Mohamed Ali: The link between unemployment and terrorism

I would like to talk to you about a story

أرغب في إخباركم بقصّة حول

about a small town kid.

I don't know his name, but I do know his story.

لا أعرف اسمه، لكنني أعرف قصّته.

He lives in a small village in southern Somalia.

إنّه يعيش في مدينة صغيرة جنوب صوماليا.

His village is near Mogadishu.

قريته توجد قرب العاصمة مقديشو.

Drought drives the small village into poverty

الجفاف دفع بالقرية الصّغيرة نحو الفقر

and to the brink of starvation.

و على شفا المجاعة.

With nothing left for him there,

عندما لم يتبقّى له ليس هنا،

he leaves for the big city,

قصد المدينة الكبيرة،

in this case, Mogadishu, the capital of Somalia.

و هي مقديشو في هذه الحالة، عاصمة صوماليا.

When he arrives, there are no opportunities,

عند وصوله، لم يكن هناك أيّ فرص،

no jobs, no way forward.

ما من وظائف، ما من حلّ.

He ends up living in a tent city

انتهى به الأمر بالعيش في خيمة

on the outskirts of Mogadishu.

في ضواحي مقديشو.

Maybe a year passes, nothing.

مرّت سنة و ما من تغيير يذكر.

One day, he's approached by a gentleman

في إحدى الأيام، اقترب منه رجل

who offers to take him to lunch,

عرض أن يستدعي للغذاء على حسابه،

then to dinner, to breakfast.

ثمّ للعشاء و فطور الصباح.

He meets this dynamic group of people,

ثمّ قابل مجموعة من الأشخاص المفعمين بالحيوية

and they give him a break.

الذين قاموا بمساعدته.

He's given a bit of money

لقد تلقّى بعض الأموال

to buy himself some new clothes,

ليشتري بها ملابس جديدة لنفسه،

money to send back home to his family.

أموالا ليرسلها لعائلته.

He is introduced to this young woman.

ثمّ قابل امرأة يانعة.

He eventually gets married.

و تزوّجا في النّهاية.

He starts this new life.

لقد بدأ حياة جديدة.

He has a purpose in life.

فقد أصبح له هدف في حياته.

One beautiful day in Mogadishu,

ذات يوم جميل بمقديشو،

under an azure blue sky,

ذو سماء زرقاء لازوردية،

a car bomb goes off.

انفجرت سيارة مفخّخة.

That small town kid with the big city dreams

الطّفل ذو الأحلام الكبيرة القادم من القرية الصغيرة

was the suicide bomber,

كان وراء العمليّة،

and that dynamic group of people

و تلك المجموعة من الأشخاص المفعمين بالحيوية

were al Shabaab, a terrorist organization

كانت "حركة الشباب"، منظّمة ارهابيّة

linked to al Qaeda.

ذات صلة بتنظيم القاعدة.

So how does the story of a small town kid

إذن كيف حدث أنّ الفتى القادم من قرية صغيرة

just trying to make it big in the city

راغبا في تحقيق أحلامه في المدينة

end up with him blowing himself up?

انتهى به الأمر مفجّرا نفسه؟

He was waiting.

لقد كان ينتظر.

He was waiting for an opportunity,

لقد كان بانتظار فرصة،

waiting to begin his future,

فرصة لبناء مستقبله،

waiting for a way forward,

يترقّب في طريق إلى الأمام،

and this was the first thing that came along.

و كانت تلك أوّل فرصة سنحت له.

This was the first thing that pulled him out

كانت أوّل من أخرجه من

of what we call waithood.

فترة الانتظار الطويلة.

And his story repeats itself

و تتكرّر قصّته في المراكز

in urban centers around the world.

الحضرية بمختلف أنحاء العالم.

It is the story of the disenfranchised,

إنّها قصة الفئة المحرومة

unemployed urban youth

العاطلة من الشباب الحضريّ

who sparks riots in Johannesburg,

التي قامت بأعمال شغب في جوهانزبورغ،

sparks riots in London,

و أعمال شغب بلندن،

who reaches out for something other than waithood.

التي تبحث عن أيّ شيء يخرجها من حالة الانتظار تلك.

For young people, the promise of the city,

بالنّسبة للشبان فإنّ المدينة الكبيرة

the big city dream is that of opportunity,

تحقّق لهم حلم الفرصة،

of jobs, of wealth,

الشّغل و الثروة،

but young people are not sharing in the prosperity of their cities.

لكنهم لا يشاركون في ازدهار المدن.

Often it's youth who suffer from the highest unemployment rates.

فالشبان في العادة هم من يعانون من أكثر معدّلات البطالة ارتفاعا.

By 2030, three out of five people living in cities

بحلول سنة 2030 سيكون 3 من كلّ 5 أشخاص يعيشون بالمدينة

will be under the age of 18.

يبلغون من العمر أقلّ من 18 سنة.

If we do not include young people

إن لم نسمح لشبابنا بالمساهمة

in the growth of our cities,

في نموّ مدننا،

if we do not provide them opportunities,

إن لم نوفّر لهم الفرص،

the story of waithood,

فإنّ قصة النتظار،

the gateway to terrorism, to violence, to gangs,

الطريق إلى الارهاب و العنف و العصابات

will be the story of cities 2.0.

ستكون قصّة المدن المستقبلية.

And in my city of birth, Mogadishu,

و في المدينة مسقط رأسي، مقديشو،

70 percent of young people suffer from unemployment.

فإنّ 70% من الشّبان يعانون من البطالة.

70 percent don't work,

70% منهم لا يعملون،

don't go to school.

و لا يذهبون للمدارس.

They pretty much do nothing.

إنّهم لا يفعلون شيئا تقريبا.

I went back to Mogadishu last month,

عدت مجددا إلى مقديشو في الشهر الفارط،

and I went to visit Madina Hospital,

ذهبت لزيارة مستشفى المدينة،

the hospital I was born in.

حيث ولدت.

I remember standing in front of that

أذكر وقوفي أمام ذلك المستشفى

bullet-ridden hospital thinking,

الذي مزّقه الرصاص مفكّرا،

what if I had never left?

ماذا كان سيحصل لو لم أغادر؟

What if I had been forced

ما لو وجدت نفسي مجبرا

into that same state of waithood?

على العيش في نفس مرحلة الانتظار؟

Would I have become a terrorist?

هل كنت لأصبح ارهابيّا؟

I'm not really sure about the answer.

لست متأكّدا من الإجابة.

My reason for being in Mogadishu that month

سبب وجودي بمقديشو في ذلك الشّهر

was actually to host

كان للإشراف على

a youth leadership and entrepreneurship summit.

مؤتمر لقيادة و ريادة الأعمال للشباب.

I brought together about 90 young Somali leaders.

لقد جمعت قرابة 90 رجل أعمال شابّ صوماليّ.

We sat down and brainstormed on solutions

لقد جلسنا و بدأنا في البحث عن حلول

to the biggest challenges facing their city.

لأكبر مشكل يواجه مدينتهم.

One of the young men in the room was Aden.

عدنان كان أحد أصغر الشّبان في الغرفة.

He went to university in Mogadishu, graduated.

لقد درس بجامعة في مقديشو و تخرّج.

There were no jobs, no opportunities.

لم يكن هناك وظائف أو فرص.

I remember him telling me,

أذكر أنّه قال لي،

because he was a college graduate,

لأنّه كان خرّيج جامعة،

unemployed, frustrated,

عاطلا عن الشّغل و محبطا،

that he was the perfect target for al Shabaab

أنّه كان هدفا مثاليّا لجماعة الشّباب

and other terrorist organizations, to be recruited.

و المنظّمات الارهابيّة الأخرى، لتجنّده.

They sought people like him out.

لقد كانوا يبحثون عن أشخاص مثله.

But his story takes a different route.

لكن قصّته اتخّذت منحى مختلفا.

In Mogadishu, the biggest barrier

أكبر حاجز في مقديشو،

to getting from point A to point B are the roads.

للمرور من النّقطة A إلى النّقطة B هي الشّوارع.

Twenty-three years of civil war

قامت الحرب الأهليّة على مدار 25 سنة

have completely destroyed the road system,

بتدمير البنية التّحتية للطرق،

and a motorbike can be the easiest way

و الدراجات النّارية كانت الطّريقة الأسهل

to get around.

للتنقّل.

Aden saw an opportunity and seized it.

لقد رأى عدنان فرصة و استغلّها.

He started a motorbike company.

لقد أنشأ شركة دراجات نّارية.

He began renting out motorbikes

و بدأ بتأجير الدراجات النّارية

to local residents who couldn't normally afford them.

للسّكان المحليّين الذين لم يكن باستطاعتهم تحمّل تكاليفها.

He bought 10 bikes, with the help

لقد اشترى 10 دراجات بمساعدة

of family and friends,

أهله و أصدقائه،

and his dream is to eventually expand

و كان هدفه أن يكون له مئات منها

to several hundred within the next three years.

بعد ثلاثة سنوات.

How is this story different?

كيف كانت قصّته مختلفة؟

What makes his story different?

ما الذي يجعلها مختلفة؟

I believe it is his ability to identify

أظنّ أنّها قدرته على رؤية

and seize a new opportunity.

الفرصة الجيّدة و اغتنامها.

It's entrepreneurship,

إنّها ريادة الأعمال،

and I believe entrepreneurship can be

التي في اعتقادي يمكن أن تكون

the most powerful tool against waithood.

أقوى سلاح ضدّ التّرقّب.

It empowers young people

إنّها تعطي الشبان قوة،

to be the creators of the very economic opportunities

ليخلقوا الفرص الاقتصادية التي

they are so desperately seeking.

يبحثون عنها بيأس.

And you can train young people to be entrepreneurs.

و يمكنك أن تعلّم الشّباب كيف يديرون الأعمال.

I want to talk to you about a young man

أريد أن أتحدّث لكم عن شابّ كان

who attended one of my meetings,

قد حضر إحدى اجتماعاتي، وهو

Mohamed Mohamoud, a florist.

محمد محمود، بائع زهور.

He was helping me train some of the young people

لقد كان يساعدني في تدريب بعض الشبان

at the summit in entrepreneurship

أثناء الموتمر على ريادة الأعمال

and how to be innovative

و عن طرق الابتكار

and how to create a culture of entrepreneurship.

و كيفية إنشاء ثقافة ريادة أعمال.

He's actually the first florist Mogadishu has seen

في الواقع، لقد كان أوّل بائع زهور بمقديشو

in over 22 years,

أثناء 22 سنة،

and until recently, until Mohamed came along,

if you wanted flowers at your wedding,

you used plastic bouquets

shipped from abroad.

If you asked someone,

"When was the last time you saw fresh flowers?"

for many who grew up under civil war,

بالنّسبة للكثير ممن عاشوا أثناء الحرب الأهليّة،

the answer would be, "Never."

الإجابة ستكون "أبدا".

So Mohamed saw an opportunity.

و رأى محمد في ذلك فرصة،

He started a landscaping and design floral company.

لقد أنشأ شركة للتصميم خاصة بالأزهار.

He created a farm right outside of Mogadishu,

لقد أنشأ مزرعة خارج مقديشو،

and started growing tulips and lilies,

و بدأ في زراعة الزنبق و السوسن،

which he said could survive

the harsh Mogadishu climate.

And he began delivering flowers to weddings,

creating gardens at homes

and he's now working on creating

Mogadishu's first public park in 22 years.

There's no public park in Mogadishu.

He wants to create a space where families,

إنّه يريد أن ينشئ فضاء حيث يمكن

young people, can come together,

للعائلات و الشبان الجلوس معا،

and, as he says, smell the proverbial roses.

و يشتمّون عبير الأزهار التي يضرب بها المثل.

And he doesn't grow roses because

they use too much water, by the way.

So the first step is to inspire young people,

إذا فالخطوة الأولى هي إلهام الشّبان

and in that room, Mohamed's presence

و في تلك الغرفة، كان لحضور محمد

had a really profound impact on the youth in that room.

تأثير عميق في الشبان الحاضرين.

They had never really thought about starting up a business.

لم يكن أيّ منهم يفكّر في إنشاء مشروعه الخاص.

They've thought about working for an NGO,

لقد فكّروا في وظائف المنظمات غير الحكومية،

working for the government,

أو العمل لصالح الحكومة،

but his story, his innovation,

لكن قصته و ابتكاره

really had a strong impact on them.

كان لهما وقع قويّ عليهم.

He forced them to look at their city

لقد جعلهم يرون مدينتهم

as a place of opportunity.

كمكان للفرص.

He empowered them to believe that they could be entrepreneurs,

لقد دفعهم للاعتقاد أنّ بإمكانهم أن يكونوا رواد أعمال،

that they could be change makers.

و أن يكونوا صنَاع التّغيير.

By the end of the day, they were coming up

وفي نهاية اليوم، كانوا قد أوجدوا

with innovative solutions

حلولا مبتكرة

to some of the biggest challenges facing their city.

لأحد أكبر التحديات التي تواجه مدينتهم.

They came up with entrepreneurial solutions

لقد أوجدوا حلول ريادية كأصحاب مشروعات

to local problems.

لمشاكل محليّة.

So inspiring young people

لذلك فإنّ إلهام الشباب

and creating a culture of entrepreneurship

و إنشاء ثقافة ريادة الأعمال

is a really great step,

تعتبر خطوة كبيرة،

but young people need capital

لكنهم يحتاجون رؤوس أموال

to make their ideas a reality.

لجعل أفكارهم واقعا.

They need expertise and mentorship

يحتاجون إطّلاعا و إرشادا

to guide them in developing and launching their businesses.

ليقودهم أثناء تطوير و إنشاء أعمالهم.

Connect young people with the resources they need,

أربط بين الشّبان من خلال الموارد التي يحتاجونها،

provide them the support they need to go from ideation to creation,

وفّر لهم السند الذي يحتاجونه للانتقال من صياغة الأفكار إلى تحققها،

and you will create catalysts for urban growth.

و ستخلق محفّزات للنّمو الحضريّ.

For me, entrepreneurship is more than just

بالنّسبة لي ريادة الأعمال هي أكثر من

starting up a business.

بدأ مشروع.

It's about creating a social impact.

إنّها خلق لتأثير اجتماعيّ.

Mohamed is not simply selling flowers.

محمد لا يبيع الزهور و حسب.

I believe he is selling hope.

بل أيضا يبيع الأمل.

His Peace Park, and that's what he calls it,

ما سيسمّيه "حديقة السلام"

when it's created, will actually transform

سوف يغيّر عند نشأته

the way people see their city.

طريقة نظر النّاس لمدينتهم.

Aden hired street kids to help rent out

عدنان وظّف أطفال الشوارع لمساعدته في تأجير

and maintain those bikes for him.

و المحافظة على الدراجات لأجله.

He gave them the opportunity to escape

لقد وفّر لهم الفرصة للخروج

the paralysis of waithood.

من عجز مرحلة الانتظار.

These young entrepreneurs are having

مدراء الأعمال الشبان هؤلاء

a tremendous impact in their cities.

يؤثّرون عميقا في مدنهم.

So my suggestion is,

لذا فإنّ ما أقترحه هو التّالي،

turn youth into entrepreneurs,

اجعلوا الشبان رواد أعمال،

incubate and nurture their inherent innovation,

أحيطوا بهم و قوموا بتغذية روح الابتكار فيهم،

and you will have more stories of flowers and Peace Parks

و سوف يكون هناك أكثر قصص عن الزّهور و حدائق السّلام

than of car bombs and waithood.

و أقلّ انتظارا و سيّارات مفخّخة.
