Jimmy Carter: Why I believe the mistreatment of women is the number one human rights abuse

Well, I have had a great blessing as a former president,

There are a couple of reasons for this that I'll mention to begin with.

First of all is the misinterpretation of religious scriptures, holy scriptures,

This is a very serious problem. It's ordinarily not addressed.

A number of years ago, in the year 2000,

I had been a Baptist, a Southern Baptist for 70 years --

But the basic thing is the scriptures are misinterpreted

The other very serious blight

that causes this problem is the excessive resort to violence,

and that is increasing tremendously around the world.

In the United States of America, for instance, we have had

mostly black people and minorities, by putting them in prison.

When I was in office as governor of Georgia,

And we rank right alongside the countries that are most abusive

We're in California now, and I figured out the other day

that California has spent four billion dollars

in convicting 13 people for the death penalty.

If you add that up, that's 307 million dollars it costs California

Nebraska this week just passed a law abolishing the death penalty,

So the resort to violence and abuse of poor people and helpless people

is another cause of the increase in abuse of women.

Let me just go down a very few abuses of women that concern me most,

and I'll be fairly brief, because I have a limited amount of time, as you know.

One is genital mutilation.

who has a razor blade and, in a non-sterilized way,

they remove the exterior parts of a woman's genitalia.

And sometimes, in more extreme cases but not very rare cases,

they sew the orifice up so the girl can just urinate or menstruate.

And then later, when she gets married, the same cutter goes in

This is not a rare thing, although it's against the law in most countries.

Another very serious thing is honor killings,

where a family with misinterpretation, again, of a holy scripture --

there's nothing in the Quran that mandates this --

will execute a girl in their family

if she is raped

An analysis was done in Egypt not so long ago by the United Nations

and it showed that 75 percent of these murders of a girl

Another problem that we have in the world

There were about 12.5 million people sold from Africa into slavery

that's not known by the local officials,

အရပ်ထဲကရဲတွေ၊ရဲမှူးတွေ၊

the local policemen, or the chief of police or the mayor and so forth.

မြို့တော်ဝန် စတာတွေ မသိတဲ့ ဇိမ်ခန်းတစ်ခန်းမှ မရှိဘူးလေ၊

And this leads to one of the worst problems,

ဒါက အဆိုးဝါးဆုံး ပြဿနာတစ်ရပ်ကို ဦးတည်သွားစေပြီး

and that is that women are bought increasingly and put into sexual slavery

အမျိုးသမီးတွ​ေ တိုးကာတိုးကာ အရောင်းခံရပြီး ကမ္ဘာ့နိုင်ငံတွေမှာ

in all countries in the world.

လိင်ကျွန်အဖြစ် ရောက်ကြတော့တာပေါ့။

Sweden has got a good approach to it.

Sweden မှာတော့ ဒါကို ကိုင်တွယ်တဲ့ နည်းကောင်းရှိတယ်။

About 15 to 20 years ago, Sweden decided to change the law,

လွန်ခဲ့တဲ့ ၁၅နှစ်၊ အနှစ် ၂၀ က Sweden ဟာ ဥပဒေကို ပြောင်းဖို့ဆုံးဖြတ်ခဲ့ပြီး

and women are no longer prosecuted

လိင်ကျွန်အပြုခံရရင် အမျိုးသမီးတွေဟာ

if they are in sexual slavery,

တရားစွဲဆိုခြင်းမခံရတော့ပဲ

but the brothel owners and the pimps and the male customers are prosecuted,

ဇိမ်ခန်းပိုင်ရှင်တွေ၊ အဆွယ်တွေ ယောက်ျားဝယ်သူတွေ တရားစွဲခံရတယ်၊

and -- (Applause) -- prostitution has gone down.

ဒီတော့ (လက်ခုပ်သံများ) ပြည့်တန်ဆာလုပ်ငန်း ကျသွားတယ်။

In the United States, we take just the opposite position.

အမေရိကမှာတော့ ဆန့်ကျင်ဘက် အနေအထားပါ။

For every male arrested for illegal sex trade,

အမေရိကားက တရားမဝင် လိင်ရောင်းဝယ်မှုမှာ

25 women are arrested in the United States of America.

ယောကျ်ား ၁ ယောက် အဖမ်းခံရင် အမျိုးသမီး ၂၅ ယောက် အဖမ်းခံရတယ်။

Canada, Ireland, I've already said Sweden,

ကနေဒါ၊ အိုင်ယာလန်၊ ခုနကပြောတဲ့ ဆွီဒင်

France, and other countries are moving now towards this so-called Swedish model.

ပြင်သစ် နဲ့ အခြားနိုင်ငံတွေဟာ အခု ဆိုကြတဲ့ ဆွီဒင် ပုံစံကို ပြောင်းနေပါတယ်

That's another thing that can be done.

ဒါကလုပ်လို့ရတဲ့ နောက်တစ်နည်းပါ။

We have two great institutions in this country that all of us admire:

ဒီနိုင်ငံမှာ ကျွန်တော်တို့ လေးစားရတဲ့ ဗိမာန်ဋ္ဌာနကြီး ၂ ခုရှိတယ်၊

our military and our great university system.

ကျွန်တော်တို့ရဲ့ စစ်တပ်နဲ့ ကြီးကျယ်တဲ့ တက္ကသိုလ်စနစ်ပါ။

In the military, they are now analyzing how many sexual assaults take place.

စစ်တပ်မှာ အခု လိင်ဆိုင်ရာစော်ကားမှု ဘယ်လောက်ရှိလဲဆိုတာ စီစစ်နေတယ်

The last report I got, there were 26,000 sexual assaults

ပြီးခဲ့တဲ့ အစီရင်ခံစာမှာ စစ်တပ်မှာ လိင်ဆိုင်ရာစော်ကားမှု

that took place in the military --

၂၆၀၀၀ ဖြစ်ခဲ့တယ်တဲ့။

26,000.

Only 3,000, not much more than 1 percent, are actually prosecuted,

၃၀၀၀ ကိုပဲ၊ ၁% ကျော်ကျော် လောကိုသာ တကယ် တရားစွဲဆိုခံရတယ်။

and the reason is that the commanding officer of any organization --

အကြောင်းက အဖွဲ့အစည်းတိုင်းက ကွပ်ကဲရေးအရာရှိဟာ

a ship like my submarine, or a battalion in the Army

ရေငုတ်သင်္ဘောလို သင်္ဘောမျိုး ကြည်းတပ်က တပ်ရင်းတစ်ရင်း

or a company in the Marines --

ရေကြောင်းတပ်က အဖွဲ့တစ်ဖွဲ့မှာ

the commanding officer has the right under law to decide

ကွပ်ကဲရေးအရာရှိဟာ ဥပဒေအောက်မှာ အဓမ္မကျင့်မှုကို

whether to prosecute a rapist or not,

တရားစွဲဖို့ မစွဲဖို့ ဆုံးဖြတ်ခွင့်ရှိတယ်။

and of course, the last thing they want is for anybody to know

တကယ်တော့ အချုပ်ကတော့ သူ့အုပ်ချုပ်မှုအောက်မှာ

that under their command, sexual assaults are taking place,

လိင်ဆိုင်ရာ စော်ကားမှုတွေဖြစ်နေတာ လူတိုင်းကို သိစေချင်ပြီး

so they do not do it.

ဒါကို သူတို့မလုပ်ကြအောင်ပေါ့။

That law needs to be changed.

About one out of four girls who enter American universities

အမေရိကန် တက္ကသိုလ်တွေမှာ ဝင်ကြတဲ့ ကျောင်းသူ ၄ ယောက်မှာ တစ်ယောက်ဟာ

will be sexually assaulted before she graduates,

ဘွဲ့မရခင် လိင်ပိုင်းဆိုင်ရာ စော်ကားမှု ခံရမှာဖြစ်ပြီး

and this is now getting a lot of publicity,

partially because of my book, but other things,

and so 89 universities in America are now condemned

to protect them from sexual assault.

The Department of Justice says that more than half of the rapes

တရားရေးဋ္ဌာနက ကျောင်းဝင်း ထဲက မုဒိန်းမှု တစ်ဝက်ကျော်ဟာ

on a college campus take place by serial rapists,

မရပ်မနား မုဒိန်းမှုကို ကျူးလွန်နေသူတွေ ကြောင့် ဖြစ်တယ်

because outside of the university system,

တက္ကသိုလ်စနစ်ရဲ့ ပြင်ပမှာသာ

if they rape somebody, they'll be prosecuted,

but when they get on a university campus, they can rape with impunity.

They're not prosecuted.

Those are the kinds of things that go on in our society.

Another thing that's very serious about the abuse of women and girls

is the lack of equal pay for equal work,

အလုပ်အတူတူအတွက် သိတဲ့အတိုင်း

And this is sometimes misinterpreted, but for full-time employment,

a woman in the United States now gets 23 percent less than a man.

When I became president, the difference was 39 percent.

So we've made some progress, partially because I was president

These are the kind of things that go on.

and those CEOs, I need not tell you,

make less on an average

အခြား CEO တွေထက်စာရင် ပျမ်းမျှအားဖြင့်

than the other CEOs.

နည်းပါတယ်။

Well, that's what goes on in our country.

ကဲ ဒါက ကျွန်တော်တို့နိုင်ငံမှာ ဆက်ဖြစ်နေတာပါ။

Another problem with the United States

U.S နဲ့ပတ်သက်ပြီး နောက်ပြဿနာက

is we are the most warlike nation on Earth.

ကျွန်တော်တို့ဟာ ကမ္ဘာပေါ်မှာ စစ်အလိုလားဆုံး နိုင်ငံဖြစ်နေတယ်။

We have been to war with about 25 different countries

ဒုတိယကမ္ဘာစစ် ကတည်းက နိုင်ငံစုံ ၂၅ နိုင်ငံလောက်မှာ

since the Second World War.

စစ်တိုက်ဖူးတယ်။

Sometimes, we've had soldiers on the ground fighting.

တစ်ခါတစ်ခါ မြေပြင်မှာ တိုက်ခိုက်ခဲ့တဲ့ စစ်သားတွေရှိတယ်၊

The other times, we've been flying overhead

အခြားအချိန်တွေကျတော့ ကောင်းကင်ကပျံသန်းပြီး

dropping bombs on people.

Other times, of course, now, we have drones that attack people and so forth.

We've been at war with 25 different countries

or more since the Second World War.

But anyway, those kinds of things, the resort to violence

and the misinterpretation of the holy scriptures

ကျမ်းချက်တွေကို နားလည်မှုလွဲတာဟာ အကြောင်းရပ်တွေ

are what causes, are the basic causes, of abuse of women and girls.

မိန်းမကြီးငယ်တွေကို အနိုင်ကျင့်တာရဲ့ အခြေခံ အကြောင်းရင်းတွေပါ။

There's one more basic cause that I need not mention,

ကျွန်တော် ထည့်ပြောစရာ မလိုတဲ့နောက် အခြေခံအကြောင်းရပ် တစ်ခုက

and that is that in general, men don't give a damn.

The average man that might say, I'm against the abuse of women and girls

quietly accepts the privileged position that we occupy,

ယူထားတဲ့ အခွင့်ထူးခံအနေအထား ကိုတော့တိတ်တိတ် လက်ခံကြတယ်။

and this is very similar to what I knew when I was a child,

ဒါဟာ ကျုပ်ကလေးတုန်းက သိခဲ့တာနဲ့ အတူတူပါပဲ။

when separate but equal had existed.

Racial discrimination, legally, had existed for 100 years,

from 1865 at the end of the War Between the States, the Civil War,

all the way up to the 1960s,

for equal rights.

But during that time, there were many white people

but they stayed quiet,

because they enjoyed the privileges of better jobs,

unique access to jury duty,

and that's the same thing that exists today,

because the average man really doesn't care.

Even though they say, "I'm against discrimination against girls and women,"

they enjoy a privileged position.

And it's very difficult to get the majority of men

who control the university system,

the majority of men that control the military system,

the majority of men that control the governments of the world,

and the majority of men that control the great religions.

So what is the basic thing that we need to do today?

I would say the best thing that we could do today

ပြောချင်တဲ့ ကျုပ်တို့လုပ်နိုင်တဲ့ အကောင်းဆုံးဆိုတာက

is for the women in the powerful nations

အင်အားကြီးနိုင်ငံတွေက အမျိုးသမီးတွေအတွက်

like this one, and where you come from,

ဒါမျိုးလေးပေါ့၊ ဘယ်ကလာတာလဲ၊

Europe and so forth, who have influence and who have freedom to speak and to act,

ဥရောပ စတာတွေ၊ ဩဇာရှိ၊ လွပ်လပ်စွာ ပြောဆို၊ လုပ်ကိုင်ခွင့်ရှိသူတွေဟာ

need to take the responsibility on yourselves

to be more forceful in demanding

an end to racial discrimination against girls and women

all over the world.

The average woman in Egypt

doesn't have much to say about her daughters

getting genitally mutilated and so forth.

I didn't even go down to detail about that.

But I hope that out of this conference,

that every woman here will get your husbands to realize

that these abuses on the college campuses and the military and so forth

need to protect your daughters and your granddaughters.

I have 12 grandchildren, four children, and 10 great-grandchildren,

and I think often about them

not only if they lived in Egypt or a foreign country,
