My grandmother tells me that she heard

the sound of gunfire along with my first cries.

When I was growing up, I was told a story

that explained all I ever needed to know about humanity.

人類について 知っておく必要があることを

It went like this.

全部教えてくれるものです

All human societies develop in linear progression,

その話によれば 人間社会は全て 同じ段階を踏んで発展します

beginning with primitive society, then slave society,

原始社会から始まり 奴隷社会

feudalism, capitalism, socialism,

封建社会 資本主義 社会主義を経て

and finally, guess where we end up?

最後はどこに辿り着くでしょうか？

Communism!

共産主義です！

Sooner or later, all of humanity,

遅かれ早かれ 全ての人類は

regardless of culture, language, nationality,

文化 言語 国籍に関係無く

will arrive at this final stage

政治的 社会的に発展を遂げた

of political and social development.

最終段階に到達するでしょう

The entire world's peoples will be unified

そして全ての民族が

in this paradise on Earth

地上の楽園で結束し

and live happily ever after.

末永く幸せに暮らすでしょう

But before we get there, we're engaged

でも この物語を実現するには 善と悪との戦い

in a struggle between good and evil,

つまり 善たる社会主義と

the good of socialism against the evil of capitalism,

悪たる資本主義との戦いで

and the good shall triumph.

善が勝たなければなりません

That, of course, was the meta-narrative

もちろん これはカール・マルクスの 理論を基にした

distilled from the theories of Karl Marx.

「メタナラティブ」でした

And the Chinese bought it.

中国人はこれを取り入れました

We were taught that grand story day in and day out.

私達はこの大きな物語を 来る日も来る日も教え込まれました

It became part of us, and we believed in it.

次第に私達の一部となり すっかり信じ込みました

The story was a bestseller.

この物語はベストセラーものでした

About one third of the entire world's population

全世界の３分の１の人々が

lived under that meta-narrative.

このメタナラティブのもとに住んでいました

Then, the world changed overnight.

その後 世界は一夜で変わってしまいました

As for me, disillusioned by the failed religion of my youth,

私といえば 自分の信条が失敗したことに幻滅して

I went to America and became a Berkeley hippie.

渡米して バークレーでヒッピーになりました

Now, as I was coming of age, something else happened.

As if one big story wasn't enough,

I was told another one.

別の「メタナラティブ」を聞かされました

This one was just as grand.

It also claims that all human societies

人間社会はただ一つの終点に向かって

develop in a linear progression towards a singular end.

同じ段階を踏んで発展するという主張です

This one went as follows:

具体的に ご説明します

All societies, regardless of culture,

全ての社会は 文化や

be it Christian, Muslim, Confucian,

キリスト教 イスラム教 儒教に関わらず

must progress from traditional societies

グループが基本的な単位である―

in which groups are the basic units

伝統的な社会から

to modern societies in which atomized individuals

個人が 原子のように自律した単位となっている

are the sovereign units,

近代社会へと発展するはずで

and all these individuals are, by definition, rational,

ここでの個々人は 理性的であり

and they all want one thing:

人々が欲しているのは だだ一つ

the vote.

投票です

Because they are all rational, once given the vote,

なぜなら 人々は合理的なので 投票さえすれば

they produce good government

良い政府が生まれて

and live happily ever after.

末永く幸せに暮らせるからです

Paradise on Earth, again.

ここでも 地上の楽園ができるわけです

Sooner or later, electoral democracy will be

いずれ全世界で選挙制民主主義が選ばれて

the only political system for all countries and all peoples,

これが唯一の政治体制となり 自由市場と共に

with a free market to make them all rich.

すべての人がお金持ちになります

But before we get there, we're engaged in a struggle

でもこの物語を実現するには またも格闘しなければいけません

between good and evil.

そう 善と悪の間です

The good belongs to those who are democracies

善とは民主主義を支持する人々で

and are charged with a mission of spreading it

民主的な選挙を行わない悪の国に

around the globe, sometimes by force,

時には力ずくで

against the evil of those who do not hold elections.

According to Freedom House,

the number of democracies went from 45 in 1970

to 115 in 2010.

In the last 20 years, Western elites tirelessly

過去20年もの間 西洋のエリート達は

trotted around the globe selling this prospectus:

休む間もなく 世界中で この展望を売り回ったわけです

Multiple parties fight for political power

複数の政党が 政治権力の奪い合いをして

and everyone voting on them

民衆が投票を行うことが

is the only path to salvation

長きに渡って苦しんでいる 途上国に対する

to the long-suffering developing world.

唯一の救済の道です

Those who buy the prospectus are destined for success.

この道を進めば 成功間違いなしというわけです

Those who do not are doomed to fail.

その道を外れれば すなわち失敗です

But this time, the Chinese didn't buy it.

この時は中国人は これを取り入れませんでした

Fool me once...

私も一回はだまされましたが・・・

The rest is history.

結果は歴史を見れば明らかでしょう

In just 30 years, China went from

たった30年にして

one of the poorest agricultural countries in the world

中国は世界の最貧農業国から

世界第２位の経済大国になりました

to its second-largest economy.

Six hundred fifty million people

６億５千万もの人々が

were lifted out of poverty.

貧困から抜け出しました

Eighty percent of the entire world's poverty alleviation

その時期に成功した 全世界の貧困緩和の８割が

during that period happened in China.

中国で行われました

In other words, all the new and old democracies

つまり 全ての新・旧民主主義国家を

put together amounted to a mere fraction

すべて合わせても

of what a single, one-party state did without voting.

選挙を行わない 一党独裁国家が 成し遂げたことに届かないのです

See, I grew up on this stuff: food stamps.

私はこんな物を使って育ちました 食料配給券です

Meat was rationed to a few hundred grams

ある時 肉が一月一人 数百グラムで

per person per month at one point.

配給されました

Needless to say, I ate all my grandmother's portions.

言うまでもありませんが 私は祖母の分まで食べました

So I asked myself, what's wrong with this picture?

いったい何が起こっているのだろう？と自問しました

Here I am in my hometown,

ここ私のホームタウンでは

my business growing leaps and bounds.

自分のビジネスが急成長しています

Entrepreneurs are starting companies every day.

毎日のように新しい 会社が生まれています

Middle class is expanding in speed and scale

人類史において ミドルクラスが

unprecedented in human history.

前例のない速さと スケールで拡大しています

Yet, according to the grand story,

しかし 先ほどの大きな物語によると

none of this should be happening.

こんなことは起こるはずがありません

So I went and did the only thing I could. I studied it.

そこで自分が唯一できること― 調査を行いました

Yes, China is a one-party state

ご存知のとおり 中国は中国共産党による

run by the Chinese Communist Party, the Party,

一党独裁の国家で

and they don't hold elections.

選挙は行いません

Three assumptions are made

私たちの時代に優勢だった 政治論を用いて

by the dominant political theories of our time.

３つの仮説が立てられました

Such a system is operationally rigid,

中国の体制は運営的に柔軟性がなく

politically closed, and morally illegitimate.

政治的に閉ざされていて 道徳的に正しくないと

Well, the assumptions are wrong.

実は 仮説は間違いでした

The opposites are true.

実際はその反対でした

Adaptability, meritocracy, and legitimacy

中国の一党制は

are the three defining characteristics

３つの特徴があります

of China's one-party system.

適応性 エリート主義 合法性です

Now, most political scientists will tell us

ほとんどの政治学者は

一党制は本質的に

that a one-party system is inherently incapable

of self-correction.

自己補正が不可能であると言います

It won't last long because it cannot adapt.

ですから適応できずに長続きしないと仮定します

Now here are the facts.

ところが 事実はどうでしょうか

In 64 years of running the largest country in the world,

世界で一番大きな国を 64年も存続させ

the range of the Party's policies has been wider

近年では他の追随が無いほど

than any other country in recent memory,

中国共産党の政策は幅広いです

from radical land collectivization to the Great Leap Forward,

急進的な集団農場化から大躍進政策

then privatization of farmland,

農地の準私有化

then the Cultural Revolution,

文化大革命

then Deng Xiaoping's market reform,

鄧小平の市場改革

then successor Jiang Zemin took the giant political step

後継者の江沢民は 資本家の共産党入党を認める

of opening up Party membership to private businesspeople,

大きな政治的一歩を踏み出しました

something unimaginable during Mao's rule.

毛沢東の時代には 想像だにしなかったことです

So the Party self-corrects in rather dramatic fashions.

ですから党の自己補正は こんな劇的な形で行われています

Institutionally, new rules get enacted

制度的に 新しい規則は

to correct previous dysfunctions.

機能不全に陥った規則を 補正する形で制定されます

For example, term limits.

例えば 任期制です

Political leaders used to retain their positions for life,

かつて 政治指導者の職務は終身制で

and they used that to accumulate power

指導者はそれを利用して 権力を大きくしたり

自らのルールを押し付けたりしました

and perpetuate their rules.

Mao was the father of modern China,

毛沢東は現代中国建国の父ですが

yet his prolonged rule led to disastrous mistakes.

長きに渡る支配は 悲惨な失態をもたらしました

So the Party instituted term limits

そこで中国共産党は

with mandatory retirement age of 68 to 70.

定年退職年齢を68～70歳に設定しました

One thing we often hear is,

よく耳にするのが

"Political reforms have lagged far behind economic reforms,"

「中国の政治改革は 経済革命より大幅に遅れているので

and "China is in dire need of political reform."

政治改革が急務だ」という話です

But this claim is a rhetorical trap

でもこの批判は 政治的な偏見に隠された

hidden behind a political bias.

言葉の罠です

See, some have decided a priori

つまり 最初から どんな変革がされるべきか

what kinds of changes they want to see,

決めておいて

and only such changes can be called political reform.

そうした変革だけが 政治改革と呼ばれうるのです

The truth is, political reforms have never stopped.

実際のところ政治改革は 決して止まったことはありません

Compared with 30 years ago, 20 years, even 10 years ago,

30年前 20年前 もしくは10年前と比べても

every aspect of Chinese society,

地方レベルから中央トップの

how the country is governed,

統治方法をはじめ

from the most local level to the highest center,

中国社会における様々な側面が

are unrecognizable today.

今日では様変わりしています

Now such changes are simply not possible

根本的な政治改革無しに

without political reforms of the most fundamental kind.

このような変化は 実現不可能でしょう

Now I would venture to suggest the Party

大胆に聞こえるかもしれませんが

is the world's leading expert in political reform.

政治改革においては 中国共産党が世界の先駆者です

The second assumption is that in a one-party state,

第２の仮定は 一党独裁国家は

power gets concentrated in the hands of the few,

権力が少数の手に掌握されることで

and bad governance and corruption follow.

統制がきかず 腐敗が広がります

Indeed, corruption is a big problem,

確かに腐敗は大きな問題です

but let's first look at the larger context.

でも まずは大きな枠組みで 考えてみましょう

Now, this may be counterintuitive to you.

皆さんの直感とは 相反するかもしれませんが

The Party happens to be one of the most meritocratic

中国共産党は今日の世界で

political institutions in the world today.

能力主義が最も進んでいる 政治政党の一つです

China's highest ruling body, the Politburo, has 25 members.

中国の最高指導機関である 中央政治局は25名の委員から構成されます

In the most recent one, only five of them

現在の体制では その内５名だけが

came from a background of privilege, so-called princelings.

いわゆる太子党と呼ばれる 特権階級の出身です

The other 20, including the president and the premier,

他の 国家主席や国務院総理を含めた20名は

came from entirely ordinary backgrounds.

一般家庭の出身です

In the larger central committee of 300 or more,

the percentage of those who were born

into power and wealth was even smaller.

The vast majority of senior Chinese leaders

worked and competed their way to the top.

Compare that with the ruling elites

他の先進国や開発途上国の

in both developed and developing countries,

支配層のエリート達と比べれば

I think you'll find the Party being near the top

中国共産党は出世のチャンスが

in upward mobility.

とても高いことが分かるでしょう

The question then is, how could that be possible

ここで問題なのは 一党制で

in a system run by one party?

本当に こんなことができるのか？

Now we come to a powerful political institution,

欧米諸国には あまり知られていませんが

little-known to Westerners:

パワフルな政治組織をご紹介します

the Party's Organization Department.

中国共産党中央組織部です

The department functions like a giant

この組織は 最も成功している―

human resource engine that would be the envy

企業がうらやむほどの

of even some of the most successful corporations.

巨大人材エンジンのような役割を担います

It operates a rotating pyramid

回転式のピラミッドのように運営されていて

made up of three components:

３つの柱から構成されています

civil service, state-owned enterprises,

官公庁 国有企業

and social organizations like a university

そして大学や政府管轄の事業を行う

or a community program.

社会組織です

They form separate yet integrated career paths

それぞれ違う組織のため

for Chinese officials.

統合された党幹部の育成を行っています

They recruit college grads into entry-level positions

全３つの道において 大学卒業生を採用して

in all three tracks, and they start from the bottom,

新卒レベルの役職を与えます 一番下の役職で

called "keyuan" [clerk].

科員（Keyuan）と呼ばれます

Then they could get promoted

その後４つの階級を経て

through four increasingly elite ranks:

昇進していきます

fuke [deputy section manager], ke [section manager], fuchu [deputy division manager], and chu [division manger].

副科長（Fuke） 科長（Ke） 副処長（Fuchu） 処長（Chu）

Now these are not moves from "Karate Kid," okay?

映画『ベスト・キッド』の空手技の名前ではなく

まじめな人事制度です

It's serious business.

The range of positions is wide,

様々な仕事があり

from running health care in a village

村の健康管理の実施から

to foreign investment in a city district

都市部の外国投資

to manager in a company.

企業の管理と広域です

Once a year, the department reviews their performance.

年に一度 組織の党員の評価が行われます

They interview their superiors, their peers,

their subordinates. They vet their personal conduct.

素行調査も抜かりありません

They conduct public opinion surveys.

世論調査も駆使して

Then they promote the winners.

Throughout their careers, these cadres

幹部になる者たちは

can move through and out of all three tracks.

Over time, the good ones move beyond the four base levels

特に成功した幹部は 基礎の４つのレベルを超えて

to the fuju [deputy bureau chief] and ju [bureau chief] levels.

There, they enter high officialdom.

高官僚の道へと いざなわれます

By that point, a typical assignment will be

to manage a district with a population in the millions

or a company with hundreds of millions of dollars in revenue.

Just to show you how competitive the system is,

in 2012, there were 900,000 fuke and ke levels,

600,000 fuchu and chu levels,

and only 40,000 fuju and ju levels.

After the ju levels,

the best few move further up several more ranks,

and eventually make it to the Central Committee.

The process takes two to three decades.

Does patronage play a role? Yes, of course.

But merit remains the fundamental driver.

でも基本的な動力は能力主義です

In essence, the Organization Department runs

要するに党がやっているのは

a modernized version of China's centuries-old

中国が昔行っていた 指導教育システムの

mentoring system.

現代版です

China's new president, Xi Jinping,

中国の新国家主席の習近平ですが

is the son of a former leader, which is very unusual,

元党首の息子です これは とても珍しいです

first of his kind to make the top job.

この手のケースは初めてでしょう

Even for him, the career took 30 years.

習近平でさえトップに昇りつめるのに 30年掛かりました

He started as a village manager,

彼のキャリアは農村管理者から始まりました

and by the time he entered the Politburo,

政治局に入局した時には

he had managed areas with a total population

全１億５千万の人口を有する地域を

of 150 million people

and combined GDPs of 1.5 trillion U.S. dollars.

Now, please don't get me wrong, okay?

This is not a put-down of anyone. It's just a statement of fact.

George W. Bush, remember him?

This is not a put-down.

Before becoming governor of Texas,

or Barack Obama before running for president,

could not make even a small county manager

in China's system.

統括できないでしょう

Winston Churchill once said that democracy

ウィンストン・チャーチルはこう言いました

is a terrible system except for all the rest.

民主主義は酷いシステムだが 一番マシだ

Well, apparently he hadn't heard of the Organization Department.

チャーチルは中国共産党のことは 明らかに知らなかったみたいですね

Now, Westerners always assume that

欧米人は普通選挙権を使用した―

multi-party election with universal suffrage

複数党の選挙が 唯一政治的に

is the only source of political legitimacy.

正当であると考えます

I was asked once, "The Party wasn't voted in by election.

「中国共産党は選挙で選ばれないのなら 正当性はどこにあるんだ？」

Where is the source of legitimacy?"

と聞かれたことがあります

I said, "How about competency?"

「能力で判断したらどうだろう？」と答えました

We all know the facts.

事実でしたら確認できますよね

In 1949, when the Party took power,

1949年に中国共産党が政権を握った時

China was mired in civil wars, dismembered by foreign aggression,

中国は内戦から抜け出せず 他国からの武力侵略でズタズタでした

average life expectancy at that time, 41 years old.

当時の平均寿命は41歳でした

Today, it's the second largest economy in the world,

今や中国は世界第２の経済大国です

an industrial powerhouse, and its people live

産業の要で 人々の生活は

in increasing prosperity.

どんどん豊かになっています

Pew Research polls Chinese public attitudes,

ピュー研究所が中国人に意識調査を行ったところ

and here are the numbers in recent years.

近年 こんな結果が出ています

Satisfaction with the direction of the country: 85 percent.

国の方向性に満足している国民は85パーセント

Those who think they're better off than five years ago:

５年前よりも良い状況であると考える国民は

70パーセントです

70 percent.

Those who expect the future to be better:

将来の展望は明るいと期待する人は

a whopping 82 percent.

82パーセントにものぼります

Financial Times polls global youth attitudes,

ファイナンシャル・タイムズ紙が行った 世界の若者の意識調査で

and these numbers, brand new, just came from last week.

先週発表された 最新の数字によると

Ninety-three percent of China's Generation Y

中国のY世代の93パーセントが

are optimistic about their country's future.

国の将来に前向きです

Now, if this is not legitimacy, I'm not sure what is.

これが先ほどの正当性の証拠でないとしたら 何が証拠になるでしょうか

In contrast, most electoral democracies around the world

これとは対照的に 世界のほとんどの選挙を行う選挙制民主主義国家は

are suffering from dismal performance.

評価が低いですね

I don't need to elaborate for this audience

ワシントンからヨーロッパまでの主要国政府が

how dysfunctional it is, from Washington to European capitals.

どれほど機能不全に陥っているかは この場で詳しく述べるまでもないでしょう

With a few exceptions, the vast number

of developing countries that have adopted electoral regimes

are still suffering from poverty and civil strife.

Governments get elected, and then they fall

below 50 percent approval in a few months

and stay there and get worse until the next election.

Democracy is becoming a perpetual cycle

民主主義とは 選んでは後悔するという

of elect and regret.

終わりのない繰り返しになってきています

At this rate, I'm afraid it is democracy,

このままだと危機に瀕しているのは

not China's one-party system, that is in danger

中国の一党制ではなく

of losing legitimacy.

民主主義ではないでしょうか

Now, I don't want to create the misimpression

ここで間違った印象を与えたくありませんが

that China's hunky-dory, on the way

中国が素晴らしくて これから超大国とか

to some kind of superpowerdom.

世界一になるなんて言っていません

The country faces enormous challenges.

中国は大きな課題に直面しています

The social and economic problems that come

厳しい変革を伴う 社会・経済問題は

with wrenching change like this are mind-boggling.

非常に複雑です

Pollution is one. Food safety. Population issues.

大気汚染 食の安全 人口問題です

On the political front, the worst problem is corruption.

政治面では 汚職が最悪の問題です

Corruption is widespread and undermines the system

腐敗が蔓延し 制度を脆弱にしています

and its moral legitimacy.

道徳的イメージにも影をおとします

But most analysts misdiagnose the disease.

でも ほとんどのアナリストは この原因を見誤っています

They say that corruption is the result of the one-party system,

腐敗は一党制がもたらすため

and therefore, in order to cure it,

これを改善するには

you have to do away with the entire system.

全システムを変革しなければと言われています

But a more careful look would tell us otherwise.

Transparency International ranks China

トランスペアレンシー・インターナショナル（TI）によると

between 70 and 80 in recent years among 170 countries,

and it's been moving up.

India, the largest democracy in the world,

世界最大の民主主義国家であるインドは

94 and dropping.

94位で順位を落としています

For the hundred or so countries that are ranked below China,

中国の下に位置する 約100の国々の

半数以上が選挙制による 民主主義国家です

more than half of them are electoral democracies.

So if election is the panacea for corruption,

ですから選挙が腐敗の万能薬なら

how come these countries can't fix it?

どうして低順位の国々は 立ち直れないんでしょうか？

Now, I'm a venture capitalist. I make bets.

私は投資家ですので 賭けをします

It wouldn't be fair to end this talk without

putting myself on the line and making some predictions.

So here they are.

In the next 10 years, China will surpass the U.S.

今後 10年以内に 中国はアメリカを追い抜いて

and become the largest economy in the world.

世界一の経済大国になります

Income per capita will be near the top

すべての開発途上国の中で

of all developing countries.

一人当たりの所得が ほぼトップになります

Corruption will be curbed, but not eliminated,

汚職は低減しますが 撲滅はされません

and China will move up 10 to 20 notches

TIランキングで10～20ランクが上昇して

to above 60 in T.I. ranking.

60位以内になるでしょう

Economic reform will accelerate, political reform will continue,

経済変革が加速して 政治改革も継続します

and the one-party system will hold firm.

一党制も固守されます

We live in the dusk of an era.

私たちは 一つの時代の終焉を迎えつつあります

Meta-narratives that make universal claims

普遍的主張となったメタナラティブによって

failed us in the 20th century

私たちは 20世紀に失敗したにもかかわらず

and are failing us in the 21st.

Now, I want to clarify something.

ここで はっきりさせていただきますが

I'm not here to make an indictment of democracy.

民主主義がダメだと言っているのではありません

On the contrary, I think democracy contributed

その反対に 民主主義は西洋の発展と

to the rise of the West and the creation of the modern world.

近代社会の創造に寄与したと考えます

It is the universal claim that many Western elites

問題は多くの西洋のエリートが

are making about their political system, the hubris,

自分たちの政治体制を過信していることが

that is at the heart of the West's current ills.

現代の欧米諸国の病の根源なのです

If they would spend just a little less time

彼らが他の国々に自分たちのやり方を

on trying to force their way onto others,

押し付ける時間を少しでも削って

and a little bit more on political reform at home,

自国の政治改革に時間を費やすならば

they might give their democracy a better chance.

China's political model will never supplant

electoral democracy, because unlike the latter,

it doesn't pretend to be universal.

It cannot be exported. But that is the point precisely.

The significance of China's example

中国の例が顕著である点は

is not that it provides an alternative,

but the demonstration that alternatives exist.

違う政治の形態が存在しうることを 自ら示しているのです

Let us draw to a close this era of meta-narratives.

メタナラティブの時代を終わらせましょう

Communism and democracy may both be laudable ideals,

共産主義も民主主義も どちらも素晴らしい理想かもしれません

but the era of their dogmatic universalism is over.

でも それぞれの普遍性を 主張する時代は終わりました

Let us stop telling people and our children

周りの人たちや 自分の子供たちに

there's only one way to govern ourselves

あるべき政治体制は一つであり 全ての社会が進むべき道は

and a singular future towards which

一つであると教えるのは

all societies must evolve.

もう止めましょう

It is wrong. It is irresponsible.

間違っていますし あまりに無責任です

And worst of all, it is boring.

何より つまらないですしね

Let universality make way for plurality.

様々なものが存在できるという考えを 受け入れましょう

Perhaps a more interesting age is upon us.

おそらく もっと面白い時代がやってきます

Are we brave enough to welcome it?

called the Chinese system "responsive authoritarianism."

It's not exactly right, but I think it comes close.

So I know the largest public opinion survey company

in China, okay?

Do you know who their biggest client is?

The Chinese government.

Not just from the central government,

the city government, the provincial government,

to the most local neighborhood districts.

最も小さい地区の役所までもが利用しています

They conduct surveys all the time.

常に世論調査を実施していて

Are you happy with the garbage collection?

ゴミ収集に満足していますか？

Are you happy with the general direction of the country?

国政の方向性に満足していますか？ なんて聞いています

So there is, in China, there is a different kind of mechanism

お分かりのとおり 中国には違った種類のメカニズムがあり

to be responsive to the demands and the thinking of the people.

人々の考えや要求に きちんと呼応しています

My point is, I think we should get unstuck

私が言いたいのは 人々のニーズに応えるには

from the thinking that there's only one political system --

ひたすら選挙を繰り返す―

election, election, election --

一つの政治体制しか存在しないという

that could make it responsive.

思考から脱却すべきです

I'm not sure, actually, elections produce

私は この世界で選挙が

responsive government anymore in the world.

呼応する政府を作るとは思えません

One of the features of a democratic system

is a space for civil society to express itself.

And you have shown figures about the support

that the government and the authorities have in China.

But then you've just mentioned other elements

でも 貴方は他の問題についても言及していました

like, you know, big challenges, and there are, of course,

a lot of other data that go in a different direction:

データも大量にあるはずです

tens of thousands of unrests and protests

何万もの動乱や抗議活動

and environmental protests, etc.

環境保護抗議などです

So you seem to suggest the Chinese model

これを見ると 中国のモデルは

doesn't have a space outside of the Party

国民が党の外で 市民社会が発言するような

for civil society to express itself.

自由が無いように見えるのですが

EXL: There's a vibrant civil society in China,

環境または その他によらず

whether it's environment or what-have-you.

中国には活発な市民社会があります

But it's different. You wouldn't recognize it.

でも他国とは異なるので 皆さんは分からないでしょう

Because, by Western definitions, a so-called civil society

欧米の定義によると 市民社会とは

has to be separate or even in opposition

政治体制から分離されている―

to the political system,

あるいは それに反する立場でなければいけません

but that concept is alien for Chinese culture.

でも この定義は中国文化には該当しません

For thousands of years, you have civil society,

過去数千年もの間 中国には市民社会が存在しました

yet they are consistent and coherent

それでいて方向性が首尾一貫していて

and part of a political order, and I think

政治秩序の一部でもあると考えます

it's a big cultural difference.

大きな文化の違いですね
