So we all have our own biases.

I want to tell you a story of a very large government system

There are 1 million such schools in India.

And even for me, who's lived in India all her life,

walking into one of these schools is fairly heartbreaking.

By the time kids are 11,

50 percent of them have fallen so far behind in their education

These are things that you and I would expect an 8-year-old

By the time kids are 13 or 14,

In India, public schools not only offer free education --

sometimes even cash scholarships.

And yet, 40 percent of the parents today

are choosing to pull their children out of public schools

As a comparison, in a far richer country, the US,

That's a huge statement on how broken the Indian public education system is.

So it was with that background that I got a call in the summer of 2013

in a state called Haryana in India.

So she said to us, "Look, I've been heading this department

Let me describe Haryana a little bit to you.

Haryana is a state which has 30 million people.

It has 15,000 public schools

and 2 million plus children in those public schools.

So basically, with that phone call,

I promised to help a state and system

As I started this project, I was very painfully aware of two things.

We knew that we had to craft our own journey.

But anyway, we jumped right in and as we jumped in,

By the end of week one, we had 50 ideas on the table,

There was no way we were going to be able to implement 50 things.

So with a lot of push and pull and debate,

Haryana set itself a goal which said: by 2020,

Now the specifics of the goal don't matter here,

Because it really allowed us to take all those ideas

As simple as it sounds, having a very specific goal right up front

has really allowed us to be very sharp and focused

Before we went into schools, a lot of people told us

because either the teachers are lazy, they don't come into schools,

Well, when we went inside schools, we found something completely different.

On most days, most teachers were actually inside schools.

I went to a school

I went to another school

to deposit scholarship money into kids' accounts.

At lunchtime, most teachers were spending all of their time

getting the midday meal cooking, supervised and served to the students.

So we asked the teachers,

"What's going on, why are you not teaching?"

And they said, "This is what's expected of us.

When a supervisor comes to visit us,

these are exactly the things that he checks.

When my principal goes to a meeting at headquarters,

You see, what had happened was, over the last two decades,

India had been fighting the challenge of access, having enough schools,

and enrollment, bringing children into the schools.

So the government launched a whole host of programs

to address these challenges,

and the teachers became the implicit executors of these programs.

And now, what was actually needed was not to actually train teachers further

or to monitor their attendance

but to tell them that what is most important

is for them to go back inside classrooms and teach.

They needed to be monitored and measured and awarded

on the quality of teaching

and not on all sorts of other things.

So as we went through the education system,

as we delved into it deeper, we found a few such core root causes

which were determining, which were shaping how people behaved in the system.

And we realized that unless we change those specific things,

So, we had the goal and we had the issues,

But what was also interesting was that none of them actually scaled.

And here, we were looking for a solution for 15,000 schools.

So we looked into why,

if these things actually work, why don't they actually scale?

What happens is that when a typical NGO comes in,

they not only bring in their expertise

He doesn't have the additional money,

And hence, innovations don't scale.

So right at the beginning of the project, what we said was,

And hence, it has to work within the existing budgets

I think this was definitely the point in time

In the end, I think we did find solutions to many of the issues.

But we did not have the budgets to give that

We needed another solution.

One day, one of our team members went to a school

and saw a teacher pick up sticks and stones from the garden outside

and give them to the students.

That was a huge eureka moment for us.

So what happens now in the textbooks in Haryana

இன்று ஹரியானாவில், பாடப்புத்தகங்களில் என்ன நடக்கிறது என்றால்

is that after every concept, we have a little box

ஒவ்வொரு கருத்துப்படிவத்திற்கும் ஒரு சின்ன பேட்டி இருக்கும்

which are instructions for the teachers which say,

ஆசிரியர்கள் பாடம் கற்பிக்க வழிமுறைகள் வழங்குவதோடு

"To teach this concept, here's an activity that you can do.

"இந்த கருத்தை கற்பிக்க, இந்த செய்முறையை நீங்கள் செய்யலாம் " என்றிருக்கும் .

And by the way, in order to actually do this activity,

இதன் மூலம் இந்த செய்முறையை செய்ய உடனடியாக இந்த சூழலில் கிடைக்கும்

here are things that you can use from your immediate environment,

பொருட்களை, தோட்டத்திலிருந்தோ , வகுப்பறையிலிருந்தோ எடுத்து,

whether it be the garden outside or the classroom inside,

அதனை பாடம் நடத்த உதவும் கருவிகளாக

which can be used as learning aids for kids."

குழந்தைகளுக்கு பயன்படுத்தலாம்.

And we see teachers all over Haryana

மேலும், ஹரியாணா முழுவதிலும் ஆசிரியர்கள்

using lots of innovative things to be able to teach students.

பலவிதமான யுக்திகளை பயன்படுத்தி மாணவர்களுக்கு பாடம் நடத்துகிறார்கள்

So in this way, whatever we designed,

இந்த வழியில் நாங்கள் வகுத்த தீர்வை

we were actually able to implement it

உண்மையில் செயல்படுத்த முடிந்தது,

across all 15,000 schools from day one.

15000 பள்ளிகளிலும்,முழுவதுமாக, முதல் நாள் துடங்கி.

Now, this brings me to my last point.

How do you implement something across 15,000 schools

and 100,000 teachers?

The department used to have a process

which is very interesting.

I like to call it "The Chain of Hope."

They would write a letter from the headquarters

and send it to the next level,

It was a little bit ridiculous.

கொஞ்சம் கேலிக்குரியதாக தோன்றியது.

Now, we knew technology was the answer,

இதற்கு தொழில்நுட்பமே விடை என்பதை அறிந்த நாங்கள்,

but we also knew that most of these schools

பெரும்பாண்மையான பள்ளிகளில் கணினியோ, மின்னஞ்சல்

don't have a computer or email.

வசதியோ இல்லை என்பதையும் அறிந்திருந்தோம்

However, what the teachers do have are smartphones.

ஆனால் ஆசிரியர்களிடத்தில் ஸ்மார்ட்போன்ஸ் இருந்தன.

They're constantly on SMS, on Facebook and on WhatsApp.

அவர்கள் தொடர்ந்து குறுந்செய்தி,முகநூல் மற்றும் வாட்ஸாப்ப்யை உபயோகிக்கின்றனர்.

So what now happens in Haryana is,

இப்பொழுது ஹரியானாவில் என்ன நடக்கிறது என்றால்

all principals and teachers are divided into hundreds of WhatsApp groups

பள்ளி முதல்வல்களும்,ஆசிரியர்களும், நூற்றுக்கணக்கான வாட்ஸாப்ப் குழுமங்களாக

and anytime something needs to be communicated,

பிரிக்கப்பட்டுள்ளனர்.ஏதாவது செய்தி பரிமாற்றம் செய்ய

it's just posted across all WhatsApp groups.

இந்த வாட்ஸாப்ப் குழுமத்தில் பதிவு செய்து

It spreads like wildfire.

விடுகின்றனர். அது காட்டுத்தீ போல் பரவுகிறது.

You can immediately check who has received it,

நீங்கள் உடனுக்குடன் யார் செய்தியை பெற்று, படித்தார்கள்

who has read it.

என்பதையும் சரிபார்க்கலாம்

Teachers can ask clarification questions instantaneously.

ஆசிரியர்கள் கணப்பொழுதில்,விளக்கங்கள் வினவலாம்.

And what's interesting is,

இதில் சுவாரஸ்யம் என்னவென்றால்,

it's not just the headquarters who are answering these questions.

தலைமை அலுவலகத்திலிருந்து மட்டும் விடைகள் வருவதில்லை,

Another teacher from a completely different part of the state

மாநிலத்தின் மற்றோரு பகுதியில் இருக்கும் ஆசிரியர்கலும்

will stand up and answer the question.

விடையளிக்க முன்வருகிறார்கள்.

Everybody's acting as everybody's peer group,

அனைவரும், அனைவரையும் சக ஊழியராக பாவித்து

and things are getting implemented.

So today, when you go to a school in Haryana,

things look different.

The teachers are back inside classrooms,

they're teaching.

Often with innovative techniques.

When a supervisor comes to visit the classroom,

மேற்பார்வையாளர் பள்ளிகளில் ஆய்வு மேற்கொள்ளும்போது

he or she not only checks the construction of the toilet

கழிவறைகள் கட்டப்பெற்றனவா என்பதனை மட்டும் பார்க்காமல்

but also what is the quality of teaching.

Once a quarter, all students across the state

are assessed on their learning outcomes

and schools which are doing well are rewarded.

And schools which are not doing so well

find themselves having difficult conversations.

Of course, they also get additional support

அதுமட்டுமல்லாமல்,கூடுதல் உதவி பெறுகிறார்கள்

to be able to do better in the future.

எதிர்காலத்தில் நன்கு தேர்ச்சியடைய.

In the context of education,

கல்வியை பொறுத்தமட்டில் உடனடியாக

it's very difficult to see results quickly.

முன்னேற்ற முடிவுகள் தெரிவது மிகவும் கடினம்.

When people talk about systemic, large-scale change,

அதுவும் முறைப்படுத்தப்பட்ட ,பெரியளவிலான மாற்றம் பற்றி பேசும்பொழுது,

they talk about periods of 7 years and 10 years.

But not in Haryana.

ஆனால், ஹரியானாவில் இல்லை.

In the last one year, there have been three independent studies,

கடந்த ஒரு வருடத்தில்,மூன்று தனித்தனி ஆய்வுகள்

all measuring student learning outcomes,

மாணவர்களின் பயனுள்ள கற்றல் முடிவுகளை ஆராய்ந்தபோது

which indicate that something fundamental,

something unique is happening in Haryana.

Learning levels of children have stopped declining,

and they have started going up.

Haryana is one of the few states in the country

இந்தியாவிலுள்ள பல மாநிலங்களில் ஒன்று, ஹரியானா

which is showing an improvement,

முன்னேற்றத்தை காண்பிக்கிறது,

and certainly the one that is showing the fastest rate of improvement.

These are still early signs,

there's a long way to go,

but this gives us a lot of hope for the future.

I recently went to a school,

and as I was leaving,

And I said, "Why are you smiling, what's going on?"

"நான், ஏன், என்னவாயிற்று ?" என்று வினவியபோது,

And she said, "I don't know what's going on,

அவர் கூறினார், "என்ன நடக்கிறது என்று தெரியவில்லை ஆனால்,

but what I do know is that my children are learning,

என் பிள்ளைகள் படிக்கிறார்கள் என்பது புரிகிறது.

they're having fun,

குதூகலமாக இருக்கிறார்கள்,

and for the time being, I'll stop my search for a private school

தற்போதைக்கு தனியார் பள்ளியை தேடி அனுப்பும் பணியை

to send them to."

நிறுத்தியுள்ளேன்."

அவ்விதமாய், நான் தொடங்கிய திரும்ப சென்று

So I go back to where I started:

Can government systems transform?

பார்த்ததில், அரசு அமைப்புகள் மாறுமா?

I certainly believe so.

நிச்சயமயாக, நம்புகிறேன்.

I think if you give them the right levers,

சரியான சுண்டிகளை கொடுத்தால், அவர்கள்,

they can move mountains.
