Imagine that you’ve been unemployed and seeking work for months.

هزربکە یێ بێ کاری و بۆ چەند هەیڤانە ل کارەکی دگەریێی

Government benefit programs have helped you cover rent, utilities, and food,

پڕوژێ حکومەتێ بتنێ بەشێ خوارن و خزمەتگوزاری و کڕێ یا تە دکەت.

but you're barely getting by.

و بزوری ژیانا خۆ برێڤەدبەی.

Finally, you hear back about a job application.

بەلێ لدویڤدا بەرسڤا داخوازیا کاری بۆ تە دهێت.

You receive your first paycheck in months, and things seem to be turning around.

و تۆ ئێکەم موچەیێ خۆ وەردگری، و وەکی یا دیار تشت دهێنە گهورین.

But there’s a catch.

بەلێ ئاریشە دڤێرێ دایە.

Your new job pays just enough to disqualify you from the benefit programs,

موچێ کارێ تە یێ نوی بتنێ تە ژ پروژێن هاریکاریێ بێ بەهردکەت،

and not enough to cover the same costs.

و بەشێ هەمان مەزاختیان ناکەت.

To make things worse, you have to pay for transportation to work,

و یا خراپتر، دڤێت پارێ رێکا هاتن و چونا کاری ژی بدەی،

and childcare while you’re at the office.

و هەروەسان یێ چاڤدێریا زاروکان دەمێ لکاری.

Somehow, you have less money now than when you were unemployed.

ئـانکو، ڤی دەمی پارێن تە کێمترن ژ دەمێ تۆ یێ بێ کار.

Economists call this demoralizing situation the welfare trap—

ئابوڕیزان ڤێ رەوشا خراپ ب تەڵها باشبژیەتیێ ناڤدکەن،

one of the many different poverty traps affecting millions of people

ئێك ژ وان ڕێکێن کارتێکرنێ لملیونەها مرۆڤان دکەن.

around the world.

ل سەرانسەری جیهانێ.

Poverty traps are economic and environmental circumstances

تەڵهێن هەژاریێ کارێن ژینگەهی و ئابوری نە،

that reinforce themselves, perpetuating poverty for generations.

خۆ پێ بهێزدکەن و دڕێژیێ بهەژاریێ ددەن.

Some poverty traps are tied to an individual’s circumstances,

هندەك تەڵهێن هەژاریێ ب بارودوخێن کەسی ڤە د گرێداینە،

like a lack of access to healthy food or education.

وەکی دەستنەدانا خوارنەکا ساخلەم و خواندنێ.

Others can affect entire nations,

و یێن دیتر کارتێکرنێ ل هەمی مللەتی دکەن.

such as cycles of corrupt government or climate change.

وەکی زنجیرەیا گەندەلیا حکومەتێ یان گهورینا سەقای.

But the cruel irony of welfare traps in particular

بەلێ تشتێ نەخوش یێ تەڵها باشبژیەتیێ بتایبەت،

is that they stem from the very policies designed to battle poverty.

یا ژ سیاسەتا نەهێلانا هەژاریێ دروستبویی.

Most societies throughout history employed some strategies

پرانیا جڤاکان هندەك بەرنامە یێن داڕێشتین

to help people in poverty meet basic needs.

هەژار بشێن پێداویسیێن تایبەت پێ دابین بکەن.

Before the 20th century, religious groups and private charities

بەریا چەرخێ 20 ێ، گروپێن ئاینی و خێرخوازی

often led such initiatives.

ئەڤ دەستپێشخەرییە دکرن.

Today, these are called welfare programs,

و ئەڤرو دبێژنێ پروژێ باشبژیەتیێ،

and they usually take the form of government-provided subsidies

لسەر شێوێ پالپشتیا حکومەتێ دهێتە دان،

for housing, food, energy, and healthcare.

بۆ نیشتەجێبونێ، و خوارنێ، و هێزێ، و چاڤدێریا ساخلەمی.

Typically, these programs are means-tested,

ئاساییانە، ئەڤ پروگرامە د تەجریبی نە،

meaning that only people who fall below a certain income level

ئانکو بتنێ کەسێن داهاتێ وان لبن ئاستەکێ دەستنیشانکری دا

are eligible for benefits.

مافداری هاریکارییانە.

This policy is designed to ensure aid goes to those who need it most.

ئەڤ سیاسەتە یا هاتیە دروستکرن داکو ئەڤ هاریکاریە بۆ کەسێن پێدڤی بچن،

But it also means people lose access as soon as they earn more

و هەروەسان بۆ ژدەستدانا شیانان هەردەمێ مرۆڤی پتر پارە وەرگرتن

than the qualification threshold,

ژ وان کەسێن لسەر هێلا هەژاریێ،

regardless of whether or not they're financially stable enough to stay there.

بێ کو بدانن کا بارێ وان یێ ئابوری یێ گونجایە یان نە.

This vicious cycle is harmful to both those in poverty and those outside of it.

ئەڤ زنجیرا خراپ زیانێ ب تەخا هەژاران و ژدەرڤەی وێ تەخێ دگەهینیت.

Mainstream economic models assume people are rational actors

ئابوڕیزان دبێژن خەلك کەسێن پێگەهشتی نە،

who weigh the cost and benefits of their options

دشێن باشی و خرابیێن هەلبژارتنێن خۆ بپیڤن،

and choose the most advantageous path forward.

و بمفاترین ڕێك بهەلبژێرن.

If those in poverty know they'll gain no net benefit from working,

ئەگەر هەژار بزانن چ مفای ژ کارکرنێ وەرناگرن،

they're incentivized to remain in government assistance.

هاندەرەك دێ بۆ دروستبیت پالپشتیێ لسەر حومەتێ بکەن.

Of course, people work for many reasons,

بێگومان بۆ گەلەك ئەگەران خەلک کاردکەن،

including societal norms and personal values.

ژ وانان بنەما و رەفتارێن جڤاکی، و بەهایێن کەسایەتی.

But income is a major incentive to pursuing employment.

بەلێ هاندەرێ سەرەکی داهاتە ل دویڤ کاری بگەرن.

And when less people take on new jobs, the economy slows down,

keeping people in poverty

and potentially pushing people on the cusp of poverty over the edge.

Some have suggested this feedback loop could be removed

هندەک پشنیاردکەن زنجیرا بێ دوماهیا نان خوارنێ بهێتە لادان

by eliminating government assistance programs altogether.

ب لابرنا هەمی پروگرامێن هاریکارییێ یێن حکومەتێ.

But most agree the solution is neither realistic nor humane.

بەلێ گەلەك دبێژن ئەڤ چارەسەرییە نەیا مروڤایەتی یە و نە یا کەتواری یە.

So how can we redesign benefits in a way that doesn't penalize people for working?

ئەرێ چەوا بشێین پروگرامەکێ بمفا دانین بێ خەلك بکارکرنێ زیانمەندبیت؟

Many countries have tried different ways to circumvent this problem.

گەلەك وەلاتان گەلەك ڕێك یێن بکارئینان دا لسەر فێ ئاریشێ زالبن،

Some allow people to continue receiving benefits for a given period

هندەکان هێلان خەلك بۆ ماوەیەکی هاریکاریان وەربگرن

after finding a job,

پشتی کارەکی دبینن.

while others phase out benefits gradually as income increases.

و هندەکێن دیتر هاریکاری دراوەستاند هەردەمێ داهات زێدە دبوو.

These policies still remove some financial incentive to work,

بەلێ هەر ئەڤ سیاسەتە هندەك ژ هاندەرێن دارایی یێن کاری لادبەن،

but the risk of a welfare trap is lower.

لێ مەترسیا تەڵها باشبژیەتیێ تێدا کێمترە.

Other governments provide benefits like education, childcare, or medical care

و هندەکێن دی چاڤدێریا تەندروستی و زاروکان و خواندنێ ب خوڤە دگریت.

equally across all their citizens.

بیەکسانی لسەر هەمی خەلکێ وەلاتی.

One proposed solution takes this idea of universal benefits even further.

ئێك ژ چارەسەریێن پێشبینی کری بیروکەیا قازانجێن جیهانی مەزنتر لێدکەت.

A universal basic income would provide a fixed benefit to all members of society,

داهاتێ بنەرەتێ گشتی هاریکاریێن جێگر ددەتە هەمی ئەندامێن جڤاکی،

regardless of wealth or employment status.

بێ گرنگیێ ب سامان و پلا کاری بدەت.

This is the only known policy that could entirely remove welfare traps,

بتنێ ئەڤ سیاسەتە دشێت تەڵها باشبژییەتیێ بتەمامی نەهێلیت.

since any earned wages would supplement the benefit rather than replace it.

چونکی هەمی ڤێ هاریکاریێ وەردگرن، و نە لجهێ داهاتێ وان دگرن.

In fact, by creating a stable income floor below which no one can fall,

د راستی دا، هەبوونا داهاتەکێ جێگر

basic income might prevent people from falling into poverty in the first place.

و هەبونا داهاتەکێ بنەرەت ناهێلیت خەلك هەژار ببن.

Numerous economists and thinkers

ڕێژەکا مەزنا هزرڤان و ئابوریزانان

have championed this idea since the 18th century.

ژ چەرخێ 18 هەتا نوکە بەرەڤانیێ ژ ڤێ بیروکەیێ دکەن.

But for now, universal basic income remains largely hypothetical.

بەلێ هەتا ڤی دەمی داهاتێ گشتی گریمانە.

Although it's been tried in some places on a limited scale,

these local experiments don’t tell us much about how the policy

would play out across an entire nation— or a planet.

Whatever strategy governments pursue,

solving the welfare trap requires respecting people’s agency and autonomy.

دڤێت تەڵها باشبژیەتیێ ڕێزێ ل هێز و سەربەخۆییا خەلکی بگریت.

Only by empowering individuals to create long-term change

بتنێ ب دەستویری دانا کەسان بۆ دروستکرنا گهورینێن دومدرێژ

in their lives and communities

د جڤاك و ژیانا خۆ دا

can we begin to break the cycle of poverty.

دێ شێین دەست ب شکاندنا بازنێ هەژاریێ کەین.
