I moved to America 12 years ago with my wife Terry and our two kids.

But I knew that Americans get irony

when I came across that legislation, "No Child Left Behind."

Because whoever thought of that title gets irony.

Don't they?

Because it's leaving millions of children behind.

Now I can see that's not a very attractive name for legislation:

What's the plan?

In some parts of the country,

it's 80 percent of kids.

If we halved that number,

this is good math, isn't it, that we should do this?

And the reason is not that we're not spending enough money.

America spends more money on education than most other countries.

And there are hundreds of initiatives every year

The trouble is, it's all going in the wrong direction.

There are three principles on which human life flourishes,

and they are contradicted by the culture of education

and most students have to endure.

The first is this, that human beings are naturally different and diverse.

Education under "No Child Left Behind"

is based on not diversity but conformity.

다양성이 아니라 획일성에 기초한 것입니다.

What schools are encouraged to do is to find out

학교가 현재 수행하도록 장려되고 있는 일은

what kids can do across a very narrow spectrum of achievement.

매우 좁은 성취의 스펙트럼안에서 아이들이 할 수 있는 것을 찾아내는 것입니다.

One of the effects of "No Child Left Behind"

has been to narrow the focus onto the so-called STEM disciplines.

They're very important.

I'm not here to argue against science and math.

On the contrary, they're necessary but they're not sufficient.

A real education has to give equal weight

One estimate in America currently is that something like 10 percent of kids,

are being diagnosed with various conditions

I'm not saying there's no such thing.

I just don't believe it's an epidemic like this.

If you sit kids down, hour after hour,

doing low-grade clerical work,

Children are not, for the most part, suffering from a psychological condition.

They're suffering from childhood.

And I know this because I spent my early life as a child.

I went through the whole thing.

Kids prosper best with a broad curriculum that celebrates their various talents,

not just a small range of them.

And by the way, the arts aren't just important

They're important because they speak to parts of children's being

The second principle that drives human life flourishing

is curiosity.

If you can light the spark of curiosity in a child,

they will learn without any further assistance, very often.

Children are natural learners.

It's a real achievement to put that particular ability out,

or to stifle it.

Curiosity is the engine of achievement.

Now the reason I say this

is because one of the effects of the current culture here,

has been to de-professionalize teachers.

There is no system in the world or any school in the country

that is better than its teachers.

Teachers are the lifeblood of the success of schools.

선생님들은 학교의 성공에 있어서 꼭 필요한 존재입니다.

But teaching is a creative profession.

Teaching, properly conceived, is not a delivery system.

You know, you're not there just to pass on received information.

Great teachers do that,

but what great teachers also do is mentor,

stimulate, provoke, engage.

You see, in the end, education is about learning.

If there's no learning going on, there's no education going on.

And people can spend an awful lot of time

discussing education without ever discussing learning.

The whole point of education is to get people to learn.

An old friend of mine -- actually very old, he's dead.

But a wonderful guy he was, wonderful philosopher.

He used to talk about the difference

You can be engaged in the activity of something,

It's a very good example.

There he is. He's dieting.

Is he losing any weight? Not really.

Teaching is a word like that.

You can say, "There's Deborah, she's in room 34, she's teaching."

But if nobody's learning anything,

that the dominant culture of education has come to focus

Now, testing is important.

But they should not be the dominant culture of education.

If I go for a medical examination, I want some standardized tests.

I do.

I want to know what my cholesterol level is

I don't want to be told on some scale my doctor invented in the car.

But all that should support learning.

So in place of curiosity, what we have is a culture of compliance.

Our children and teachers are encouraged to follow routine algorithms

And the third principle is this: that human life is inherently creative.

and we can recreate them as we go through them.

It's why human culture is so interesting and diverse and dynamic.

I mean, other animals may well have imaginations and creativity,

but it's not so much in evidence, is it, as ours?

I mean, you may have a dog.

And your dog may get depressed.

You know, but it doesn't listen to Radiohead, does it?

And sit staring out the window with a bottle of Jack Daniels.

We all create our own lives through this restless process

Instead, what we have is a culture of standardization.

Now, it doesn't have to be that way.

It really doesn't.

Finland regularly comes out on top in math, science and reading.

Now, we only know that's what they do well at,

because that's all that's being tested.

Second, there is no standardized testing in Finland.

I mean, there's a bit,

The third thing -- and I was at a meeting recently

and somebody from the American system was saying to the people in Finland,

And they all looked a bit bemused, and said,

Why would you drop out?

If people are in trouble, we get to them quite quickly

and we help and support them."

Now people always say,

But what all the high-performing systems in the world do

이 방법이야 말로 우리가 학생들을 스스로 공부하게 하는 방법입니다.

The second is that they attribute a very high status

두번째는 그들은 가르치는 직업을

to the teaching profession.

굉장히 높게 평가합니다.

They recognize that you can't improve education

핀란드인들은 다음과 같이 해서는 교육을 개선시킬 수 없다는 것을 인식 하고 있습니다.

if you don't pick great people to teach and keep giving them

만약 훌륭한 선생님들을 뽑지 않고

선생님들에게 지속적인 지원을 제공하지 않고

constant support and professional development.

전문성의 개발이 없다면 말이죠.

Investing in professional development is not a cost.

전문성을 높이는데 돈을 쓰는 것은 소모 비용이 아닙니다.

It's an investment,

그것은 투자입니다.

and every other country that's succeeding well knows that,

다른 나라들은 이런 사실을 잘 알고 있습니다.

whether it's Australia, Canada,

예를 들어 호주, 캐나다, 대한민국, 싱가폴,

South Korea, Singapore, Hong Kong or Shanghai.

홍콩이나 상하이는 모두 이 사실을 알고 있죠.

They know that to be the case.

세번째는, 핀란드는 교육의 목표를 달성하기 위하여

And the third is,

they devolve responsibility to the school level

모든 권한을 학교 당국에게 넘겼습니다.

for getting the job done.

You see, there's a big difference here

교육 시스템을 명령과 통제로 이끌고 가는 것과는

between going into a mode of command and control in education --

큰 차이가 있습니다.

That's what happens in some systems.

그런데 우리의 일부 시스템은 이렇게 작동이 됩니다.

여러분도 아시겠지만, 중앙 정부나, 주 정부는

Central or state governments decide,

그들이 제일 잘 알고 있다고 생각하기 때문에

they know best and they're going to tell you what to do.

여러분이 무엇을 해야하는지 결정합니다.

The trouble is that education doesn't go on

하지만 문제는, 교육은 이런 식으로

in the committee rooms of our legislative buildings.

입법기관의 위원회가 그저 탁상 행정을 통해 진행할 것이 아니라는 겁니다.

It happens in classrooms and schools,

실제로 교육은 교실과 학교에서 이루어집니다.

and the people who do it are the teachers and the students,

그러한 교육은 선생님과 학생들이 하는 것입니다.

and if you remove their discretion, it stops working.

만약 그들의 판단의 재량권을 제거해버리면, 교육은 멈출 것입니다.

교육의 결정권을 그들에게 다시 돌려주어야만 합니다.

You have to put it back to the people.

There is wonderful work happening in this country.

미국에서도 놀라운 일은 발생하고 있습니다.

But I have to say it's happening

하지만 지배적인 교육의 현실에도 불구하고

in spite of the dominant culture of education,

그저 발생하고 있다고 말해야겠습니다.

not because of it.

올바른 교육 때문이 아니라요.

It's like people are sailing into a headwind all the time.

사람들이 맞바람을 맞으며 항해하는 형국이죠.

And the reason I think is this:

이런 현상이 발생하는 이유는

that many of the current policies

현재의 정책들 중 대다수가

are based on mechanistic conceptions of education.

교육의 기계적 관점에 기반을 두고 있기 때문입니다.

It's like education is an industrial process

이 관점은 교육이란 산업의 과정과 같아서

that can be improved just by having better data,

더 나은 정보를 가지고 있는 것 만으로도 개선될 수 있다고 간주합니다.

and somewhere in the back of the mind of some policy makers

그리고 어딘가에서, 정확히 말하자면 정책 전문가의

마음 구석 한편에는 이런 생각이 있을 수 있습니다.

is this idea that if we fine-tune it well enough, if we just get it right,

교육의 섬세한 초점을 잘 맞추기만 한다면, 바로 올바른 길로 갈 것이라고요.

it will all hum along perfectly into the future.

그리고 미래에는 완벽하게 작동할 것이라 생각합니다.

It won't, and it never did.

그렇지않을 것입니다. 그리고 지금까지도 그렇지 않았구요.

The point is that education is not a mechanical system.

여기서 중요한 점은 교육은 기계적인 시스템이 아니라는 것입니다.

It's a human system.

교육은 인간 시스템이죠, 사람에 관한 것입니다.

It's about people,

people who either do want to learn or don't want to learn.

배우고 싶어하거나 그렇지 않은 사람들에 관한 것 입니다.

Every student who drops out of school has a reason for it

중퇴하는 모든 학생들은 나름대로의 원인이 있습니다.

which is rooted in their own biography.

그들의 삶의 어딘가에서 기인한 것이죠.

They may find it boring.

학교가 지루하거나 무용지물이라 생각할 수도 있습니다.

They may find it irrelevant.

또는 학교와 갈등을 일으킬 수도 있구요.

They may find that it's at odds with the life they're living outside of school.

학교 밖에서 그들이 살고 있는 삶과 관련해서 갈등이 발생하겠죠.

그들의 삶에는 흐름이 있지만, 각 이야기는 항상 독특합니다.

There are trends, but the stories are always unique.

저는 최근에 로스엔젤레스에서 열렸던 회의에 다녀왔는데요,

I was at a meeting recently in Los Angeles of --

they're called alternative education programs.

사람들은 대안 교육 시스템에 대해 이야기 했습니다.

These are programs designed to get kids back into education.

이 프로그램들은 아이들을 다시 교육의 현장으로 데려오기 위해 고안된 것입니다.

They have certain common features.

이것들은 공통점들이 있습니다.

They're very personalized.

매우 개인화 되어있습니다.

They have strong support for the teachers,

선생님들에게도 많은 지원을 해주고요,

close links with the community and a broad and diverse curriculum,

사회와도 긴밀히 연결되어 있습니다.

폭넓고 다양한 커리큘럼을 보유하고 있고,

and often programs which involve students outside school as well as inside school.

많은 프로그램들은 학교 안에 있는 학생들 뿐만 아니라

학교 밖의 학생들도 참여시킵니다.

And they work.

그리고 이런 것들은 효과를 보고 있죠.

What's interesting to me is, these are called "alternative education."

흥미로운 점은,

이것이 "대안 교육"이라고 불린다는 것입니다.

You know?

왜 그런지 아세요?

And all the evidence from around the world is,

전세계에서 모든 증거들은

if we all did that, there'd be no need for the alternative.

우리가 바른 교육을 실시했다면, 아마 대안은 필요가 없었을 것 이라고 말합니다.

So I think we have to embrace a different metaphor.

We have to recognize that it's a human system,

and there are conditions under which people thrive,

사람이 윤택하게 살아가는 조건이 있으면

또 그렇지 않은 조건도 있다는 것이죠.

and conditions under which they don't.

We are after all organic creatures,

우리는 유기적 생명체라서,

and the culture of the school is absolutely essential.

학교와 같은 문화는 꼭 필수적입니다.

Culture is an organic term, isn't it?

문화란 유기적인 용어니까요. 그렇죠?

Not far from where I live is a place called Death Valley.

제가 사는 곳은 "데스벨리(죽음의 계곡)"이라고 불리는 곳에서 그리 멀지 않습니다

Death Valley is the hottest, driest place in America,

죽음의 계곡은 미국에서 가장 덥고 건조한 지역입니다.

and nothing grows there.

거기서는 아무 것도 자라지 않습니다.

비가 오지 않기 때문입니다.

Nothing grows there because it doesn't rain.

Hence, Death Valley.

그래서, 죽음의 계곡이라는 이름이 붙은거죠.

In the winter of 2004, it rained in Death Valley.

2004년 겨울에, 죽음의 계곡에 비가 왔습니다.

Seven inches of rain fell over a very short period.

180mm의 비가 아주 짧은 기간동안 내렸습니다.

그러자 2005년 봄에 놀라운 현상이 알어났습니다.

And in the spring of 2005, there was a phenomenon.

The whole floor of Death Valley was carpeted in flowers for a while.

What it proved is this:

이것이 입증하는 것은, 죽음의 계곡이 사실은 죽지 않았다는 것이었습니다.

that Death Valley isn't dead.

그저 동면 상태였을 뿐이죠.

It's dormant.

Right beneath the surface are these seeds of possibility

표면의 바로 아래 가능성의 씨앗들이 있었습니다.

꽃이 필 수 있는 적절한 조건만을 기다려 왔던 것이죠.

waiting for the right conditions to come about,

and with organic systems, if the conditions are right,

유기적 시스템은 조건이 적절하다면

생명은 반드시 탄생합니다. 항상 일어나는 일이죠.

life is inevitable.

It happens all the time.

You take an area, a school, a district,

학교나 다른 지역에서

you change the conditions, give people a different sense of possibility,

여러분은 조건들을 변화시키면서, 사람들에게 다른 가능성을 부여하고,

a different set of expectations, a broader range of opportunities,

다른 기대치를 부여하며,

더 넓은 기회를 제공할 수 있습니다.

you cherish and value the relationships between teachers and learners,

여러분은 선생님과 배우는 사람의 관계를 소중히 여기셔야 합니다..

여러분은 사람들에게 창의적 분별력을 제공하고

you offer people the discretion to be creative

and to innovate in what they do,

그들이 하는 일을 혁신시킬 수 있습니다.

and schools that were once bereft spring to life.

버려진 채로 남겨진 학교들도 다시 생명을 불어 넣을 수 있습니다.

Great leaders know that.

훌륭한 리더들은 이 사실을 알고 있습니다.

The real role of leadership in education --

교육에서 지도자들의 진정한 역할은

and I think it's true at the national level,

--저는 국가적, 정부적, 학교의 차원에서도

the state level, at the school level --

마찬가지라고 생각하는데--

is not and should not be command and control.

명령과 통제하는 것이 아니며 그렇게 되어서도 안 됩니다.

The real role of leadership is climate control,

진정한 리더쉽은 분위기를 조성하고

creating a climate of possibility.

가능성이 많은 분위기를 형성하는 겁니다.

And if you do that, people will rise to it

만약 그렇다면, 사람들은 스스로 성장하며

and achieve things that you completely did not anticipate

여러분이 기대하지도 못했던 것들과

and couldn't have expected.

이제까지 예상치 못했던 것을 성취할 것입니다.

There's a wonderful quote from Benjamin Franklin.

벤자민 프랭클린의 훌륭한 말을 인용하겠습니다.

"There are three sorts of people in the world:

"세상에는 세 부류의 사람이 있습니다.

Those who are immovable,

고정되어 변화하려고 하지 않는 사람들,

이들은 무언가를 특별히 원하지 않고 성취하려고 하지 않습니다.

people who don't get it,

or don't want to do anything about it;

사실 그들은 어떤 것이라도 할 수 있는데 말이죠.

there are people who are movable,

또 다른 부류는 움직이고 변화하는 사람들입니다.

people who see the need for change

변화를 필요성을 이해하고

and are prepared to listen to it;

변화에 귀기울일 준비가 되어있죠.

and there are people who move,

그리고 마지막 사람은 행동하고,

people who make things happen."

실제로 일을 해내는 사람입니다."

And if we can encourage more people, that will be a movement.

그리고 우리가 만약 더 많은 사람들을 격려한다면,

이것이 시대의 흐름이 될 것입니다.

And if the movement is strong enough,

이 시대의 흐름이 충분히 강력하다면,

that's, in the best sense of the word, a revolution.

최고의 표현으로 세상에 혁명을 가져다 줄 수도 있습니다.

And that's what we need.
