For the past decade,

I've been studying non-state armed groups:

armed organizations like terrorists, insurgents or militias.

I document what these groups do when they're not shooting.

My goal is to better understand these violent actors

and to study ways to encourage transition from violent engagement

Understanding non-state armed groups is key to solving most ongoing conflict,

because war has changed.

It used to be a contest between states.

No longer.

It is now a conflict between states and non-state actors.

अब यह राष्ट्र और गैर राज्यकीय कर्ताओं के बीच असहमति हैं |

For example, of the 216 peace agreements

उदहारण के लिए, सन १९७५ से २०११ तक

signed between 1975 and 2011,

196 of them were between a state and a non-state actor.

So we need to understand these groups; we need to either engage them

So how do we do that?

We need to know what makes these organizations tick.

We know a lot about how they fight, why they fight,

हम ये तो जानते हैं कि वो कैसे लड़ते हैं, क्यूँ लड़ते हैं

but no one looks at what they're doing when they're not fighting.

पर यह कोई नहीं देखता कि ये तब क्या करते हैं जब लड़ते नहीं हैं |

Yet, armed struggle and unarmed politics are related.

तो भी, सशस्त्र संघर्ष और निरस्त्र राजनीति जुडी हुई हैं

It is all part of the same organization.

ये सब एक ही संगठन के अंग हैं

We cannot understand these groups, let alone defeat them,

इन संगठनों तो हराना तो दूर, इन्हें समझ भी नहीं सकते

if we don't have the full picture.

And armed groups today are complex organizations.

आज के सशस्त्र संगठन बहुत जटिल हैं |

Take the Lebanese Hezbollah,

लेबनान के हिजबुल्ला का उदहारण लीजिये,

known for its violent confrontation against Israel.

But since its creation in the early 1980s,

Hezbollah has also set up a political party,

a social-service network, and a military apparatus.

Similarly, the Palestinian Hamas,

Armed groups also invest in complex fund-raising --

not looting, but setting up profitable businesses;

for example, construction companies.

Now, these activities are keys.

They allow these groups to increase their strength,

increase their funds,

to better recruit and to build their brand.

Armed groups also do something else:

they build stronger bonds with the population

by investing in social services.

They build schools, they run hospitals,

वे विद्द्यालय बनाते हैं, अस्पताल चलाते हैं

they set up vocational-training programs or micro-loan programs.

वे व्यावसायिक प्रशिक्षण और लघु ऋण कार्यक्रम चलाते हैं

Hezbollah offers all of these services and more.

हिज़बुल्ला इस तरह की सारी एवं और भी सेवाएं देता है

Armed groups also seek to win the population over

सशस्त्र संगठन और भी कुछ की पेशकश करते हैं जनमत जीतने के लिए

by offering something that the state is not providing:

जो राष्ट्र नहीं दे रहे

safety and security.

सुरक्षा और सलामती |

The initial rise of the Taliban in war-torn Afghanistan,

युध्ग्रस्त अफ़गानिस्तान में तालिबान के प्रारंभिक उत्कर्ष

or even the beginning of the ascent of ISIS,

या ISIS के उदय के शुरुआत

can be understood also by looking at these groups' efforts

to provide security.

Now, unfortunately, in these cases,

the provision of security came at an unbearably high price

for the population.

But in general, providing social services fills a gap,

a governance gap left by the government,

and allows these groups to increase their strength

and their power.

For example, the 2006 electoral victory of the Palestinian Hamas

cannot be understood without acknowledging the group's social work.

Now, this is a really complex picture,

yet in the West, when we look at armed groups,

we only think of the violent side.

But that's not enough to understand these groups' strength,

strategy or long-term vision.

These groups are hybrid.

They rise because they fill a gap left by the government,

and they emerge to be both armed and political,

और वे सशस्त्र एवं राजनीतिक रूप में उभरते हैं

engage in violent struggle and provide governance.

And the more these organizations are complex and sophisticated,

और ये संगठन जितने जटिल एवं परिष्कृत होते जायेंगे

the less we can think of them as the opposite of a state.

Now, what do you call a group like Hezbollah?

अब आप हिजबुल्ला जैसे संगठन को क्या कहेंगे ?

They run part of a territory, they administer all their functions,

वे एक राज्य क्षेत्र का शासन करते हैं, सारे प्रशासनिक कार्य करते हैं

they pick up the garbage, they run the sewage system.

वे कचरा उठाते हैं, मलप्रवाह पद्धति चलते हैं |

Is this a state? Is it a rebel group?

क्या यह सरकार है ? क्या ये विद्रोही संगठन है ?

Or maybe something else, something different and new?

या फिर कुछ और ही है, कुछ भिन्न और नवीन ?

And what about ISIS?

और ISIS क्या है ?

The lines are blurred.

इनके बीच अंतर धुंधला है|

We live in a world of states, non-states, and in-between,

हम जिस दुनिया में रहते हैं वो राष्ट्रों, गैर राजकीय कर्ताओं के बीच में है,

and the more states are weak, like in the Middle East today,

और राष्ट्र जितने निर्बल होंगे, जैसे कि मध्य पूर्वी राष्ट्रों में आज कल,

the more non-state actors step in and fill that gap.

उतने ही गैर-राज्यकीय कर्ता उस रिक्ति को पूर्ण करने के लिए उभरेंगे|

This matters for governments, because to counter these groups,

यह सरकारों के लिए महत्वपूर्ण है, क्यूँकि इन संगठनों से लड़ने के लिए

they will have to invest more in non-military tools.

Filling that governance gap

has to be at the center of any sustainable approach.

This also matters very much for peacemaking and peacebuilding.

If we better understand armed groups,

हम जितना सशस्त्र संगठनों को बेहतर समझेंगे

we will better know what incentives to offer

उतना ही बेहतर जानेंगे कि इन्हें

to encourage the transition from violence to nonviolence.

हिंसा से अहिंसा की तरफ कैसे प्रोत्साहित किया जाए |

So in this new contest between states and non-states,

तो राष्ट्रों और गैर राज्यकीय (संगठनों) के बीच की इस नयी लड़ाई में

military power can win some battles,

सैनिक क्षमता से कुछ युद्ध तो जीते जा सकते हैं

but it will not give us peace nor stability.

लेकिन वो हमे अमन और स्थिरता नहीं देगा |

To achieve these objectives,

इन लक्ष्यों को हासिल करने के लिए

what we need is a long-term investment in filling that security gap,

हमें दीर्घकालीन निवेश करने होंगे सुरक्षा में रिक्ति भरने के लिए,

in filling that governance gap

शासन की रिक्ति भरने के लिए

that allowed these groups to thrive in the first place.

जिससे इन संगठनों को उभरने का मौका मिला
