So we all have our own biases.

When we think of government systems,

we tend to think that they're archaic, set in their ways,

and perhaps, the leadership is just too bureaucratic

to be able to change things.

Well, today, I want to challenge that theory.

I want to tell you a story of a very large government system

that has not only put itself on the path of reform

but has also shown fairly spectacular results

This is what a classroom in a public school in India looks like.

There are 1 million such schools in India.

And even for me, who's lived in India all her life,

walking into one of these schools is fairly heartbreaking.

By the time kids are 11,

50 percent of them have fallen so far behind in their education

that they have no hope to recover.

11-year-olds cannot do simple addition,

they cannot construct a grammatically correct sentence.

These are things that you and I would expect an 8-year-old

to be able to do.

By the time kids are 13 or 14,

ကလေးတွေ ၁၃၊ ၁၄နှစ်ရောက်တော့

they tend to drop out of schools.

In India, public schools not only offer free education --

အိန္ဒိကမှာက အစိုးရကျောင်းတွေဟာ အခမဲ့ ပညာရေးသာမက

they offer free textbooks, free workbooks, free meals,

ဖတ်စာအုပ် အခမဲ့၊ လေ့ကျင့်ခန်းစာအုပ် အခမဲ့နေ့လည်စာ အခမဲ့ပေးပြီး

sometimes even cash scholarships.

And yet, 40 percent of the parents today

are choosing to pull their children out of public schools

That's a huge statement on how broken the Indian public education system is.

So it was with that background that I got a call in the summer of 2013

ဒီလိုနဲ့ ၂၀၁၃ နွေမှာ Surina Rajan ခေါ်တဲ့

from an absolutely brilliant lady called Surina Rajan.

တော်တော်လေး ထက်မြက်တဲ့အမျိုးသမီးက ကျွန်မကိုဖုန်းခေါ်ခဲ့တယ်။

She was, at that time, the head of the Department of School Education

အဲဒီတုန်းက သူက Haryana လို့ခေါ်တဲ့ ပြည်နယ်က

in a state called Haryana in India.

ကျောင်းပညာရေးဌာနက ဦးစီးမှူးတစ်ယောက်ပါ။

So she said to us, "Look, I've been heading this department

သူကပြောတယ်- "ဒီမှာ ကျွန်မဦးစီးလာတဲ့

for the last two years.

I've tried a number of things, and nothing seems to work.

Can you possibly help?"

Let me describe Haryana a little bit to you.

Haryana is a state which has 30 million people.

It has 15,000 public schools

and 2 million plus children in those public schools.

So basically, with that phone call,

ဒီလိုနဲ့ အဓိကကတော့ ဖုန်းပေါ်ကနေပဲ

I promised to help a state and system

ပြည်နယ်တစ်ခုနဲ့ စနစ်ကို ကူညီမယ်လို့ ကတိပေးခဲ့တယ်။

which was as large as that of Peru or Canada transform itself.

ပီရူး ကနေဒါတို့လို ပြောင်းလဲတဲ့ ကြီးမားတဲ့ ဒီစနစ်ကြီးကိုပေါ့။

As I started this project, I was very painfully aware of two things.

လုပ်ငန်းစတာနဲ့ ရင်နာစရာ ၂ချက်တွေ့လိုက်ရတယ်။

One, that I had never done anything like this before.

တစ်ချက်က ကျွန်မတစ်ခါမှ မလုပ်ဖူးတဲ့ဟာရယ်

And two, many others had, perhaps without too much success.

As my colleagues and I looked across the country

and across the world,

we couldn't find another example

Haryana မှာလို ရွေးကာ

that we could just pick up and replicate in Haryana.

ပုံတူကူးနိုင်တဲ့ အခ​ြား နမူနာတစ်ခုမှ မတွေ့ခဲ့ဘူး။

We knew that we had to craft our own journey.

ဒါနဲ့ ကိုယ့်လမ်း ကိုယ်ဖောက် ရတော့မှာကို သိခဲ့တယ်။

But anyway, we jumped right in and as we jumped in,

ဒီလိုနဲ့ လုပ်ဆိုတော့လည်း ကျွန်မတို့ လုပ်ကြတာပေါ့။။

all sorts of ideas started flying at us.

ဒီတော့ ရှိသမျှ အကြံဉာဏ်တွေ ပလူပျံနေတယ်။

People said, "Let's change the way we recruit teachers,

ပြောကြတယ်။ ဆရာအသစ်တွေစုဆောင်းတဲ့ နည်းကို ပြောင်းကြစို့တဲ့။

let's hire new principals and train them

ကျောင်းအုပ် အသစ်တွေခန့်ပြီး လေ့ကျင့်​ပေးစို့၊

and send them on international learning tours,

နိုင်ငံခြားကိုလွှတ်ပြီး ပညာသင်ခိုင်းစို့။

let's put technology inside classrooms."

အတန်းထဲကို နည်းပညာတွေ ထည့်ပေးစို့တဲ့။

By the end of week one, we had 50 ideas on the table,

all amazing, all sounded right.

There was no way we were going to be able to implement 50 things.

So I said, "Hang on, stop.

Let's first at least decide what is it we're trying to achieve."

So with a lot of push and pull and debate,

Haryana set itself a goal which said: by 2020,

Haryana းက ၂၀၂၀ မှာ ၈၀% သောကလေးတွေ

we want 80 percent of our children to be at grade-level knowledge.

အတန်းနဲ့ညီတဲ့ဗဟုသုတ ရရမယ်လို့ချမှတ်ခဲ့တယ်။

Now the specifics of the goal don't matter here,

အခုဆိုရင် ဒီပန်းတိုင်က ပြဿနာမရှိတော့ပဲ

but what matters is how specific the goal is.

ပန်းတိုင်ကိုဘယ်လိုသွားမလဲက ပြဿနာဖြစ်လာတယ်။

Because it really allowed us to take all those ideas

ဘာလို့ဆိုတော့ ချလိုက်တဲ့အကြံဉာဏ်တွေက

which were being thrown at us

စုပုံနေပြီး၊ ဘယ်တစ်ခုကို

and say which ones we were going to implement.

သုံးမလဲဆိုတာက စကားပြောနေတယ်။

Does this idea support this goal? If yes, let's keep it.

ဒီအကြံကအလုပ်ဖြစ်လား၊ ဖြစ်တယ်ဆိုဆက်လုပ်မယ်။

But if it doesn't or we're not sure, then let's put it aside.

ဒါမဖြစ်နိုင်ဘူးလား၊ ဘေးကိုခဏဖယ်ထားလိုက်​။

As simple as it sounds, having a very specific goal right up front

ပြောရင်တော့လွယ်တယ်။ ရှေ့တည့်တည့်မှာ ရှိတဲ့ တိကျတဲ့ ရည်မှန်းချက်က

has really allowed us to be very sharp and focused

ပြုပြင်ပြောင်းလဲရေးမှာ ထင်ရှား၊ ပြတ်သားစေဖို့

in our transformation journey.

And looking back over the last two and a half years,

that has been a huge positive for us.

ကြီးမားတဲ့ အပ​ြုသဘောဆောင်တာတွေ ရှိပါတယ်။

So we had the goal,

အခု ပန်းတိုင်ရှိပြီ။

and now we needed to figure out what are the issues, what is broken.

ဒါဆို ပြဿနာတွေကဘာ၊ ဘာတွေယိုယွင်း နေလဲဆိုတာကိုသိဖို့လိုပြီ။

Before we went into schools, a lot of people told us

ကျွန်မတို့ကျောင်း​တွေကို ဝင်မစစ်ခင်ကဆို ပြောကြတယ်

that education quality is poor

ပညာရေး အရည်အသွေး ညံ့ဖျင်းတာက

because either the teachers are lazy, they don't come into schools,

ဆရာတွေပျင်းလို့၊ ကျောင်းမလာကြလို့၊

or they're incapable, they actually don't know how to teach.

သူတို့ စာဘယ်လိုသင်ရမယ်ဆိုတာမသိလို့ စသဖြင့်

Well, when we went inside schools, we found something completely different.

တကယ်ကျောင်းတွေလိုက်ကြည့်တဲ့အခါမှာ လုံးဝခြားနားနေတဲ့အရာကို တွေ့လိုက်ရတယ်။

On most days, most teachers were actually inside schools.

နေ့အများစုမှာတော့ ဆရာတွေကျောင်းမှာရှိပါတယ်။

And when you spoke with them,

သူတို့နဲ့ စကားပြောကြည့်တဲ့အခါ

you realized they were perfectly capable of teaching elementary classes.

သူတို့ဟာ မူလတန်းတွေကို စာကောင်းကောင်း သင်နိုင်တာ သိနိုင်ပါတယ်။

But they were not teaching.

ဒါပေမယ့် သူတို့ စာမသင်နေကြပါဘူး။

I went to a school

ကျွန်မကျောင်းတစ်ခုကိုသွား​တာ

where the teachers were getting the construction of a classroom

ဆရာတွေက စာသင်ခန်းနဲ့ အိမ်သာဆောက်နေတာကို

and a toilet supervised.

ဝင်ကြီးကြပ်နေရတာကို တွေ့ရတယ်

I went to another school

နောက် တစ်ကျောင်းထပ်သွားတယ်

where two of the teachers had gone to a nearby bank branch

ဆရာ ၂ ယောက်က ကလေးပညာသင်ဆုပေးဖို့ အနီးနားကဘဏ်ကိုတစ်ခုကိုသွား၊

to deposit scholarship money into kids' accounts.

ကလေးတွေရဲ့ ဘဏ်စာရင်းထဲ ငွေထည့်​နေရတယ်။

At lunchtime, most teachers were spending all of their time

ထမင်းစားချိန်ကြပြန်တော့ အများစုက က​လေးတွေကို ကျွေးဖို့

getting the midday meal cooking, supervised and served to the students.

ချက်ပြုတ်နေ၊ ကြီးကြပ်နေရတယ်။

So we asked the teachers,

ကျွန်မတို့ မေးကြည့်တာပေါ့

"What's going on, why are you not teaching?"

"ဘာဖြစ်တာလဲ၊ ဘာလို့ စာမသင်ကြတာလဲ။"

And they said, "This is what's expected of us.

ဖြေတာက "ကျွန်မတို့ကို ဒါလုပ်ဖို့ လိုလားတာ။

When a supervisor comes to visit us,

ကြီးကြပ်ရေးမှူးတွေလာစစ်ရင်

these are exactly the things that he checks.

သူတို့ကဒီလို အလားတူတေွလုပ်စေချင်ကြတာလေ။

Has the toilet been made, has the meal been served.

အိမ်သာ ဆောက်ပြီးပြီလား၊ ထမင်းကျွေးပြီးပြီလား။

When my principal goes to a meeting at headquarters,

ကျောင်းအုပ်က ရုံးချုပ်ကို အစည်းအဝေးသွားရင်လည်း

these are exactly the things which are discussed."

ဆွေးနွေးတဲ့အရာတွေက ဒါတွေပဲတဲ့။"

You see, what had happened was, over the last two decades,

ဆယ်စုနှစ် ၂ ခုလောက် ဘာတွေဖြစ်နေတယ် ဆိုတာ တွေ့ပြီဟုတ်နော်။

India had been fighting the challenge of access, having enough schools,

အိန္ဒိယဟာ ကျောင်းတွေအလုံ အလောက်ရဖို့နဲ့ ကျောင်းအပ်နံရေး

and enrollment, bringing children into the schools.

ကလေးတိုင်း ကျောင်းနေနိုင်​ရေး ရုန်းကန်ခဲ့ရပါတယ်။

So the government launched a whole host of programs

ဒါကြောင့်အစိုးရက ဒီစိန်ခေါ်မှုတွေကို ဖြေရှင်းဖို့၊

to address these challenges,

အစီအစဉ်တစ်သီကြီး ချမှတ်ခဲ့တယ်။

and the teachers became the implicit executors of these programs.

ဆရာတွေဟာဆိုရင်လည်း ဒီအစီအစဉ်တွေရဲ့ သွယ်ဝိုက်လုပ်ဆောင်သူတွေဖြစ်ခဲ့တယ်။

Not explicitly, but implicitly.

And now, what was actually needed was not to actually train teachers further

အခုဆိုတကယ်လိုပ်တာက ဆရာတွေကို လေ့ကျင့်ပေးဖို့နဲ့​

or to monitor their attendance

စောင့်ကြပ်ဖို့လိုတာမဟုတ်ပဲ

but to tell them that what is most important

ဆရာတွေကို စာသင်ခန်းထဲပြန်ဝင်ပြီး စာသင်ဖို့ ဆိုတာ

is for them to go back inside classrooms and teach.

အရေးကြီးဆုံးအချက်ပဲ ဆိုတာကိုပြောပြဖို့ပါ။

They needed to be monitored and measured and awarded

သူတို့ကို ကြပ်မတ်ဆောင်ရွက်ပြီး သင်ကြားမှု အရည်အသွေးအပေါ်

on the quality of teaching

ဆုချီးမြှင့်ဖို့လဲ လိုပါတယ်

and not on all sorts of other things.

So as we went through the education system,

as we delved into it deeper, we found a few such core root causes

အတွင်းကျကျ လေ့လာလိုက်တော့ တေွ့ရှိရတဲ့ အဓိက ရင်းမြစ်အကြောင်းခံတွေကတော့

which were determining, which were shaping how people behaved in the system.

စနစ်ထဲမှာ လူတွေပြုမူပုံကို ပုံဖော်ပေး နေတာကို ဖန်တီးပေးနေတာတွေပါ။

And we realized that unless we change those specific things,

သိလိုက်ရတာကကျွန်မတို့သာ ဒီအသေးစိတ် အကြောင်းအရာတွေကို မပြင်ဘူးဆိုရင်

we could do a number of other things.

တခြားဟာတွေ အများကြီး လုပ်လို့ရတာပေါ့။

We could train, we could put technology into schools,

ဆရာတွေကိုလေ့ကျင့်တာ၊ နည်းပညာတွေ ကျောင်းတွေမှာ ထည့်သွင်းတာ၊

but the system wouldn't change.

ဒါပေမဲ့ စနစ်က ပြောင်းသွားမှာမဟုတ်ဘူး။

And addressing these non-obvious core issues

ဒီလို မသိသာတဲ့ အဓိကပြဿနာတွေကို ကိုင်တွယ်ခြင်းဟာ

became a key part of the program.

အစီအစဉ်ရဲ့ အဓိကအပိုင်းဖြစ်လာခဲ့တယ်။

So, we had the goal and we had the issues,

ခုဆိုရင် ပန်းတိုင်ရပြီ။ ပြဿနာလည်းရပြီ။

and now we needed to figure out what the solutions were.

ကဲဒါဆို အဖြေတေွက ဘာတွေလည်းဆိုတာ တွက်ဆဖို့ လိုအပ်ပါတယ်။

We obviously did not want to recreate the wheel,

so we said, "Let's look around and see what we can find."

And we found these beautiful, small pilot experiments

all over the country and all over the world.

Small things being done by NGOs, being done by foundations.

NGO တွေ ဖောင်ဒေးရှင်းတွေက လုပ်နေကြတဲ့အငယ်စားလေးတွေပါ။

But what was also interesting was that none of them actually scaled.

ဒါပေမဲ့ စိတ်ဝင်စားစရာက တစ်ခုမှ အချိုးကိုက်လုပ်မထားတာပါ။

All of them were limited to 50, 100 or 500 schools.

အားလုံးဟာ ကျောင်း ၅၀၊၁၀၀၊၅၀၀ စသဖြင့် ကန့်သတ်ထားတယ်။

And here, we were looking for a solution for 15,000 schools.

So we looked into why,

if these things actually work, why don't they actually scale?

What happens is that when a typical NGO comes in,

they not only bring in their expertise

but they also bring in additional resources.

So they might bring in money,

they might bring in people,

လူတွေပါလာမယ်။

they might bring in technology.

နည်းပညာတွေလဲပါလာမယ်။

And in the 50 or 100 schools that they actually operate in,

ကျောင်း ၅၀၊၁၀၀ မှာ တကယ် လုပ်ဆောင်တယ်။

those additional resources actually create a difference.

ဒီအပိုအရင်းအမြစ်တွေက ခ​ြားန၁ားမှု တစ်ခု ဖန်တီးပေးတယ်။

But now imagine that the head of this NGO

အခု အဲဒီNGO ဦးစီးကနေ

goes to the head of the School Education Department

ဒီကျောင်းပညာရေးဦးစီးဌာနမှူး ဆီဝင်ပြီး

and says, "Hey, now let's do this for 15,000 schools."

"ကဲ ကျောင်း ၁၅၀၀၀ အတွက် လုပ်ကြစို့" လို့ ပြောတယ်လို့ စိတ်ကူးကြည့်ပါ။

Where is that guy or girl going to find the money

ဒီငနဲ (သို့ ကလေးမဟာ ဒီကျောင်းပေါင်း ၁၅၀၀၀ အတွက်

to actually scale this up to 15,000 schools?

တကယ် အချိုးကျဖို့ ဘယ်ကပိုက်ဆံ သွားရှာရမလဲ။

He doesn't have the additional money,

he doesn't have the resources.

တခြားအရင်းမြစ်လဲမရှိဘူး။

And hence, innovations don't scale.

ဒါဆို ဆန်းသစ်ပြောင်းလဲမှုက အချိုးမကျဘူး။

So right at the beginning of the project, what we said was,

ဒါကြောင့်ပဲ စီမံကိန်းစတာနဲ့ ပြောထားတာက

"Whatever we have to do has to be scalable,

"ဘာပဲလုပ်လုပ် အချိုးကျ ဖြစ်ရမယ်

it has to work in all 15,000 schools."

ကျောင်း ၁၅၀၀၀ လုံးမှာ အလုပ်ဖြစ်ရမယ်။"

And hence, it has to work within the existing budgets

နိုင်ငံမှာ တကယ်ရှိတဲ့ ရှိနေတဲ့ဘက်ဂျက်နဲ့ အရင်းအမြစ်တွေအတွင်းမှာ

and resources that the state actually has.

အလုပ်ဖြစ်ဖို့လိုတယ်။

Much easier said than done.

ပြောတာတော့ လွယ်တာပေါ့ရှင်။

I think this was definitely the point in time

ကျွန်မထင်တယ် အဲ့အချိန်က ကျွန်မကို

when my team hated me.

သူ့တို့ မုန်းခဲ့ကြတာ ကျိန်းသေပဲ။

We spent a lot of long hours in office, in cafés,

ရုံးထဲမှာ၊ ကော်ဖီဆိုင်မှာ၊ တစ်ခါတစ်လေ ဘားထဲမှာတောင် အချိန်အများကြီးအကုန်ခံပြီး

sometimes even in bars,

ရသမျှ ကုတ်ခြစ်ပြီး

scratching out heads and saying,

စဉ်းစားခဲ့ကြကာ ပြောနေခဲ့တယ်။

"Where are the solutions, how are we going to solve this problem?"

"အဖြေတွေက ဘယ်မှာလဲ။" "ငါတို့ ဒီပြဿနာကို ဘယ်လို ဖြေရှင်းမှာလဲ။"

In the end, I think we did find solutions to many of the issues.

နောက်ဆုံးတော့ ပြဿနာများစွာအတွက် အဖြေကို ရှာတွေ့ခဲ့ကြပါတယ်။

I'll give you an example.

ကျွန်မဥပမာတစ်ခုပေးပါမယ်။

In the context of effective learning,

ထိရောက်စွာ သင်ယူခြင်းအောက်မှာ

one of the things people talk about is hands-on learning.

လူပြောများတဲ့ အကြောင်းအရာတစ်ခုက ဆင့်ပွားသင်ယူခြင်းပါ။

Children shouldn't memorize things from books,

ကလေးတွေက စာအုပ်ထဲကဟာကို အလွတ်မကျက်သင့်ဘူး။

they should do activities,

လက်တွေ့လုပ်ဆောင်မှုတွေ လုပ်သင့်တယ်

and that's a more effective way to learn.

ဒါ သင်ယူဖို့ ပိုထိရောက်တဲ့ နည်းလမ်းတစ်ခုပါ

Which basically means giving students things

အခြေခံအားဖြင့် သူတို့ကို ပုတီးစေ​့တွေ၊

like beads, learning rods, abacuses.

သင်ထောက်ကူတွေ၊ ပေသီးစတာတွေ ပေးတာမျိုးပေါ့။

But we did not have the budgets to give that

ဒါပေမဲ့ ကျောင်း ၁၅၀၀၀ က ကလေး ၂ သန်းအတွက်

to 15,000 schools, 2 million children.

ပေးဖို့ ဘတ်ဂျက်မရှိခဲ့ဘူး။

We needed another solution.

ဒီတော့ နောက်အဖြေ လိုပြန်ရော။

We couldn't think of anything.

ဘာမှ တွေးမရနိုင်ခဲ့ဘူး။

One day, one of our team members went to a school

တစ်နေ့မှာ အဖွဲ့ထဲက တစ်ယောက်က ကျောင်းကိုသွားတော့

and saw a teacher pick up sticks and stones from the garden outside

ဆရာတစ်ယောက် ခြံအပြင်က တုတ်ချောင်းတွေ၊ ကျောက်ခဲတွေကောက်ပြီး

and take them into the classroom

အတန်းထဲသယ်သွားတာ ကျောင်းသားတွေကို

and give them to the students.

ပေးနေတာ တွေ့တယ်။

That was a huge eureka moment for us.

ဒါကျွန်မတို့ရှာနေတဲ့ အဖြေရချိန်ပဲ

So what happens now in the textbooks in Haryana

ခုဆိုရင် Haryana မှာ ဖတ်စာအုပ်ထဲမှာ

is that after every concept, we have a little box

အယူအဆတစ်ခုပြီးတိုင်း ပုံးလေးတစ်ပုံး ထုတ်ပေးတယ်။

which are instructions for the teachers which say,

ဒါတွေက ဆရာအတွက် ညွန်ကြားချက်တွေဖြစ်ပြီး ပြောတာက

"To teach this concept, here's an activity that you can do.

ဒီအယူအဆကို သင်ပေးဖို့ ဟောဒီမှာ သင်လုပ်နိုင်တဲ့ လက်တွေလုပ်ဆောင်မှုပါ။

And by the way, in order to actually do this activity,

ဒီနည်းလမ်းနဲ့ ဒီလက်တွေ့လုပ်ဆောင်မှုကို လုပ်ဖို့

here are things that you can use from your immediate environment,

ဟောဒီမှာ သင့်ဝန်းကျင်ကနေ သုံးနိုင်တဲ့ အရာတွေပါ။

whether it be the garden outside or the classroom inside,

ခြံအပြင်ဘက်က (သို့) စာသင်ခန်းထဲက ဖြစ်ဖြစ်ပါ

which can be used as learning aids for kids."

ကလေးထွေအတွက် သင်ထောက်ကူအဖြစ် အသုံးပြုနိုင်ပါတယ်။"

And we see teachers all over Haryana

Haryana တစ်ခုလုံးက ဆရာတွေက ကျောင်းသားတွေကို

using lots of innovative things to be able to teach students.

သင်ပေးနိုင်ဖို့ ဆန်းသစ်တဲ့ပစ္စည်းတွေသုံး နေတာမြင်ရပါတယ်။

So in this way, whatever we designed,

ဒီတော့ ဒီနည်းလမ်းကိုပဲ ကျွန်မတို့ ပုံစံထုတ်တာနဲ့ ကျောင်းပ၁၅၀၀၀ လုံးကို

we were actually able to implement it

တနေ့တည်းမှာပဲ

across all 15,000 schools from day one.

စတင်အကောင်ထည်ဖော်နိုင်ခဲ့ပါတယ်။

Now, this brings me to my last point.

အခုကျွန်မပြောမယ့် နောက်ဆုံးအချက် ရောက်လာပါပြီ။

How do you implement something across 15,000 schools

ကျောင်း ၁၅၀၀၀ ဆရာမ တစ်သိန်းကို ဘယ်လိုများ

and 100,000 teachers?

စအကောင်ထည်ဖော်တာလဲ။

The department used to have a process

ဌာနက သိပ်စိတ်ဝင်စားဖို့ကောင်းတဲ့

which is very interesting.

လုပ်ငန်းစဉ်တစ်ခုရှိဖူးတယ်။

I like to call it "The Chain of Hope."

'မျှော်လင့်ချက် အစဉ်အတန်း' လို့ခေါ်ချင်ပါတယ်။

They would write a letter from the headquarters

ဌာနချုပ်ကနေ စာတစ်စောင်ရေးပြီ​ြ

and send it to the next level,

နောက်တဆင့်ထိကို ပို့မယ်၊

which was the district offices.

ဒါက ခရိုင်ရုံးတွေပါ။

They would hope that in each of these district offices,

သူတို့ မျှော်လင့်ကြမှာက ခရိုင်ရုံးခွဲတိုင်းက

an officer would get the letter, would open it, read it

အရာရှိတစ်ဦးဟာ ဒီစာကိုရမယ်၊ ဖွင့်ပြီး ဖတ်မယ်၊

and then forward it to the next level,

ပြီးရင် နောက်တစ်ဆင့်ကို ဆက်ပို့ပေးမယ်၊

which was the block offices.

ဒါက သီးခြားရုံးတွေပါ။

And then you would hope that at the block office,

ဒီနောက် မျှော်လင့်မှာက သီးခြားရုံးက

somebody else got the letter,

တစ်ယောက်ယောက်က စာရမယ်၊

opened it, read it and forwarded it eventually to the 15,000 principals.

ဖွင့်ပြီး ဖတ်ကြည့်ကာ နောက်ဆုံး ကျောင်းအုပ် ၁၅၀၀၀ ဆီ တစ်ဆင့်ပို့ပေးမယ်။

And then one would hope that the principals

ဒီနောက်မျှော်လင့်တာက ကျောင်းအုပ်တွေ စာကိုရမယ်၊

got the letter, received it, understood it

လက်ခံမယ် နားလည်းသွားမယ်၊

and started implementing it.

နောက်တော့ စတင် အကောင်အတည် ဖော်မယ်ပေါ့။

It was a little bit ridiculous.

ဒါကတော့နည်းနည်း ဟာသဆန်ပါတယ်။

Now, we knew technology was the answer,

အခု နည်းပညာက အဖြေဆိုတာကို သိထားတယ်။

but we also knew that most of these schools

ဒါပေမယ့် ကျွန်မတို့ သိသေးတာက ကျောင်းတိုင်းက

don't have a computer or email.

ကွန်ပျူတာနဲ့ အီးမေး မရှိကြပြန်ဘူး။

However, what the teachers do have are smartphones.

ဘာပဲဖြစ်ဖြစ်ဆရာတွေမှာ ဖုန်းတော့ရှိကြပါတယ်

They're constantly on SMS, on Facebook and on WhatsApp.

SMS WhatsApp, Facebook ကနေ အမြဲမပြတ် ဆက်သွယ်ကြတယ်။

So what now happens in Haryana is,

ဒီတော့ Haryana းမှာ ဘာဖြစ်သွားသလဲဆိုတော့

all principals and teachers are divided into hundreds of WhatsApp groups

ကျောင်းအုပ်တွေနဲ့ ဆရာတွေဟာ WhatsApp မှာ ရာနဲ့ချီတဲ့ အုပ်စုတွေခွဲပြီး ဆွေးနွေးတယ်။

and anytime something needs to be communicated,

တစ်ခုခု ဆက်သွယ်လိုတဲ့အချိန်တိုင်း

it's just posted across all WhatsApp groups.

WhatsApp group တွေမှာ ပို့စ်တင်လိုက်တာပဲ။

It spreads like wildfire.

ဒါက တောမီးလို့ ပျံ့နှံ့သွားတယ်။

You can immediately check who has received it,

ဘယ်သူရပြီးပြီ၊ ဖတ်ထားပြီ ဆိုတာကိုလည်း

who has read it.

ချက်ချင်း ကြည့်နိုင်တယ်။၏

Teachers can ask clarification questions instantaneously.

ဆရာတွေဟာ ရှင်းလင်းပြသဖို့ မေးခွန်းတွေ တစ်ပြိုင်နက် မေးလို့ရတယ်။

And what's interesting is,

စိတ်ဝင်စားဖို့ကောင်းတာက

it's not just the headquarters who are answering these questions.

ဒီမေးခွန်းတွေကို ဖြေနေသူတွေဟာ ရုံးချုပ်ကတင် မဟုတ်ဘူး၊

Another teacher from a completely different part of the state

ပြည်နယ်ရဲ့ လုံးဝခြားနားတဲ့ အပိုင်းက အခြား ဆရာတွေကပါ

will stand up and answer the question.

ရပ်တည် ဖြေကြားကြမှာပါ။

Everybody's acting as everybody's peer group,

လူတိုင်းဟာ လူတိုင်းရဲ့ သက်တူရွယ်တူ အသင်းလိုလုပ်ဆောင်နေကာ

and things are getting implemented.

ကိစ္စတွေကို အကောင်အထည်ဖော်နေပါတယ်။

So today, when you go to a school in Haryana,

ဒီတော့ ယနေ့ Haryana က ကျောင်းကို သွားရင်

things look different.

အရာတွေက ပြောင်းလဲသွားပုံပါ။

The teachers are back inside classrooms,

ဆရာတွေဟာ အခန်းထဲပြန်ပြီး

they're teaching.

စာဝင်သင်နေကြပါပြီ။

Often with innovative techniques.

မကြာခဏတော့ ဆန်းသစ်တဲ့ နည်းစနစ်တွေနဲ့ပါ။

When a supervisor comes to visit the classroom,

ကြီးကြပ်ရေးမှူး စယသင်ခန်းကိုလာရင်လည်း

he or she not only checks the construction of the toilet

အိမ်သာ​ဆောက်တာတင်မက​တော့ဘူး၊

but also what is the quality of teaching.

သင်ကြားမှု အရည်အသွေးပိုင်းကိုပါ စစ်ဆေးနေပါပြီ။

Once a quarter, all students across the state

သုံးလတစ်ကြိမ် ပြည်နယ်တစ်လွှားက ကျောင်းသားအားလုံးရဲ့

are assessed on their learning outcomes

သင်ကြားမှု ရလဒ်အပေါ် အကဲဖြတ်နေပြီး

and schools which are doing well are rewarded.

စာသင်ကောင်းတဲ့ကျောင်းတွေကိုလည်း ဆုချီးမြှင့်ပေးနေပါတယ်။

And schools which are not doing so well

စာသင်မကာင်းတဲ့ ကျောင်းတွေကလည်းပဲ

find themselves having difficult conversations.

ခက်ခဲတဲ့ ဆွေးနွေးမှုတွေ သူတို့ကိုယ်တိုင် ကြုံနေရတယ်

Of course, they also get additional support

တကယ်က သူတို့ အနာဂတ်မှာ ပိုကောင်းနိုင်ဖို့

to be able to do better in the future.

အပို ထောက်ပံ့မှုတွေရတယ်။

In the context of education,

ပညာရေးလို့ဆိုရာမှာ

it's very difficult to see results quickly.

ရလဒ်တွေကိုမြန်မြန် သိရဖို့ဆိုတာ မလွယ်ပါဘူး။

When people talk about systemic, large-scale change,

လူတွေက စနစ်ကျတဲ့ အကြီးစား ပြောင်းလဲမှုအကြောင်းပြောတဲ့အခါ

they talk about periods of 7 years and 10 years.

၇ နှစ် ၁၀ နှစ်ကာလအကြောင်း ပြောကြတယ်။

But not in Haryana.

Haryana မှာတော့ မဟုတ်ဘူး

In the last one year, there have been three independent studies,

မနှစ်ကဆို လွတ်လပ်တဲ့ လေ့လာမှု သုံးခု လုပ်ထားတယ်၊

all measuring student learning outcomes,

အားလုံးက ကျောင်းသားတွေရဲ့ သင်ယူမှု ရလဒ်တွေ တိုင်းတာကာ

which indicate that something fundamental,

ဒါက အခြေခံကျတဲ့ အရာတစ်ခုကို ပြသပါတယ်။

something unique is happening in Haryana.

Haryana မှာ ထူးခြားတာ ဖြစ်နေတယ်ဆိုတာပါ။

Learning levels of children have stopped declining,

ကလေးတွေရဲ့ သင်ယူမှုအဆင့်တွေကျဆင်းတာ ရပ်ဆိုင်းသွားပြီး

and they have started going up.

စတင် တိုးတက်လာပါတယ်။

Haryana is one of the few states in the country

Haryana ဟာ နိုင်ငံထဲက တိုးတက်မှုကို ပြသနေတဲ့

which is showing an improvement,

ပြည်နယ်အနည်းငယ်ထဲက တစ်ခုဖြစ်ပြီး

and certainly the one that is showing the fastest rate of improvement.

သေချာတာက တိုးတက်မှုနှုန်း အမြန်ဆန်ဆုံး တစ်ခုပါပဲ။

These are still early signs,

ဒါတွေက ကနဦး လက္ခဏာတွေပါ။

there's a long way to go,

ဆက်လုပ်ဖို့က အများကြီးပါ

but this gives us a lot of hope for the future.

ဒါပေမဲ့ အနာဂတ်အတွက် မျှော်လင့်ချက်အများကြီးပေးတယ်။

I recently went to a school,

တလောက ကျောင်းတစ်ကျောင်း သွားတယ်။

and as I was leaving,

ပြန်အထွက်မှာ အမျိုးသမီးတစ်ယောက်နဲ့

I ran into a lady,

အမှတ်မထင် ဆုံခဲ့တယ်။

her name was Parvati,

သူမ အမည်က Parvati တဲ့။

she was the mother of a child,

ကလေးတစ်ယောက်ရဲ့ အမေပါ။

and she was smiling.

သူမက ပြုံးနေတယ်။

And I said, "Why are you smiling, what's going on?"

ကျွန်မက "ဘာဖြစ်လို့ ပြုံးနေတာလဲ အမ၊ ဘာဖြစ်နေလို့လဲ" ပေါ့။

And she said, "I don't know what's going on,

သူမက ပြောတာက "ကျွန်မ ဘာဖြစ်နေတာလဲ ဆိုတာတော့မသိဘူး၊

but what I do know is that my children are learning,

ဒါပေမဲ့ ကျွန်မသိတာက ကလေးတွေစာသင်နေကြတယ်၊

they're having fun,

ပျော်နေကြတယ်။

and for the time being, I'll stop my search for a private school

လောလောဆယ်တော့ သူတို့ကိုပို့ဖို့ ပုဂ္ဂလိကကျောင်းရှာတာကို

to send them to."

ရပ်လိုက်တော့မယ်"တဲ့။

So I go back to where I started:

ဒါကြောင့် ကျွန်မ စခဲ့တာလေးကို ပြန်သွားမယ်။

Can government systems transform?

အစိုးရစနစ်တွေကို ပြောင်းလဲလို့ရလား။

I certainly believe so.

ကျွန်မတော့ ရတယ်လို့ယုံကြည်တယ်။

I think if you give them the right levers,

မှန်ကန်တဲ့ ကုတ်တံသာ​ေပးမယ်ဆို

they can move mountains.

တောင်ကို ရွေ့နိုင်မယ် ထင်တယ်။
