Some chose the microscope as their instrument.

or making music like we just heard.

For you, and you heard already,

being so close to this gun may make you feel uneasy.

It may even feel scary.

وربما سيخيفكم الأمر

أقصد وجود بندقية حقيقية

A real gun at a few feet's distance.

Let us stop for a moment and feel this uneasiness.

Guns are not a part of our lives.

In many countries, it is a different story.

In many countries, people are confronted with guns.

They are oppressed.

They are intimidated --

by warlords,

by criminals.

Weapons can do a lot of harm.

They are the cause of much distress.

Why then am I standing before you with this weapon?

why I chose the gun to create a better world.

My story starts in the city of Nijmegen

في مدينة نيجميجين

in the east of the Netherlands,

في شرق هولندا

the city where I was born.

My father was a hardworking baker,

والدي

but when he had finished work in the bakery,

he often told me and my brother stories.

And most of the time,

he told me this story I'm going to share with you now.

The story of what happened

when he was a conscripted soldier in the Dutch armed forces

في القوات الهولندية

at the beginning of the Second World War.

في بداية الحرب العالمية الثانية

The Nazis invaded the Netherlands.

لقد كانت خططهم واضحة

Their grim plans were evident.

وهي الحكم

They meant to rule by means of repression.

بالقمع التام

Diplomacy had failed to stop the Germans.

لقد فشلت الدبلوماسية في إيقاف الألمان من الزحف الى هولندا

Only brute force remained.

ولم يتبقى أمامنا الا مواجهة القوات الغاشمة

It was our last resort.

لقد كانت الملجىء الأخير

My father was there to provide it.

لقد كان والدي هناك

لكي يمنع الاجتياح

وكإبن مزارع

As the son of a farmer who knew how to hunt,

كان يعلم كيف يقنص

my father was an excellent marksman.

When he aimed, he never missed.

At this decisive moment in Dutch history

my father was positioned on the bank of the river Waal

near the city of Nijmegen.

He had a clear shot at the German soldiers who came to occupy a free country,

وحدث أن أصبح على مرماه بعض الجنود الألمان

الذين قدموا لإحتلال بلد حر مستقل

his country,

our country.

بلدنا نحن

He fired. Nothing happened.

لقد صوب تجاههم .. ولكن شيئاً لم يحدث

He fired again.

ومن ثم صوب مرة أخرى

No German soldier fell to the ground.

ولكن لم يسقط أي من الجنود الألمان

My father had been given an old gun

لقد أعطي والدي

بندقية قديمة

لم يكن بمقدورها

that could not even reach the opposite riverbank.

أن تعبر ضفتي النهر

ومن ثم عبر جنود هتلر و أكملوا دربهم

Hitler's troops marched on,

ولم يكن بوسع والدي القيام بأي شيء حيال ذلك

and there was nothing my father could do about it.

Until the day my father died,

وحتى يوم وفاة والدي

he was frustrated about missing these shots.

كان محبطاً بسبب عدم إصابته تلك الاهداف حينها

كان بمقدوره أن يقدم شيئاً

He could have done something.

But with an old gun,

ولكن مع بندقية قديمة

not even the best marksman in the armed forces

لا يمكن لأفضل قناص في القوات المسلحة

could have hit the mark.

أن يصيب هدفه

So this story stayed with me.

وبقيت هذه القصة في مخيلتي

ومن ثم في مدرستي الثانوية

Then in high school,

I was gripped by the stories of the Allied soldiers --

كنت مأخوذاً

بقصص جنود الحلفاء

soldiers who left the safety of their own homes and risked their lives

الجنود الذين تركوا منازلهم الآمنة

وغامروا بحياتهم

to liberate a country

من أجل تحرير دولة و شعب

and a people that they didn't know.

لا يعرفون أي شيء عنها

They liberated my birth town.

لقد حرروا مدينتي الأم

It was then that I decided I would take up the gun --

ومن ثم قررت حينها

أنني سوف أحمل البندقية

out of respect and gratitude for those men and women

انطلاقاً من الاحترام و الامتنان

لأولئك الجنود ( الذكور و الإناث )

who came to liberate us.

الذين قدموا لتحريرنا

إنطلاقاً من الوعي

From the awareness that sometimes only the gun

بأنه يمكن للبندقية وحدها بعض الأحيان

أن تقف

can stand between good and evil.

بين الخير و الشر

ولهذا

And that is why I took up the gun --

حملت البندقية

لا لكي أرمي أحداً بها

not to shoot,

ولا لكي أقتل

not to kill,

not to destroy,

ولا لكي أدمر

but to stop those who would do evil,

ولكن لكي أوقف الأشرار

to protect the vulnerable,

ولكي أحمي الضعفاء

to defend democratic values,

ولكي أحمي القيم الديموقراطية

to stand up for the freedom we have to talk here today in Amsterdam

ولكي أقف حامياً للحرية

التي نملك و التي مكنتني اليوم من التحدث

في أمستردام

about how we can make the world a better place.

عن كيف يمكننا جعل العالم أفضل

Ladies and gentlemen,

أنا لا اقف اليوم

I do not stand here today to tell you about the glory of weapons.

هنا لكي أخبركم عن عظمة الاسلحة

انا لا أحب البنادق

I do not like guns.

And once you have been under fire yourself,

وما ان تكون بنفسك تحت خط النار

سوف تدرك جلياً

it brings home even more clearly

that a gun is not some macho instrument to brag about.

ان الاسلحة ليست أداة

يجب التشدق بها

I stand here today

انا أقف هنا اليوم

to tell you about the use of the gun as an instrument of peace and stability.

لكي اخبركم عن استخدام السلاح

كأداة للسلام والاستقرار

The gun may be one of the most important instruments of peace and stability

إن السلاح هو أهم اداة تُستخدم

لأجل السلام والاستقرار

that we have in this world.

نملكها في هذا العالم

ربما قد يبدو هذا لكم متناقضاً

Now this may sound contradictory to you.

ولكني ليس فحسب قد شهدت بعيني

But not only have I seen with my own eyes

during my deployments in Lebanon, Sarajevo

حينما كنت أعمل في لبنان

وسيرايفو و دول أخرى

and as the Netherlands' Chief of Defence,

وكوزير للدفاع الهولندي

this is also supported by cold, hard statistics.

ولكن هذا مدعم أيضاً

بالحقائق والارقام

عن العنف الذي انحسر بصورة واضحة

Violence has declined dramatically over the last 500 years.

على مدى ال500 عام الماضية

بغض النظر عن الصورة

Despite the pictures we are shown daily in the news,

التي ينقلها الاعلام لنا يومياً

wars between developed countries are no longer commonplace.

فالحروب بين الدول النامية

The murder rate in Europe

has dropped by a factor of 30 since the Middle Ages.

منذ العصور الوسطى

And occurrences of civil war and repression

واحتمالات حصول الحروب الاهلية و حملات القمع

have declined since the end of the Cold War.

انخفضت منذ انتهاء الحرب الباردة

Statistics show that we are living in a relatively peaceful era.

الى أننا نعيش اليوم

Why?

لماذا إنخفض العنف ؟

Why has violence decreased?

هل تغير العرق البشري ؟

Has the human mind changed?

Well, we were talking about the human mind this morning.

لقد كنا نتحدث عن العقل البشري هذا الصباح

Did we simply lose our beastly impulses for revenge,

هل فقدنا دوافع العنف الموجودة فينا ؟

ودوافع الانتقام

for violent rituals,

او الطقوس الدموية ؟

for pure rage?

او الغضب الشديد ؟

Or is there something else?

ام هناك شيء آخر ؟

In his latest book, Harvard professor Steven Pinker --

في كتابه الاخير

بروفسور ستيفن بينكر من جامعة هارفرد

and many other thinkers before him --

والعديد من المفكرين قبله

concludes that one of the main drivers

اكتشفوا ان واحدا من الدوافع الاساسية

behind less violent societies

خلف انحسار العنف المجتمعي

is the spread of the constitutional state

هو سيادة الدولة الدستورية

والبسط التام

and the introduction, on a large scale,

لاحتكار الدول

of the state monopoly on the legitimized use of violence --

لتشريع استخدام العنف

والذي يشرع من قبل حكومة منتخبة ديموقراطياً

legitimized by a democratically elected government,

والتي تشرع القوانين و التحققات المتوازنة في استخدام العنف

legitimized by checks and balances and an independent judicial system.

والنظام القضائي المستقل

In other words, a state monopoly

بعبارة أخرى , احتكار السلطة

that has the use of violence well under control.

التي تملك حق استخدام العنف

يسر على نحو مضبوط بصورة جيدة

Such a state monopoly on violence, first of all, serves as a reassurance.

إن احتكار السلطة لحق استخدام العنف

يخدم بصورة أولية

كبوليصة تأمين

فهو يزيل الرغبة

It removes the incentive for an arms race

في التسلح

between potentially hostile groups in our societies.

بين الجماعات التي تحمل عداءاً محتملاً

Secondly, the presence of penalties

وثانياً وجود العقوبات

that outweigh the benefits of using violence

والتي تتجاوز بكثير فوائد استخدام السلاح

يميل بالكفة لصالح السلام أكثر

tips the balance even further.

عوضاً عن العنف

Abstaining from violence

لأن العقوبات المشددة هي أفضل بكثير

becomes more profitable than starting a war.

من الشروع بحرب داخلية

Now nonviolence starts to work like a flywheel.

وحركة اللاعنف تعمل اليوم

كعجلة توازن

It enhances peace even further.

انها تشدد على السلام أكثر

وحيثما ينحسر العنف و الصراعات

Where there is no conflict, trade flourishes.

تزدهر التجارة

And trade is another important incentive against violence.

والتجارة و الاقتصاد هما محفزات مهمة أخرى

ضد العنف

With trade, there's mutual interdependency and mutual gain between parties.

فأينما توجد التجارة يوجد الترابط

و المصالح المشتركة

And when there is mutual gain, both sides stand to lose more

وحينما تتواجد المصالح المشتركة

سيقف الطرفين للحيلولة دونما فقدانها

للاستمرار بتبادل المنافع

than they would gain if they started a war.

لأنه ان تم الشروع بحرب سيتلاشى كل هذا

فالحرب اليوم بكل بساطة

War is simply no longer the best option,

لم تعد الخيار الامثل

and that is why violence has decreased.

ولهذا انحسر العنف

هذا سيداتي سادتي

This, ladies and gentlemen,

السبب الرئيسي لتواجد

is the rationale behind the existence of my armed forces.

القوات المسلحة

The armed forces implement the state monopoly on violence.

القوات المسلحة

تحرص على احتكار السلطة لاستخدام العنف

We do this in a legitimized way

وتقوم بذلك بصورة شرعية

only after our democracy has asked us to do so.

وفقط عندما تطلب منا الديموقراطية

ذلك

ان هذا التشريع

It is this legitimate, controlled use of the gun

هو الذي يحدد كيفية استخدام السلاح

that has contributed greatly

وهذا ساهم بصورة كبيرة

to reducing the statistics of war, conflict and violence around the globe.

في انحسار احصائيات الحروب

والصراعات والعنف

حول العالم

It is this participation in peacekeeping missions

ان مشاركة قوات حفظ السلام ومهماتها

قد ادت بالفعل لردع

that has led to the resolution of many civil wars.

الكثير من الحروب الاهلية

إن جنودي يستخدمون السلاح

My soldiers use the gun as an instrument of peace.

كأداة للسلام

And this is exactly why failed states are so dangerous.

ولهذا تكون الدول الفاشلة ..

دول خطيرة

Failed states have no legitimized, democratically controlled use of force.

الدول الفاشلة

ليس لديها تشريع و ديموقراطية في استخدام القوة المسلحة

Failed states do not know of the gun as an instrument of peace and stability.

الدول الفاشلة لا تعلم كيف تستخدم السلاح

كأداة للسلام و الاستقرار

That is why failed states can drag down a whole region into chaos and conflict.

ولهذا السبب يمكن للدول الفاشلة

ان تسحب مناطقها بأكملها

الى الفوضى والعنف

ولهذا يجب نشر مفهوم

That is why spreading the concept of the constitutional state

الدولة الدستورية

وهذا محور هام

is such an important aspect of our foreign missions.

في مهماتنا الخارجية

That is why we are trying to build a judicial system

ولهذا

نحاول ان نبني نظاماً قضائي

right now in Afghanistan.

في أفغانستان اليوم

That is why we train police officers, we train judges,

ولهذا نحن ندرب ضباط الشرطة

وندرب القضاة

we train public prosecutors around the world.

وندرب النيابة العامة حول العالم

And that is why --

ولهذا

and in the Netherlands, we are very unique in that --

نحن في هولندا مميزون جداً

that is why the Dutch constitution states

ولهذا ينص دستور الدولة الهولندية

بأن أحد المهام الاساسية

that one of the main tasks of the armed forces

المفوضة للقوات المسلحة

is to uphold and promote the international rule of law.

هي الحفاظ على وترويج

سيادة القانون عالمياً

Ladies and gentlemen,

looking at this gun, we are confronted with the ugly side of the human mind.

بالنظر الى هذه البندقية

نحن نواجه

الجانب المظلم من العقل البشري

Every day I hope that politicians, diplomats, development workers

كل يوم أأمل

أن السياسيين والدبلوماسيين

والعاملون في التنمية

can turn conflict into peace

أن يتمكنوا من تحويل الحرب

الى سلام

and threat

والخطر

into hope.

الى أمل

And I hope that one day armies can be disbanded

وأتمنى ذات يوم

ان نتخلى عن حاجتنا لوجود الجيوش

وان يتمكن البشر من العيش سوية

and humans will find a way of living together

دون عنف و دون قمع

without violence and oppression.

But until that day comes,

ولكن حتى ذلك اليوم

علينا أن نحرص على أن نوفق بين الصورة المثالية للسلام

we will have to make ideals and human failure

والفشل في الوصول إليه

meet somewhere in the middle.

وان نحاول ان نعيش بين ذلكم و تلك

وحتى ذلك اليوم

Until that day comes, I stand for my father

سأمثل والدي

الذي حاول أن يقتل النازيين

who tried to shoot the Nazis with an old gun.

ببندقيته القديمة

I stand for my men and women who are prepared to risk their lives

وسوف أدافع عن الرجال والنساء

الذين يضعون حياتهم على المحك

for a less violent world for all of us.

من أجل عالم أقل عنف من أجلنا جميعاً

وسوف أدافع عن ذلك الجندي

I stand for this soldier who suffered partial hearing loss

الذي يعاني من إضطراب في السمع

وسوف ادافع عن الجندية التي تعاني من عجر دائم في القدم

and sustained permanent injuries to her leg,

جراء اصابتها بشظية صاروخ

when she was hit by a rocket on a mission in Afghanistan.

Ladies and gentlemen,

until the day comes when we can do away with the gun,

حتى يأتي ذلك اليوم

الذي يمكننا فيه التخلي عن السلاح

I hope we all agree

أتمنى أن نتفق جميعاً

that peace and stability do not come free of charge.

ان السلام والاستقرار

لايأتي بدون ثمن

انه يحتاج الكثير من العمل المُكلف

It takes hard work, often behind the scenes.

يجري عادة خلف الكواليس

It takes good equipment and well-trained, dedicated soldiers.

انه يحتاج معدات جيدة

وجنوداً مدربين و على أهبة الاستعداد

I hope you will support the efforts of our armed forces

وأتمنى أن تدعموا جهودنا

وجهود قواتنا المسلحة

التي تعمل على تدريب الجنود

to train soldiers like this young captain

مثل هذه النقيب الشابة

and provide her with a good gun,

وتعمل على توفير بندقية جيدة لها

instead of the bad gun my father was given.

بدلاً من البندقية القديمة التي كان يستخدمها جدي

أتمى منكم أن تدعموا قواتنا

I hope you will support our soldiers when they are out there,

أينما كانوا خارج الوطن

when they come home

وحينما يحطوا ضمن أراضي الوطن

وحين الإصابة

and when they are injured and need our care.

وحين عوز الحاجة و الرعاية

فهم يضعون حياتهم على المحك

They put their lives on the line, for us, for you,

من أجلنا .. من أجلكم

and we cannot let them down.

ولايمكننا أن نخذلهم

I hope you will respect my soldiers,

أتمنى منكم أن تحترموا جنودي

هذه الجندية التي تحمل السلاح

this soldier with this gun.

لانها تريد عالماً أفضل

Because she wants a better world.

Because she makes an active contribution to a better world,

لانها تريد ان تساهم بفعالية

لأجل عالم أفضل

just like all of us here today.

كما أنتم جميعاً اليوم هنا
