Hannah is excited to be going to college.

The next day, Hannah wakes up with a pounding headache.

She can only remember the night in flashes.

But what she does remember is

throwing up in the hall outside Mike's room

and staring at the wall silently while he was inside her,

One in five women and one in 13 men will be sexually assaulted

미국의 대학생들 중 여성은 5명 중 1명, 남성은 13명 중 1명이

at some point during their college career in the United States.

Less than 10 percent will ever report their assault to their school

이들 중 학교나 경찰에 피해 사실을 신고하는 학생은

or to the police.

And those who do, on average, wait 11 months to make the report.

설령 신고를 한다고 해도 평균 11개월이 지난 이후라고 합니다.

Hannah initially just feels like dealing with what happened on her own.

처음에 한나는 그날의 일을 혼자 조용히 묻어두려 했지만,

But when she sees Mike taking girls home from parties,

she's worried about them.

After graduation, Hannah learns

that she was one of five women who Mike did the exact same thing to.

And this is not an unlikely scenario

because 90 percent of sexual assaults

But with such low reporting rates,

it's fairly unlikely that even repeat perpetrators will be reported,

In fact, only six percent of assaults reported to the police

Meaning, there's a 99 percent chance that they'll get away with it.

This means there's practically no deterrent to assault

in the United States.

Now, I'm an infectious disease epidemiologist by training.

사실 저는 전염병학 전공자인데요.

I'm interested in systems and networks

시스템과 네트워크에도 관심이 있으며

and where we can concentrate our resources to do the most good.

주어진 자원을 집중시켜 최선의 결과를 얻는 것 또한 제 관심사입니다.

So this, to me, is a tragic but a solvable problem.

따라서 앞서 말씀드렸던 문제들은 제게 비극적이지만 충분히 해결 가능합니다.

So when the issue of campus assault started hitting the news a few years ago,

몇 년 전 대학 내 성폭행 사건이 뉴스를 떠들썩하게 했을 당시

it felt like a unique opportunity to make a change.

변화를 만들 특별한 기회라는 생각이 들었고, 결국 성공했습니다.

And so we did.

We started by talking to college survivors.

저희는 가장 먼저 대학 내 성폭행 생존자들과 대화를 나누었습니다.

And what they wish they'd had in college is pretty simple;

그들이 사건 이후 원했던 것은 꽤나 단순했습니다.

they wanted a website,

바로 웹사이트였는데요,

one they could use at the time and place

that felt safest to them

with clearly written information about their reporting options,

with the ability to electronically report their assault,

rather than having the first step

힘겹게 위험을 무릅쓰고 찾아가

to go in and talk to someone who may or may not believe them.

내 말을 안 믿을지도 모르는 누군가와 이야기하고 싶지는 않으니까요.

With the option to create a secure, timestamped document

정확히 어떤 일이 언제 일어났는지 비공개로 기록할 수 있는

of what happened to them,

기능도 필요했습니다.

preserving evidence even if they don't want to report yet.

지금 당장 신고하지는 않더라도 증거를 남길 수 있기 때문이죠.

And lastly, and perhaps most critically,

그리고 마지막으로, 가장 중요한 기능이 남아있었습니다.

with the ability to report their assault

바로 동일 가해자에 대해 또 다른 신고가 들어올 경우에만

only if someone else reported the same assailant.

내 피해 사실을 신고할 수 있는 기능입니다.

You see, knowing that you weren't the only one changes everything.

피해자가 나 혼자가 아니란 사실을 아는 것만으로도 많은 것이 변화합니다.

It changes the way you frame your own experience,

자신의 피해 경험을 돌아보는 방식도,

it changes the way you think about your perpetrator,

가해자에 대한 인식도 변화하죠.

it means that if you do come forward,

내가 앞으로 나서기만 하면

you'll have someone else's back and they'll have yours.

나와 누군가가 서로를 지지해줄 수 있다는 뜻이니까요.

We created a website that actually does this

저희는 이러한 기능을 모두 갖춘 웹사이트를 만들어

and we launched it [...] in August,

두 달 전인 8월, 2개 대학 캠퍼스 내에서

on two college campuses.

서비스를 시작했습니다.

And we included a unique matching system

또한 특별한 매칭 시스템을 추가했는데요,

where if Mike's first victim had come forward,

마이크의 첫 피해자가 가장 먼저 나서서

saved her record, entered into the matching system

사건 기록을 저장하고, 매칭 시스템에 참여해

and named Mike,

마이크를 가해자로 지목했을 경우,

and Mike's second victim had done the same thing

몇 달 후 마이크의 두 번째 피해자가

a few months later,

똑같은 절차를 모두 완료하면

they would have matched

두 사람이 서로 매칭됩니다.

and the verified contact information of both survivors

그렇게 되면 두 생존자들의 검증된 연락처가

would have been sent to the authorities at the same time

for investigation and follow up.

활용될 수 있게 됩니다.

If a system like this had existed for Hannah and her peers,

만약 이런 시스템이 한나를 비롯한 다른 생존자들에게도 제공되었다면

it's more likely that they would have reported,

이들이 겪은 피해를 신고할 수 있었을 테고,

that they would have been believed,

이들의 진술이 받아들여져

and that Mike would have been kicked off campus,

마이크는 퇴학당하든, 감옥에 가든

gone to jail, or at least gotten the help that he needed.

혹은 치료를 받든, 적절한 처벌을 받을 수 있었을 겁니다.

And if we were able to stop repeat offenders like Mike

또한 매칭 시스템을 이용하여 두 번째 피해자가 나온 직후

after just their second assault following a match,

마이크와 같은 상습범을 바로 저지할 수 있다면,

survivors like Hannah would never even be assaulted

한나와 같은 피해자들의 발생을

in the first place.

We could prevent 59 percent of sexual assaults

이같이 성폭행 상습범들을 초기에 저지하게 되면

just by stopping repeat perpetrators earlier on.

전체 성폭행의 59%를 막을 수 있습니다.

And because we're creating a real deterrent to assault,

또한 이 같은 시스템을 통해 사상 최초로 성폭행에 대한

for perhaps the first time,

실질적 억제 효과가 나타날 수 있기에,

maybe the Mikes of the world would never even try to assault anyone.

전 세계의 마이크들이 애초에 성폭행을 저지르지 못하게 될지도 모릅니다.

The type of system I'm describing,

the type of system that survivors want

바로 성폭행 생존자들이 바라던 시스템으로,

is a type of information escrow,

meaning an entity that holds on to information for you

하나의 독립체로서 생존자를 대신해 정보를 보관하고 있다가

and only releases it to a third party

미리 합의된 조건에 부합할 경우

when certain pre-agreed upon conditions are met,

보관하던 정보를 제3자에게도 제공하는 것입니다.

such as a match.

가령 매칭이 성사될 경우 말이죠.

The application that we built is for college campuses.

저희가 개발한 애플리케이션은 대학 캠퍼스용이었지만,

But the same type of system could be used in the military

이와 동일한 시스템을 군대에도,

or even the workplace.

직장에도 적용할 수 있습니다.

We don't have to live in a world

우리는 더 이상 강간범의 99%가

where 99 percent of rapists get away with it.

아무런 처벌도 받지 않는 세상에서 살아갈 필요가 없습니다.

We can create one

우리가 살아갈 사회는

where those who do wrong are held accountable,

잘못을 저지른 사람은 합당한 책임을 지고,

where survivors get the support and justice they deserve,

피해자들은 필요한 지원을 받으며 정의 구현을 보장받을 수 있고,

where the authorities get the information they need,

당국에서는 필요한 정보를 얻을 수 있으며

and where there's a real deterrent

다른 이의 권리를 침해하는 행위에

to violating the rights of another human being.

제재를 가할 수 있는, 그런 사회여야만 합니다.
