Around the globe,

،لە سەرانسەری جیهاندا

there are approximately 60 million people who have been forced to leave their homes

to escape war, violence, and persecution.

The majority of them have become internally displaced persons,

زۆرێک لەمانە بوونەتە ئاوارەى ناوخۆ

which means they have fled their homes but are still within their own countries.

واتە ماڵەکانى خۆیانیان بەجێهێشتووە .بەڵام هەر لە وڵاتەکەى خۆیاندان

Others have crossed a border and sought shelter outside of their own countries.

وە ئەوانى تر سنوورەکانیان بڕیوە و بە دواى .پەناگەیەکدان لە دەرەوەى وڵاتەکەى خۆیان

.ئەوانە وەک پەنابەر ئاماژەیان پێدەدرێت

They are commonly referred to as refugees.

But what exactly does that term mean?

بەڵام ئەم دەستەواژەیە بە تەواوى ماناى چییە؟

The world has known refugees for millennia,

،جیهان بۆ هەزارەها ساڵە پەنابەرى تێدا بووە

but the modern definition was drafted in the UN's 1951 Convention

بەڵام پێناسەی مۆدێرن بۆ ئەم تێرمه‌ لە كۆنگره‌ى 1951ى نەتەوە یەکگرتووەکاندا دانرا

relating to the status of refugees

پەیوەست بە دۆخى پەنابەرانەوە

in response to mass persecutions and displacements of the Second World War.

لە وەڵامى ئه‌و زۆرداری و ده‌ربه‌ده‌ربونه‌ی .خه‌ڵك له‌ جەنگى جیهانى دووەم

It defines a refugee as someone who is outside their country of nationality,

ئەمە پێناسەى پەنابەر دەکات وەک یەکێک ،کە لە دەرەوەى وڵاتەکەى خۆیدایە

and is unable to return to their home country

وە ناتوانێت بگەڕێتەوە بۆ نیشتیمانەکەى خۆى

because of well-founded fears of being persecuted.

.بە هۆى ترسى چەوساندنەوە

That persecution may be due to their race, religion, nationality,

ئەو چەوساندنەوەیە ڕەنگە بە هۆى .نەژادیانەوە، دین یاخوود ڕەگەز، بێت

membership in a particular social group, or political opinion,

ئەندامبوونیان لە گروپێکى کۆمەڵایەتى ،تایبەت یان بۆچوونى سیاسی

and is often related to war and violence.

وە زۆربەى جار پەیوەندى بە .شەڕ و توندوتیژییەوە هەیە

Today, roughly half the world's refugees are children,

ئەمڕۆ، بە نزیکەیی نیوەى ،پەنابەرانى جیهان منداڵانن

some of them unaccompanied by an adult,

a situation that makes them especially vulnerable to child labor

or sexual exploitation.

Each refugee's story is different,

and many must undergo dangerous journeys with uncertain outcomes.

But before we get to what their journeys involve,

بەڵام پێش ئەوەى دەست بکەین ،بەوەى گەشتەکانیان چى تێدایە

let's clear one thing up.

There's a lot of confusion regarding the difference between the terms

سەرلێشێوانى زۆر هەیە لەبارەى جیاوازى نێوان دەستەواژەکانی

"migrant" and "refugee."

"Migrants" usually refers to people who leave their country

کۆچبەر) بۆ ئەوانە) بەکاردێت کە وڵاتەکانیان بەجێدەهێڵن

for reasons not related to persecution,

بە ئەو هۆکارانەى کە پەیوەندى بە زۆردارییەوە نییە

such as searching for better economic opportunities

وەک گەڕان بە دواى هەلى ئابوورى باشتردا

or leaving drought-stricken areas in search of better circumstances.

یاخوود بەجێهێشتنى ناوچە وشکبووەکان .و گەڕان بۆ بارودۆخێکى باشتر

There are many people around the world who have been displaced

زۆرێک خەڵک هەیە لە سەرانسەرى جیهاندا کە ده‌ربه‌ده‌ربوون

because of natural disasters,

،بە هۆى کارەساتە سرووشتییەکانەوە

food insecurities,

،نەبوونى ئاسایشى خۆراکى

and other hardships,

وە تەنگانە و دژوارى دیکەوە.

but international law, rightly or wrongly,

بەڵام یاساى نێودەوڵەتى، ڕاست بێ یان هەڵە

only recognizes those fleeing conflict and violence as refugees.

تەنها دان بەوانەدا دەنێت وەک پەنابەر کە .بەهۆى توندوتیژى و ململانێوە هەڵهاتوون

So what happens when someone flees their country?

کەواتە چى ڕوودەدات کاتێک یەکێک لە وڵاتەکەیەوە هەڵدێت؟

Most refugee journeys are long and perilous

زۆرینەى گەشتى پەنابەرەکان درێژ و پڕ لە مەترسییە

with limited access to shelter, water, or food.

كە گەیشتنیان سنوورداره‌ به‌ .ئاو و خواردن و پەناگە

Since the departure can be sudden and unexpected,

له‌به‌ر ئه‌وه‌ی کۆچەکە ،لەپڕو پێشبینى نەکراوه‌

belongings might be left behind,

،سامان و موڵکەکان لەوانەیە بەجێبهێڵدرێن

and people who are evading conflict often do not have the required documents,

وە ئەو کەسانەى لە ململانێدا کۆچدەکەن ،زۆرکات دۆسیە پێویستەکانیان پێنییە

like visas, to board airplanes and legally enter other countries.

وەک ڤیزە بو سواربوونى فڕۆکە و چونە ناو .وڵاتى ترەوە بە شێوەیەکى یاسایى

Financial and political factors can also prevent them from traveling

هۆکارى دارایى و سیاسیش ڕێگرییان لێده‌کات لە گەشتکردن

by standard routes.

This means they can usually only travel by land or sea,

ئەمە ماناى وایە ئەوان دەتوانن تەنها ،لە ڕێگاى زه‌مینی و دەریاییەوە بڕۆن

and may need to entrust their lives to smugglers

وە ڕەنگە ژیانیان بخەنە دەستى قاچاخچییەکانەوە

to help them cross borders.

.بۆ ئەوەى یارمەتییان بدەن سنوورەکان ببڕن

Whereas some people seek safety with their families,

گەرچى هەندێک بە دواى ،سەلامەتییەوەن لەگەڵ خێزانەکانیاندا

others attempt passage alone and leave their loved ones behind

هەندێکى تر بە تەنها هەوڵى ڕۆشتن دەدەن وخۆشەویستەکانیان بە جێدەهێڵن

with the hopes of being reunited later.

.بە هیواى ئەوەى ڕۆژێک پێیان شادبنەوە

This separation can be traumatic and unbearably long.

ئەم جیابوونەوەیە ڕەنگە زۆر ئازاربەخش .بێ و درێژ بێت بەرگەنەگیرێت

While more than half the world's refugees are in cities,

لە کاتێکدا زیاتر لە نیوەى ،پەنابەرانى جیهان لە شارەکاندان

sometimes the first stop for a person fleeing conflict is a refugee camp,

هەندێکجار یەکەم وێستكه‌ی ،کەسى هەڵهاتوو کەمپى پەنابەرانە

usually run by the United Nations Refugee Agency or local governments.

UN بە گشتى لەلایەن ئاژانسی پەنابەرانى .یا حکومەتى لۆكه‌ڵی بەڕێوەدەبرێت

Refugee camps are intended to be temporary structures,

کەمپى پەنابەرەکان وا دانراوە ,کە پێکهاتەیەکى کاتى بێت

offering short-term shelter until inhabitants can safely return home,

وە پەناگەیەکى كاتی بدات بە نیشتەجێکانى تا ،ئه‌و كاته‌ی بە سەلامەتى ده‌گەڕێنەوە

be integrated to the host country,

.لە وڵاتی میوان بمێننه‌وه‌

or resettle in another country.

.یاخوود لە وڵاتێکى تردا نیشتەجێ بکرێن

But resettlement and long-term integration options are often limited.

بەڵام هەڵبژاردەى نیشتەجێکردن و مانەوە .بۆ ماوەیەکى زۆر بە گشتى سنووردارە

So many refugees are left with no choice but to remain in camps for years

زۆرێک لە پەنابەرەکان هیچ هەڵبژاردەیەکیان نیه‌ماونەته‌وە لە کەمپەکان بۆ چەندین ساڵ

and sometimes even decades.

.وە هەندێکجار بۆ ده‌یان ساڵ

Once in a new country, the first legal step for a displaced person

لە وڵاتە نوێیەکەدا، یەکەم هەنگاوى یاسایى بۆ کەسە ئاوارەکە

is to apply for asylum.

At this point, they are an asylum seeker

لەم خاڵەدا، ئەوان داواکارى مافى پەنابەرین

and not officially recognized as a refugee until the application has been accepted.

وە بە فەرمى بە پەنابەر ناناسرێن .تاکو داواکارییەکەیان قبوڵدەکرێت

While countries by and large agree on one definition of refugee,

لە کاتێکدا کە زۆرینەى وڵاتان ،لەسەر یەک پێناسە بۆ پەنابەر کۆکن

every host country is responsible for examining all requests for asylum

وڵاتى خانەخوێ بەرپرسە لە بەدواداچوون و چاودێریکردنى هەموو داواکارییەکى پەنابەرى

and deciding whether applicants can be granted the status of refugee.

وە بڕیاردان لەسەر ئەوەى ئایا داواکارەکان .دەتوانرێت مافی پەنابەرییان پێ ببەخشرێت

Different countries guidelines can vary substantially.

ڕێنمایى وڵاتە جیاوازەکان دەکرێت بگۆڕدرێت .و بە شێوەیەکى زۆر جیاواز بێت

Host countries have several duties

وڵاتى خانەخوێ چەندین ئەرکى هەیە

towards people they have recognized as refugees,

بەرامبەر ئەو کەسانەى کە ،بە پەنابەر دانیان پێداناون

like the guarantee of a minimum standard of treatment and non-discrimination.

وەک مسۆگەرکردنى چاودێرى .تەندرووستى و جیانەکردنەوەیان

The most basic obligation towards refugees is non-refoulement,

سەرەکیترین بەرپرسیاریەتى بەرامبەر ،پەنابەرەکان نەگەڕاندنەوەیانە

a principle preventing a nation from sending an individual

to a country where their life and freedom are threatened.

In reality, however, refugees are frequently the victims

لە ڕاستیدا، هەرچۆنێک بێت پەنابەرەکان لە زۆرینەى حاڵەتەکاندا قوربانی

of inconsistent and discriminatory treatment.

They're increasingly obliged to rebuild their lives in the face of xenophobia

and racism.

And all too often, they aren't permitted to enter the work force

and are fully dependent on humanitarian aid.

In addition, far too many refugee children are out of school

due to lack of funding for education programs.

If you go back in your own family history,

گەر بگەڕێیتەوە دواوە بە ،ناو مێژووى خێزانەکەتدا

chances are you will discover that at a certain point,

ئەگەرى ئەوە هەیە کە بۆت ،دەربکەوێت لە چەند خاڵێکدا

your ancestors were forced from their homes,

باو و باپیرانت ناچارکراون کە ،شوێنەکانى خۆیان بەجێبهێڵن

either escaping a war or fleeing discrimination and persecution.

گەر لەبەر هەڵهاتن بوبێ لە شەڕ .یاخوود جیاکارى و زۆردارى

It would be good of us to remember their stories

شتێکى باشدەبێت بۆ ئێمە گەر چیرۆکى ئەوانمان بەبیر بێتەوە

when we hear of refugees currently displaced,

کاتێک ئێستا دەبیستین ،کە پەنابەرێک ئاوارەبووە

searching for a new home.

و دەگەڕێت بە دواى نیشتیمانێکى نوێ دا.
