For the past decade,

I've been studying non-state armed groups:

armed organizations like terrorists, insurgents or militias.

نیروهای مسلح مثل تروریست ها، شورشی ها و شبه نظامیان

I document what these groups do when they're not shooting.

کار من مشاهده و ثبت رفتار این آدم ها است وقتی که مشغول جنگ نیستند

My goal is to better understand these violent actors

هدف من شناخت بهتر این افراد ستیزه جو است

and to study ways to encourage transition from violent engagement

و چطور از سمت برخورد خشونت بار به سمت برخورد مسالمت میز

to nonviolent confrontation.

I work in the field, in the policy world and in the library.

Understanding non-state armed groups is key to solving most ongoing conflict,

شناختن این گروهک های مسلح و بدون رسمیت کلید حل و فصل اکثر درگیری های موجوده است،

because war has changed.

چون تعریف واژه ی جنگ تغییر کرده است.

It used to be a contest between states.

در گذشته، جنگ نبردی بین حکومت ها بود.

No longer.

ولی دیگر نیست.

It is now a conflict between states and non-state actors.

اکنون جنگ بین دولت‌ها با این گروه های خود مختار هست.

For example, of the 216 peace agreements

به طور مثال از بین ۲۱۶ قطع نامه ی صلح

signed between 1975 and 2011,

که از سال ۱۹۷۵ تا ۲۰۱۱ امضا شده است،

196 of them were between a state and a non-state actor.

۱۹۶ مورد از آنها بین دولت با عوامل خودمختار بوده است.

So we need to understand these groups; we need to either engage them

پس ما نیاز داریم این گروها رو بشناسیم: نیاز داریم که با آنها ارتباط برقرار کنیم

or defeat them in any conflict resolution process that has to be successful.

یا اینکه برای پیروزی در رفع هر مناقشه ای، باید شکست‌شان دهیم.

So how do we do that?

We need to know what makes these organizations tick.

باید بفهمیم انگیزه شان از این رفتار چیست.

We know a lot about how they fight, why they fight,

خیلی چیزها را درباره ی اینکه چطور و چرا می جنگند ر می دانیم،

but no one looks at what they're doing when they're not fighting.

ولی هیچ کس نگاه نمی کند ببیند که وقتی آنها نمی جنگند چه کار می کنند.

Yet, armed struggle and unarmed politics are related.

در حالی که جنگ مسلحانه به سیاست های غیر نظامی بر می گرده

It is all part of the same organization.

که هر دو وابسته به یک سازمان هستند.

We cannot understand these groups, let alone defeat them,

ما از درک این افراد عاجزیم چه برسه به شکست دادنشان،

if we don't have the full picture.

موضوع کامل دستمان نیست.

And armed groups today are complex organizations.

گروهای مسلح امروز، سازمان های پیچیده ای هستند.

Take the Lebanese Hezbollah,

مثلاً همین حزب الله لبنان

known for its violent confrontation against Israel.

که معروف به ایستادن در مقابل نیروهای اسراییلی هستند

But since its creation in the early 1980s,

ولی از زمان پیدایشش در اوایل دهه هشتاد میلادی

Hezbollah has also set up a political party,

تا الان یک حزب سیاسی راه اندازی کرده‌اند،

a social-service network, and a military apparatus.

شبکه ی اجتماعی راه انداخته و دم و دستگاه نظامی دارند.

Similarly, the Palestinian Hamas,

مشابه آن، حماس فلسطین،

known for its suicide attacks against Israel,

که اقدامات انتحاری‌شانبرعلیه اسراییل شناخته شده است.

also runs the Gaza Strip since 2007.

آنها هم در نوارغزه فعالیت می کنند

So these groups do way more than just shoot.

پس به جز شلیک گلوله خیلی کارهای دیگه می کنند.

They multi-task.

آنها چندین فعالیت را باهم انجام می دهند.

They set up complex communication machines --

ابزار ارتباطی جمعی پیچیده بر پا می کنند

radio stations, TV channels,

Internet websites and social media strategies.

سایت های اینترنتی و رسانه های اجتماعی سازمان یافته.

And up here, you have the ISIS magazine,

printed in English and published to recruit.

Armed groups also invest in complex fund-raising --

گروه های مسلح درمؤسسات خیریه هم سرمایه گزاری می کنند.

not looting, but setting up profitable businesses;

غارت نمیکند، اما کارو کاسبی های پولسازراه میندازند

for example, construction companies.

برای مثل شرکت های بساز بفروش دارند.

Now, these activities are keys.

این ها فعالیت های کلیدی آنهاست

They allow these groups to increase their strength,

به آنها اجازه می دهند که قدرت ‌شان را افزایش دهند،

increase their funds,

بودجه شان را افزایش دهند،

to better recruit and to build their brand.

تا استخدام های بهتری کنند و نام بهتری ایجاد کنند.

Armed groups also do something else:

همچنین گروه های مسلح کار دیگری نیز انجام می دهند:

they build stronger bonds with the population

آنها پیمان های قوی تری

by investing in social services.

با سرمایه گذاری در خدمات اجتماعی با مردم ایجاد می‌کنند.

They build schools, they run hospitals,

آنها مدرسه می سازند،‌ بیمارستان مدیریت می کنند،

they set up vocational-training programs or micro-loan programs.

آنها برنامه های آموزش تخصصی و اقتصادی اجرا می کنند.

Hezbollah offers all of these services and more.

«حزب الله» تمام این خدمات و چیزهای دیگر را ارائه می دهد.

Armed groups also seek to win the population over

همچنین گروه های مسلح در جذب افراد

by offering something that the state is not providing:

با ارائه چیزهایی که دولت اراسه نمیدهد، تلاش می کنند:

safety and security.

مانند ایمنی و امنیت.

The initial rise of the Taliban in war-torn Afghanistan,

شروع اولیه طالبان در افغانستان در حال جنگ،

or even the beginning of the ascent of ISIS,

یا حتی شروع گسترش گروه داعش،

can be understood also by looking at these groups' efforts

to provide security.

Now, unfortunately, in these cases,

the provision of security came at an unbearably high price

for the population.

But in general, providing social services fills a gap,

a governance gap left by the government,

and allows these groups to increase their strength

For example, the 2006 electoral victory of the Palestinian Hamas

cannot be understood without acknowledging the group's social work.

Now, this is a really complex picture,

yet in the West, when we look at armed groups,

we only think of the violent side.

But that's not enough to understand these groups' strength,

strategy or long-term vision.

These groups are hybrid.

They rise because they fill a gap left by the government,

and they emerge to be both armed and political,

engage in violent struggle and provide governance.

And the more these organizations are complex and sophisticated,

the less we can think of them as the opposite of a state.

Now, what do you call a group like Hezbollah?

They run part of a territory, they administer all their functions,

they pick up the garbage, they run the sewage system.

Is this a state? Is it a rebel group?

Or maybe something else, something different and new?

And what about ISIS?

The lines are blurred.

We live in a world of states, non-states, and in-between,

ما در دنیایی از دولت ها،‌ غیر دولتی ها و ما بین آن ها زندگی می کنیم،

and the more states are weak, like in the Middle East today,

the more non-state actors step in and fill that gap.

This matters for governments, because to counter these groups,

they will have to invest more in non-military tools.

Filling that governance gap

has to be at the center of any sustainable approach.

This also matters very much for peacemaking and peacebuilding.

If we better understand armed groups,

اگر ما گروه های مسلح را بهتر بفهمیم،

we will better know what incentives to offer

می دانیم چه انگیزه های بهتری پیشنهاد کنیم

to encourage the transition from violence to nonviolence.

تا تحول از خشونت به غیر خشونت را تشویق کنیم

So in this new contest between states and non-states,

پس در این رقابت جدید بین دولت و غیر دولتی ها،

military power can win some battles,

قدرت نظامی می تواند تنها برخی نبرد ها را پیروز شود،

but it will not give us peace nor stability.

ولی این برای ما صلح یا پایداری فراهم نمی کند.

To achieve these objectives,

برای دستیابی به این هدف ها

what we need is a long-term investment in filling that security gap,

چیزی که نیاز داریم سرمایه گذاری برای پُر کردن خلأ امنیتی است،

in filling that governance gap

در پُر کردن خلأ مدیریتی

that allowed these groups to thrive in the first place.

که اجازه رشد را در مرحله اول به این گروه ها داد
