Kiran Bedi: How I remade one of India's toughest prisons

Now I'm going to give you a story.

मै अभी आपको एक कहानी सुनाने वाली हूँ.

It's an Indian story about an Indian woman and her journey.

ये कहानी है एक भारतीय नारी और उसके जीवन की

Let me begin with my parents.

मैं शुरुवात करुँगी अपने माता पिता से

I'm a product of this

मैं इन्ही की देंन हूँ!

visionary mother and father.

दूरदर्शी माँ और मेरे पिता,

Many years ago, when I was born in the '50s --

जब मेरा जन्म पचास के दशक में हुआ

'50s and '60s

पचास और साठ का दशक

didn't belong to girls in India.

भारत में महिलाओं का नहीं था!

They belonged to boys.

वह पुरुषों का था

They belonged to boys who would join business

वह पुरुषों का था जो उद्यम करते थे

and inherit business from parents,

और जिन्हें व्यापार विरासत में मिलता था!

and girls would be dolled up to get married.

और महिलाओं की गुडिया बनके शादी करवा दी जाती थी

My family, in my city,

मेरा परिवार, मेरे शहर में

and almost in the country, was unique.

या शायद सारे देश में एक अनोखा परिवार था

We were four of us, not one,

हम चार थे एक नहीं

and fortunately no boys.

और हम में से कोई भी लड़का नहीं था

We were four girls and no boys.

हम चार लड़कियां थी और कोई लड़का नहीं

And my parents were part

मेरे परिवार के पास

of a landed property family.

खानदानी ज़मीन थी

My father defied his own grandfather,

मगर मेरे पिता ने उनके दादाजी की बात न मानकर

almost to the point of disinheritance,

ज़मीन लगभग खो दी थी

because he decided to educate

क्योंकि उन्होंने निर्णय ले लिया था की वो पढाएंगे

all four of us.

हम चारों को

He sent us to one of the best schools in the city

उन्होंने हमे शहर के सब से अच्छे स्कूलों में भेजा

and gave us the best education.

और हमे बेहतरीन शिक्षा दिलवाई.

As I've said, when we're born, we don't choose our parents,

जैसा की मै कह चुकी हूँ हम जन्म लेते समय अपने माता पिता नहीं चुन सकते!

and when we go to school, we don't choose our school.

उसी तरह जब हम स्कूल जाते हैं तो हम अपनी स्कूल भी नहीं चुनते!

Children don't choose a school.

बच्चे अपनी स्कूल नहीं चुनते

They just get the school which parents choose for them.

वे उसी स्कूल में जाते हैं जो उनके माता पिता अपने लिए चुनते हैं

So this is the foundation time which I got.

तो ये मेरे आधार का समय था जो मुझे मिला !

I grew up like this, and so did my other three sisters.

मै ऐसे बड़ी हुई और कुछ ऐसी ही थी मेरी बहेनो की कहानी

And my father used to say at that time,

और उस समय मेरे पिता कहा करते थे,

"I'm going to spread all my four daughters in four corners of the world."

"मैं अपनी चार बेटियों को दुनियों के चार कोनों में देखना चाहता हूँ"

I don't know if he really meant [that], but it happened.

मुझे नहीं पता की वे यही चाहते थे या नहीं परन्तु येही हुआ

I'm the only one who's left in India.

मैं अकेली हूँ जो भारत में बची हूँ!

One is a British, another is an American

एक ब्रिटेन में है, दूसरी अमेरिका में

and the third is a Canadian.

और तीसरी कनाडा में

So we are four of us in four corners of the world.

तो हम चारों दुनिया के चार कोनों में है

And since I said they're my role models,

और क्योंकि मैंने कहा वे मेरे आदर्श हैं

I followed two things which my father and mother gave me.

मैंने उनकी दो बातें हमेशा याद रखी

One, they said, "Life is on an incline.

You either go up,

or you come down."

And the second thing, which has stayed with me,

which became my philosophy of life,

is: 100 things happen in your life, good or bad.

Out of 100, 90 are your creation.

उनमे से नब्बे आप खुद बनाते हैं

They're good. They're your creation. Enjoy it.

अगर वे अच्छी है, आपने बनाई हैं उनका आनंद लें!

If they're bad, they're your creation. Learn from it.

और बुरी हैं तब भी आपने बनायीं हैं उनसे सीखें

Ten are nature-sent over which you can't do a thing.

दस ऐसी होती हैं, जो प्रकृति बनती है , जो आपके नियंत्रण से बाहर हैं

It's like a death of a relative,

जैसे किसी रिश्तेदार की मृत्यु

or a cyclone, or a hurricane, or an earthquake.

या कोई तूफ़ान , या कोई बवंडर या भूकंप

You can't do a thing about it.

आप इनका कुछ नहीं कर सकते

You've got to just respond to the situation.

आप केवल परिस्थितियों के अनुसार कार्य कर सकते हैं

But that response comes out of those 90 points.

लेकिन वो प्रतिक्रिया उन्ही ९० प्रतिशत चीज़ों से आती है !

Since I'm a product of this philosophy,

क्योंकि मैं इस सिद्धांत का नतीजा हूँ

of 90/10,

९०/१०

and secondly, "life on an incline,"

और दूसरी बात की जीवन हमेशा झुकाव रहता है

that's the way I grew up

मै ऐसे ही बड़ी हुई हूँ !

to be valuing what I got.

उन चीजों का आदर करना जो मुझे मिली है !

I'm a product of opportunities,

मैं नतीजा हूँ उन अवसरों का

rare opportunities in the '50s and the '60s,

उन बिरले अवसरों का जो पचास और साठ के दशक में

which girls didn't get,

जो दूसरी लड़कियों को नहीं मिलते थे !

and I was conscious of the fact that what my parents were giving me

और मुझे इस बात का अहसास था की मुझे मेरे परेंट्स जो दे रहे हैं ,

was something unique.

वो अनोखा था!

Because all of my best school friends were getting dolled up

क्यूंकि मेरे सारे पक्के दोस्तों को सजाया जा रहा था ,

to get married with a lot of dowry,

ताकि उनकी शादी हो सके बहुत सारे दहेज़ के साथ ,

and here I was with a tennis racket and going to school

और मैं यहाँ थी , एक टेनिस के राच्केट के साथ और स्कूल जाती हुई ,

and doing all kinds of extracurricular activities.

और सारे तरह के खेल कूद करती हुई !

I thought I must tell you this.

मुझे लगा मुझे ये जरूर बताना चाहिए आप लोगों को ,

Why I said this, is the background.

मैंने क्यूँ कहा की ऐसा मेरा अतीत है

This is what comes next.

तो ये है जो अब अगला भाग आता है

I joined the Indian Police Service as a tough woman,

मैंने भारतीय पुलिस सेवा में शामिल हुई एक सख्त महिला की तरह

a woman with indefatigable stamina,

एक अजेय बलवाली महिला

because I used to run for my tennis titles, etc.

क्यूंकि मुझे आदत थी अपने टेनिस शीर्षक के लिए दौड़ने की ..

But I joined the Indian Police Service,

लेकिन मैं भारतीय पुलिस सेवा में शामिल हुई

and then it was a new pattern of policing.

और उसके बाद निगरानी करने में एक नए तरह का नमूना आ गया

For me the policing stood for power to correct,

मेरे लिए निगरानी करना का मतलब था सही करने की शक्ति

power to prevent and power to detect.

रोकने की शक्ति और पहचानने की शक्ति

This is something like a new definition ever given in policing in India --

ये कुछ ऐसा था की भारत में पोलिसिंग को नयी परिभाषा दे दी गयी हो..

the power to prevent.

रोकने की शक्ति

Because normally it was always said, power to detect, and that's it,

क्यूंकि जादातर के यही कहा जाता था , की पहचानने की शक्ति , और बस

or power to punish.

या दण्डित करने की शक्ति

But I decided no, it's a power to prevent,

लेकिन मैंने निश्चय किया , नहीं , ये रोकने की शक्ति है ,

because that's what I learned when I was growing up.

क्यूंकि यही मैंने सीखा जब मैं बड़ी हो रही थी

How do I prevent the 10 and never make it more than 10?

तो मैं कैसे रोकूँ चीजों को १० (जिनपे मेरा नियंत्रण नहीं है ) पे और इससे कभी भी १० से बढ़ने ना दूं ?

So this was how it came into my service,

तो ये ऐसे मेरे सेवा में आ गया!

and it was different from the men.

और ये बिलकुल अलग था पुरुषो से

I didn't want to make it different from the men, but it was different,

मैं नहीं चाहती थी की यह पुरुषो से अलग हो लेकिन ये अलग था !

because this was the way I was different.

क्यूंकि ये वोही तरीका था जिससे मैं अलग थी

And I redefined policing concepts in India.

और मैंने भारत में पोलिसिंग के कांसेप्ट को नयी परिभाषा दी !

I'm going to take you on two journeys,

मैं आप लोगों को दो यात्रयों पे ले जाउंगी ,

my policing journey and my prison journey.

मेरी पोलिसिंग की यात्रा और मेरी जेल के समय की यात्रा .

What you see, if you see the title

जब आप देखते हैं , अगर आप शीर्षक पढेंगे ,

called "PM's car held."

जो कहता है , "प्रधान मंत्री की कार रोक ली गयी "

This was the first time a prime minister of India

ये पहली बार था की भारत के प्रधान मंत्री

was given a parking ticket.

को एक पार्किंग टिकेट दिया गया !

(Laughter)

हंसी

That's the first time in India,

भारत में ये पहली बार हुआ,

and I can tell you, that's the last time you're hearing about it.

और मैं बता सकती हूँ , ये आखिरी बार है आप ऐसी घटना के बारे में सुन रहे हैं !

It'll never happen again in India,

ये भारत में दुबारा कभी नहीं होगा ,

because now it was once and forever.

क्यूंकि अब ये एक बार हमेशा के लिए हो गया है

And the rule was, because I was sensitive,

और नियम था , क्यूंकि मैं संवेदनशील थी

I was compassionate, I was very sensitive to injustice,

मुझमे करुना थी , मैं संवेदनशील थी अन्याय के लिए

and I was very pro-justice.

और मैं बहुत बड़ी समर्थक थी न्याय की

That's the reason, as a woman, I joined the Indian Police Service.

यही कारण था की , महिला होने पर भी , मैं भारतीय पुलिस सेवा में शामिल हुई !

I had other options, but I didn't choose them.

मेरे पास दुसरे विकल्प भी थे लेकिन मैंने उन्हें नहीं चुना .

So I'm going to move on.

तो अब आगे बढ़ते हैं !

This is about tough policing, equal policing.

ये पूरी बात है कठोर पोलिसिंग और समान पोलिसिंग की

Now I was known as "here's a woman that's not going to listen."

अब मैं जानी जाती थी एक महिला है जो किसी की नहीं सुनेगी

So I was sent to all indiscriminate postings,

तो (परिणाम स्वरुप ) मुझे सारे अविवेकपूर्ण स्थानों पर पद मिले

postings which others would say no.

ऐसे स्थान जहाँ जाने से दुसरे तुरंत "नहीं " कह दे

I now went to a prison assignment as a police officer.

मैं गयी थी एक पुलिस अधिकारी के तौर पे एक जेल के कार्य पे

Normally police officers don't want to do prison.

सामान्यतः पुलिस ऑफिसर जेल में काम नहीं करते हैं!

They sent me to prison to lock me up,

उन्होंने मुझे जेल (के एक पद ) में भेज दिया (ताकि मैंने वहीँ रह जाऊं)

thinking, "Now there will be no cars

ये सोचते हुए की अब कोई कारें नहीं होंगी

and no VIPs to be given tickets to.

और कोई भी VIP नहीं मिलेगा (पार्किंग ) टिकेट देने को

Let's lock her up."

उसे वही रहने दो .

Here I got a prison assignment.

तो यहाँ मुझे जेल का कार्य मिला !

This was a prison assignment which was one big den of criminals.

ये एक जेल का कार्य था जिसमे बहुत बड़ा समूह था मुजरिमों का

Obviously, it was.

बिलकुल , ये था

But 10,000 men,

लेकिन दस हज़ार आदमी ,

of which only 400 were women -- 10,000 --

जिसमे केवल ४०० ही महिलाये थी -- सो दस हज़ार में

9,000 plus about 600

९००० और ६०० करीब

were men.

आदमी थे

Terrorists, rapists,

आतंकवादी , बलात्कारी

burglars, gangsters --

चोर , गुंडे ,

some of them I'd sent to jail

कुछ ऐसे थे की मैंने खुद उन्हें जेल भेजा था

as a police officer outside.

पुलिस ऑफिसर होने के नाते .

And then how did I deal with them?

और मैंने कैसे उनका सामना किया

The first day when I went in,

पहले दिन जब मैं अन्दर गयी (जेल के )

I didn't know how to look at them.

मुझे नहीं पता था उनको देखू कैसे

And I said, "Do you pray?" When I looked at the group, I said, "Do you pray?"

और मैंने कहा , "क्या तुम प्रार्थना करते हो ? " जब मैंने समूह की तरफ देख कर कहा , "क्या तुम प्रार्थना करते हो ? "

They saw me as a young, short woman wearing a pathan suit.

उन्होंने देखा की एक नयी महिला , छोटी (ऊंचाई ) में भूरे कपडे पहने हुए

I said, "Do you pray?"

और मैंने कहा , "क्या तुम प्रार्थना करते हो ?"

And they didn't say anything.

और उन लोगों ने कुछ नहीं कहा !

I said, "Do you pray? Do you want to pray?"

मैंने कहा , "तुम तुम प्रार्थना करते हो ?" , "क्या तुम प्रार्थना करना चाहते हो ?"

They said, "Yes." I said, "All right, let's pray."

उन्होंने कहा "हाँ " , और मैंने कहा " बढ़िया , चलो प्रार्थना करते हैं "

I prayed for them, and things started to change.

मैंने उनके लिए प्रार्थना की और चीज़ों में बदलाव की शुरुआत होने लगी .

This is a visual of education inside the prison.

ये एक दृश्य था जेल के अन्दर शिक्षा का!

Friends, this has never happened,

दोस्तों , ये कभी नहीं हुआ ,

where everybody in the prison studies.

जहाँ हर एक आदमी जेल में पढता है

I started this with community support.

मैं इसे समाज के सहारे से शुरू किया

Government had no budget.

सरकार के पास कोई budget नहीं था

It was one of the finest, largest volunteerism

ये अपने आप में एक बहुत ही उम्दा , और बड़ी स्वयं सेवा थी

in any prison in the world.

दुनिया के किसी भी दुसरे जेल की तुलना में

This was initiated in Delhi prison.

इसकी शुरुआत हुई थी देल्ही जेल में

You see one sample

तुम एक नमूना देख सकते हो

of a prisoner teaching a class.

की एक मुजरिम एक कक्षा को पढ़ा रहा है

These are hundreds of classes.

और वो सौ की संख्या में कक्षाए थी

Nine to eleven, every prisoner went into the education program --

९ से ११ , हर एक मुजरिम शिक्षा प्रोग्राम में आ गया

the same den in which they thought

उसी अद्ददे (जेल ) में जहाँ कभी वो लड़ते थे

they would put me behind the bar and things would be forgotten.

वो मुझे सलाखों के पीछे छोड़ देते और चीज़ें हमेशा के लिए भुला दी जाती (ऐसा भी हो सकता था)

We converted this into an ashram --

हमने इसे आश्रम में बदल दिया

from a prison to an ashram through education.

एक जेल से आशरम में शिक्षा के सहारे

I think that's the bigger change.

मैं सोचती हूँ ये एक बड़ा बदलाव है !

It was the beginning of a change.

ये बदलाव की शुरुआत है!

Teachers were prisoners. Teachers were volunteers.

शिक्षक ही मुजरिम थे ! शिक्षक स्वयम सेवक थे !

Books came from donated schoolbooks.

किताबें दान में दी हुई स्कूल किताबों से आती थी

Stationery was donated.

stationary भी दान से आती थी !

Everything was donated,

हर चीज़ दान से आती थी !

because there was no budget of education for the prison.

यूँ की इस जेल के लिए कोई budget नहीं था (सरकार के पास )

Now if I'd not done that,

अब अगर मैंने ये नहीं किया होता

it would have been a hellhole.

तो ये नरक का घर ही रहता .

That's the second landmark.

ये दूसरा चिह्न है!

I want to show you some moments of history in my journey,

मैं आप लोगों को मेरी यात्रा के अतीत के कुछ पलो को दिखाना चाहूंगी

which probably you would never ever get to see anywhere in the world.

जो शायद तुम्हे कहीं , कभी भी किसी दूसरी जगह इस दुनिया में देखने को ना मिले

One, the numbers you'll never get to see.

पहला तो जो आंकड़े हैं जो आपको कभी देखने को ना मिले

Secondly, this concept.

दूसरा ये कांसेप्ट

This was a meditation program inside the prison

ये जेल के अन्दर एक ध्यान का कार्यक्रम था !

of over 1,000 prisoners.

जिसमे हजारों मुजरिम थे !

One thousand prisoners who sat in meditation.

१००० मुजरिम उस ध्यान में शामिल हुए , बैठे

This was one of the most courageous steps

ये एक बहुत ही साहसपूर्ण कदम था

I took as a prison governor.

मैंने इसे लिया एक जेल के राज्यपाल की तरह

And this is what transformed.

और ये इस तरह रूपांतरित हो गया

I took the same concept of mindfulness,

मैं वोई सावधानी का विचार यहाँ भी लिया है

because, why did I bring meditation into the Indian prison?

क्यूंकि मैंने क्यूँ लाया ध्यान को भारतीय जेल में ?

Because crime is a product of a distorted mind.

क्यूंकि अपराध एक विकृत दीमाग की उपज है

It was distortion of mind which needed to be addressed to control.

ये एक प्रकार की विकृति है जिसको नियंत्रित रखना बहुत जरुरी है

Not by preaching, not by telling,

उपदेशो से नहीं , बताने से नहीं

not by reading, but by addressing your mind.

पढने से नहीं , नहीं दीमाग को बोल के

I took the same thing to the police,

मैं वोई चीज़ पोलिसे में ले के गयी

because police, equally, were prisoners of their minds,

क्यूंकि पोलिसे भी मुजरिम है दीमाग के , बराबरी से

and they felt as if it was "we" and "they,"

वो भी वैसे ही महसूस करते हैं हमारी तरह और वो

and that the people don't cooperate.

और आदमी सहयोग नहीं करते हैं

This worked.

इसने काम किया!

This is a feedback box called a petition box.

ये एक जान कारी बॉक्स है जिसे petition बॉक्स कहते हैं

This is a concept which I introduced

ये एक कांसेप्ट है जो मैंने लाया है

to listen to complaints, listen to grievances.

ताकि मैं शिकायते सुन सकूं , दुःख तकलीफ सुन सकूं

This was a magic box.

ये एक जादू भरा बॉक्स है

This was a sensitive box.

ये एक संवेदनशील बॉक्स है

This is how a prisoner drew how they felt about the prison.

ये ऐसा है जैसे मुजरिम महसूस करते हैं जेल के बारे में

If you see somebody in the blue --

अगर आप किस्सी को देखें

yeah, this guy --

हाँ ये आदमी

he was a prisoner, and he was a teacher.

वो एक मुजरिम है और वो एक शिक्षक है

And you see, everybody's busy. There was no time to waste.

और आप देखेंगे , हर कोई व्यस्त है , समय ख़राब करने को है ही नहीं

Let me wrap it up.

इससे समाप्त करती हूँ

I'm currently into movements,

मैं अभी आन्दोलन में हूँ

movements of education

शिक्षा के आन्दोलन में

of the under-served children,

जो की कुपोषित बच्चो के लिए

which is thousands -- India is all about thousands.

जो की हजारो में हैं , भारत में हमेशा बात हजारो में ही होती है

Secondly is about the anti-corruption movement in India.

दुसरे की , भ्रष्टाचार विरुध्ध आन्दोलन भारत में

That's a big way

ये एक बहुत बड़ा काम है

we, as a small group of activists,

हम , एक छोटा समूह कार्यकर्ताओ का

have drafted an ombudsman bill for the government of India.

ने एक लोकपाल बिल भारत सरकार के लिए तैयार किया है

Friends, you will hear a lot about it.

दोस्तों , इसके बारे में आप बहुत सुनेगे

That's the movement at the moment I'm driving,

यही आन्दोलन मैं अभी इस समय चला रही हूँ

and that's the movement and ambition of my life.

यही आन्दोलन और मह्तावाकंषा है मेरी जिन्दगी की !
