one question always comes up:

Where is the Palestinian Gandhi?

Why aren't Palestinians

using nonviolent resistance?

왜 비폭력적 저항을 하지 않냐는 거죠.

The challenge I face when I hear this question

저는 중동에 머무르면서 이스라엘

is that often I have just returned from the Middle East

군인과 이스라엘 정착자들로부터

where I spent my time

그들의 땅과 수자원을 보호하기 위해

filming dozens of Palestinians

비폭력 방법을 사용하는 많은

who are using nonviolence

to defend their lands

These leaders are trying to forge

a massive national nonviolent movement

and build peace in the region.

Yet, most of you

have probably never heard about them.

This divide between what's happening on the ground

그러나 실제 현지 상황과

and perceptions abroad

외국에서 받는 인상의 차이는

is one of the key reasons

왜 아직까지

why we don't have yet

팔레스타인 사람들의 평화로운

a Palestinian peaceful resistance movement

저항운동이 성공하지 못하고 있는지에 대한

that has been successful.

가장 큰 이유의 하나이죠.

So I'm here today

저는 그래서 이자리에서 여러분께

to talk about the power of attention,

'관심을 가지는 것의 파워', 즉

the power of your attention,

'여러분의 관심이 가지는 파워'와

and the emergence and development

웨스트 뱅크, 가자 및 기타 여러곳에서

of nonviolent movements

지금 벌어지고 있는 비폭력 운동에 대해

in the West Bank, Gaza and elsewhere --

말씀드리겠는데 저는 오늘 여러분께

but today, my case study is going to be Palestine.

팔레스타인의 예를 말씀드리겠습니다.

I believe that what's mostly missing

저는 팔레스타인에서 비폭력운동이

for nonviolence to grow

퍼지는 것에 가장 지장이 되고 있는 것은

is not for Palestinians

팔레스타인 사람들이 비폭력운동을

to start adopting nonviolence,

포용하지 않는 것이 아니라,

but for us to start paying attention

이미 비폭력운동을 하고 있는 사람들에게

to those who already are.

우리들이 관심을 보이지 않는 것이라고 생각합니다.

Allow me to illustrate this point

제가 주장하는 바를 설명드리기 위해

by taking you to this village

여러분을 부드러스라는

called Budrus.

마을로 모시겠습니다.

About seven years ago,

7년전에 이스라엘이

they faced extinction,

그들의 마을 바로 위에

because Israel announced it would build a separation barrier,

고립장벽을 세우겠다는

and part of this barrier

계획을 발표했을때

would be built on top of the village.

그들은 생사의 길에 섰었지요.

They would lose 40 percent of their land

왜냐하면 그들은 40%의 땅을 잃게 되고

and be surrounded,

so they would lose free access

to the rest of the West Bank.

Through inspired local leadership,

they launched a peaceful resistance campaign

to stop that from happening.

Let me show you some brief clips,

we realized the wall would steal our land.

created a solution to terror.

by dozens of your Israeli brothers and sisters.

Israeli Activist: Nothing scares the army

more than nonviolent opposition.

비폭력적인 반대세력입니다.

Woman: We saw the men

여자: 남자들은 군인들을

trying to push the soldiers,

but none of them could do that.

But I think the girls could do it.

Fatah Party Member: We must empty our minds

of traditional thinking.

Hamas Party Member: We were in complete harmony,

and we wanted to spread it to all of Palestine.

Chanting: One united nation.

Fatah, Hamas and the Popular Front!

파타, 하마스 그리고 해방인민전선!

News Anchor: The clashes over the fence continue.

뉴스 앵커: 고립장벽에 대한 투쟁은 계속되고 있습니다.

Reporter: Israeli border police were sent to disperse the crowd.

리포터: 군중을 해산시키려고 이스라엘의 국경 경찰이 파겼됐습니다.

They were allowed to use any force necessary.

그들은 필요하다면 뭐든지 할 수 있는 권한을 가지고 있습니다.

(Gunshots)

(총소리)

Man: These are live bullets.

남자: 경찰이 지금 실탄을 쏘고 있어요.

It's like Fallujah. Shooting everywhere.

여긴 마치 활루자 같아요. 총을 맘대로 쏩니다.

Israeli Activist: I was sure we were all going to die.

이스라엘 활동가: 전 우리가 죽는 줄 알았어요.

But there were others around me who weren't even cowering.

그러나 제 근처의 일부 사람들은 무서워하지도 않았어요.

Israeli Soldier: A nonviolent protest

is not going to stop the [unclear].

Protester: This is a peaceful march.

There is no need to use violence.

Chanting: We can do it! We can do it!

We can do it!

Julia Bacha: When I first heard

줄리아 바챠: 제가 부드러스에 대해

about the story of Budrus,

처음 들었을 때, 저는 세계의

I was surprised

미디어들이 7년전인 2003년에 그 곳에서

that the international media had failed to cover

일어났던 여러 개의 매우 이례적인

the extraordinary set of events

that happened seven years ago,

What was even more surprising

The residents, after 10 months of peaceful resistance,

convinced the Israeli government

which is the internationally recognized boundary

The resistance in Budrus

has since spread

웨스트뱅크에 있는 모든 마을과

to villages across the West Bank

예루살렘 주변의 팔레스타인인들이

and to Palestinian neighborhoods in Jerusalem.

사는 지역으로 퍼져나갔지요.

Yet the media remains mostly silent

그러나 미디어는 이런 사실을

on these stories.

거의 보도하지 않았지요.

This silence carries profound consequences

미디어의 이런 침묵은

for the likelihood

팔레스타인에서

that nonviolence can grow,

비폭력 운동이 성장하거나, 또는

or even survive,

심지어는 생존하는데까지

in Palestine.

엄청난 영향을 미치지요.

Violent resistance

폭력적인 저항과

and nonviolent resistance

비폭력적인 저항은

share one very important thing in common;

마치 그들이 주장하는 바를

they are both a form of theater

상영해 주는 극장과 같다는

seeking an audience to their cause.

공통점을 가지고 있지요.

If violent actors

만약에 팔레스타인

are the only ones constantly getting front-page covers

이슈를 보도할 때 항상 폭력적인 배우들만

and attracting international attention

1면 머리기사를 차지하고

to the Palestinian issue,

국제사회의 주목을 끈다면,

it becomes very hard

비폭력적 지도자들이

for nonviolent leaders

이스라엘의 억압에 의해 곤경에

to make the case to their communities

빠져있는 팔레스타인 사람들에게

that civil disobedience

비폭력적인 시민불복종 운동이

is a viable option

가능하다는 것을

in addressing their plight.

설득시키기 어려워 집니다.

The power of attention

모든 부모들은 관심을

is probably going to come as no surprise

보여준다는 것이 얼마나 큰 힘을

to the parents in the room.

가지고 있는지 잘 알지요.

The surest way

어린애들이 짜증을 내며 요란하게

to make your child throw increasingly louder tantrums

떼를 쓰게 만드는 가장 확실한 방법은

is by giving him attention

제일 처음으로 애들이 떼를 쓸 때

the first time he throws a fit.

그애들에게 관심을 보여주는 거죠.

The tantrum will become

아동 심리학자들은 그런 것을

what childhood psychologists call

기능행동이라고 그러는데

a functional behavior,

즉, 그런 방법을 쓰면 부모가

since the child has learned

관심을 보인다는 것을 애들이

that he can get parental attention out of it.

배우고 하는 행동이라는 말이죠.

Parents can incentivize or disincentivize behavior

부모들은 관심을 보이거나 또는 보이지 않음으로서

simply by giving or withdrawing

애들의 어떤 행동을 장려하거나

attention to their children.

또는 떠받혀 주지 않을 수 있죠.

But that's true for adults too.

그런데 어른들도 마찬가지죠.

In fact, the behavior

사실은 세계인들이

of entire communities and countries

어떤 곳에 관심을 보이는가에 따라

can be influenced,

지역주민이나 심지어는

depending on where

여러국가들의 행동에게도

the international community chooses

이런식으로 영향을

to focus its attention.

미치는 것이 가능하죠.

I believe that at the core of ending the conflict in the Middle East

저는 중동 문제를 해결하고, 우리들 모두에게 평화를

and bringing peace

가져올 수 있는 가장 좋은 방법은

is for us

우리들이 지역주민 대표자들의

to transform nonviolence

비폭력적 행동에

into a functional behavior

훨씬 더 많은 관심을 보여서

by giving a lot more attention

비폭력 행위를 기능행동으로

to the nonviolent leaders on the ground today.

만드는 것이라고 생각합니다.

In the course of taking my film to villages

저는 제가 만든 영화를 웨스트뱅크, 가자,

in the West Bank, in Gaza and in East Jerusalem,

그리고 동예루살렘에 있는

I have seen the impact

마을의 주민에 보여주며 단 한편의

that even one documentary film can have

다큐멘타리 영화가 그들의 행동에 변화를

in influencing the transformation.

가져 올 수 있다는 것을 실지로 경험했지요.

In a village called Wallajeh,

예루살렘 근처에 있는 왈라예라는

which sits very close to Jerusalem,

마을의 사람들도 부드러스 마을과

the community was facing

매우 비슷한 어려움을

a very similar plight to Budrus.

겪고 있었지요.

They were going to be surrounded, lose a lot of their lands

그들도 고립장벽 때문에 많은 땅을 잃게 됐을 뿐만아니라

and not have freedom of access,

웨스트뱅크나 예루살렘으로

either to the West Bank or Jerusalem.

자유롭게 드나들지 못하게 됐었지요.

They had been using nonviolence for about two years

그들은 약 2년간 비폭력적인 저항을 하고

but had grown disenchanted

있었는데 아무도 관심을

since nobody was paying attention.

보여주지 않아서 낙심하고 있었지요.

So we organized a screening.

그래서 우리는 우리가 찍은 영화를 보여줬지요.

A week later,

그러자 일주일 후에 그들은

they held the most well-attended

그 어느때 보다도

and disciplined

더 많은 사람이 참가한

demonstration to date.

질서있는 데모를 했지요.

The organizers say

그 데모를 조직한 사람들은

that the villagers, upon seeing the story of Budrus

그들의 부락민들은 부드러스 사람들의

documented in a film,

영화를 본 후 외부 사람들이

felt that there were indeed people

그들의 투쟁을 관심있게 지켜보며

following what they were doing,

동정해 준다는 것을

that people cared.

느꼈다고 말했지요.

So they kept on going.

그래서 그들은 계속 비폭력 투쟁을 하고 있죠.

On the Israeli side,

이스라엘 쪽에서도

there is a new peace movement called Solidariot,

솔리다리옷이라는 히브리어로 연대를 의미하는

which means solidarity in Hebrew.

새로운 평화운동이 시작됐지요.

The leaders of this movement have been using Budrus

이 운동의 리더들은 부드러스를 그들의 운동에 참여할

as one of their primary recruiting tools.

사람들을 모집하는 가장 주요한 도구의 하나로 사용하죠.

They report

그들은 이런 운동에

that Israelis who had never been active before,

참여한 일이 전혀 없었던

upon seeing the film,

이스라엘 사람들도 그 영화를 본 후

understand the power of nonviolence

비폭력 저항의 힘을 깨닫고 그들의 활동에

and start joining their activities.

참여하기 시작했다고 말했지요.

The examples of Wallajeh

왈라예와 솔리다리옷 운동 같은

and the Solidariot movement

실질적인 예는

show that even a small-budget independent film

심지어 소규모의 독립적으로

can play a role

제작된 영화도 비폭력적 항의를

in transforming nonviolence

기능적 행동으로 탈바꿈

into a functional behavior.

시킬 수 있다는 것을 보여 주지요.

Now imagine the power

그런데 만약 세계의

that big media players could have

미디어들이 예루살렘

if they started covering

부근에 있는 비린, 닐린,

the weekly nonviolent demonstrations

그리고 왈라예 같은

happening in villages

마을의 사람들이

like Bil'in, Ni'lin,

매주마다 하는 비폭력 데모에

Wallajeh,

관심을 보이고, 그런 데모들을

in Jerusalem neighborhoods

보도하기 시작하면

like Sheikh Jarrah and Silwan --

세이크 사라나 실완 같은

the nonviolent leaders

비폭력 리더들이 더 널리 알려지고

would become more visible,

우리들이 그들이 하는 일을 더 존경하게

valued and effective

될 것이며 따라서 그들이 좀 더

in their work.

효율적으로 일할 수 있게 되겠지요.

I believe

우리들이 그들의 비폭력적 저항에

that the most important thing

관심을 보이지 않는다면

is to understand

그들은 우리의 시야에 보이지 않을 것이고

that if we don't pay attention to these efforts,

그렇게 되면 마치 그들이 비폭력 저항을

they are invisible,

안하는 것이나 마찬가지로

and it's as if they never happened.

될 것이라고 저는 생각합니다.

But I have seen first hand

그러나 저는 우리가 관심을 보이면

that if we do,

비폭력 저항 운동이 계속 퍼진다는 것을

they will multiply.

실지로 경험했지요.

If they multiply,

비폭력 저항이 퍼지면

their influence will grow

이스라엘과 팔레스타인인 간의

in the overall Israeli-Palestinian conflict.

전반적인 분쟁 상태에 큰 영향을

And theirs is the kind of influence

주게 될것이며 언젠가는

that can finally

그들의 분쟁이

unblock the situation.

해소 되겠지요.

These leaders have proven that nonviolence works

이러한 지도자들은 부드러스 같은 곳에서

in places like Budrus.

비폭력 저항이 효과적이라는 것을 입증시켰죠.

Let's give them attention

우리는 비폭력 저항이 다른 곳에서도

so they can prove it works everywhere.

성공할 수 있도록 비폭력 저항에 관심을 보여야 합니다.
