For the last two and a half years,

And I can say, with great confidence,

that we are witnessing a mental-health catastrophe

that will affect most of us, and it will change our world.

I live in Haifa, but nowadays, I spend most of my time abroad.

私はハイファに住んでいますが 最近は 殆どを海外で過ごしています

During my time on the Greek island of Lesbos

ギリシャのレスボス島で過ごし

and on the rescue boats in the Mediterranean,

地中海の救助船に乗っている間に

thousands of refugee boats arrived to the shoreline,

何千隻もの難民船が海岸に到着し

crowded with more than 1.5 million refugees.

150万人以上の難民で ごった返していました

One-fourth of them are children,

その４分の１は子供で

fleeing war and hardship.

戦争と困窮から逃れて来ます

Each boat carries different sufferings and traumas

どの船も それぞれ違う 苦痛とトラウマを運んで

from Syria, Iraq, Afganistan and different countries in Africa.

シリア、イラク、アフガニスタン アフリカ諸国からやって来ます

In the last three years alone,

過去３年だけでも

more than 12,000 refugees lost their lives.

１万２千人以上の難民が 命を落としました

And hundreds of thousands lost their souls and their mental health

そしてこの残酷で 深い傷となる経験によって

due to this cruel and traumatic experience.

心や精神の健康を損なった人が 何十万人もいます

I want to tell you about Omar,

オマーの事をお話ししましょう

a five-year-old Syrian refugee boy

５歳のシリア難民の男の子です

who arrived to the shore on Lesbos on a crowded rubber boat.

彼は窮屈なゴムボートで レスボス島の岸に辿り着きました

Crying, frightened, unable to understand what's happening to him,

自分の身に何が起こっているのか 理解出来ず 恐怖で泣き叫びながら

he was right on the verge of developing a new trauma.

新たなトラウマを 負いつつありました

I knew right away that this was a golden hour,

これが「ゴールデンアワー」だと すぐ気づきました

a short period of time in which I could change his story,

このわずかな時間でなら 私は この子の物語を変えられる—

I could change the story

彼が生涯に渡って

that he would tell himself for the rest of his life.

思い返す物語を変えられるのです

I could reframe his memories.

私は彼の記憶を 組み立て直す事が出来るのです

I quickly held out my hands and said to his shaking mother in Arabic,

私は素早く手を差し伸べて 動揺する 彼の母親にアラビア語で話しかけました

(Arabic) "Ateeni elwalad o khudi nafas."

（アラビア語で） "Ateeni elwalad o khudi nafas"

"Give me the boy, and take a breath."

「その子を預かります 一息ついて下さい」

His mother gave him to me.

母親は私に子供を手渡しました

Omar looked at me with scared, tearful eyes and said,

オマーは怯え 恐怖に満ちた目で 私を見て言いました

(Arabic) "Ammo (uncle in Arabic), shu hada?"

（アラビア語で） "Ammo,"「おじさん」

"What is this?"

"shut hada?"「あれは何？」

as he pointed out to the police helicopter hovering above us.

彼は上空を旋回している 警察のヘリコプターを指差していました

"It's a helicopter!

「ヘリコプターだよ！

It's here to photograph you with big cameras,

大きなカメラで 君の写真を撮っているんだ

because only the great and the powerful heroes,

だってオマー 君みたいなすばらしくて 強いヒーローだけが

like you, Omar, can cross the sea."

海を渡って行けるんだから」

Omar looked at me, stopped crying and asked me,

オマーは私を見て 泣くのを止め こう訊きました

(Arabic) "Ana batal?"

"I'm a hero?"

「僕がヒーロー？」

I talked to Omar for 15 minutes.

私は15分間 彼と話をしました

And I gave his parents some guidance to follow.

そして彼の両親にその後にすることの 助言をしました

This short psychological intervention

この短い心理的な介入のお陰で

decreases the prevalence of post-traumatic stress disorder

将来に於けるPTSDや 他の精神障害の

and other mental health issues in the future,

発症を減らし オマーが教育を受け

preparing Omar to get an education,

労働力となり 家族を養い

join the workforce, raise a family and beyond.

さらにその先に向かう 準備が整うのです

How?

どうやって？

By stimulating the good memories that will be stored in the amygdala,

良い体験の記憶を高めるのです 感情を蓄積する扁桃体に

the emotional storage of the human brain.

その記憶が保存されます

These memories will fight the traumatic ones,

将来 その良い体験の記憶が甦れば

if they are reactivated in the future.

トラウマを残す記憶と 闘ってくれるのです

To Omar, the smell of the sea will not just remind him

オマーにとって 海の匂いは 単にシリアからの辛い航海を

of his traumatic journey from Syria.

思い出させるだけのものでは なくなるでしょう

Because to Omar, this story is now a story of bravery.

何故ならオマーにとって この話は 今や勇気の物語となっているからです

This is the power of the golden hour,

これがゴールデンアワーの力 すなわち

which can reframe the trauma and establish a new narrative.

トラウマを別の観点から捉え 物語を作り直せるときなのです

But Omar is only one out of more than 350,000 children

ただ この難民危機だけでも 適切な精神衛生上の支援を受けていない子供が

without the proper mental health support in this crisis alone.

35万人以上いますが オマーはその中の１人に過ぎません

Three hundred and fifty thousand children and me.

35万人の子供達に対して 私は たった１人です

We need mental health professionals

私達は紛争中 救援チームに加わってくれる

to join rescue teams during times of active crisis.

精神衛生の 専門家を必要としています

This is why my wife and I and friends co-founded "Humanity Crew."

そこで妻と私、友人達は "Humanity Crew" を共同設立しました

One of the few aid organizations in the world

これは難民や強制移住者に対する

that specializes in providing psychosocial aid

心理社会的な援助と

and first-response mental health interventions

精神衛生介入の 救急対応を専門とする

to refugees and displaced populations.

世界でも 数少ない 救援組織の１つです

To provide them with a suitable intervention,

彼らに適切な介入を施す為に

we create the four-step approach, a psychosocial work plan

難民達がたどる道のりにそった

that follows the refugees on each step of their journey.

４段階の心理社会学的な アプローチを創出しました

Starting inside the sea, on the rescue boats,

最初は 精神衛生の救助員として

as mental health lifeguards.

海上や救助船の上で

Later in the camps, hospitals and through our online clinic

次に 難民キャンプや病院で さらに国境と言語の壁を乗り越える

that breaks down borders and overcomes languages.

オンラインクリニックで

And ending in the asylum countries, helping them integrate.

最後に 避難先の国々に 難民が同化できるよう支援しています

Since our first mission in 2015,

2015年に於ける 最初のミッション以来

"Humanity Crew" had 194 delegations

Humanity Crewは 資格を保持し 更に訓練を受けた

of qualified, trained volunteers and therapists.

ボランティアやセラピストによる 194の代表団を有しています

We have provided 26,000 hours of mental health support

私達は１万人以上の難民に対し ２万６千時間の精神衛生の援助を

to over 10,000 refugees.

行なってきました

We can all do something to prevent this mental health catastrophe.

精神衛生上の大惨事を防ぐために 私達にはできることがあります

We need to acknowledge that first aid is not just needed for the body,

私達は救急対応が単に身体だけでなく 心や精神にも必要である事を

but it has also to include the mind, the soul.

認識する必要があるのです

The impact on the soul is hardly visible,

精神への影響は 殆ど目には見えませんが

but the damage can be there for life.

ダメージは生涯続く可能性があります

Let's not forget that what distinguishes us humans from machines

私達人間と機械を区別するものは

is the beautiful and the delicate soul within us.

私達の内に在る 美しく繊細な魂だ という事を忘れてはなりません

Let's try harder to save more Omars.

より多くのオマーを助ける為に 懸命に取り組みましょう
