Welcome to Doha.

بخێربهێن بۆ باژێرێ دەوحایێ

I am in charge of making this country's food secure.

ئەز بەرپڕسم ژ ساخلەمیا خوارنا ئەڤی باژێری

That is my job for the next two years,

ئەڤە کارێ منە بۆ دوو سالێن بهێت ژی،

to design an entire master plan,

کۆ ماستەر پلانەکێ دیزاین بکم،

and then for the next 10 years to implement it --

و دماوەی ١٠ ساڵێن بهێت دا ئەزئەوێ پلانێ جێبەجێ بکم-

of course, with so many other people.

هەلبەت، دگەل گەلەک کەسێن دیتر.

But first, I need to talk to you about a story, which is my story,

بەلێ لدەستپێکێ، من دڤێت ئەز بۆ وە بەحسی چيروکەکێ بکم، چیڕوکا من،

about the story of this country that you're all here in today.

چيڕوکا ئەڤی باژێڕی ئەڤێ نوکە هین لێ ئامادە.

And of course, most of you have had three meals today,

و هەلبەت، گەلەک ژ وە سێ دانەیێن خوارنێ ئەڤروکە خوارن.

and probably will continue to have after this event.

و دیارە دێ بەردەوام بن لسەر ئەڤێ چەندێ هەتا دوماهیا ئەڤێ بۆیەرێ.

So going in, what was Qatar in the 1940s?

دا ئەم بچین دناڤ بابەتی دا، وەڵاتێ قەتەر چاوابی ل ساڵێن ١٩٤٠ دا؟

We were about 11,000 people living here.

ئەم نێزیکی ١١ هزار کەسان دژیاین لڤێرێ.

There was no water. There was no energy, no oil, no cars, none of that.

چ ئاڤ لوێرێ نەبی. چ کەهرەب نەبی، نە پەترۆل، نە سەیارە، نە تشتەک ژوان

بەهراپتریا ئەو کەسێن لڤێری دژیاین

Most of the people who lived here

either lived in coastal villages, fishing,

یان لکەڤیا دەریای دژیان، ماسی دگرتن،

or were nomads who roamed around with the environment trying to find water.

یان ژی کوچەربین د ژینگەهێ دا دگەریان ب مەرەما گەریانێ لدویڤ ئاڤێ.

None of the glamour that you see today existed.

چ ژ ئەڤێ بەرفرەهیا ژینێ نەبی.

No cities like you see today in Doha or Dubai or Abu Dhabi or Kuwait or Riyadh.

چ باژێر نەبین وەک یێن نوکە هین دبینن وەک دەوحە، دوبەی، ئەبوزەبی، کوێت، یان ژی ڕیاز.

It wasn't that they couldn't develop cities.

نە ژبەر وێ چەندێ بی کو نەدشیان وەڵاتێن خو پێشبێخن.

Resources weren't there to develop them.

سامان لبەر دەستێن وان نەبین دا پێشبکەڤن.

And you can see that life expectancy was also short.

و هەروەسا دیارە کو بەندەواریا ژیانێ کێمبی

Most people died around the age of 50.

بەهراپتریا خەلکێ دژیێ ٥٠ سالیێ دا دمرن.

So let's move to chapter two: the oil era.

کا دا ئەم بچینە بەشێ دووێ: چەرخێ پەترۆلێ.

1939, that's when they discovered oil.

ل ساڵا ١٩٣٩، هینگێ مە پەترۆل دیت.

But unfortunately, it wasn't really fully exploited commercially

بەلێ بمخابنیڤە، بتەمامی نە هاتبی بکارئینان ژلایێ بازرگانی ڤە

until after the Second World War.

هەتا پشتی شەڕێ جیهانیا دووێ.

What did it do?

ئەوێ چ کر؟

It changed the face of this country, as you can see today and witness.

ئەوێ ڕەنگێ ئەڤی وەڵاتی گوهوری، وەکی هین نوکە دبینن.

It also made all those people who roamed around the desert --

هەروەسا وەل ئەوان کەسان کر یێن کو ل دوور ئەڤێ بیابانێ دزڤرین--

looking for water, looking for food,

ب لێگەریانا لدویڤ ئاڤێ، ل دویڤ خوارنێ.

trying to take care of their livestock -- urbanize.

هەول ددان گوهێ خو بدنە پەز و دەوارێن خو-- وەل وان کر ببنە باژێری.

You might find this strange,

بەلکی هین ببینن کو ئەڤ چەندە غەریب بت،

but in my family we have different accents.

بەلێ لناڤ خێزانا من دا مە زاراڤێن جودا یێن هەین.

My mother has an accent that is so different to my father,

دەیکا من زاراڤەک یێ هەی کو گەلەک جیاوازە ژ زاراڤێ بابێ من،

and we're all a population of about 300,000 people in the same country.

و ڕێژا گەلێ مە نێزیکی ٣٠٠ هزار مروڤ بین د ئێک وەڵاتی دا.

There are about five or six accents in this country as I speak.

نێزیکی پێنج یان شەش زاراڤان هەنە د ئەڤی وەڵاتی دا نوکە.

Someone says, "How so? How could this happen?"

هندەک دێ بێژن،"چاوا؟ چاوا ئەڤ چەندە چێدبت"

Because we lived scattered.

ژبەرکو ئەم بەلاڤبووی دژیاین.

We couldn't live in a concentrated way simply because there was no resources.

مە نەدشیا پێکڤە بژین ژبەر نەبینا سامانان.

And when the resources came, be it oil,

و لدەمێ سامان هاتین لبەردەستێن مە، بو نمونە پەترۆل،

we started building these fancy technologies

مە دەستپێکر ب دروستکرنا ئەڤان تەکنولوژیان

and bringing people together because we needed the concentration.

و هەروەسا مە خەلک ئینان گەل ئێک ژبەر کو ئەم پێتڤی ب پیتەدانا وان بین.

People started to get to know each other.

خەلکێ دەستپێکر ئێکودوو ناسکرن.

And we realized that there are some differences in accents.

و ئەم وەسا تێگەهشتین کو هندەک جیاوازی دناڤبەرا زاراڤاندا یێن هەین.

So that is the chapter two: the oil era.

ڤێجا ئەڤە بەشێ دووێ بی: چەرخێ پەترۆلێ.

Let's look at today.

دا ئەم سەحکین ئەڤروکە.

This is probably the skyline that most of you know about Doha.

ئەڤە ئەو ئاستەیە ئەڤا بەهراپتریا وە ناسدکن ژ دەوحایێ.

So what's the population today?

ئەرێ سەرژمێریا نوکە چەندە؟

It's 1.7 million people.

١.٧ ملیون کەسن.

That is in less than 60 years.

و ئەڤ چەندە هەمی کێمتر ژ ٦٠ سالا.

The average growth of our economy is about 15 percent for the past five years.

ڕێژەیا گەشەکرنا دارایی نێزیکی ١٥٪ یە د ٥ سالێن بووری دا.

Lifespan has increased to 78.

بەندەواریا ژیانێ گەهشتە ٧٨ سالیێ.

Water consumption has increased to 430 liters.

بکارئینانا ئاڤێ زێدەبی بۆ ٤٣٠ لێتران.

And this is amongst the highest worldwide.

و ئەڤە ئێکە ژ بلندترینان د ناڤ جیهانێ دا.

From having no water whatsoever

ژ نەبینا ئاڤێ ب هیچ ڕەنگەکێ

to consuming water to the highest degree, higher than any other nation.

بۆ بکارئینانا ئاڤێ ب ڕێژەیەکێ کو، بلندترین ڕێژە بت بەراورد دگەل وەڵاتێن دی.

I don't know if this was a reaction to lack of water.

ئەز نزانم ئایا ئەڤە بەرسڤا نەبینا ئاڤێ یە.

But what is interesting about the story that I've just said?

بەلێ پا چ سەرنجڕاکێشە د چیروکا من دا یا من نوکە گوتی؟

The interesting part is that we continue to grow

ئەو پارچا سەرنجڕاکێش ئەوە کو ئەم بەردەوام د گەشەکرنێداینە

15 percent every year for the past five years without water.

١٥ ٪ هەر سال د ماوێ ٥ سالێن بووری دا بێی ئاڤ.

Now that is historic. It's never happened before in history.

نوکە ئەڤە دیرووکیە، .چ جار چێنەبیە د مێژوویێدا

Cities were totally wiped out because of the lack of water.

گەلەک باژێر ب تەمامی هاتن ژێبرنێ ژبەر نەبینا ئاڤێ.

This is history being made in this region.

ئەڤە مێژوویێ دنڤیست لئەڤێ دەڤەرێ.

Not only cities that we're building,

نەبتنێ ئەو باژێرێن ئەم ئاڤادکین،

but cities with dreams and people who are wishing to be scientists, doctors.

بەلکو باژێر دگەل خەون و ئەو کەسێن حەز هەین ببن زانا، دکتور.

Build a nice home, bring the architect, design my house.

خانیەک جوان ئاڤا بکن، ئەندازیارا بینن، خانیێ من دیزاین بکن.

These people are adamant that this is a livable space when it wasn't.

ئەڤان کەسان ڕک دگرتن کو ئەڤ پارچە جهێ ژیانێ یە ل دەمێ ئەو نە.

But of course, with the use of technology.

بەلێ هەلبەت، ب بکارئینانا تەکنولوژیایێ.

So Brazil has 1,782 millimeters per year of precipitation of rain.

بەرازیل د سالەکێ دا نێزیکی ١،٧٨٢ ملیمەترا ژ بارانێ دبارت.

Qatar has 74, and we have that growth rate.

ل قەتەر ٧٤ مل، و مە ئەو یێ هەی.

The question is how.

پرسیار لڤێرێ ئەوە، چاوا؟

How could we survive that?

ئەم چاوا دشێین دئەڤی بارودوخیدا بژین؟

We have no water whatsoever.

مە ب هیچ ڕەنگەکێ ئاڤ نینە.

Simply because of this gigantic, mammoth machine called desalination.

بتنێ ژبەر هەبوونا ئەڤ ئامیرێ هە desalination یێ مەزن بناڤێ

Energy is the key factor here. It changed everything.

وزە کلیلا سەرەکییە دئەڤێ چەندێ دا. ئەوێ هەمی تشت گوهارتن.

It is that thing that we pump out of the ground, we burn tons of,

ئەو تشتەیە ئەوا مە ژبن عەردێ ئینایە دەر، و مە گەلەک ژێ سۆت.

probably most of you used it coming to Doha.

و چێدبت گەلەک ژوە بکارئیناینە هەتا هین گەهشتینە دەوحایێ.

So that is our lake, if you can see it.

ڤێجا ئەڤە دەریاچا مەیە، هەکەر هین بشێن ببینن.

That is our river.

ئەو ڕویبارێ مەیە.

That is how you all happen to use and enjoy water.

ئەو تشتەیە ئەوا وە بکارئینای و کەیفا وە پێ هاتی.

This is the best technology that this region could ever have: desalination.

ئەڤە باشترین تەکنولوژیایە کو ئەڤێ ناڤچێ بکارئینای: desalination.

So what are the risks?

ڤێجا مەترسی چنە؟

Do you worry much?

ئەرێ تو خەمگین دبی؟

I would say, perhaps if you look at the global facts,

ئەگەر ئەم بهێین سەحکینە ڕاستیێن جیهانی،

you will realize, of course I have to worry.

دێ وەسا دیاربت، کو هەلبەت دێ خەمگین بی.

There is growing demand, growing population.

زێدەبینەک د گەشەکرنێ دا یێ هەی، زێدەبین د دانیشتویاندا یێ هەی.

We've turned seven billion only a few months ago.

ئەم ژبەری چەند هەیڤەکا شنی یێت بووین ٧ ملیار

And so that number also demands food.

ژبەرهندێ ئەو هژمارە پێتڤی ب خوارنێ یە.

And there's predictions that we'll be nine billion by 2050.

و پێشبینیەک هەیە کو دبێژت ئەم ببینە ٩ ملیار کەس حەتا ساڵا ٢٠٥٠.

So a country that has no water

ڤێجا وەڵاتەک بێی ئاڤ

has to worry about what happens beyond its borders.

دڤێت نیگەران بت دەربارەی ئەو تشتێن ل دەوروبەرێت سنورێ خو.

There's also changing diets.

هەروەسا گهورینا شێوازێ خوارنێ یێ هەی.

By elevating to a higher socio-economic level,

و ب باشبینا بارێ ئابووری و کومەلایەتی،

they also change their diet.

ئەوان شێوازێ خوارنا خو گهورین.

They start eating more meat and so on and so forth.

ئەوان دەستپێکر ب خوارنا زێدەتر گوشتی.

On the other hand, there is declining yields

ل لایەک دی، هندەک پاشڤەچوون یێن هەین

because of climate change and because of other factors.

ژبەر ئەگەرێن گهورینا کەش و هەوای و هندەک فاکتەرێن دیتر.

And so someone has to really realize when the crisis is going to happen.

ڤێجا پیتڤیە ئێک بزانت کا دێ کەنگی قەیرانەک دروست بت.

This is the situation in Qatar, for those who don't know.

ئەڤە بارودۆخەکە ل قەتەر، بۆ ئەو کەسێن نەزانن.

We only have two days of water reserve.

ئەم بتنێ دشێین بۆ دوو ڕۆژا ئاڤێ خەزن بکین.

We import 90 percent of our food,

ئەم ٩٠٪ خوارنێ ژدەرڤە دئینین،

and we only cultivate less than one percent of our land.

و ئەم بتنێ ١٪ ژ زەڤیێ خو دچینین.

The limited number of farmers that we have

ئەو ژمارا کێم یا جوتیارێن مە هەین

have been pushed out of their farming practices

یێن هاتین پالڤەدانێ ژ کارێ وان یێ جوتیاریێ

as a result of open market policy and bringing the big competitions, etc., etc.

ژبەر ئەگەرێ سیاسەتا سیکا ڤەکری .و هاتنا ڕکابەرێن مەزن دناڤ سیکێ دا وهتد

So we also face risks.

ڤێجا دیارە ئەم بەرەنگاری مەترسیان دبین.

These risks directly affect the sustainability of this nation and its continuity.

ئەڤ مەترسیێن هە ڕاستەوخۆ کاریگەریێ لسەر مانا ئەڤی وەڵاتی

و بەردەوامبوونا وێ دکت.

The question is, is there a solution?

پرسیار ئەوە، ئەرێ چارەسەریەک هەیە؟

Is there a sustainable solution?

ئەرێ چارەسەریەک هەتا هەتایی هەیە؟

Indeed there is.

هەلبەت یێ هەی.

This slide sums up thousands of pages of technical documents

ئەڤ سلایدێن هە پۆختەیەکێ ژ هزارەهان لاپەرێن دۆکیومێنتێن تەکنیکی

یێن کو مە کار بۆ ماوەی دوو سالان لسەر کری د ئەڤان سلایدان دا دیارکرینە.

that we've been working on over the past two years.

Let's start with the water.

دا ئەم دەستپێبکین ژ ئاڤێ.

So we know very well -- I showed you earlier -- that we need this energy.

هین باش دزانن - من ژبەری نوکە نیشا وەدا - کو ئەم گەلەک پێتڤی بئەڤێ وزێ نە.

So if we're going to need energy, what sort of energy?

ڤێجا ئەگەر ئەم پێتڤی ب وزێی نە، چ جورە وزە؟

A depletable energy? Fossil fuel?

وزا بەردەوام؟ بەرهەمێن نەفتی؟

Or should we use something else?

یان ئەم تشتەک دی بکاربینین؟

Do we have the comparative advantage to use another sort of energy?

ئەرێ مە باشیێن بەراوردکەر هەنە کو ئەم هندەک جورێن دی یێن وزێ بکاربینین؟

I guess most of you by now realize that we do: 300 days of sun.

ئەز دبێژم نوکە هین دزانن مە یێ هەی: ٣٠٠ ڕۆژێن تاڤێ.

And so we will use that renewable energy to produce the water that we need.

ڤێجا ئەم دێ ئەوێ وزا بەردەوام بکارئینین دا ئەو ئاڤا ئەم پێتڤی بەرهەم بینین.

And we will probably put 1,800 megawatts of solar systems

و وەسا دیارە کو ئەم دێ ١،٨٠٠ مێگا وات ژ سیستەمێ تاڤێ بکارئینین

to produce 3.5 million cubic meters of water.

داکو ٣.٥ ملیون م٢ ژ ئاڤێ بەرهەم بینت.

And that is a lot of water.

و ئەو ڕێژەک گەلەکە ژ ئاڤێ.

That water will go then to the farmers,

ئەو ئاڤە پشتی هینگێ دێ بۆ جوتیاران چت،

and the farmers will be able to water their plants,

و جوتیار دێ شیان هەبن دارێن خو ئاڤ بدن،

and they will be able then to supply society with food.

و هەروەسا دێ هینگێ شێن خوارنێ بۆ جڤاکێ خو بەرهەڤ بکن.

بەلێ پا حەتا کو ئەم بشێین بەردەوامیێ بدینە هێلا ئاسۆیی -

But in order to sustain the horizontal line --

because these are the projects, these are the systems that we will deliver --

ژبەرکو ئەڤە ئەو پڕوژەنە، ئەو سیستەمە نە یێن کو ئەم دێ پێشکێش کین --

we need to also develop the vertical line:

دڤێت هەردیسان ئەم هێلا ستوونى ژی پێشبێخین

system sustenance, high-level education, research and development,

سیستەمەک کو ئاستەک بلند د پەروەردێ، ڤەکولینا و گەشەکرنێ دا دپارێزت،

industries, technologies, to produce these technologies for application, and finally markets.

پێشەسازی، تەکنولوژیا بۆ بکارئینانێ و لدوماهیێ سیک(مارکێت).

But what gels all of it, what enables it, is legislation, policies, regulations.

بەلی پا ئەو تشتێ ئەوان پێگڤە گرێددت و بدەستڤەدئێخت، یاسادانان و سیاسەتن

Without it we can't do anything.

بێی وان تو نەشێی هیچ تشتەکێ بکی.

So that's what we are planning to do.

ڤێجا ئەوژی د پلانا مەدایە ئەم بکین.

Within two years we should hopefully be done with this plan

د ماوەی دوو ساڵاندا دڤێت ئەم ئەڤێ پلانێ بدوماهیک بینین

and taking it to implementation.

و ئەڤێ پلانێ ببین بۆ جێبەجێکرنێ.

Our objective is to be a millennium city, just like many millennium cities around:

مەرەما مە ئەوە ئەم ببینە باژیرەک چەرخی، وەکی گەلەک باژێرێن دەوروبەرێن مە:

Istanbul, Rome, London, Paris, Damascus, Cairo.

ئیستەنبول، ڕوما، لەندەن، پاریس، دیمەشق و قاهیرە.

We are only 60 years old, but we want to live forever

ژیێ مە بتنێ ٦٠ سالە، بەلێ مە دڤێت ئەم هەتا هەتایێ بژین.

as a city, to live in peace.

وەک باژێرەک، د ئاشتیێ دا بژین.
