​တွေ​က ​ဆုံး​ဖြတ်​တယ်

they know best and they're going to tell you what to do.

သူ​တို့​ပဲ အ​သိ​ဆုံး၊အ​တတ်​ဆုံး၊ ​ဘာ​လုပ်​ပါ​ အ​မိန့်​ပေး​ပေါ့​

The trouble is that education doesn't go on

ပြ​ဿ​နာ​က ​ပ​ညာ​ရေး​ဆို​တာ

လွှတ်​တော်​ကော်​မ​တီ​ရုံး​တွေ​မှာ ​မ​ဖြစ်​ဘူး​ဆို​တဲ့ ​အ​ချက်​ပါ

in the committee rooms of our legislative buildings.

It happens in classrooms and schools,

ပ​ညာ​ရေး​ဟာ​ စာ​သင်​ခန်း​တွေ၊ ​ကျောင်း​တွေ​မှာ ​ဖြစ်​ပေါ်​ပါ​တယ်

and the people who do it are the teachers and the students,

ပ​ညာ​ရေး​ကိုဖြစ်​ပေါ်​စေ​သူ​တွေ​ဟာ ​ဆ​ရာ​တွေ​နဲ့ကျောင်း​သား​တွေ​ပဲ

and if you remove their discretion, it stops working.

ဒီ​လူတွေ​ရဲ့ ဆုံး​ဖြတ်​ပိုင်​ခွင့်​ကို ဖယ်​လိုက်​ရင်ပ​ညာ​ရေးအ​လုပ်​မ​လုပ်​ပါ၊

You have to put it back to the people.

ဆ​ရာ​တွေ၊ကျောင်း​သား​တွေ​ရဲ့လက်​ထဲ ​ပ​ညာ​ရေး​ ပြန်​ထည့်​ပေး​ရ​မယ်

There is wonderful work happening in this country.

ဒီ​နိုင်​ငံ​မှာ အရမ်း​ကောင်း​တာ​တွေ​ ​ရှိ​နေ၊​ဖြစ်​နေ​တယ်

But I have to say it's happening

ဒီ​လို​အ​ကောင်း​တွေ​ဖြစ်​နေ​တာ​ ​ကျွန်​တော်​ပြော​ရ​ပါ​မယ်

in spite of the dominant culture of education,

ဒါ​ပေ​မဲ့ ​ချုပ်​ကိုင်​တဲ့ ​ပ​ညာ​ရေး​ယဉ်​ကျေး​မှု​ရှိ​ဆဲ

not because of it.

ဒါ​ကြောင့်​ ​မ​ဟုတ်​ဘူး​နော်

It's like people are sailing into a headwind all the time.

အ​ခု​ဟာက လူ​တွေတစ်​ချိန်​လုံး ​လေ​ဆန်​ကို ရွက်​လွှင့်​နေ​သ​လိုပဲ

And the reason I think is this:

ကျွန်​တော်​ တွေး​မိ​တဲ့ ​အ​ကြောင်း​ရင်း​က ​ဒီ​လိုပါ။

that many of the current policies

လက်​ရှိ ​မူ​ဝါ​ဒ​အ​တော်​များ​များ​ဟာ

are based on mechanistic conceptions of education.

ယ​န္တ​ရား​ဆန်​တဲ့​ပ​ညာ​ရေး​အ​မြင်​တွေ​ပေါ် ​အ​ခြေ​ခံ​ထား​တာ​ကြောင့် ​ဖြစ်​တယ်

It's like education is an industrial process

ပ​ညာ​ရေး​ဟာ​စက်​ရုံ​မှာပ​စ္စည်း​ထုတ်​တဲ့ ​ဖြစ်​စဉ်​နဲ့ ​တူ​နေ​တယ်​လေ

that can be improved just by having better data,

စက်​ရုံ​မှာ​ကပို​ကောင်း​တဲ့​အ​ချက်​အ​လက်​ ရှိ​ရုံ​နဲ့ပို​ကောင်း​အောင်​လုပ်​နိုင်​တယ်

and somewhere in the back of the mind of some policy makers

​တစ်​ချို့​မူ​ဝါ​ဒ​ရေး​ဆဲွ​သူ​တွေ​ရဲ့ ​စိတ်​ထဲထောင့်​တစ်​နေ​ရာ​မှာ

is this idea that if we fine-tune it well enough, if we just get it right,

ပ​ညာ​ရေး​ကို ​ညိှ​ယူ​ပြု​ပြင်​၊ ​လမ်း​ကြောင်း​ တည့်​ပေး​လိုက်​ရင်

it will all hum along perfectly into the future.

အ​နာ​ဂတ်​အ​ထိလုံး​ဝ စိတ်​ချ​ရ​သွား​မယ် ​ဆိုတဲ့အ​တွေး​မျိုး​ရှိ​နေ​တယ်

It won't, and it never did.

​ဒီ​လိုမ​ဖြစ်​ဘူး ​ဘယ်​ခါမှ​မ​ဖြစ်​ဖူး​တာ

The point is that education is not a mechanical system.

ပြော​ချင်​တာက ပ​ညာ​ရေးဟာ စက်​ယ​န္တ​ရား​မ​ဟုတ်​ဘူး​ဆိုတာ​ပဲ

It's a human system.

ပ​ညာ​ရေး​ဟာ ​လူ​သား​တွေ​နဲ့ ဖွဲ့​ထား​တဲ့စ​နစ်​၊

It's about people,

လူ​သား​တွေ​နဲ့​ဆိုင်​တယ်

people who either do want to learn or don't want to learn.

အဲ​ဒီ​မှာ ပ​ညာ​တ​ကယ်လို​လား​သူ​တွေ​၊ ​ပ​ညာ​မ​သင်​လိုသူ​တွေ​​ရှိ​တယ်

Every student who drops out of school has a reason for it

ကျောင်း​ထွက်​တဲ့ ကျောင်း​သား​တိုင်း​မှာ ​သူ့​အ​ကြောင်း​နဲ့​သူရှိ​ပါ​တယ်

which is rooted in their own biography.

သူ့​ဘ​ဝ​အ​ကြောင်း​က ​တွေ့​ရ​မှာပါ​

They may find it boring.

ကျောင်း​ဟာ ပျင်း​စ​ရာထင်ရင်​ထင်မယ်

They may find it irrelevant.

ကျောင်း​စာက​ဘ​ဝ​နဲ့ မ​ဟပ်​စပ်ဘူး တွေ့​ရင်​တွေ့​မယ်

They may find that it's at odds with the life they're living outside of school.

​ကျောင်းပြင်​ပ​ဘ​ဝ​နဲ့ ကျောင်း​သင်​ပ​ညာ​ ​မ​ကိုက်ဘူးတွေး​ရင်​တွေး​မယ်

ခေတ်​ရေ​စီး​ကြောင်း​​ ပြောင်း​ရင်​ပြောင်း​ ​ဖြစ်​ရပ်​တွေ​က​အ​မြဲဒါ​တွေ​ချည်း​ပဲ​

There are trends, but the stories are always unique.

I was at a meeting recently in Los Angeles of --

မ​ကြာ​​ခင်​က​ လော့စ်​အိန်​ဂျ​လိ​မှာ ​အ​စည်း​အ​ဝေး​တက်​ရ​တယ်

they're called alternative education programs.

သ​မား​ရိုး​ကျ​မ​ဟုတ်​တဲ့ပ​ညာ​ပေး​ အ​စီ​အ​စဉ်​တွေ​​အကြောင်း​ပါ

These are programs designed to get kids back into education.

ကျောင်း​ထွက်​သွား​တဲ့ က​လေး​တွေ​ကို ပ​ညာ​ပြန်​သင်​​ဖို့​ လုပ်​တာ​ပါ

They have certain common features.

ဒါတွေ​မှာ ​တူ​တာတ​ချို့ရှိ​တယ်

They're very personalized.

​တစ်​ဦး​ချင်း​ကိုက်ညီအောင် ​​လုပ်ထား​တယ်

They have strong support for the teachers,

ဆ​ရာ​တွေ​ကို ​အင်​တိုက်​အား​တိုက်​ ထောက်​ခံ​တယ်။

close links with the community and a broad and diverse curriculum,

လူ့​အ​ဖဲွ့​အ​စည်း​နဲ့​ကျယ်​ပြန့်​ကဲွ​ပြား​ တဲ့​သင်​ရိုး​​ကြားနီး​ကပ်​ဆက်​စပ်​​တာရော

and often programs which involve students outside school as well as inside school.

ကျောင်း​အတွင်း၊ အပြင်​က​လေး​တွေ​ပါတဲ့ ​ပ​ညာ​ပေး​အ​စီ​အ​စဉ်​တွေ​ပါ​ ထောက်​ခံ​တယ်

And they work.

ဒါတွေ​အ​လုပ်​ဖြစ်​တာ​ပဲ​

What's interesting to me is, these are called "alternative education."

စိတ်​ဝင်​စား​မိ​တာ​ကဒါတွေကို “​သ​မ​ရိုး​ကျ​မ​ဟုတ်​တဲ့ပ​ညာ​ရေး”ခေါ်​သ​ဗျ

(Laughter)

You know?

ကဲ​ဗျာ …

And all the evidence from around the world is,

က​မ္ဘာတစ်ဝှမ်းက ​အ​ထောက်​အ​ထား​တွေရော​ပေါ့

if we all did that, there'd be no need for the alternative.

So I think we have to embrace a different metaphor.

We have to recognize that it's a human system,

ပ​ညာ​ရေး​ဟာ လူ​​နဲ့​ဆိုင်​တဲ့စ​နစ်​ ဆိုတာအ​သိ​အ​မှတ်​ပြု​ရ​မယ်

and there are conditions under which people thrive,

လူ​တွေ​ ထ​မြောက်​အောင်​မြင်​တဲ့ ​အ​ခြေ​အ​နေ​တွေရှိ​သ​လို

and conditions under which they don't.

ထ​မြောက်​အောင်​မြင်​မှု​မ​ဖြစ်​တဲ့ ​အ​ခြေ​အ​နေ​တွေ​လည်း​ရှိ​​တယ်

We are after all organic creatures,

ခြုံ​ကြည့်​ရ​ရင် ​ကျွန်​တော်​တို့​ဟာ ​သက်​ရှိ​သ​တ္တ​ဝါ​တွေ​ပဲ

and the culture of the school is absolutely essential.

ကျောင်း​ပ​ညာ​ရေး​ ယဉ်​ကျေး​မှု​ဆို​တာ ​လုံး​ဝလိုအပ်​တယ်

Culture is an organic term, isn't it?

ယဉ်​ကျေး​မှု​ဆိုတာ​ သက်​ရှိ​တွေ​နဲ့​ ဆိုင်​တဲ့အ​သုံး​တစ်​ခု​လေ

Not far from where I live is a place called Death Valley.

ကျွန်​တော်​နေ​တဲ့​ နေ​ရာ​နဲ့​မ​နီး​မ​ဝေး​မှာ ​မ​ရ​ဏ​တောင်​ကြား​ ​ရှိ​တယ်

Death Valley is the hottest, driest place in America,

မ​ရ​ဏ​တောင်​ကြား​ဟာ အ​မေ​ရိ​က​မှာ ​အ​ပူ​ဆုံး၊အ​ခြောက်​သွေ့​ဆုံး​နေ​ရာ​ပါ​

and nothing grows there.

အဲ​ဒီ​မှာဘာ​အ​ပင်​မှ​မ​ပေါက်​ဘူး

Nothing grows there because it doesn't rain.

မိုး​မ​ရွာ​တော့ ဘာ​​ပင်​မှ ​မ​ပေါက်​ဘူး​ပေါ့​

Hence, Death Valley.

ဒါ​ကြောင့်မ​ရ​ဏ​တောင်​ကြား​ ​ခေါ်​တာ​

In the winter of 2004, it rained in Death Valley.

၂၀၀၄ ​ခု​နှစ်၊ဆောင်း​ရာ​သီ​အ​ချိန် ​မ​ရ​ဏ​တောင်​ကြား​မှာ​ မိုး​ရွာ​ပါ​လေ​ရော

Seven inches of rain fell over a very short period.

What it proved is this:

that Death Valley isn't dead.

It's dormant.

ကိန်း​ဝပ်​ငြိမ်​သက်​နေ​တာ​

Right beneath the surface are these seeds of possibility

မျက်​နှာ​ပြင်​အောက်​ဖြစ်​နိုင်​မှု​ ​ဒီ​မျိုး​စေ့​တွေ ရှိ​နေ​တတ်​တယ်

waiting for the right conditions to come about,

အ​ညှောက်​ထွက်​ဖို့ အ​ခြေ​အ​နေ​ကောင်း​ကို ​စောင့်​မျှော်​နေ​ကြ​တာ​ပါ

and with organic systems, if the conditions are right,

life is inevitable.

It happens all the time.

ဒါ​မျိုး​အ​မြဲ​ဖြစ်​နေ​ကျ​

You take an area, a school, a district,

ဒေ​သ​တစ်​ခု၊ ကျောင်း​တစ်​ကျောင်း၊ ​ကျောင်း​အ​စု​တစ်​ခု​ဖြစ်​စေ၊

you change the conditions, give people a different sense of possibility,

အ​ခြေ​အ​နေ​တွေ​ ပြောင်း​​၊ဖြစ်​နိုင်​ တယ်​ဆိုတဲ့အ​မြင်​မျိုးလူ​တွေ​ကိုပေး​မယ်

a different set of expectations, a broader range of opportunities,

တစ်​မျိုး​တစ်​မည် မျှော်​လင့်​ချက်​တွေ၊ ​ကျယ်​ပြန့်​တဲ့ အ​ခွင့်​​တွေ​ပေး​မယ်

you cherish and value the relationships between teachers and learners,

ဆ​ရာ​နဲ့​တ​ပည့် ဆက်​ဆံ​ရေး​ကို ​မြတ်​နိုး​တန်​ဖိုး​ထား​မယ်

you offer people the discretion to be creative

တီ​ထွင်​ဖန်​တီး​ဖို့လုပ်​ပိုင်​ခွင့်​တွေ ​ပေး​မယ်

and to innovate in what they do,

ဆန်း​သစ်ပြောင်း​လဲ​လုပ်​ပိုင်​ခွင့်​ ပေး​မယ်

and schools that were once bereft spring to life.

ဒီ​လို​ဆို တစ်​ခါ​ကအ​ခွင့်​မ​သာ​ခဲ့​တဲ့ ​ကျောင်း​တွေအ​သက်​ဝင်​လာ​ကြ​တာ​ပဲ

Great leaders know that.

ခေါင်း​ဆောင်​ကောင်း​တွေ​သိ​​တယ်

The real role of leadership in education --

ပ​ညာ​ရေး​ခေါင်း​ဆောင်​မှု​ရဲ့ တ​ကယ့်အ​လုပ်က

and I think it's true at the national level,

ဒါဟာ နိုင်​ငံ​အ​ဆင့်ရော

the state level, at the school level --

ပြည်​နယ်​အ​ဆင့်၊ကျောင်း​အ​ဆင့်​မှာ​ပါ မှန်​တယ်​ထင်​တယ်

is not and should not be command and control.

အ​မိန့်​ပေး​ထိန်း​ချုပ်​မှု​မ​ဖြစ်​ရဘူး ​ဖြစ်​လည်း​မ​ဖြစ်​သင့်​ဘူး

The real role of leadership is climate control,

ခေါင်း​ဆောင်​မှု​​ရဲ့ တ​ကယ့်​အ​လုပ်က အ​ခြေ​အ​နေကို​ထိန်း​ချုပ်​ဖို့ပါ

creating a climate of possibility.

ဖြစ်​နိုင်​မှု​အ​ခြေ​အ​နေ​ ​ဖန်​တီး​ပေး​ဖို့​လေ

And if you do that, people will rise to it

အဲ​လို​သာ​လုပ်​ရင် လူ​တွေအ​ကောင်း​ဆုံး​ကြိုး​စား​မယ်

and achieve things that you completely did not anticipate

လုံး​ဝ​မျှော်​လင့်​မ​ထား​ခဲ့​တဲ့ ​အောင်​မြင်​မှု​တွေရ​လာ​မယ်

and couldn't have expected.

မ​မျှော်​လင့်​ခဲ့​ဖူး​တဲ့ ​အောင်​မြင်​မှု​တွေလေ

There's a wonderful quote from Benjamin Franklin.

ဘင်​ဂျ​မင်​ဖ​ရန်​က​လင်ရဲ့ ​စ​ကား​တစ်​ခွန်း​ရှိ​တယ်

"There are three sorts of people in the world:

“​လော​က​မှာ လူ​သုံး​မျိုး​သုံး​စား​ရှိ​တယ်

Those who are immovable,

ရွှေ့​လို့ မ​ရွေ့​နိုင်​တဲ့သူ​တွေ​ရှိ​တယ်

people who don't get it,

or don't want to do anything about it;

and are prepared to listen to it;

and there are people who move,

people who make things happen."

And if we can encourage more people, that will be a movement.
