It means the Netherlands is a peaceful country.

बंदूकें हमारे जीवन का भाग नहीं है.

The Netherlands is not at war.

कई देशों में, परिस्थितियाँ अलग हैं.

It means soldiers are not needed to patrol our streets.

कई देशों में समाज को बंदूकों का सामना करना पड़ता है.

Guns are not a part of our lives.

वे दमित हैं.

In many countries, it is a different story.

वे त्रस्त हैं,

विद्रोही सरदारों से,

In many countries, people are confronted with guns.

आतंकियों से,

अपराधियों से.

हथियार काफी हानि कर सकते हैं.

They are oppressed.

They are intimidated --

वे बेहद बड़ी पीड़ा का कारण हैं.

by warlords,

by terrorists,

by criminals.

Weapons can do a lot of harm.

They are the cause of much distress.

Why then am I standing before you with this weapon?

Why did I choose the gun as my instrument?

why I chose the gun to create a better world.

And I want to tell you how this gun can help.

My story starts in the city of Nijmegen

in the east of the Netherlands,

the city where I was born.

My father was a hardworking baker,

The story of what happened

when he was a conscripted soldier in the Dutch armed forces

at the beginning of the Second World War.

The Nazis invaded the Netherlands.

Their grim plans were evident.

They meant to rule by means of repression.

Diplomacy had failed to stop the Germans.

Only brute force remained.

It was our last resort.

My father was there to provide it.

As the son of a farmer who knew how to hunt,

When he aimed, he never missed.

At this decisive moment in Dutch history

my father was positioned on the bank of the river Waal

He had a clear shot at the German soldiers who came to occupy a free country,

My father had been given an old gun

that could not even reach the opposite riverbank.

Hitler's troops marched on,

and there was nothing my father could do about it.

Until the day my father died,

he was frustrated about missing these shots.

He could have done something.

But with an old gun,

not even the best marksman in the armed forces

So this story stayed with me.

Then in high school,

I was gripped by the stories of the Allied soldiers --

soldiers who left the safety of their own homes and risked their lives

उन्होंने मेरे जन्मस्थान को स्वतंत्र कराया.

to liberate a country

and a people that they didn't know.

They liberated my birth town.

It was then that I decided I would take up the gun --

इस विचार से कि कभी कभी केवल बन्दूक ही

out of respect and gratitude for those men and women

अच्छाई और बुराई के बीच खड़ी हो सकती है.

who came to liberate us.

और इसीलिए मैंने बन्दूक को चुना -

From the awareness that sometimes only the gun

निशाने के लिए नहीं,

हत्या करने के लिए नहीं,

can stand between good and evil.

विनाश के लिए नहीं,

And that is why I took up the gun --

कमजोरों को बचाने के लिए,

not to shoot,

not to kill,

to stand up for the freedom we have to talk here today in Amsterdam

about how we can make the world a better place.

Ladies and gentlemen,

I do not stand here today to tell you about the glory of weapons.

यह और अधिक स्पष्ट हो जाता है

I do not like guns.

And once you have been under fire yourself,

मैं आज यहाँ उपस्थित हूँ

it brings home even more clearly

that a gun is not some macho instrument to brag about.

I stand here today

to tell you about the use of the gun as an instrument of peace and stability.

इस विश्व में.

यह आपको विरोधाभासी लग सकता है.

परन्तु, न केवल मैंने अपनी आँखों से देखा है

The gun may be one of the most important instruments of peace and stability

लेबनान, सारायेवो में तैनाती के दौरान

that we have in this world.

और नीदरलैंड्स के सेना प्रमुख के रूप में,

Now this may sound contradictory to you.

बल्कि सिद्ध हुआ है शुद्ध ठोस आंकड़ों से भी.

But not only have I seen with my own eyes

during my deployments in Lebanon, Sarajevo

पिछले 500 वर्षों में हिंसा सतत कम हुई है.

and as the Netherlands' Chief of Defence,

this is also supported by cold, hard statistics.

प्रतिदिन हमें समाचारों में दिखाए जाने वाले चित्रों के बावजूद,

विकसित देशों के बीच युद्ध होना सामान्य नहीं है.

Violence has declined dramatically over the last 500 years.

यूरोप में हत्या दर

मध्यकाल से अब तक 30 प्रतिशत से घट गई है.

Despite the pictures we are shown daily in the news,

wars between developed countries are no longer commonplace.

और गृहयुद्ध तथा दमन की घटनाएँ

शीत युद्ध के काल से अब तक घट गई हैं.

The murder rate in Europe

has dropped by a factor of 30 since the Middle Ages.

आंकड़े दर्शाते हैं कि हम अपेक्षाकृत शांत समय में जी रहे हैं.

And occurrences of civil war and repression

क्यों?

have declined since the end of the Cold War.

हिंसा क्यों घट गई है?

क्या मानव मन बदल गया है?

Statistics show that we are living in a relatively peaceful era.

तो, आज सुबह ही हम मानव मन के बारे में बात कर रहे थे.

क्या हमने अपनी पाशविक प्रवृत्तियाँ नष्ट कर दी हैं - बदला लेने की,

Why?

Why has violence decreased?

हिंसात्मक संस्कारों की,

Has the human mind changed?

तीव्र उग्रता की?

Well, we were talking about the human mind this morning.

या यह कुछ और है?

Did we simply lose our beastly impulses for revenge,

for violent rituals,

for pure rage?

Or is there something else?

In his latest book, Harvard professor Steven Pinker --

एक मुख्य कारक है

and many other thinkers before him --

concludes that one of the main drivers

हिंसा के प्रयोग पर राज्य का एकाधिकार स्थापित करना -

behind less violent societies

is the spread of the constitutional state

जिसे वैधता मिलती है लोकतांत्रिक रूप से चुनी हुई सरकार द्वारा,

and the introduction, on a large scale,

वैधता मिलती है नियंत्रणों और संतुलन से तथा एक स्वतंत्र न्यायिक प्रणाली से.

of the state monopoly on the legitimized use of violence --

legitimized by a democratically elected government,

अन्य शब्दों में, एक राजकीय एकाधिकार

जिसमें हिंसा का प्रयोग पूर्ण नियंत्रण में है.

legitimized by checks and balances and an independent judicial system.

हिंसा पर राज्य का ऐसा एकाधिकार तो सर्वप्रथम एक आश्वासन देता है.

In other words, a state monopoly

that has the use of violence well under control.

यह हमारे समाज में उपस्थित शत्रुता वाले समूहों के बीच

हथियारों की दौड़ के किसी इच्छा या प्रोत्साहन को दूर करता है.

Such a state monopoly on violence, first of all, serves as a reassurance.

दूसरा, दण्ड की संभावना

जो हिंसा के प्रयोग के लाभों पर भारी पड़ती है,

It removes the incentive for an arms race

संतुलन को और सुधार देती है.

between potentially hostile groups in our societies.

हिंसा से दूर रहना

Secondly, the presence of penalties

युद्ध आरम्भ करने से अधिक लाभकारी है.

that outweigh the benefits of using violence

अब अहिंसा एक फ्लाईव्हील की भाँती कार्य करती है.

tips the balance even further.

Abstaining from violence

यह शांति को और अधिक बढ़ाती है.

becomes more profitable than starting a war.

जहां संघर्ष नहीं है, वहां व्यापार का विकास होता है.

Now nonviolence starts to work like a flywheel.

व्यापार एक और प्रोत्साहन है हिंसा के विरुद्ध.

It enhances peace even further.

व्यापार से व्यापार समूहों के बीच अंतरनिर्भरता तथा आपसी लाभ उत्पन्न होते हैं

Where there is no conflict, trade flourishes.

And trade is another important incentive against violence.

जब आपसी लाभ होते हैं, तो दोनों पक्षों को अधिक हानि होती है लाभ की अपेक्षा,

With trade, there's mutual interdependency and mutual gain between parties.

यदि वे युद्ध करते हैं.

युद्ध सर्वोत्तम विकल्प नहीं रहा,

And when there is mutual gain, both sides stand to lose more

और इसीलिए हिंसा में कमी आई है.

than they would gain if they started a war.

देवियों और सज्जनों,

War is simply no longer the best option,

यही औचित्य है मेरे सैन्य बल के अस्तित्व का.

and that is why violence has decreased.

सैन्य बल हिंसा पर राजकीय एकाधिकार को कार्यान्वित करता है.

This, ladies and gentlemen,

ऐसा हम कानूनी रूप से करते हैं

is the rationale behind the existence of my armed forces.

केवल तब, जब हमारा लोकतंत्र हमें आदेश देता है.

The armed forces implement the state monopoly on violence.

यह ही बन्दूक का वह कानूनी नियंत्रित प्रयोग है

We do this in a legitimized way

only after our democracy has asked us to do so.

जिसने महान योगदान दिया है

विश्व भर में युद्ध, संघर्ष तथा हिंसा के आंकड़ों को कम करने में.

It is this legitimate, controlled use of the gun

यह तो शांति सेना की तैनाती है

that has contributed greatly

to reducing the statistics of war, conflict and violence around the globe.

मेरे सैनिक बन्दूक का प्रयोग शांति के औज़ार के रूप में करते हैं.

It is this participation in peacekeeping missions

यही वह विशिष्ट कारण है कि असफल देश इतने डरावने हैं.

that has led to the resolution of many civil wars.

My soldiers use the gun as an instrument of peace.

असफल देशों में बल प्रयोग कानूनी या लोकतांत्रिक रूप से नियंत्रित नहीं होता है.

असफल देश शांति और स्थिरता के औज़ार के रूप में बन्दूक का प्रयोग करना नहीं जानते.

And this is exactly why failed states are so dangerous.

Failed states have no legitimized, democratically controlled use of force.

यही कारण है कि असफल देश पूरे क्षेत्र को अव्यवस्था और संघर्ष में धकेल सकते हैं.

Failed states do not know of the gun as an instrument of peace and stability.

इसीलिए संवैधानिक राज्य की अवधारणा को फैलाना

That is why failed states can drag down a whole region into chaos and conflict.

विदेशों में हमारे राजनयिक मिशनों का एक महत्वपूर्ण पहलू है.

इसीलिए हम एक न्यायिक संरचना की स्थापना का प्रयास कर रहे हैं

That is why spreading the concept of the constitutional state

अफगानिस्तान में, इस समय.

is such an important aspect of our foreign missions.

इसीलिए हम पुलिस अफसरों तथा न्यायाधीशों को प्रशिक्षित करते हैं,

That is why we are trying to build a judicial system

सरकारी वकीलों को प्रशिक्षित करते हैं.

right now in Afghanistan.

और इसीलिए -

That is why we train police officers, we train judges,

we train public prosecutors around the world.

And that is why --

and in the Netherlands, we are very unique in that --

that is why the Dutch constitution states

that one of the main tasks of the armed forces

is to uphold and promote the international rule of law.

प्रतिदिन मैं आशा करता हूँ कि राजनेता, राजदूत, विकासकर्मी

Ladies and gentlemen,

looking at this gun, we are confronted with the ugly side of the human mind.

संघर्ष को शांति

और खतरे को आशा में बदल देंगे.

Every day I hope that politicians, diplomats, development workers

और मैं आशा करता हूँ कि एक दिन सेनाएँ भंग कर दी जाएंगीं

can turn conflict into peace

और लोग हिंसा और दमन के बिना साथ रहने का मार्ग खोज लेंगे.

and threat

into hope.

पर जब तक वह दिन आए,

And I hope that one day armies can be disbanded

हमें आदर्शों तथा मानवी असफलताओं के बीच

and humans will find a way of living together

संतुलन साधना होगा

without violence and oppression.

But until that day comes,

जब तक वह दिन आए, मैं अपने पिता का समर्थन करता रहूँगा

we will have to make ideals and human failure

जिन्होंने एक पुरानी बन्दूक से नाज़ियों को मारने का प्रयत्न किया.

meet somewhere in the middle.

Until that day comes, I stand for my father

हम सब के लिए एक कम हिंसक विश्व की रचना के लिए.

who tried to shoot the Nazis with an old gun.

I stand for my men and women who are prepared to risk their lives

for a less violent world for all of us.

I stand for this soldier who suffered partial hearing loss

Ladies and gentlemen,

until the day comes when we can do away with the gun,

इसमें मेहनत लगती है जो अधिकतर नज़र नहीं आती.

I hope we all agree

that peace and stability do not come free of charge.

इसमें आवश्यकता होती है उत्तम अस्त्रों की तथा प्रशिक्षित और समर्पित सैनिकों की.

मैं आशा करता हूँ कि आप हमारे सैन्य बलों के प्रयासों का समर्थन करेंगे

It takes hard work, often behind the scenes.

इस युवा कैप्टन जैसे सैनिकों को प्रशिक्षण

It takes good equipment and well-trained, dedicated soldiers.

और उत्तम बन्दूक दिलाने में,

उस बेकार बन्दूक के स्थान पर जो मेरे पिता को दी गई थी.

I hope you will support the efforts of our armed forces

मैं आशा करता हूँ कि आप हमारे सैनिकों का समर्थन करेंगे जब वे वहां हों,

to train soldiers like this young captain

and provide her with a good gun,

जब वे घर आएँ

instead of the bad gun my father was given.

और जब वे घायल हों और उन्हें हमारी देखभाल की आवश्यकता हो.

I hope you will support our soldiers when they are out there,

वे अपना जीवन दाँव पर लगाते हैं, हमारे लिए, आपके लिए,

when they come home

and when they are injured and need our care.

They put their lives on the line, for us, for you,
