Allow me to start this talk with a question to everyone.

Let me take you back two years ago in my life.

あれは二年前のことでした

It was the bedtime of my son, Aboody.

He was five at the time.

After finishing his bedtime rituals,

he looked at me and he asked a question:

まっすぐな目で息子はこう尋ねました

"Mommy, are we bad people?"

“ママ 僕たちは悪い人なの？”

I was shocked.

"Why do you say such things, Aboody?"

“なぜ そんなことを聞くの？”

Earlier that day, I noticed some bruises

実はその日 息子は

on his face when he came from school.

顔に傷を作って学校から帰って来ました

He wouldn't tell me what happened.

理由を聞いても口をつぐむばかり

[But now] he was ready to tell.

やがて重い口を開くと

"Two boys hit me today in school.

“友達二人に殴られたんだ”

They told me, 'We saw your mom on Facebook.

“お前の母さん フェイスブックで見たぞ”

You and your mom should be put in jail.'"

“お前たちは刑務所行きだ”って

I've never been afraid to tell Aboody anything.

息子にはそれまで何でも 堂々と話して来ましたし

I've been always a proud woman of my achievements.

一人の女性としても恥ずかしくない 生き方をしてきました

But those questioning eyes of my son

怯えたように尋ねる息子の目を見つめた

were my moment of truth,

その瞬間こそ私にとって

when it all came together.

正念場だったといえます

You see, I'm a Saudi woman who had been put in jail

私は 投獄された経験を持つサウジ人女性です

for driving a car in a country

自動車の運転 それが容疑です

where women are not supposed to drive cars.

女性の車の運転は認められていない国なのです

Just for giving me his car keys,

車のキーを私に手渡そうとしただけの理由で

my own brother was detained twice,

私の兄は二度拘留されています

and he was harassed to the point he had

それが元でさんざん嫌がらせを受け

to quit his job as a geologist,

地質学者としての地位を追われ

leave the country with his wife and two-year-old son.

妻子を連れて国を離れざるを 得なくなってしまいました

My father had to sit in a Friday sermon

父は金曜日の礼拝の時に

listening to the imam condemning women drivers

説教者が女性ドライバーを激しくなじり

and calling them prostitutes

堕落したあばずれ と罵るのを聞かされました

amongst tons of worshippers,

礼拝に詰めかけた大勢の信者たちの前で

some of them our friends and family of my own father.

友人や親兄弟もいる中で

I was faced with an organized defamation campaign

罵詈雑言の嵐はやがてどんどん拡大

in the local media combined with false rumors

地元メディアに 飛び交うデマが油を注ぎ

shared in family gatherings, in the streets

一般家庭や公共の場に広がりました

and in schools.

さらに学校にまでも

It all hit me.

ほとほと困りました

It came into focus that those kids

後でよく考えてみると

did not mean to be rude to my son.

息子を殴った子どもたちには いじめの意図などなく

They were just influenced by the adults around them.

周りの大人たちの影響を受けたにすぎない

And it wasn't about me, and it wasn't a punishment

私が何か罪を犯したからとか

for taking the wheel and driving a few miles.

ほんの数マイル運転したことへの罰ではなく

It was a punishment for daring to challenge

わざわざ世間に楯ついたことへの罰なのです

the society's rules.

But my story goes beyond this moment of truth of mine.

話はこれで終わりではありません

Allow me to give you a briefing

about my story.

お話ししましょう

It was May, 2011,

2011年5月のことでした

and I was complaining to a work colleague

私は職場の同僚に不満をぶつけていました

about the harassments I had to face

なぜこんな仕打ちを受けなければならないの

trying to find a ride back home,

家に帰ることさえ一人じゃできない

although I have a car and an international driver's license.

車は私の持ち物だし　国際免許だって持ってる

As long as I've known, women in Saudi Arabia

私の知る限り サウジの女性は

have been always complaining about the ban,

運転してはいけないという きまりには常に不満だった

but it's been 20 years since anyone

でも20年もの間 ただの一人として

tried to do anything about it,

立ち向かおうとする人がいなかった

a whole generation ago.

まるまる一世代よ と

He broke the good/bad news in my face.

すると同僚は言いました

"But there is no law banning you from driving."

“女性が運転してはいけないという法律はないよ”

I looked it up, and he was right.

調べてみると 確かにその通りでした

There wasn't an actual law in Saudi Arabia.

サウジアラビアの法律には そのような条文はないのです

It was just a custom and traditions

単なる慣習や古くからの習わしで

that are enshrined in rigid religious fatwas

厳格な宗教令ファトワに規定され

and imposed on women.

女性に課せられているのです

That realization ignited the idea of June 17,

それを知ったことで 6月17日の行動を思いついたのです

where we encouraged women to take the wheel

女性がハンドルを握るのを勧める

and go drive.

女性ドライブキャンペーンです

It was a few weeks later, we started receiving all these

その数週間後 あちこちからこんな声が聞こえてきました

"Man wolves will rape you if you go and drive."

"女だてらに運転すると 狼のような男に襲われるぞ"

A courageous woman, her name is Najla Hariri,

一人の勇気ある女性がいて 名前はナジラ・ハリリ

she's a Saudi woman in the city of Jeddah,

彼女もサウジ人で ジッダに住んでいます

she drove a car and she announced

彼女は運転したことを公表しましたが

but she didn't record a video.

その様子を撮影していませんでした

We needed proof.

証拠となるものを残したかった

So I drove. I posted a video on YouTube.

そこで私が運転し その様子をYouTubeに投稿しました

And to my surprise,

そうしたらなんと

it got hundreds of thousands of views the first day.

投稿したその日だけで 再生回数が数十万を超えたのです

What happened next, of course?

すると どうなるでしょうか

I started receiving threats

そう 脅しのコメントで炎上です

to be killed, raped, just to stop this campaign.

殺してやるとか 襲ってやるとか 英雄気取りはよせとか

The Saudi authorities remained very quiet.

当局は終始静観を決め込み

That really creeped us out.

それはかえって不気味でした

I was in the campaign with other Saudi women

私のキャンペーンには女性の同胞のほか

and even men activists.

男性の活動家もいました

We wanted to know how the authorities

私たちにとって気がかりなのは

would respond on the actual day, June 17,

当局が6月17日の決行当日 どう出るかでした

when women go out and drive.

女性たちがドライブに出かける日です

So this time I asked my brother

そこで私は兄に頼んで

to come with me and drive by a police car.

パトカーと並走してもらいました

It went fast. We were arrested,

すぐさま 私たちは逮捕されました

signed a pledge not to drive again, released.

今後運転をしないという誓約書にサインをして釈放

Arrested again, he was sent to detention for one day,

その後また逮捕 兄は一日留置された後に釈放

and I was sent to jail.

そして 私は投獄されたのです

I wasn't sure why I was sent there,

これには納得がいきません

because I didn't face any charges in the interrogation.

取り調べたところで そもそも容疑すら特定できないのですから

But what I was sure of was my innocence.

無実は明白でした

I didn't break a law, and I kept my abaya

法を破ってはいないし身なりも整えていました

— it's a black cloak we wear in Saudi Arabia before we leave the house —

アバヤという外出用の黒いローブを 身に着けていたのです

and my fellow prisoners kept asking me to take it off,

同房の囚人たちは 脱いでしまえと けしかけましたが

but I was so sure of my innocence, I kept saying,

私は無実を確信していたので こう言いました

"No, I'm leaving today."

“嫌です 私は今日にもここを出て行くんですから”

Outside the jail, the whole country went into a frenzy,

その頃刑務所の外では 国中が大変な騒ぎでした

some attacking me badly,

とことん私を責め立てる人もいれば

and others supportive and even collecting signatures

支援者もいて 署名活動までしてくれていました

in a petition to be sent to the king to release me.

私の釈放を求めて国王へ嘆願書を提出しようというのです

I was released after nine days.

釈放されたのは9日経ってからでした

June 17 comes.

そして6月17日が来ました

The streets were packed with police cars

道路という道路はパトカーで埋め尽くされ

and religious police cars,

宗教警察の車両もありました

but some hundred brave Saudi women

数百人に上る勇敢なサウジの女性たちが

broke the ban and drove that day.

掟を破り その日 車を運転しました

None were arrested. We broke the taboo.

逮捕者はゼロ ついにタブーを打ち破ったのです

So I think by now, everyone knows that we can't drive,

あらためて考えると サウジアラビアで女性が運転を―

or women are not allowed to drive, in Saudi Arabia,

許されていないことは 皆 知っていますが

but maybe few know why.

元々の理由を知る人はほとんどいないでしょう

Allow me to help you answer this question.

実はこういうことなのです

There was this official study

ある公式の研究が

that was presented to the Shura Council --

諮問評議会へ提出されました

it's the consultative council appointed

諮問評議会とは立法府であり

by the king in Saudi Arabia —

サウジアラビア国王の任命を受けています

and it was done by a local professor,

その研究は国内の ある大学の

a university professor.

教授の手によるものです

He claims it's done based on a UNESCO study.

教授いわく ユネスコの研究を基盤にしているそうです

And the study states,

その研究はこう結論づけています

the percentage of rape, adultery,

強姦および姦淫

illegitimate children, even drug abuse,

非嫡出子および薬物の乱用

prostitution in countries where women drive

および売春の発生率は 女性ドライバーの多い国のほうが

is higher than countries where women don't drive.

女性が運転をしない国よりも高い

(Laughter)

I know, I was like this, I was shocked.

なんというか 唖然としました

I was like, "We are the last country in the world

そうでしょう 世界の中でサウジだけですから

where women don't drive."

女性が運転できない国なんて

So if you look at the map of the world,

世界地図を広げてみると

that only leaves two countries:

世界は真二つです

Saudi Arabia, and the other society is the rest of the world.

サウジアラビアと それ以外の二つ

We started a hashtag on Twitter mocking the study,

ツイッターで この研究を非難する ハッシュタグを作った途端

and it made headlines around the world.

こんな記事が世界を駆け巡りました

And only then we realized it's so empowering

その時初めて知りました 勇気を持って立ち上がれば

to mock your oppressor.

虐げる者も恐れるに及ばない

It strips it away of its strongest weapon: fear.

相手から奪い取れる最大の武器 それは恐怖です

This system is based on ultra-conservative

この構造的基盤は きわめて保守的な

traditions and customs

伝統や風習によるものです

that deal with women as if they are inferior

女性は劣った者として扱われ

and they need a guardian to protect them,

力ある者に庇護される必要があり

so they need to take permission from this guardian,

庇護者からの許可なしには何も出来ない

whether verbal or written, all their lives.

不文律と成文法とを問わず それが一生の掟だと

We are minors until the day we die.

女性は死ぬまで成人できないようなものです

And it becomes worse when it's enshrined in religious fatwas

その考えが宗教令ファトワの中で特別視され

based on wrong interpretation of the sharia law,

それがシャーリア法の誤った解釈に 基づいていればなおのこと

or the religious laws.

事態は深刻です

What's worst, when they become codified

さらに最悪なのは それが成文化され

as laws in the system,

法として国家の構造に組み込まれ

and when women themselves believe in their inferiority,

女性たちが自らを劣った者であると信じこまされ

and they even fight those who try

あえて立ち上がり 法の定めに疑問を呈する者が

to question these rules.

力でねじ伏せられてしまうことです

So for me, it wasn't only about these attacks I had to face.

私の場合 これらの障害に立ち向かうだけでなく

It was about living two totally different

全く異なる二つの顔をもつ者として

perceptions of my personality, of my person --

生きることを余儀なくされたようなものです

the villain back in my home country,

祖国では風紀を乱す悪者として

and the hero outside.

国外では英雄として

Just to tell you, two stories happened in the last two years.

さらに これまでの2年間にこんなことがありました

One of them is when I was in jail.

一つは刑務所にいたときのことです

I'm pretty sure when I was in jail,

収監されている9日間に

everyone saw titles in the international media

世界中のメディアを駆け巡った このような

something like this during these nine days I was in jail.

私の逮捕を報じる記事を ご覧になったことでしょう

But in my home country, it was a totally different picture.

しかし祖国では まるで正反対で

It was more like this:

こんな有様でした

"Manal al-Sharif faces charges of disturbing public order

"マナル・アルシャリフ容疑者　治安紊乱の疑い"

and inciting women to drive."

"女性に車の運転をそそのかす扇動者"

I know.

ひどいでしょう

"Manal al-Sharif withdraws from the campaign."

“マナル・アルシャリフ 扇動活動から撤退”

Ah, it's okay. This is my favorite.

これはマシな方です もっと傑作なのは

"Manal al-Sharif breaks down and confesses:

“マナル・アルシャリフ 堕ちたヒロインの告白”

'Foreign forces incited me.'"

“私は騙された 他国軍による陰謀”

(Laughter)

And it goes on, even trial and flogging me in public.

こんな調子で 公私ともにバッシングを受けました

So it's a totally different picture.

まるで正反対の内容です

I was asked last year to give a speech

昨年私は講演の依頼を受けました

at the Oslo Freedom Forum.

オスロの自由フォーラムでした

I was surrounded by this love

周りの人たちは愛情をもって

and the support of people around me,

私を支援してくださいました

and they looked at me as an inspiration.

勇気をもらえた とも言ってくれました

At the same time, I flew back to my home country,

一方で 自国に戻ったときには

they hated that speech so much.

講演の評判はさんざんなもので

The way they called it: a betrayal to the Saudi country

多くの人が言いました 裏切り者とか

and the Saudi people,

国民を愚弄する者とか

and they even started a hashtag called #OsloTraitor on Twitter.

ツイッターには“オスロの売国奴”のハッシュタグまで登場

Some 10,000 tweets were written in that hashtag,

あれよあれよと1万ツイートに近づき

while the opposite hashtag, #OsloHero,

一方“オスロの英雄”のハッシュタグも出てきましたが

there was like a handful of tweets written.

ツイートは数えるほどしかありませんでした

They even started a poll.

さらにアンケートも始まり

More than 13,000 voters answered this poll:

13000人以上が回答

whether they considered me a traitor or not after that speech.

あの講演は売国的であったか否か

Ninety percent said yes, she's a traitor.

90％が私を売国奴と断罪

So it's these two totally different perceptions

これこそ 先ほど言った全く異なる二つの顔の

of my personality.

一つです

For me, I'm a proud Saudi woman,

私はサウジ人女性として誇りを持ち

and I do love my country,

祖国を愛しています

and because I love my country, I'm doing this.

祖国愛こそ私の活動の原動力です

Because I believe a society will not be free

私は信じています 自由な社会というものは

if the women of that society are not free.

それを構成する女性たちの 自由なしにはありえない

But you learn lessons from these things that happen to you.

自分に起こった出来事からは 気づきを得ることができます

I learned to be always there.

私も気づきの連続でした

The first thing, I got out of jail,

刑務所を出て最初にしたことは

of course after I took a shower, I went online,

シャワーはともかくとして ネットを開くことでした

I opened my Twitter account and my Facebook page,

ツイッターを開き フェイスブックにログインしました

and I've been always very respectful

私はいつも大いに敬意をもって

to those people who are opining to me.

意見を下さる方に接してきました

I would listen to what they say,

彼らのメッセージに目を通しながら

and I would never defend myself with words only.

口先だけの言い訳がましいことはやめよう

I would use actions. When they said I should withdraw from the campaign,

行動で示そうと思いました 活動の中止勧告に対しては

I filed the first lawsuit against the general directorate

裁判を起こしました 交通警察長を被告とした初の訴訟で―

of traffic police for not issuing me a driver's license.

私に免許証を発行しないことに抗議しました

There are a lot of people also --

また たくさんの方々が

very big support, like those 3,000 people

実に3000人もの人が支えてくださり

who signed the petition to release me.

私の釈放を求めて署名してくださいました

We sent a petition to the Shura Council

その他にも 諮問評議会に嘆願書を提出しました

in favor of lifting the ban on Saudi women,

女性の運転の解禁を求めるものです

and there were, like, 3,500 citizens who believed in that

この時は 3500人ほどの賛同者が

and they signed that petition.

署名をしてくださいました

There were people like that, I just showed some examples,

今お話しした人たちはほんの一例です

who are amazing, who are believing in women's rights in Saudi Arabia,

この素晴らしい方々は サウジアラビア女性の人権を信じ

and trying, and they are also facing a lot of hate

行動する人たちです 敵対者に直面しても

because of speaking up and voicing their views.

堂々と声を上げ 自らの信念を貫く発言をしています

Saudi Arabia today is taking small steps

サウジアラビアは今ようやく小さな一歩を踏み出し

toward enhancing women's rights.

女性の人権拡大に向かい始めたばかりです

The Shura Council that's appointed by the king,

諮問評議会は国王の任命を受けた機関です

by royal decree of King Abdullah,

アブドゥラ国王の勅令によって

last year there were 30 women assigned to that Council,

昨年は30人の女性が評議員に任命されました

like 20 percent.

これは評議会全体の

20 percent of the Council. (Applause)

20％にあたります（拍手）

The same time, finally, that Council,

そして この評議会は

after rejecting our petition four times for women driving,

女性への運転許可の嘆願を これまで4度も却下しましたが

they finally accepted it last February.

昨年の2月ついに受理されたのです

(Applause)

After being sent to jail

私が刑務所に送られ

or sentenced lashing, or sent to a trial,

鞭打ちの刑を下され 裁判を受けてから

the spokesperson of the traffic police said,

交通警察の広報官は発表しました

we will only issue traffic violation for women drivers.

女性ドライバーに対する罰則は 交通違反のみとする

The Grand Mufti, who is the head

大ムフティ すなわち

of the religious establishment in Saudi Arabia,

サウジアラビアにおける宗教と司法の 最高権力者は

he said, it's not recommended for women to drive.

こう宣言しました 女性の運転を推奨するものではないが

It used to be haram, forbidden, by the previous Grand Mufti.

かつての禁制は 前任の大ムフティ時代の遺産である

So for me, it's not about only these small steps.

こうした小さな一歩も大切ですが

It's about women themselves.

女性自身も考えねばなりません

A friend once asked me, she said,

ある友人が私に言いました

"So when do you think this women driving will happen?"

“女性も運転できるようになるのって　いつだろう”

I told her, "Only if women stop asking 'When?'

私は答えました “いつだろうって言葉を捨てた時よ”

and take action to make it now."

“いつだろう じゃなくて 今でしょ”

So it's not only about the system,

制度だけの問題ではないのです

it's also about us women to drive our own life, I'd say.

女性である私達が 自分の人生のハンドルを握ることです

So I have no clue, really, how I became an activist.

私自身よくわからないうちに 気がついてみれば

And I don't know how I became one now.

活動家になっていました

But all I know, and all I'm sure of, in the future

ただ これだけは言えます いつの日か

when someone asks me my story,

人から頼まれて またこのお話をする機会があれば

I will say, "I'm proud

こう答えるでしょう　“胸を張れます”

to be amongst those women who lifted the ban,

”女性の運転の解禁を求めて 他の女性たちと立ち上がり”

fought the ban, and celebrated everyone's freedom."

“掟に立ち向かったことで 皆が自由を謳歌できるのだから”

So the question I started my talk with,

そこで 冒頭の質問に戻ります

who do you think is more difficult to face,

より難敵なのは

oppressive governments or oppressive societies?

政府による抑圧でしょうか 社会による抑圧でしょうか

I hope you find clues to answer that from my speech.
