Kiran Bedi: How I remade one of India's toughest prisons

Now I'm going to give you a story.

અત્યારે હું તમને એક વાર્તા કહેવાની છું.

It's an Indian story about an Indian woman and her journey.

આ વાર્તા છે એક ભારતીય સ્ત્રીની અને તેના જીવનની.

Let me begin with my parents.

હું મારાં માતા-પિતાથી શરૂઆત કરીશ.

I'm a product of this

હું તેમની જ દેન છું.

visionary mother and father.

સ્વપ્નશીલ માતા અને પિતાની.

Many years ago, when I was born in the '50s --

ઘણાં વર્ષો પહેલાં, જ્યારે પચાસના દશકમાં મારો જન્મ થયો --

'50s and '60s

પચાસ અને સાઠનો દશક,

didn't belong to girls in India.

જે ભારતમાં મહિલાઓનો હતો જ નહીં.

They belonged to boys.

તે પુરુષોનો હતો.

They belonged to boys who would join business

એવા પુરુષો જે વેપાર કરતા હતા

and inherit business from parents,

અને જેમને વેપાર વારસામાં મળેલો હતો.

and girls would be dolled up to get married.

અને સ્ત્રીઓના ઢીંગલીની જેમ લગ્ન કરાવી દેવાતાં.

My family, in my city,

મારો પરિવાર, મારાં શહેરમાં

and almost in the country, was unique.

કે કદાચ આખા દેશમાં એક અનોખો પરિવાર હતો.

We were four of us, not one,

અમે ચાર હતાં, એક નહિ

and fortunately no boys.

અને સદનસીબે એક પણ છોકરો ન હતો.

We were four girls and no boys.

અમે ચાર છોકરીઓ હતી અને કોઈ છોકરો ન હતો.

And my parents were part

અને મારાં પરિવાર પાસે

of a landed property family.

એક ખાનદાની જમીન હતી.

My father defied his own grandfather,

મારાં પિતા એમનાં દાદાજી સાથે લડ્યાં હતાં,

almost to the point of disinheritance,

એમનાં હકની જમીન મેળવવા માટે,

because he decided to educate

કારણ કે એમણે નક્કી કર્યું હતું,

all four of us.

અમને ચારેયને ભણાવવાનું.

He sent us to one of the best schools in the city

and gave us the best education.

As I've said, when we're born, we don't choose our parents,

and when we go to school, we don't choose our school.

Children don't choose a school.

They just get the school which parents choose for them.

So this is the foundation time which I got.

I grew up like this, and so did my other three sisters.

And my father used to say at that time,

"I'm going to spread all my four daughters in four corners of the world."

I don't know if he really meant [that], but it happened.

I'm the only one who's left in India.

હું એક જ છું જે ભારતમાં રહી.

One is a British, another is an American

એક બ્રિટીશ છે, તો બીજી અમેરિકન

and the third is a Canadian.

અને ત્રીજી કેનેડિયન છે.

So we are four of us in four corners of the world.

તો અમે ચારેય વિશ્વનાં ચાર ખૂણામાં છીએ.

And since I said they're my role models,

અને જેવુ મેં કહ્યું કે તેઓ મારાં આદર્શ છે,

I followed two things which my father and mother gave me.

મારા માતા-પિતાએ કહેલી બે વાતોને મેં અનુસરી.

One, they said, "Life is on an incline.

You either go up,

or you come down."

And the second thing, which has stayed with me,

which became my philosophy of life,

which made all the difference,

is: 100 things happen in your life, good or bad.

Out of 100, 90 are your creation.

એ ૧૦૦ માંથી, ૯૦ એ તમારું જ સર્જન છે.

They're good. They're your creation. Enjoy it.

તે સારી છે, તમારાં દ્વારા જ સર્જાયેલી છે, તેને માણો.

If they're bad, they're your creation. Learn from it.

જો તે નથી સારી, તો પણ એ તમારું જ સર્જન છે, તેમાંથી કંઇક શીખો.

Ten are nature-sent over which you can't do a thing.

૧૦ વસ્તુઓ કુદરતી હોય છે જેનાં પર તમારો નિયંત્રણ નથી હોતો.

It's like a death of a relative,

જેમકે કોઈ સબંધીની મૃત્યુ,

or a cyclone, or a hurricane, or an earthquake.

કોઈ તોફાન કે વાવાઝોડું, અથવા ભૂકંપ.

You can't do a thing about it.

તમે એમાં કંઈ નથી કરી શકતાં.

You've got to just respond to the situation.

તમે ફક્ત એ પરિસ્થિતિ પર પ્રતિક્રિયા આપી શકો છો.

But that response comes out of those 90 points.

પણ એ પ્રતિક્રિયા એ ૯૦ ટકા વસ્તુઓમાંથી આવે છે.

Since I'm a product of this philosophy,

અને હું આ સિદ્ધાંતનું પરિણામ છું,

of 90/10,

૯૦/૧૦

and secondly, "life on an incline,"

અને બીજું, "જીવન એ ઢોળાવ ઉપર હોય છે,"

that's the way I grew up

to be valuing what I got.

I'm a product of opportunities,

rare opportunities in the '50s and the '60s,

which girls didn't get,

and I was conscious of the fact that what my parents were giving me

Because all of my best school friends were getting dolled up

to get married with a lot of dowry,

and here I was with a tennis racket and going to school

and doing all kinds of extracurricular activities.

I thought I must tell you this.

Why I said this, is the background.

આ એ માટે કહ્યું, કેમકે એ મારો ભૂતકાળ છે.

This is what comes next.

હવે જે કહીશ એ આગળ બન્યું.

I joined the Indian Police Service as a tough woman,

હું ભારતીય પોલીસ સેવામાં શામેલ થઈ, એક મજબૂત સ્ત્રી તરીકે,

a woman with indefatigable stamina,

એક અથાક પરિશ્રમ કરનાર સ્ત્રી,

because I used to run for my tennis titles, etc.

કારણ કે મને આદત હતી દોડવાની, પોતાના ટેનિસના શીર્ષક વગેરે માટે ..

But I joined the Indian Police Service,

પણ હું ભારતીય પોલીસ સેવામાં શામેલ થઈ,

and then it was a new pattern of policing.

અને પછી પોલીસિંગનો નવો નમૂનો અપાયો.

For me the policing stood for power to correct,

મારાં માટે પોલીસિંગનો અર્થ હતો, સુધારવાની શક્તિ,

power to prevent and power to detect.

રોકવાની શકિત અને ઓળખવાની શક્તિ.

This is something like a new definition ever given in policing in India --

આ કંઇક એવું હતું જેમકે ભારતમાં પોલીસિંગને એક નવી વ્યાખ્યા અપાઈ હોય --

the power to prevent.

રોકવાની શક્તિ.

Because normally it was always said, power to detect, and that's it,

કારણકે સામાન્ય રીતે એ એવું કહેવાતું, ઓળખવાની શક્તિ, બસ એ જ,

or power to punish.

અથવા સજા કરવાની શક્તિ.

But I decided no, it's a power to prevent,

પણ મેં વિચાર્યું ના, તે રોકવાની શક્તિ છે,

because that's what I learned when I was growing up.

કારણ કે એ જ હું મારા મોટા થવાની સાથે શીખી રહી હતી.

How do I prevent the 10 and never make it more than 10?

કેવી રીતે હું એ ૧૦ વસ્તુઓને રોકું અને એને ૧૦ થી વધવા ન દઉં?

So this was how it came into my service,

તો આ રીતે એ (રોકવાની શક્તિ) રીત મારી સેવામાં આવી.

and it was different from the men.

અને એ પુરુષો કરતા અલગ હતી.

I didn't want to make it different from the men, but it was different,

હું એને પુરુષોથી અલગ બનાવવાં ઈચ્છતી ન હતી, પણ એ અલગ હતી,

because this was the way I was different.

કારણ કે આ જ રીતે હું તેમનાંથી અલગ હતી.

And I redefined policing concepts in India.

અને મેં પોલીસિંગના ખ્યાલને ભારતમાં ફરી નિર્ધારિત કર્યો.

I'm going to take you on two journeys,

હું તમને મારી બે યાત્રાઓ માં લઈ જઈશ,

my policing journey and my prison journey.

મારી પોલીસિંગની યાત્રા અને મારી જેલની યાત્રા.

What you see, if you see the title

તમે જે જુઓ છો, જો તમે શીર્ષક જોશો તો

called "PM's car held."

લખ્યું છે "પીએમની કાર રોકવામાં આવી."

This was the first time a prime minister of India

આ પહેલીવાર બન્યું જ્યારે ભારતનાં વડાપ્રધાનને

was given a parking ticket.

પાર્કિંગ ટિકિટ અપાઈ.

(Laughter)

(હાસ્ય)

That's the first time in India,

આ ભારતમાં પહેલીવાર બન્યું,

and I can tell you, that's the last time you're hearing about it.

અને હું તમને કહી શકું છું કે તમે આ છેલ્લીવાર સાંભળી રહ્યાં છો.

It'll never happen again in India,

આવું ભારતમાં બીજીવાર ક્યારેય નહીં બને,

because now it was once and forever.

કારણકે આ એકવાર હંમેશાં માટે બની ગયું છે.

And the rule was, because I was sensitive,

અને નિયમ હતો, કારણકે હું સંવેદનશીલ હતી,

I was compassionate, I was very sensitive to injustice,

હું કરુણામય હતી, હું અન્યાય સામે ખૂબ જ સંવેદનશીલ હતી,

and I was very pro-justice.

અને બહું મોટી સમર્થક હતી ન્યાયની.

That's the reason, as a woman, I joined the Indian Police Service.

એ જ કારણ હતું, એક મહિલા તરીકે, હું ભારતીય પોલીસ સેવામાં શામેલ થઈ.

I had other options, but I didn't choose them.

મારી પાસે બીજા વિકલ્પ હતાં, પણ મેં એને પસંદ ન કર્યા.

So I'm going to move on.

This is about tough policing, equal policing.

આ વાત છે કઠોર પોલીસિંગની, સમાન પોલીસિંગની.

Now I was known as "here's a woman that's not going to listen."

હવે હું ઓળખાતી હતી "એક મહિલા જે કોઈનું નથી સાંભળતી."

So I was sent to all indiscriminate postings,

તેથી મારી બદલી બધી અવ્યવસ્થિત જગ્યાઓ માટે થતી,

postings which others would say no.

જ્યાં જવા માટે બીજા ના કહી દેતા.

I now went to a prison assignment as a police officer.

હવે મને પોલીસ અધિકારી તરીકે જેલના કાર્ય માટે મોકલવામાં આવી.

Normally police officers don't want to do prison.

સામાન્ય રીતે પોલીસ અધિકારીઓ જેલમાં કામ કરવાનું પસંદ નથી કરતા.

They sent me to prison to lock me up,

તેઓએ મને જેલમાં બંધ થવા મોકલી,

thinking, "Now there will be no cars

એવું વિચારીને, "હવે ત્યાં કોઈ ગાડીઓ નઈ હોય

and no VIPs to be given tickets to.

અને કોઈ VIPs નઈ હોય (પાર્કિંગ)ટિકિટ આપવા માટે.

Let's lock her up."

તેને ત્યાં જ રહેવા દો."

Here I got a prison assignment.

તો અહીંયા મને જેલનું કાર્ય મળ્યું.

This was a prison assignment which was one big den of criminals.

એ જેલનાં કાર્યમાં ગુનેગારોનો મોટો સમૂહ હતો.

Obviously, it was.

ખરેખર, એ એવું જ હતું.

But 10,000 men,

પણ ૧૦,૦૦૦ માણસો,

of which only 400 were women -- 10,000 --

જેમાં ફક્ત ૪૦૦ જ સ્ત્રીઓ હતી -- ૧૦,૦૦૦ --

9,000 plus about 600

૯,૦૦૦ અને ૬૦૦ જેટલાં

were men.

પુરુષો હતાં.

Terrorists, rapists,

આતંકવાદીઓ, બળાત્કારીઓ,

burglars, gangsters --

ચોર, લૂંટારાઓ --

some of them I'd sent to jail

એમાંથી અમુકને મે જ જેલમાં મોકલ્યાં હતાં

as a police officer outside.

એક પોલીસ અધિકારી તરીકે.

And then how did I deal with them?

અને પછી મેં કઈ રીતે એમનો સામનો કર્યો?

The first day when I went in,

પહેલાં દિવસે જ્યારે હું ત્યાં ગઈ,

I didn't know how to look at them.

મને ખબર ન હતી કે એમની સામે કઈ રીતે જોવું.

And I said, "Do you pray?" When I looked at the group, I said, "Do you pray?"

અને જ્યારે મેં એ સમૂહની સામે જોયુ, મેં કહ્યું, "શું તમે પ્રાથના કરશો?"

They saw me as a young, short woman wearing a pathan suit.

તેઓ મને એક યુવાન, ટૂંકી, ભૂરા કપડાં પહેરેલ સ્ત્રી તરીકે જોતાં હતાં.

I said, "Do you pray?"

મેં કહ્યું, "શું તમે પ્રાથના કરશો?"

And they didn't say anything.

અને તેઓ કશું જ ન બોલ્યાં.

I said, "Do you pray? Do you want to pray?"

મેં કહ્યું, "શું તમે પ્રાથના કરવા માંગો છો?"

They said, "Yes." I said, "All right, let's pray."

તેઓએ કહ્યું, "હા." મેં કહ્યું, "સારું, ચાલો પ્રાથના કરીએ."

I prayed for them, and things started to change.

મેં તેઓ માટે પ્રાથના કરી, અને બદલાવ આવવાનો શરૂ થયો.

This is a visual of education inside the prison.

આ જેલની અંદર શિક્ષાનું એક દ્રશ્ય છે.

Friends, this has never happened,

મિત્રો, આ ક્યારેય નથી બન્યું,

where everybody in the prison studies.

જ્યાં જેલમાં દરેક વ્યક્તિઓ ભણે છે.

I started this with community support.

મેં સમાજની મદદથી આ કાર્ય શરૂ કર્યું.

Government had no budget.

સરકાર પાસે આ માટે કોઈ બજેટ ન હતું.

It was one of the finest, largest volunteerism

તે સૌથી શ્રેષ્ઠ, સૌથી મોટી સ્વૈચ્છિક સેવા હતી

in any prison in the world.

વિશ્વના કોઈ પણ જેલની તુલનામાં.

This was initiated in Delhi prison.

આની શરૂઆત દિલ્હીની જેલમાં થઈ.

You see one sample

તમે એક નમૂનો જોઈ શકો છો

of a prisoner teaching a class.

કે એક કેદી એક વર્ગમાં ભણાવી રહ્યો છે.

These are hundreds of classes.

તેવાં ૧૦૦ ની સંખ્યામાં વર્ગો હતાં.

Nine to eleven, every prisoner went into the education program --

૯ થી ૧૧, દરેક કેદી શૈક્ષણિક કાર્યક્રમમાં જતો હતો --

the same den in which they thought

એ જ જગ્યા જ્યાં તેઓ વિચારતાં હતાં કે

they would put me behind the bar and things would be forgotten.

તેઓ મને જેલમાં નાખી દેશે અને બધું જ ભુલાઈ જવાશે.

We converted this into an ashram --

અમે તેને આશ્રમમાં ફેરવી નાખ્યું --

from a prison to an ashram through education.

જેલથી આશ્રમમાં, શિક્ષણ દ્વારા.

I think that's the bigger change.

મને લાગે છે એ બહું મોટો બદલાવ છે.

It was the beginning of a change.

તે બદલાવની એક શરૂઆત હતી.

Teachers were prisoners. Teachers were volunteers.

શિક્ષકો એ જ કેદીઓ હતાં. શિક્ષકો એ સ્વયંસેવકો હતા.

Books came from donated schoolbooks.

પુસ્તકો સ્કૂલ માટે દાનમાં અપાયેલી પુસ્તકોમાંથી આવતી.

Stationery was donated.

સ્ટેશનરી દાનમાંથી આવતી હતી.

Everything was donated,

બધું જ દાનમાંથી આવતું હતું.

because there was no budget of education for the prison.

કારણકે જેલ માટે શિક્ષણનું કોઈ બજેટ હતું જ નહીં.

Now if I'd not done that,

હવે જો મેં તે ન કર્યું હોત,

it would have been a hellhole.

તો તે કદાચ નરકનો ખૂણો બની જાત.

That's the second landmark.

તે બીજી ઐતિહાસિક ઘટના છે.

I want to show you some moments of history in my journey,

હું તમને મારી યાત્રાના ભૂતકાળના કંઇક ક્ષણો બતાવવાં માંગુ છું,

which probably you would never ever get to see anywhere in the world.

જે તમને કદાચ આ દુનિયામાં ક્યાંય જોવા નહીં મળે.

One, the numbers you'll never get to see.

પહેલું, એ આંકડાઓ તમને ક્યાંય જોવા નહીં મળે.

Secondly, this concept.

બીજું, એ વિચાર.

This was a meditation program inside the prison

આ જેલની અંદર ધ્યાનનો એક કાર્યક્રમ યોજવામાં આવ્યો હતો.

of over 1,000 prisoners.

જેમાં ૧,૦૦૦ કેદીઓ હતાં.

One thousand prisoners who sat in meditation.

એક હજાર જેટલા કેદીઓ ધ્યાનમાં બેઠાં હતાં.

This was one of the most courageous steps

આ મારા સાહસિક નિર્ણયોમાનું એક હતું

I took as a prison governor.

જે મેં જેલનાં ગવર્નર તરીકે લીધાં હતાં.

And this is what transformed.

અને જેનાંથી પરિવર્તન આવ્યું.

I took the same concept of mindfulness,

because, why did I bring meditation into the Indian prison?

Because crime is a product of a distorted mind.

કારણકે ગુનો એ વિકૃત મગજની ઊપજ છે.

It was distortion of mind which needed to be addressed to control.

એ મગજની વિકૃતિ છે જેને નિયંત્રણમાં રાખવાની જરૂર છે.

Not by preaching, not by telling,

કોઈ પ્રવચનથી નહિ, કોઈ વાતોથી નહિ,

not by reading, but by addressing your mind.

કોઈ વાંચનથી નહિ, પણ તમારાં મનને સંબોધીને.

I took the same thing to the police,

હું એ જ વસ્તુને પોલીસ માટે લાવી,

because police, equally, were prisoners of their minds,

કારણકે પોલીસ પણ, સમાન રીતે, પોતાનાં મગજનાં કેદી હતાં,

and they felt as if it was "we" and "they,"

અને તેઓ એવું વિચારતાં હતાં જેમકે "અમે" અને "તેઓ,"

and that the people don't cooperate.

અને તેવાં લોકો સહકાર નથી આપતાં.

This worked.

This is a feedback box called a petition box.

This is a concept which I introduced

This is how a prisoner drew how they felt about the prison.

If you see somebody in the blue --

yeah, this guy --

he was a prisoner, and he was a teacher.

તે એક કેદી છે, અને તે એક શિક્ષક છે.

And you see, everybody's busy. There was no time to waste.

અને તમે જોશો, બધાં જ વ્યસ્ત છે. ત્યાં સમય જ નથી વેડફવા માટે.

Let me wrap it up.

I'm currently into movements,

હું અત્યારે એક આંદોલનમાં છું,

movements of education

શિક્ષણના આંદોલનમાં

of the under-served children,

કુપોષિત બાળકોના (શિક્ષણના),

which is thousands -- India is all about thousands.

જે હજારોમાં છે -- ભારતમાં હંમેશાં હજારોમાં જ વાત હોય છે.

Secondly is about the anti-corruption movement in India.

બીજું એ ભારતમાં ભ્રષ્ટાચાર વિરુદ્ધનું આંદોલન છે.

That's a big way

એ બહુ મોટું કામ છે.

we, as a small group of activists,

અમે, એક કાર્યકરોના નાનાં સમૂહ તરીકે,

have drafted an ombudsman bill for the government of India.

ભારત સરકાર માટે એક લોકપાલ બીલ તૈયાર કર્યું છે.

Friends, you will hear a lot about it.

મિત્રો, તમે તેના વિશે ઘણું સંભાળશો.

That's the movement at the moment I'm driving,

આ એ આંદોલન છે જે હું અત્યારે ચલાવી રહી છું,

and that's the movement and ambition of my life.
