First, what does Brexit represent,

not just for my country,

but for all of us around the world?

So first, what does Brexit represent?

Hindsight is a wonderful thing.

Brexit teaches us many things about our society

how divided our societies are.

The vote split along lines of age, education, class and geography.

Young people didn't turn out to vote in great numbers,

but those that did wanted to remain.

Older people really wanted to leave the European Union.

Geographically, it was London and Scotland that most strongly committed

to being part of the European Union,

while in other parts of the country there was very strong ambivalence.

Those divisions are things we really need to recognize and take seriously.

But more profoundly, the vote teaches us something

about the nature of politics today.

Contemporary politics is no longer just about right and left.

It's no longer just about tax and spend.

It's about globalization.

The fault line of contemporary politics is between those that embrace globalization

and those that fear globalization.

we see two factors in the opinion polls

that really mattered.

The first was immigration, and the second sovereignty,

and these represent a desire for people to take back control of their own lives

But those ideas are ones that signify fear and alienation.

What I want to suggest is the picture is more complicated than that,

I suddenly realized that, looking at the top 50 areas in the UK

that have the strongest Leave vote,

I've spent a combined total of four days of my life in those areas.

It was a real shock to me,

perhaps don't know our own countries and societies

nearly as well as we like to believe.

In the Leave vote, a minority have peddled the politics of fear and hatred,

could reduce the number of refugees and asylum-seekers coming to Europe,

The specter of Brexit is in all of our societies.

So the question I think we need to ask is my second question,

which is how should we collectively respond?

For all of us who care about creating liberal, open, tolerant societies,

we urgently need a new vision,

a vision of a more tolerant, inclusive globalization,

one that brings people with us rather than leaving them behind.

That vision of globalization

is one that has to start by a recognition of the positive benefits of globalization.

सीमाओं के पार लोगों का आवागमन

सबके लिए लाभकारी होता है.

The consensus amongst economists

अंतर्राष्ट्रीय संबंधों के विशेषज्ञों के बीच यह सहमति है

is that free trade, the movement of capital,

कि वैश्वीकरण परस्पर निर्भरता उत्पन्न करता है,

the movement of people across borders

benefit everyone on aggregate.

जिससे सहयोग तथा शांति स्थापित होते हैं.

The consensus amongst international relations scholars

is that globalization brings interdependence,

which brings cooperation and peace.

But globalization also has redistributive effects.

It creates winners and losers.

To take the example of migration,

we know that immigration is a net positive for the economy as a whole

under almost all circumstances.

But we also have to be very aware

Bigotry and ignorance

are the ugly face of exclusionary and antagonistic globalization."

प्रगतिशील शासन से सम्बद्ध एक सम्मलेन में

That idea of inclusive globalization was briefly revived in 2008

in a conference on progressive governance

involving many of the leaders of European countries.

But amid austerity and the financial crisis of 2008,

the concept disappeared almost without a trace.

Globalization has been taken to support a neoliberal agenda.

It's perceived to be part of an elite agenda

rather than something that benefits all.

That is the question for all of us.

And I think, as a social scientist,

that social science offers some places to start.

Our transformation has to be about both ideas and about material change,

It's been suggested that we've moved to a postfactual society,

where evidence and truth no longer matter,

and lies have equal status to the clarity of evidence.

तो हम अपने उदार लोकतन्त्रों मे साक्ष्य तथा सत्य के प्रति आदर कैसे उत्पन्न कर सकते है?

So how can we --

How can we rebuild respect for truth and evidence into our liberal democracies?

वर्ष 2014 में मतदान सर्वेक्षक इप्साॅस मोरी ने

It has to begin with education,

but it has to start with the recognition that there are huge gaps.

एक सर्वेक्षण प्रकाशित किया था आप्रवासन के प्रति रवैये के बारे में,

In 2014, the pollster Ipsos MORI

published a survey on attitudes to immigration,

and it showed that as numbers of immigrants increase,

But the same survey also revealed

For example, in these attitudes in the United Kingdom,

the public believed that levels of asylum

were a greater proportion of immigration than they were,

but they also believed the levels of educational migration

were far lower as a proportion of overall migration

than they actually are.

So we have to address this misinformation,

the gap between perception and reality on key aspects of globalization.

And that can't just be something that's left to our schools,

although that's important to begin at an early age.

It has to be about lifelong civic participation

and public engagement that we all encourage as societies.

The second thing that I think is an opportunity

is the idea to encourage more interaction across diverse communities.

One of the things that stands out for me very strikingly,

आप्रवासियों के प्रति सर्वाधिक उदारता है

वहां अप्रवासियों की संख्या सर्वाधिक है.

looking at immigration attitudes in the United Kingdom,

उदहारण के लिए, लन्दन तथा दक्षिण पूर्व के क्षेत्रों में सर्वाधिक आप्रवासी हैं,

is that ironically, the regions of my country

that are the most tolerant of immigrants

और ये सर्वाधिक सहिष्णु क्षेत्र हैं.

have the highest numbers of immigrants.

यह तो देश के वे क्षेत्र हैं, जहां आप्रवासी सबसे कम हैं,

So for instance, London and the Southeast have the highest numbers of immigrants,

आप्रवासियों के प्रति सर्वाधिक असहिष्णुता तथा प्रतिरोध है.

and they are also by far the most tolerant areas.

It's those areas of the country that have the lowest levels of immigration

तो हमें संबंध विकास के कार्यक्रम बढ़ाने होंगे.

हमें निश्चित करना होगा कि पुरानी पीढ़ी के लोगों को जो यात्रा नहीं कर सकते

that actually are the most exclusionary and intolerant towards migrants.

इंटरनेट की पहुँच मिले.

स्थानीय तथा राष्ट्रीय स्तर पर हमें बढ़ावा देना होगा,

So we need to encourage exchange programs.

We need to ensure that older generations who maybe can't travel

अधिक आवागमन, सहभागिता तथा

अधिक संबंधों को - उन लोगों के साथ, जिन्हें हम नहीं जानते

get access to the Internet.

और जिनके विचारों से शायद हम सहमत न हों.

We need to encourage, even on a local and national level,

more movement, more participation,

तीसरी बात जो मेरे अनुसार निर्णायक है

more interaction with people who we don't know

और जो वास्तव में मूलभूत है,

and whose views we might not necessarily agree with.

वह यह कि हमें निश्चित करना होगा कि हर किसी को

वैश्वीकरण के लाभ में हिस्सा मिले.

The third thing that I think is crucial, though,

and this is really fundamental,

is we have to ensure that everybody shares

It shows tragically that those people who voted to leave the European Union

were those who actually benefited the most materially

from trade with the European Union.

उन्हें विश्वास नहीं था कि उन्हें

विश्व में बढ़ते व्यापार तथा आवागमन का लाभ मिल रहा था.

But the problem is that those people in those areas

didn't perceive themselves to be beneficiaries.

They didn't believe that they were actually getting access

मैं मुख्यतः शरणार्थियों से जुड़े प्रश्नों के बारे में शोध करता हूँ,

to material benefits of increased trade and increased mobility around the world.

और एक विचार जिस पर मैं बहुत समय देता हूँ,

विश्व के विकासशील देशों से चर्चा करने में,

I work on questions predominantly to do with refugees,

वह यह है कि, शरणार्थियों के समाज के साथ एकीकरण को प्रोत्साहित करने के लिए,

and one of the ideas I spent a lot of my time preaching,

हम केवल शरणार्थियों को सारे लाभ नहीं दे सकते,

mainly to developing countries around the world,

हमें स्थानीय शरणदाता समाज की चिंताओं को भी दूर करना होगा.

is that in order to encourage the integration of refugees,

we can't just benefit the refugee populations,

we also have to address the concerns of the host communities in local areas.

शिक्षा तथा स्वास्थ्य की कहीं अधिक बेहतर सुविधाएँ तथा

But in looking at that,

one of the policy prescriptions is that we have to provide

उन क्षेत्रों में जहां शरणार्थी संख्या अधिक है

disproportionately better education facilities, health facilities,

ताकि स्थानीय समाज की चिंताओं का निवारण हो.

पर जहां यह ज्ञान हम विकासशील देशों को देते हैं,

access to social services

इसका प्रयोग अपने देश मे नहीं करते

in those regions of high immigration

और न इसे अपने समाज में स्थापित करते हैं.

to address the concerns of those local populations.

But while we encourage that around the developing world,

और फिर, यदि हम इसे गंभीरता से लें

we don't take those lessons home

कि आर्थिक लाभों में लोगों का हिस्सा निश्चित करना होता है

and incorporate them in our own societies.

तो हमारे व्यापारों तथा कंपनियों को वैश्वीकरण का एक खाका चाहिए होगा

Furthermore, if we're going to really take seriously

जो मानेगा कि उन्हें भी लोगों को साथ ले कर चलना होगा.

the need to ensure people share in the economic benefits,

our businesses and corporations need a model of globalization

मेरा चौथा व अंतिम विचार जो मै आपके सामने प्रस्तुत करना चाहता हूँ

that recognizes that they, too, have to take people with them.

वह यह है कि हमें अधिक ज़िम्मेदार राजनीति की आवश्यकता है.

समाजशास्त्र के बेहद कम साक्ष्य हैं

The fourth and final idea I want to put forward

जो वैश्वीकरण के दृष्टिकोणों की तुलना करते हैं.

is an idea that we need more responsible politics.

पर उपलब्ध सर्वेक्षणों से पता चलता है

There's very little social science evidence

कि विभिन्न देशों के बीच बड़ा अंतर है

that compares attitudes on globalization.

और उन देशों के कालखण्डों में

But from the surveys that do exist,

रवैयों तथा सहिष्णुता एवं

what we can see is there's huge variation across different countries

आप्रवास तथा आवागमन संबंधी प्रश्नों

तथा दूसरी ओर मुक्त व्यापार के प्रति.

and time periods in those countries

उस सर्वेक्षण के डाटा से, पहली नज़र में एक अनुमान यह निकल कर आता है

for attitudes and tolerance

of questions like migration and mobility on the one hand

कि ध्रुवीकृत समाज वैश्वीकरण के प्रति काफी कम सहनशील हैं.

and free trade on the other.

But one hypothesis that I think emerges from a cursory look at that data

जैसे कि पहले का स्वीडन

is the idea that polarized societies are far less tolerant of globalization.

या आज का कनाडा,

जहां मध्यमार्गी राजनीति है,

जहां वाम व दक्षिणपंथी साथ कार्य करते हैं,

It's the societies like Sweden in the past,

कि हम वैश्वीकरण के प्रति सहायक रवैया प्रोत्साहित करते हैं.

like Canada today,

where there is a centrist politics,

और आज विश्व में हम एक दुखद ध्रुवीकरण देख पा रहे हैं,

where right and left work together,

राजनीति के ध्रुवों के बीच चर्चा की संभावना की असफलता,

that we encourage supportive attitudes towards globalization.

और उस उदार केन्द्रीय विचार क्षेत्र का न होना

And what we see around the world today is a tragic polarization,

जो चर्चा तथा सामूहिक सहमति को प्रेरित कर सके.

a failure to have dialogue between the extremes in politics,

हमें यह सफलता शायद आज न मिले,

and a gap in terms of that liberal center ground

पर कम से कम हम अपने राजनीतिकों तथा मीडिया को कह सकें

that can encourage communication and a shared understanding.

कि भय की शब्दावली का प्रयोग न करें तथा एक दूसरे के लिए अधिक सहिष्णु बनें.

We might not achieve that today,

but at the very least we have to call upon our politicians and our media

to drop a language of fear and be far more tolerant of one another.

ये विचार अभी प्रायोगिक हैं,

These ideas are very tentative,

and that's in part because this needs to be an inclusive and shared project.

I am still British.

I am still European.

I am still a global citizen.

For those of us who believe

होगा ताकि वैश्वीकरण हम सब को साथ ले कर चले

that our identities are not mutually exclusive,

और किसी को पीछे न छोड़े.

we have to all work together

केवल तभी हम लोकतंत्र तथा वैश्वीकरण में वास्तव में सामंजस्य स्थापित कर पाएंगे.

to ensure that globalization takes everyone with us

and doesn't leave people behind.
