I want to tell you a story of a very large government system

This is what a classroom in a public school in India looks like.

There are 1 million such schools in India.

このような学校が百万校あります

And even for me, who's lived in India all her life,

walking into one of these schools is fairly heartbreaking.

こういう学校に足を踏み入れると かなり胸が痛みます

By the time kids are 11,

生徒の50%が11歳までに

50 percent of them have fallen so far behind in their education

勉強に遅れを取り そこから這い上がる見込みは

that they have no hope to recover.

全くありません

11-year-olds cannot do simple addition,

そんな11歳の生徒は 簡単な足し算も出来ず

they cannot construct a grammatically correct sentence.

正しい文法の文も 作れません

These are things that you and I would expect an 8-year-old

それは８歳の子どもでも 出来るような

to be able to do.

事柄なのです

By the time kids are 13 or 14,

彼らは13歳から14歳までに

they tend to drop out of schools.

学校を止めてしまいがちです

In India, public schools not only offer free education --

インドの公立学校では 教育だけでなく

they offer free textbooks, free workbooks, free meals,

教科書、ワークブック 給食も無料で支給され

sometimes even cash scholarships.

時には奨学金も 現金で支給されます

And yet, 40 percent of the parents today

しかし現在 親の40%は

are choosing to pull their children out of public schools

公立学校から 子ども達を引っ張り出して

and pay out of their pockets to put them in private schools.

自分達でお金を払って 私立学校に入れる方を選びます

As a comparison, in a far richer country, the US,

that number is only 10 percent.

That's a huge statement on how broken the Indian public education system is.

So it was with that background that I got a call in the summer of 2013

2013年の夏 スリーナ・ラジャンという

from an absolutely brilliant lady called Surina Rajan.

非常に有能な女性から １本の電話がありました

She was, at that time, the head of the Department of School Education

in a state called Haryana in India.

So she said to us, "Look, I've been heading this department

for the last two years.

I've tried a number of things, and nothing seems to work.

Can you possibly help?"

Let me describe Haryana a little bit to you.

Haryana is a state which has 30 million people.

ハリヤナは ３千万人を抱える州で

It has 15,000 public schools

そこには １万５千校の公立学校があり

and 2 million plus children in those public schools.

２百万人以上の 子どもが通っています

So basically, with that phone call,

I promised to help a state and system

ペルーやカナダと 同じ規模の州と制度の

which was as large as that of Peru or Canada transform itself.

公教育を手助けをする 約束をしてしまったのです

As I started this project, I was very painfully aware of two things.

このプロジェクトを始めた時 とても厄介な２つの事に気づきました

One, that I had never done anything like this before.

１つ目 自分はこんな事を これまでやった事がない

And two, many others had, perhaps without too much success.

２つ目 やった人はたくさんいるが 多分あまり成功していない

As my colleagues and I looked across the country

同僚と私は インド国内と世界中を

and across the world,

見渡しましたが

we couldn't find another example

ハリヤナに持って来るだけで

that we could just pick up and replicate in Haryana.

すぐ再現できるような 事例は見当たらず

We knew that we had to craft our own journey.

独自のやり方を 考案すべきだと分かりました

But anyway, we jumped right in and as we jumped in,

とにかく私達はまっすぐ 飛び込みました そうすると

all sorts of ideas started flying at us.

様々な考えが 飛び交うようになったのです

People said, "Let's change the way we recruit teachers,

皆 言いました 「教員採用の方法を変えよう

let's hire new principals and train them

新しい校長を雇って教育し

and send them on international learning tours,

彼らを外国研修旅行に赴かせよう

let's put technology inside classrooms."

教室の中に テクノロジーを取り入れよう」

By the end of week one, we had 50 ideas on the table,

１週目の終わり迄に 50のアイディアが出ました

all amazing, all sounded right.

どれも素晴らしく 正しく思える物ばかりでしたが

There was no way we were going to be able to implement 50 things.

50の事柄を実行する事など 到底出来ません

So I said, "Hang on, stop.

そこで言いました 「ちょっと待って

Let's first at least decide what is it we're trying to achieve."

まず少なくとも 達成しようとする事柄を決めましょう」

So with a lot of push and pull and debate,

そこで 様々な議論を重ね

Haryana set itself a goal which said: by 2020,

「2020年までに80%の生徒達が 学年相応の知識を持つこと」

we want 80 percent of our children to be at grade-level knowledge.

Now the specifics of the goal don't matter here,

but what matters is how specific the goal is.

Because it really allowed us to take all those ideas

which were being thrown at us

and say which ones we were going to implement.

Does this idea support this goal? If yes, let's keep it.

But if it doesn't or we're not sure, then let's put it aside.

でも達成できない または 確かでないなら止めましょう

As simple as it sounds, having a very specific goal right up front

単純に聞こえるかもしれませんが 具体的な目標を掲げる事で

has really allowed us to be very sharp and focused

私達は変革の過程で 思考が鋭くなり

in our transformation journey.

集中することが出来ました

And looking back over the last two and a half years,

この２年半を振り返ると

that has been a huge positive for us.

大きな前進を続けていました

So we had the goal,

and now we needed to figure out what are the issues, what is broken.

次は 何が問題で 何が壊れているかを 知る必要がありました

Before we went into schools, a lot of people told us

学校に行く前に 多くの人達からこう言われました

that education quality is poor

「教育の質が低いのは

because either the teachers are lazy, they don't come into schools,

教員が怠惰で 学校に来ないからだ」とか

or they're incapable, they actually don't know how to teach.

「能力不足で指導法が 分かっていないからだ」と

Well, when we went inside schools, we found something completely different.

学校の中へ足を踏み入れた時 それは全く事実無根だと分かりました

On most days, most teachers were actually inside schools.

大抵ほとんどの教員は 実際学校に出勤していました

And when you spoke with them,

彼らと話してみると

you realized they were perfectly capable of teaching elementary classes.

小学校の授業を完璧に こなせることがわかりました

But they were not teaching.

でも彼らは「教えて」は いませんでした

I went to a school

私が ある学校へ行くと

where the teachers were getting the construction of a classroom

教室やトイレの修繕の

and a toilet supervised.

監督をさせられていました

I went to another school

別の学校では

where two of the teachers had gone to a nearby bank branch

教員の２人が学校近くの 銀行の支店へ赴き

to deposit scholarship money into kids' accounts.

奨学金を子ども達の口座に 振り込んでいました

At lunchtime, most teachers were spending all of their time

昼食時 ほとんどの教員が 自分の時間を割いて

getting the midday meal cooking, supervised and served to the students.

給食の調理や管理や 給仕を監督していました

So we asked the teachers,

そこで教員に質問しました

"What's going on, why are you not teaching?"

「どうなっているのですか？ 何故教えないのですか？」

And they said, "This is what's expected of us.

彼らは言いました 「これが私達の仕事なのです

When a supervisor comes to visit us,

指導主事が見に来ると

these are exactly the things that he checks.

こういうことを 確認していくんです―

Has the toilet been made, has the meal been served.

トイレは完成したか 給食は出されているか

When my principal goes to a meeting at headquarters,

校長が教育局の会議に出ると

these are exactly the things which are discussed."

そんな事が議題にのぼるのです」

You see, what had happened was, over the last two decades,

過去20年以上に渡って インドでは

India had been fighting the challenge of access, having enough schools,

通学路や校舎の確保 入学者の確保

and enrollment, bringing children into the schools.

子どもを登校させる方法など 課題と闘ってきました

So the government launched a whole host of programs

そこで これらの課題に 取り組む為に

to address these challenges,

政府は多数の構想に着手し

and the teachers became the implicit executors of these programs.

暗黙のうちに これらを実行するのは 教員ということになりました

Not explicitly, but implicitly.

指示されたわけでなく 暗黙のうちにです

And now, what was actually needed was not to actually train teachers further

だから本当に必要だったのは これ以上 研修を受けさせたり

or to monitor their attendance

出勤を監視したりすることではなく

but to tell them that what is most important

彼らにこう伝える事だったのです 「貴方達にとって大切なのは

is for them to go back inside classrooms and teach.

教室へ行って教える事なのだ」と

They needed to be monitored and measured and awarded

監視され評価され 業績を讃えられるべきものは

on the quality of teaching

「学習指導の質」であり

and not on all sorts of other things.

それ以外の雑事ではないのです

So as we went through the education system,

教育制度をくまなく調べ

as we delved into it deeper, we found a few such core root causes

より深く掘り下げていくにつれ 核となる根本原因が見つかって来ました

which were determining, which were shaping how people behaved in the system.

この制度における人々の行動は それが決定し 形作っていました

And we realized that unless we change those specific things,

それらの具体的な事を変えない限り 他の多くの事は

we could do a number of other things.

出来ないと分かったのです

We could train, we could put technology into schools,

訓練したり学校に テクノロジーを導入出来ても

but the system wouldn't change.

制度は変わらないでしょう

And addressing these non-obvious core issues

これらの漠然とした 根本的な問題に取り組む事が

became a key part of the program.

この構想の鍵となりました

So, we had the goal and we had the issues,

目標と課題がわかったので

and now we needed to figure out what the solutions were.

今度は解決策を考える 必要がありました

We obviously did not want to recreate the wheel,

すべてを 一から作る気は なかったので

so we said, "Let's look around and see what we can find."

「周囲に今 何があるか 見てみましょう」と言いました

And we found these beautiful, small pilot experiments

国内外でこういった 小規模ですが見事な

all over the country and all over the world.

試験的実践を見つけました

Small things being done by NGOs, being done by foundations.

NGOや財団が行なった 小規模の取り組みです

But what was also interesting was that none of them actually scaled.

面白い事に その内のどれも実際には 規模を拡大していませんでした

All of them were limited to 50, 100 or 500 schools.

どの取り組みも50校とか 100校とか 500校に限られていました

And here, we were looking for a solution for 15,000 schools.

ただ私達が探していたのは １万５千校分の解決策でした

So we looked into why,

そこで何故かを調べました

if these things actually work, why don't they actually scale?

もし取り組みが成功するなら なぜ規模を拡大しないのか？

What happens is that when a typical NGO comes in,

実態は こうです 普通NGOが関わると

they not only bring in their expertise

彼らは専門的な知識だけでなく

but they also bring in additional resources.

追加のリソースも投入します

So they might bring in money,

動かすのはお金かもしれないし

they might bring in people,

人かもしれないし

they might bring in technology.

テクノロジーかもしれない

And in the 50 or 100 schools that they actually operate in,

そして そのNGOが関わる 50とか100の学校では

those additional resources actually create a difference.

この追加のリソースが 物を言うのです

But now imagine that the head of this NGO

しかし想像してみて下さい このNGOの代表が

goes to the head of the School Education Department

学校教育局長のところへ行き こう言うのです

and says, "Hey, now let's do this for 15,000 schools."

「さあ これを１万５千校で 実施しましょう」

Where is that guy or girl going to find the money

これを１万５千の 学校規模まで拡大する為

to actually scale this up to 15,000 schools?

どこでお金を見つけて来ると 言うのでしょう？

He doesn't have the additional money,

誰にも余分なお金もなければ

he doesn't have the resources.

リソースもありません

And hence, innovations don't scale.

だから改革の規模を 拡大できないのです

So right at the beginning of the project, what we said was,

正に計画の最初の時点で 私達が言った事はこうです

"Whatever we have to do has to be scalable,

「するべき事が何であれ 拡張可能なものにせねばならず

it has to work in all 15,000 schools."

１万５千校全てに 機能するものでなければならない」

And hence, it has to work within the existing budgets

従って今 州が持っている 予算とリソースの範囲内で

and resources that the state actually has.

取り組まなければなりません

Much easier said than done.

言うは易し行うは難しです

(Laughter)

I think this was definitely the point in time

この時点で絶対に チームのメンバーは

when my team hated me.

全員私を 憎んでいたと思います

We spent a lot of long hours in office, in cafés,

私は事務所やカフェ 時にはバーで

sometimes even in bars,

長時間を過ごし

scratching out heads and saying,

頭をかきながら こう言いました

"Where are the solutions, how are we going to solve this problem?"

「解決策はどこにあり どうやって問題を解決すると言うの？」

In the end, I think we did find solutions to many of the issues.

結局 私達は多くの問題に対する 解決策を探り出しました

I'll give you an example.

１つの実例をご紹介しましょう

In the context of effective learning,

効果的な学習を語る時に

one of the things people talk about is hands-on learning.

よく言われるのが 「体験学習」です

Children shouldn't memorize things from books,

生徒は教科書の事柄を 暗記すべきではなく

they should do activities,

「活動」をするべきなのです

and that's a more effective way to learn.

それは より効果的な学習方法です

Which basically means giving students things

基本的に生徒には ビーズ、積み木、そろばん

like beads, learning rods, abacuses.

といった物を与えます

But we did not have the budgets to give that

しかし１万５千の学校の ２百万人の生徒に

to 15,000 schools, 2 million children.

その教材を与える資金もなく

We needed another solution.

別の解決策が必要なのに

We couldn't think of anything.

何も思い浮かびませんでした

One day, one of our team members went to a school

ある日チームのメンバーの１人が 学校へ行った時

and saw a teacher pick up sticks and stones from the garden outside

教員が校庭から石や木の枝を拾って それを教室に持って行き

and take them into the classroom

生徒に与えているのを

and give them to the students.

目にしました

That was a huge eureka moment for us.

それが私達にとって 大きなヒントとなりました

So what happens now in the textbooks in Haryana

現在ハリヤナで 使われている教科書では

is that after every concept, we have a little box

学習内容の後には すべて 小さなコラムがあって

which are instructions for the teachers which say,

教員向けの指示になっています

"To teach this concept, here's an activity that you can do.

「ここでは この概念を指導する際の 活動を紹介します

And by the way, in order to actually do this activity,

なお この活動を実践するために

here are things that you can use from your immediate environment,

校庭や教室内など 身の回りにある

whether it be the garden outside or the classroom inside,

補助教具として使えるものを

which can be used as learning aids for kids."

紹介します」

And we see teachers all over Haryana

ハリヤナ中で先生たちが 生徒に指導するために

using lots of innovative things to be able to teach students.

創造性豊かにいろいろなものを 使うところを目にします

So in this way, whatever we designed,

このように 私達が計画したものはどれも

we were actually able to implement it

１万５千校全ての学校で １日目から

across all 15,000 schools from day one.

実際に使えるものばかりなのです

Now, this brings me to my last point.

これが最後の話につながります

How do you implement something across 15,000 schools

１万５千校の 10万人の教員にどうやって

and 100,000 teachers?

実行を促せば良いでしょうか？

The department used to have a process

かつて学校教育局には とても面白い—

which is very interesting.

プロセスがありました

I like to call it "The Chain of Hope."

私は「期待の連鎖」と呼んでいます

They would write a letter from the headquarters

まず本部から手紙を出して

and send it to the next level,

下の部署である

which was the district offices.

県事務所に送ります

They would hope that in each of these district offices,

本部が期待するのは すべての県事務所で

an officer would get the letter, would open it, read it

and then forward it to the next level,

さらに下の部署である

which was the block offices.

And then you would hope that at the block office,

somebody else got the letter,

opened it, read it and forwarded it eventually to the 15,000 principals.

And then one would hope that the principals

got the letter, received it, understood it

and started implementing it.

It was a little bit ridiculous.

Now, we knew technology was the answer,

but we also knew that most of these schools

don't have a computer or email.

However, what the teachers do have are smartphones.

They're constantly on SMS, on Facebook and on WhatsApp.

彼らは常にSMSやFacebook WhatsAppを使っています

So what now happens in Haryana is,

だから今 ハリヤナでは

all principals and teachers are divided into hundreds of WhatsApp groups

全ての校長や教員を何百もの WhatsAppのグループで繋ぎ

and anytime something needs to be communicated,

連絡を取らなければならない時には

it's just posted across all WhatsApp groups.

WhatsAppグループすべてに 投稿されます

It spreads like wildfire.

それは山火事のように広がります

You can immediately check who has received it,

誰が情報を受け取り それを読んだかどうかはすぐに

who has read it.

調べる事が出来ます

Teachers can ask clarification questions instantaneously.

教員はすぐに説明を 求めることができます

And what's interesting is,

更に面白い事に

it's not just the headquarters who are answering these questions.

その質問に答えるのは 本部だけとは限りません

Another teacher from a completely different part of the state

州の全く別の地域の 別の教員が

will stand up and answer the question.

立ちあがって 質問に答えたりするのです

Everybody's acting as everybody's peer group,

誰もが仲間のように行動し いろいろなことが

and things are getting implemented.

実現しつつあります

So today, when you go to a school in Haryana,

現在ハリヤナの 学校に行ってみれば

things look different.

様子は変わっていますよ

The teachers are back inside classrooms,

教員は教室に戻り

they're teaching.

授業をしています

Often with innovative techniques.

時折 革新的な 技術を 駆使しながら―

When a supervisor comes to visit the classroom,

指導主事が学校を訪れると

he or she not only checks the construction of the toilet

彼らはトイレの建設状況だけでなく

but also what is the quality of teaching.

教え方の質も チェックするようになりました

Once a quarter, all students across the state

３ヶ月に一度 その州の全ての生徒達が

are assessed on their learning outcomes

学習成果の評価を受け

and schools which are doing well are rewarded.

成果が表れた学校は 表彰されます

And schools which are not doing so well

評価の低い学校については

find themselves having difficult conversations.

原因を見いだすべく 厳しい議論がなされます

Of course, they also get additional support

勿論 将来に向けて より向上する為の

to be able to do better in the future.

付加的な支援も施されます

In the context of education,

教育という分野は

it's very difficult to see results quickly.

すぐに結果を出すのが とても難しいのです

When people talk about systemic, large-scale change,

一般的に全体的で 大規模な変化について語る時

they talk about periods of 7 years and 10 years.

７年から10年の期間について 語りますが

But not in Haryana.

ハリヤナでは

In the last one year, there have been three independent studies,

昨年１年間で 生徒の学習結果を計測する

all measuring student learning outcomes,

３つの調査が 個別に行われました

which indicate that something fundamental,

そこからハリヤナで 何か重要な事や

something unique is happening in Haryana.

独特な事が 起こっていると分かります

Learning levels of children have stopped declining,

生徒達の学習レベルの 下降は止まり

and they have started going up.

上昇に転じています

Haryana is one of the few states in the country

ハリヤナはインド国内でも 改善しつつある数少ない州の

which is showing an improvement,

１つですし

and certainly the one that is showing the fastest rate of improvement.

改善のスピードは 間違いなく一番です

These are still early signs,

今は まだ初期の段階ですし

there's a long way to go,

道のりは長いですが

but this gives us a lot of hope for the future.

これは将来への 大いなる希望を 与えてくれます

I recently went to a school,

最近 ある学校に行きましたが

and as I was leaving,

そこを去る時

I ran into a lady,

一人の女性に出会いました

her name was Parvati,

名前はパーバティ

she was the mother of a child,

ある子どもの母親で

and she was smiling.

笑顔を浮かべていました

And I said, "Why are you smiling, what's going on?"

私が「何故微笑んでるの？ どうしたの？」と聞くと

And she said, "I don't know what's going on,

but what I do know is that my children are learning,

私の子ども達が 勉強をしているのよ

they're having fun,

皆 楽しんでいるわ

and for the time being, I'll stop my search for a private school

to send them to."

So I go back to where I started:

Can government systems transform?

政府制度は改革できるでしょうか？

I certainly believe so.

絶対にできると私は思います

I think if you give them the right levers,

they can move mountains.

山だって動かせるのです
