But first, I need to talk to you about a story, which is my story,

And of course, most of you have had three meals today,

and probably will continue to have after this event.

So going in, what was Qatar in the 1940s?

1940년 대의 카타르는 어땠을까요?

We were about 11,000 people living here.

당시 약 11,000명 정도가 살고 있었습니다

There was no water. There was no energy, no oil, no cars, none of that.

물도 없었고, 에너지도 없었으며 기름이나 자동차 등 모두 존재하지 않았죠

Most of the people who lived here

여기 살았던 대부분의 사람들은

either lived in coastal villages, fishing,

낚시하면서 해안가의 마을에 살거나

or were nomads who roamed around with the environment trying to find water.

물을 찾으러 여기저기 돌아다니는 유목생활을 했습니다

None of the glamour that you see today existed.

오늘 여러분들께서 보시는 매혹적인 것들은 전혀 존재하지 않았습니다

No cities like you see today in Doha or Dubai or Abu Dhabi or Kuwait or Riyadh.

오늘날의 도하(Doha)나 두바이(Dubai), 아부다비(Abu Dhabi) 쿠웨이트(Kuwait), 리야드(Riyadh) 같은 도시는 없었죠

It wasn't that they couldn't develop cities.

Resources weren't there to develop them.

도시를 발전시킬 수 있는 자원이 없었죠

And you can see that life expectancy was also short.

기대 수명 또한 낮았던 걸 보실 수 있습니다

Most people died around the age of 50.

대부분의 사람들이 50세 전후에 죽었습니다

So let's move to chapter two: the oil era.

이제 다음 장으로 넘어가도록 하죠 석유의 시대입니다

1939, that's when they discovered oil.

1939년에 그들이 석유를 발견했습니다

But unfortunately, it wasn't really fully exploited commercially

until after the Second World War.

What did it do?

It changed the face of this country, as you can see today and witness.

It also made all those people who roamed around the desert --

looking for water, looking for food,

trying to take care of their livestock -- urbanize.

You might find this strange,

but in my family we have different accents.

저희 가족은 다른 억양을 가지고 있습니다

My mother has an accent that is so different to my father,

저희 어머니는 아버지와는 완전히 다른 억양을 가지고 계세요

and we're all a population of about 300,000 people in the same country.

그리고 같은 나라에 약 30만 명이 살고 있죠

There are about five or six accents in this country as I speak.

여기서는 대여섯 개의 억양을 쓰고 있습니다

Someone says, "How so? How could this happen?"

누가 이렇게 물었습니다 "어떻게요? 그게 어떻게 가능합니까?"

Because we lived scattered.

우리가 흩어져서 살았기 때문입니다

We couldn't live in a concentrated way simply because there was no resources.

And when the resources came, be it oil,

we started building these fancy technologies

People started to get to know each other.

And we realized that there are some differences in accents.

So that is the chapter two: the oil era.

Let's look at today.

This is probably the skyline that most of you know about Doha.

아마 대부분이 알고 계실 도하의 스카이라인입니다

So what's the population today?

오늘날의 인구는 어떻게 될까요?

It's 1.7 million people.

170만 명입니다

That is in less than 60 years.

60년도 채 지나지 않았지요.

The average growth of our economy is about 15 percent for the past five years.

지난 5년간의 경제 성장률은 약 15%에 달합니다

Lifespan has increased to 78.

기대 수명은 78세로 늘어났고

Water consumption has increased to 430 liters.

물 소비는 430리터로 증가했습니다.

And this is amongst the highest worldwide.

From having no water whatsoever

물이 전혀 없다가

to consuming water to the highest degree, higher than any other nation.

다른 어떤 나라보다 많은 양의 물을 소비하게 됐습니다.

I don't know if this was a reaction to lack of water.

But what is interesting about the story that I've just said?

The interesting part is that we continue to grow

15 percent every year for the past five years without water.

Now that is historic. It's never happened before in history.

Cities were totally wiped out because of the lack of water.

This is history being made in this region.

Not only cities that we're building,

but cities with dreams and people who are wishing to be scientists, doctors.

Build a nice home, bring the architect, design my house.

건축가를 데려와 자기 집을 짓고 싶은 사람들로 가득찬 도시들도 말입니다.

These people are adamant that this is a livable space when it wasn't.

이 사람들은 이곳이 살 수 있는 공간이 아닐 때에도 살만한 곳이라고 굳건히 믿었습니다

But of course, with the use of technology.

물론 기술을 사용해서죠.

So Brazil has 1,782 millimeters per year of precipitation of rain.

브라질은 매년 강수량이 1,782mm입니다

Qatar has 74, and we have that growth rate.

카타르는 74mm이지만 성장률은 같습니다.

The question is how.

문제는 어떻게 가능하냐는 것입니다.

How could we survive that?

어떻게 살아남을 수 있었을까요?

We have no water whatsoever.

물 같은 게 전혀 없는데 말이죠.

Simply because of this gigantic, mammoth machine called desalination.

간단히 말해서 담수화 시설이라고 불리는 이 거대하고 엄청나게 큰 설비 덕분입니다.

Energy is the key factor here. It changed everything.

여기서는 에너지가 중요합니다. 그게 모든 것을 바꿔놨습니다.

It is that thing that we pump out of the ground, we burn tons of,

땅에서 끌어올려서 아주 많이 태우는 이것 말이죠.

probably most of you used it coming to Doha.

So that is our lake, if you can see it.

이게 우리의 호수입니다.

That is our river.

That is how you all happen to use and enjoy water.

이렇게 여러분 모두가 물을 쓰고 즐길 수 있게된 것입니다.

This is the best technology that this region could ever have: desalination.

담수화 기술은 이 곳에서 가질 수 있는 기술 중에서 최고입니다.

So what are the risks?

그렇다면 어떤 위험을 감수해야 할까요?

Do you worry much?

많이 걱정 되시나요?

I would say, perhaps if you look at the global facts,

만약 세계의 지표를 보시면

you will realize, of course I have to worry.

당연히 우려해야 한다는 것을 깨달으실 겁니다.

There is growing demand, growing population.

수요와 인구가 증가하고 있습니다.

We've turned seven billion only a few months ago.

불과 몇 달 전에 70억 인구가 됐죠.

And so that number also demands food.

이 사람들 또한 식량이 필요합니다.

And there's predictions that we'll be nine billion by 2050.

그리고 2050년까지 90억이 될 것이라는 전망도 있습니다.

So a country that has no water

즉, 물이 없는 나라는 국경 너머에서

has to worry about what happens beyond its borders.

무슨 일이 벌어지는 지 신경을 써야만 합니다.

There's also changing diets.

식습관 또한 바뀌고 있습니다.

By elevating to a higher socio-economic level,

더 높은 사회 경제적 수준으로 올라가면서

they also change their diet.

사람들은 식습관을 바꿨습니다.

They start eating more meat and so on and so forth.

육류와 같은 것들을 더 많이 소비하기 시작했습니다.

On the other hand, there is declining yields

because of climate change and because of other factors.

생산량은 줄어들고 있습니다.

And so someone has to really realize when the crisis is going to happen.

This is the situation in Qatar, for those who don't know.

모르시는 분들께 말씀드리자면 이게 지금 현재 카타르의 상황입니다.

We only have two days of water reserve.

겨우 이틀을 버틸만큼의 물 밖에 없습니다.

We import 90 percent of our food,

식량의 90%를 수입하고 있고

and we only cultivate less than one percent of our land.

경작률은 국토의 1%도 채 되지 않습니다.

The limited number of farmers that we have

얼마 되지도 않던 농부들은

have been pushed out of their farming practices

공개 시장 정책과 과열된 경쟁 등으로 인해

as a result of open market policy and bringing the big competitions, etc., etc.

농업 현장에서 물러나게 되었습니다.

So we also face risks.

그래서 위험에 직면하고 있습니다.

These risks directly affect the sustainability of this nation and its continuity.

이러한 위험들은 이 나라의 존망에 직접적인 영향을 끼치고 있습니다.

The question is, is there a solution?

궁금한 점은 해답이 있느냐는 것입니다.

Is there a sustainable solution?

지속할 수 있는 해결책이 있을까요?

Indeed there is.

This slide sums up thousands of pages of technical documents

that we've been working on over the past two years.

Let's start with the water.

물부터 시작하겠습니다

So we know very well -- I showed you earlier -- that we need this energy.

So if we're going to need energy, what sort of energy?

Do we have the comparative advantage to use another sort of energy?

I guess most of you by now realize that we do: 300 days of sun.

And so we will use that renewable energy to produce the water that we need.

그래서 앞으로는 필요한 물을 만드는데 이 재생 가능한 에너지를 사용할 것입니다.

And we will probably put 1,800 megawatts of solar systems

1,800메가와트에 달하는 태양 에너지를

to produce 3.5 million cubic meters of water.

350만 m³의 물을 만드는데 이용할 예정입니다.

And that is a lot of water.

엄청난 양의 물이죠.

That water will go then to the farmers,

and the farmers will be able to water their plants,

and they will be able then to supply society with food.

사회에 식량을 공급할 수 있게 될 것입니다

But in order to sustain the horizontal line --

저희가 만들고자 하는

because these are the projects, these are the systems that we will deliver --

이 가로로 나열되어 있는 것들을 수행하기 위해서는

we need to also develop the vertical line:

세로로 나열된 것들을 발전시켜야 합니다.

system sustenance, high-level education, research and development,

시스템의 지속, 높은 수준의 교육, 연구 및 개발

industries, technologies, to produce these technologies for application, and finally markets.

이러한 기술을 활용할 수 있는 산업과 기술 그리고 마지막으로 시장이 있습니다.

But what gels all of it, what enables it, is legislation, policies, regulations.

하지만 이 모두를 구체화시키고 가능하게 만드는 것은 법률과 정책, 제도입니다.

Without it we can't do anything.

이것들 없이는 아무 것도 할 수 없습니다

So that's what we are planning to do.

그래서 저희는 이를 시행하려고 합니다.

Within two years we should hopefully be done with this plan

2년 안에 이 계획을 완료하고

and taking it to implementation.

Our objective is to be a millennium city, just like many millennium cities around:

Istanbul, Rome, London, Paris, Damascus, Cairo.

We are only 60 years old, but we want to live forever

as a city, to live in peace.

도시로써 평화롭게 영원히 지내고 싶습니다.
