So this is serious.

इसलिये ये गंभीर है|

There are not that many things on earth that are "almost everything."

धरती पर ऐसे बहुत चीज नहीं होते जो " लगभग सब कुछ"होते हैँ|

Productivity is the principal driver of the prosperity of a society.

उत्पादकता एक समाज की समृद्धि का प्रधान हिस्सा है|

So we have a problem.

तो हमारा एक समस्या है|

In the largest European economies,

सबसे बडा यूरोपियन अर्थव्यवस्थाओं मे,

productivity used to grow five percent per annum

उत्पादकता हर साल पांच प्रतिशत बढता था

in the '50s, '60s, early '70s.

50'स, 60स' ,पूर्व 70स' मे

From '73 to '83: three percent per annum.

73 से 83 तक:तीन प्रतिशत हर साल

From '83 to '95: two percent per annum.

83 से 95 तक :दो प्रतिशत हर साल

Since 1995: less than one percent per annum.

despite a momentary rebound 15 years ago,

and despite all the technological innovations

the new information and communication technologies.

When productivity grows three percent per annum,

you double the standard of living every generation.

Every generation is twice as well-off as its parents'.

हर पीढ़ी अपने मा बाप से दोगुना दौलतमंद होंगे|

When it grows one percent per annum,

जब ओ एक प्रतिशत प्रति वर्ष बढता है,

it takes three generations to double the standard of living.

जीवन स्तर दोगुना करने के लिये तीन पीढ़ियों को लगेगा|

And in this process, many people will be less well-off than their parents.

और इस प्रक्रिया मे बहुत लोग उनके मा बाप से कम दौलत मंद होंगे

They will have less of everything:

उनके पास सब कुछ कम मात्रा मे होगा:

smaller roofs, or perhaps no roof at all,

छोटे छतोंशायद कोई छतों,

less access to education, to vitamins, to antibiotics, to vaccination --

शिक्षा के लिए कम पहुँच, विटमिंस के लिये ,अंटिबिओटिक्स के लिये,वाक्सिंस के लिये--

to everything.

सब के लिये|

Think of all the problems that we're facing at the moment.

सभी समस्याओं के बारे मे सोचो जो इस समय हम सामना कर रहे हैं|

All.

Chances are that they are rooted in the productivity crisis.

संभावना है कि ओ उत्पादकता संकट आधारित होंगे|

Why this crisis?

ये संकट क्योँ है?

Because the basic tenets about efficiency --

क्योंकि बुनियादी सिद्धांतों योग्यता के बारे मे

effectiveness in organizations, in management --

प्रभावशीलता संगठनों मे, प्रबंधन में--

have become counterproductive for human efforts.

मानव प्रयासों के लिये अनुत्पादक बनगया|

Everywhere in public services -- in companies, in the way we work,

हर जगह सार्वजनिक सेवाएँ,मे, कंपनियों मे, हमारे काम करने के तरीके में

the way we innovate, invest -- try to learn to work better.

हमारी नये तरीकोँ में, निवेश बेहतर काम करने की सीख्ते हैँ|

Take the holy trinity of efficiency:

पवित्र दक्षता की त्रिमूर्ति को लेलो:

clarity, measurement, accountability.

स्पष्टता, माप, जवाबदेही|

They make human efforts derail.

ओ मानव प्रयासों को पटरी से उततारते हैँ

There are two ways to look at it, to prove it.

इसकी तरफ देख्नने के लिये, साबित करने के लिये दो रास्ते हैँ

One, the one I prefer,

एक,जिसको मै ने चुना

is rigorous, elegant, nice -- math.

कठोर, सुरुचिपूर्ण, अच्छा -- गणित

But the full math version takes a little while,

पर पूरा गणित रूपांतर थोडा समय लेगा,

so there is another one.

तो अब और एक है|

It is to look at a relay race.

ये चौकी दौड़ के ओर देखना है|

This is what we will do today.

ये हीं आज हम करने वाले है|

It's a bit more animated, more visual and also faster -- it's a race.

ये थोड़ा ज्यादा एनिमेटेड, अधिक दृश्य और ज्यादा तेजी भी है -- ये हीं दौड़ है.

Hopefully, it's faster.

The fastest team is the US team.

They have the fastest women on earth.

They are the favorite team to win.

Notably, if you compare them to an average team,

विशेष रूप से, उनको औसत टीम के साथ तुम तुलना करोगे

say, the French team,

So, there are 3.5 billion women on earth.

Where are the two fastest? On the US team.

And the two other runners on the US team are not bad, either.

और दूसरे जो दो रन्नर्सUS टीम मे हैँ ओ भी बुरे नही हैँ

But behind, the average team is trying to catch up.

But let's not exaggerate -- it's not archeology, either.

But why?

Because of cooperation.

उसका कारण है सहयोग

When you hear this sentence:

जब तुम ए वाक्य सुनोगे:

"Thanks to cooperation, the whole is worth more than the sum of the parts."

"साथ देने के लिये शुक्रिया, हिस्से की राशि से पूरे अधिक मूल्य की है|"

This is not poetry; this is not philosophy.

ये कविता नही है; ये तत्त्वज्ञान नही है

This is math.

ये गणित है|

Those who carry the baton are slower,

जो छढी ले जारहे थे ओ धीमे थे,

but their baton is faster.

पर उनके छढी तेजी थी|

Miracle of cooperation:

सहयोग का चमत्कार:

it multiplies energy, intelligence in human efforts.

ए मानव प्रयासों मे शक्ती,बुद्धी, दुगना कर देता है|

It is the essence of human efforts:

ए मानव प्रयासों का सारांश है:

how we work together, how each effort contributes to the efforts of others.

कैसे हम मिलके काम करते हैं,कैसे हर एक प्रयास दूसरोँ के प्रयासोँ को योगदान देता|

With cooperation, we can do more with less.

सहयोग के साथ,हम कम से ज्यादा कर सकते हैँ|

Now, what happens to cooperation when the holy grail --

अब,सहयोग का क्या हुआ जब होली ग्रैल--

the holy trinity, even --

पवित्र दक्षता की त्रिमूर्ति,भी--

of clarity, measurement, accountability --

स्पष्टता, माप, जवाबदेही--

appears?

प्रतीत होता है?

Clarity.

Management reports are full of complaints about the lack of clarity.

प्रबंधन की रिपोर्ट स्पष्टता की कमी के बारे मे शिकायतों से भरे हुये हैँ|

Compliance audits, consultants' diagnostics.

अनुपालन आडिटेँ,सलाहकार' निदान|

We need more clarity, we need to clarify the roles, the processes.

हम लोगोँ को और स्पष्टता चाहिये, भूमिकाओं को स्पष्ट करना चाहिये,प्रक्रियाओं

It is as though the runners on the team were saying,

मानो कि रन्नर्स ए कह रहे थे,

"Let's be clear -- where does my role really start and end?

"हम स्पष्ट कर देते हैँ--कहा से मेरी भूमिका शुरू होती और खतम होती?

Am I supposed to run for 95 meters, 96, 97...?"

मैं ए मानलू कि मुझे 95मीटर्स,96,97.....दौड्ना है?"

It's important, let's be clear.

ए बहुत जरूरी है,मै स्पष्ट करना चाहूंगा|

If you say 97, after 97 meters,

अगर आप 97 मीटर्स कहेंगे, 97मीटर्स के बाद,

people will drop the baton, whether there is someone to take it or not.

लोग छ्ढी को गिरा देंगे,यदि उसको पकडने के लिये कोई हो या ना हो

Accountability.

जवाबदेही|

We are constantly trying to put accountability

हम जवाबदेही लगातार किसी के हाथ मे डालने

in someone's hands.

की कोशिश कर रहे हैँ|

Who is accountable for this process?

इस प्रक्रिया के लिये उत्तरदायी कौन है?

We need somebody accountable for this process.

हम को इस प्रक्रिया केलिये कोई उत्तरदायी चाहिये|

So in the relay race, since passing the baton is so important,

तो रिले रेस मे, छढी को आगे देना बहुत जरूरी है|

then we need somebody clearly accountable for passing the baton.

हम को कोई ऐसा चाहिये जो छढी को आगे देने की उत्तरदायत्व लेसके|

So between each runner,

तो हर एक हरकारा की बीच मे

now we will have a new dedicated athlete,

अब हमारे पास होगा एक नया समर्पित खिलाड़ी,

clearly dedicated to taking the baton from one runner,

स्पष्ट रूप से समर्पित छ्ढी एक हरकारे से लेकर,

and passing it to the next runner.

और आगे के हरकारे को देने के लिये|

And we will have at least two like that.

और हमारे पास कमसेकम दो खिलाडी ऐसे होंगे

Well, will we, in that case, win the race?

अच्छा,हम,वैसी स्थिति मे,क्या रेस जीतेंगे?

That I don't know, but for sure,

ओ पक्का मै नही जानता,

we would have a clear interface,

हमारे पास स्पष्ट इंटरफेस होगा,

a clear line of accountability.

एकस्पष्ट रेखा जवाबदेही का|

We will know who to blame.

हम को पता है किसको दोष देना है|

But we'll never win the race.

पर हम कभी रेस नही जीतेंगे|

If you think about it, we pay more attention

तुम अगर सोचते हो,हम अधिक ध्यान

to knowing who to blame in case we fail,

सफल होने के परिस्थितियों का निर्माण करने के बजाय

than to creating the conditions to succeed.

अगर हम हारगये तो किसको दोष देना है,पे देते|

All the human intelligence put in organization design --

सब मानव बुद्धि संगठन के डिजाइन मे रखें

urban structures, processing systems --

शहरी संरचनाओं,प्रोसेसिंग सिस्टम्स--

what is the real goal?

वास्तविक लक्ष्य क्या है?

To have somebody guilty in case they fail.

अगर कोई विफल होते तो उनको दोषी करने के लिए

We are creating organizations able to fail,

हम सँघठन का निर्माण कर रहे हैँ कि वे विफल हो सके

but in a compliant way,

पर एक नाजुक तरीके से,

with somebody clearly accountable when we fail.

किसी न किसी को उत्तरदायत्व लेने के लिये जब हम विफल होंगे|

And we are quite effective at that -- failing.

और हम काफी प्रभावी हैँ--विफल पर

Measurement.

नापाई|

What gets measured gets done.

जो मापा जाता है मापा जाता है|

Look, to pass the baton, you have to do it at the right time,

देखो,छ्डी को आगे देना हो तो, उसको तुम सही समय पर ,

in the right hand, at the right speed.

सही हाथ मे,सही गती से देना जरूरी है पर ए करने के|

But to do that, you have to put energy in your arm.

लिये,तुम को तुम्हारे हाथ मे शक्ति डालना होगा|

This energy that is in your arm will not be in your legs.

ए जो शक्ती तुम्हारे हाथ मे है ओ तुम्हारे पैर मे नही होगा|

It will come at the expense of your measurable speed.

ओ तुम्हे तुम्हारी नापने योग्य गती के कीमत पर मिलेगा|

You have to shout early enough to the next runner

तुम को अगले धावक पर काफी पहले चिल्लाना पडेगा

when you will pass the baton, to signal that you are arriving,

जब तुम छ्डी आगे दोगे, तुम इशारा करोगे कि तुम पहुंच रहे हो,

so that the next runner can prepare, can anticipate.

ताकी अगला धावक तैयार कर सके, विचार कर सके|

And you have to shout loud.

और तुम्हे जोर से चिल्लाना पडेगा|

But the blood, the energy that will be in your throat

पर जो खून,शक्ती तुम्हारे गले मे है

will not be in your legs.

तुम्हारे पैरोँ मे नही होगा|

Because you know, there are eight people shouting at the same time.

क्योँ कि तुम जानते हो,आठ लोग एक समय चिल्लाते रहते हैँ|

So you have to recognize the voice of your colleague.

तो तुमको तुम्हारे साथी का आवाज पहचानना होगा|

You cannot say, "Is it you?"

तुम नही कह सकते"क्या ओ तुम हो?"

Too late!

बहुत देर!

Now, let's look at the race in slow motion,

अब, हम धीमी गति मे रेस को देखेंगे,

and concentrate on the third runner.

और तीसरी धावक पर ध्यान देते हैँ

Look at where she allocates her efforts,

ओ कहा पर अपनी प्रयास, अपनी शक्ती,अपनी ध्यान का,

her energy, her attention.

विनियोजिन करती है|

Not all in her legs -- that would be great for her own speed --

पूरी अपने पैरोँ पर नही-- ओ उसकी गती के लिये अच्छा होता--

but in also in her throat, arm, eye, brain.

पर उसकी गले मे,हाथ,आंख,दिमाग

That makes a difference in whose legs?

ओ किसके पैरोँ मे फर्क लाता है?

In the legs of the next runner.

आगे की धावक की पैरोँ मे

But when the next runner runs super-fast,

पर जब दूसरा धावक बहुत तेज दौडेगा,

is it because she made a super effort,

ओ इसलिये कि उसने बढिया प्रयास किया,

or because of the way the third runner passed the baton?

या तीसरा धावक छ्ढी आगे देने की तरीके की वजह से?

There is no metric on earth that will give us the answer.

दुनिया मे कोइ ऐसा मेट्रिक नही है जो इसका जवाब हमे दे सकता|

And if we reward people on the basis of their measurable performance,

और अगर हम लोगोँ को इनाम उनके औसती प्रदर्शन के आधार पर देंगे,

they will put their energy, their attention, their blood

ओ अपने शक्ती,अपने ध्यान,अपने खून

in what can get measured -- in their legs.

नापने लायक चीज मे लगा देंगे--उनके पैरोँ मे|

And the baton will fall and slow down.

और छ्ढी गिर जायेगा और धीमी हो जायेगा|

To cooperate is not a super effort,

सहयोग देना कोई बढिया प्रयास नही है,

it is how you allocate your effort.

तुम अपनी प्रयास कहाँ विनियोजन करते हो ओ है|

It is to take a risk,

यह जोखिम लेने के लिए है,

because you sacrifice the ultimate protection

क्योँ कि तुम निष्पक्ष दर्जे से दिये गये

granted by objectively measurable individual performance.

व्यक्तिगत निष्पादन का परम संरक्षण त्याग ने वाले हो|

It is to make a super difference in the performance of others,

दूसरोँ के प्रदश्रन मे अधिक अन्तर लाने के लिये,

with whom we are compared.

जिस के साथ हमारी तुलना किया गया हो|

It takes being stupid to cooperate, then.

सहयोग करने के लिए बेवकूफ होना पढता है,और

And people are not stupid; they don't cooperate.

लोग बेवकूफ नही हैँ; ओ सहयोग नही करते|

You know, clarity, accountability, measurement were OK

तुम जानते हो स्पष्टता, माप, जवाबदेही--ठीक थे|

when the world was simpler.

जब दुनिया सरल था|

But business has become much more complex.

पर व्यापार बहुत ज्यादा जटिल होगया|

With my teams, we have measured

मेरी टीमों के साथ,हम मापा है

the evolution of complexity in business.

जटिलता का विकास व्यापार|

It is much more demanding today to attract and retain customers,

ग्राहकों को आकर्षित करने और बनाए रखने के आज अधिक की मांग है,

to build advantage on a global scale,

वैश्विक स्तर पर लाभ का निर्माण करने की,

to create value.

मूल्य बनाने के लिए|

And the more business gets complex,

और जैसे व्यापार अधिक जटिल हो जाता है,

the more, in the name of clarity, accountability, measurement

स्पष्टता, माप, जवाबदेही-- के नाम पर हम

we multiply structures, processes, systems.

संरचनाओं, प्रक्रियाओं, सिस्टम्स दुगना कर देंगे|

You know, this drive for clarity and accountability triggers

तुम जानते हो स्पष्टता और जवाबदेही के लिए ड्राइव चलाता है

a counterproductive multiplication of interfaces, middle offices,

इंटरफेस,बीच कार्यालयों का उल्टा गुणन,

coordinators that do not only mobilize people and resources,

समन्वयकों सिर्फ लोगों और संसाधन को जुटाने ही नही

but that also add obstacles.

पर बाधाओं को जोड़ते भी हैँ|

And the more complicated the organization,

और जितना ज्यादा जटिल सँगठन होगी,

the more difficult it is to understand what is really happening.

उतना ही मुश्किल होगा ये समझने मे कि वहाँ सच मे क्या हो रहाहै|

So we need summaries, proxies, reports,

तो हमे चाहिये सारांश ,प्रतिपत्र, रिपोर्ट

key performance indicators, metrics.

मुख्य निष्पादन संकेतक, मैट्रिक्स

So people put their energy in what can get measured,

लोग वहाँ अपना शक्ती लगा लेंगे जहा शक्ती मापा जा सके,

at the expense of cooperation.

सहयोग की कीमत पर|

And as performance deteriorates,

प्रदर्शन कमजोर होती जाती है,

we add even more structure, process, systems.

और भी अधिक संरचना, प्रक्रिया, सिस्टम जोडेंगे|

People spend their time in meetings,

लोग अपना वक्त बैठकोँ मे बिताते हैँ,

writing reports they have to do, undo and redo.

रिपोर्ट्स लिख्ते हुये जो करना है, पूर्ववत करें, फिर से करना है

Based on our analysis, teams in these organizations

हमारे विश्लेषण के आधार पर, इन संगठनों में टीमों

spend between 40 and 80 percent of their time wasting their time,

अपने समय मे ४० से ८० प्रतिशत समय

but working harder and harder, longer and longer,

कडी से कडी,ज्यादा से ज्यादा मेहनत करते हुये,

on less and less value-adding activities.

कम से कम मूल्य जोड़ने गतिविधियों पर अपना समय बर्बाद करते हैँ|

This is what is killing productivity,

ये ही है जो उत्पादकता को खत्म कर रहे है,

what makes people suffer at work.

Our organizations are wasting human intelligence.

हमारे संगठन मानव बुद्धि को बर्बाद कर रहे हैँ

They have turned against human efforts.

ओ मानव प्रयासोंके विरुद्ध हो गये|

When people don't cooperate,

जब लोग सहयोग नही देते,

don't blame their mindsets, their mentalities, their personality --

उनकी मानसिक स्थिती को, बुद्धि को, व्यक्तित्व को ,दोष मत दो

look at the work situations.

कार्य स्थितियों के ओर देखो

Is it really in their personal interest to cooperate or not,

सहयोग करना या नहीं करना उनके निजी हित में होगा,

if, when they cooperate, they are individually worse off?

अगर,जब ओ सहयोग क्रेंगे, ओ व्यक्तिगत रूप से भी बदतर होंगे?

Why would they cooperate?

ओ सहयोग क्योँ करेंगे?

When we blame personalities

जब हम व्यक्तित्व को दोष देंगे

instead of the clarity, the accountability, the measurement,

स्पष्टता, जवाबदेही, माप के सिवा

we add injustice to ineffectiveness.

प्रभाव-शून्‍यता को अन्याय जोडते हैँ|

We need to create organizations

हम को संगठनों को निर्माण करना चाहिये

in which it becomes individually useful for people to cooperate.

जिस मे सहयोग करना लोगोँ को व्यक्तिगत रूप से उपयोगी हो जाता है

Remove the interfaces, the middle offices --

इंटरफेस, मध्य कार्यालयों-- जैसे सभी

all these complicated coordination structures.

जटिल समन्वय संरचनाओं को हटाओ

Don't look for clarity; go for fuzziness.

स्पष्टता के लिए मत देखो; धुंधलेपन केलिये जाओ|

Fuzziness overlaps.

धुंधलेपन अतिव्यापनों

Remove most of the quantitative metrics to assess performance.

प्रदर्शन को निर्धारित करने के लिये ज्यादातर मात्रात्मक मेट्रिक्स को हटाओ

Speed the "what."

"क्या"को तेज करो

Look at cooperation, the "how."

सहयोग की तरफ देखो"कैसे"|

How did you pass the baton?

तुमने छ्ढी को कैसे आगे किया?

Did you throw it, or did you pass it effectively?

तुमने उसको फेखा?, या प्रभावी ढँग से पारित किया?

Am I putting my energy in what can get measured --

क्या मै अपनी शक्ती जो मापा जा सके उसमे डाल रहा हू--

my legs, my speed -- or in passing the baton?
