What it was like to grow up under China's one-child policy | Nanfu Wang

My name is Nanfu.

私の名はナンフーです

In Chinese, "nan" means "man."

中国語で「ナン」は「男」

And "fu" means "pillar."

「フー」は「柱」という意味です

My family had hoped for a boy,

家族はその柱となるよう育つ

who would grow up to be the pillar of the family.

男の子の誕生を望んでいました

And when I turned out to be a girl,

女の子が生まれたのですが

they named me Nanfu anyway.

それでも「ナンフー」と 名付けられました

(Laughter)

I was born in 1985,

私は1985年に生まれました

six years before China announced its one-child policy.

中国が一人っ子政策を発表する ６年前です

Right after I was born,

私が生まれた直後に

the local officials came and ordered my mom to be sterilized.

地元の役人がやって来て 母に不妊手術をするよう命じました

My grandpa stood up to the officials,

祖父は役人に立ち向かいました

because he wanted a grandson to carry on the family name.

孫息子に家族の名を 継がせたかったからです

Eventually, my parents were allowed to have a second child,

結局 両親は２人目の子供を 持つことが許されましたが

but they had to wait for five years

５年待たされた上に

and pay a substantial fine.

相当な罰金を払わされました

Growing up, my brother and I

私と弟が成長する中で

were surrounded by children from one-child families.

周囲は一人っ子の家庭ばかりでした

I remember feeling a sense of shame

私には 恥の感情があったのを 覚えています

because I had a younger brother.

弟がいたからです

I felt like our family did something wrong for having two children.

子供が２人いることで 家族が 何か悪い事をしたような気がしました

At the time, I didn't question

当時は その恥や罪の感覚が

where this sense of shame and guilt came from.

どこから芽生えるのか 疑問に思っていませんでした

A year and a half ago, I had my own first child.

１年半前 私に第一子が誕生しました

It was the best thing that ever happened in my life.

それは これまでの人生で 最高の出来事でした

Becoming a mother

母親になる事で

gave me a totally new perspective on my own childhood,

自分自身の子供時代をすっかり違った見方で 見られるようになり

and it brought back my memories of early life in China.

中国での子供時代の記憶が よみがえって来たのです

For the past three decades,

過去30年間

everyone in my family had to apply for a permission from the government

私の家族は皆 子供を持つのに 政府に許可を申請せねばなりませんでした

to have a child.

And I wondered

一人っ子政策の下で

what it was like for people who lived under the one-child policy.

生きた人達にとって それは どんなものなのかと思いました

So I decided to make a documentary about it.

そこで そのドキュメンタリーを 制作する事にしました

One of the people I interviewed

インタビューをした人の１人に

was the midwife who delivered all of the babies born in my village,

私の故郷の村の赤ん坊全員を 取り上げた助産師がいました

including myself.

私もその１人です

She was 84 years old when I interviewed her.

インタビューを行った当時 彼女は 84歳でした

I asked her,

私はこう訊きました

"Do you remember how many babies you delivered throughout your career?"

「これまで 何人の赤ん坊を取り上げたか 覚えていますか？」

She didn't have a number for deliveries.

彼女は 分娩の数は 覚えていませんでした

She said she had performed

彼女がその代わりに語ったのは

60,000 forced abortions and sterilizations.

Sometimes, she said,

a late-term fetus would survive an abortion,

and she would kill the baby after delivering it.

She remembered how her hands would tremble

as she did the work.

Her story shocked me.

When I set out to make the film,

映画制作に着手した時

I expected it would be a simple story of perpetrators and victims.

その映画を加害者と被害者の 単純なストーリーにしようと思っていました

People who carried out the policy

政策を実行した人々と

and people who are living with the consequences.

その影響の下で 生きた人々の話です

But that wasn't what I saw.

しかし 私が目にしたものは 違っていました

As I was finishing my interview with the midwife,

助産師への インタビューが終わった時

I noticed an area in her house

彼女の家の ある一角に気づきました

that was decorated with elaborate homemade flags.

そこには 丹念に作られた お手製の旗が 飾られていました

And each flag has a picture of a baby on it.

旗にはそれぞれ 赤ん坊の写真が 貼られていました

These were flags that were sent by families

それらの旗は 彼女が

whom she helped treat their infertility problems.

不妊治療の手助けをした家族から 送られてきたものでした

She explained that she had had enough

彼女はうんざりするような数の

of performing abortions and sterilizations --

強制堕胎と不妊手術を 過去に行ってきたので

that the only work she did now was to help families have babies.

今は家族が子供を持つ手助けしか しないのだと説明しました

She said she was full of guilt

一人っ子政策の 実行に手を貸したという―

for carrying out the one-child policy,

罪の意識に苛まれていると 彼女は言いました

and she hoped that by helping families have babies,

そして 家族が子供を持つ 手助けをする事で

she could counteract what she did in the past.

過去に行った事への罪を 償えたらと願っていました

It became clear to me she, too, was a victim of the policy.

彼女もまた この政策の犠牲者であると 私には はっきり分かりました

Every voice was telling her

誰もが 彼女にこう言いました

that what she did was right and necessary for China's survival.

あなたのしている事は 中国が生き残るためには正しく必要な事なのだと

And she did what she thought was right for her country.

そして国のために 正しいと思う事をすべきなのだと

I know how strong that message was.

このメッセージが どんなに強烈だったか分かります

It was everywhere around myself when I grew up.

それは 私が幼い時もずっと そこら中に溢れていました

It was printed on matches,

マッチ箱や

playing cards,

トランプ

textbooks, posters.

教科書やポスターにも 印刷されていました

The propaganda praising the one-child policy

一人っ子政策を讃える プロパガンダが

was everywhere around us.

私の周囲に溢れていたのです

[Anyone who refuses to sterilize will be arrested.]

［不妊手術を拒否する者は 皆逮捕される］

And so were the threats against disobeying it.

それに背くことに対する 脅しも溢れていました

The message seeped into our minds

そのメッセージが 人々に浸透し過ぎたために

so much so that I grew up feeling embarrassed

私は弟がいる事が 恥ずかしいと感じながら

for having a younger brother.

育ったのです

With each person I filmed,

フィルムに収めた人達 一人一人と接し

I saw how their minds and hearts can be influenced by the propaganda,

彼らの魂と心が如何に プロパガンダに影響されうるか

and how their willingness to make sacrifices for the greater good

多くの人々の利益のために 犠牲を厭わない気持ちが

can be twisted into something very dark and tragic.

如何に邪悪で悲劇的なものに 捻じ曲げられうるか分かったのです

China is not the only place where this happens.

このような事が起きているのは 中国だけではありません

There is no country on earth where propaganda isn't present.

プロパガンダが存在しない国など 地球上 どこにもありません

And in societies that are supposed to be more open and free than China,

中国よりもっとオープンで 自由な国であるはずの社会では

it can be even harder to recognize what propaganda looks like.

プロパガンダがどんなものかを認識する事が むしろ難しくなるかもしれません

It hides in plain sight as news reports,

ニュース報道、テレビのコマーシャル 政治キャンペーン

TV commercials, political campaigning

そして SNSといった 何気なく見かけるものの中に

and in our social media feeds.

それは潜んでいるのです

It works to change our minds without our knowledge.

知識がなければ それは 私達の考えを変えてしまいます

Every society is vulnerable to accepting propaganda as truth,

どの社会も プロパガンダを 真実として受け入れる危うさがあります

and no society where propaganda replaces the truth

プロパガンダが 真実に 取って替わる事がなくなる社会に

can be truly free.

真の自由が訪れるのです
