Joseph Lekuton: A parable for Kenya

My name is Joseph, a Member of Parliament in Kenya.

ジョセフと申します ケニアの国会議員です

Picture a Maasai village,

マサイ族の村の話です

and one evening,

ある日の夕方 政府軍の兵士がやって来て 村を取り囲み

government soldiers come, surround the village

and ask each elder to bring one boy to school.

それぞれの長老に 少年を一人ずつ学校へやるように頼みました

That's how I went to school --

政府の役人たちが銃を向け

pretty much a government guy pointing a gun

父に迫りました 「決断しなさい」と

and told my father, "You have to make a choice."

こうして 私は学校に行きました

I walked very comfortably to this missionary school,

私は とても喜んでミッションスクールまで歩いて行きました

that was run by an American missionary.

学校はアメリカ人宣教師が運営しており

The first thing the American missionary gave me was a candy.

宣教師が最初にくれたものはキャンディーでした

I had never in my life ever tasted candy.

それまで私はキャンディーを食べたことがありませんでした

So I said to myself, with all these hundred other boys,

他に数百人の男子生徒がいましたが

this is where I belong.

私はここがいる場所なんだと考えました ずっといました

(Laughter) I stayed.

（笑）

When everybody else was dropping out.

他の生徒はみんなドロップアウトしました

My family moved; we're nomads.

私の家族は移動して行きました 遊牧民なのです

It was a boarding school, I was seven --

学校は寄宿学校でした 7 歳の私は

Every time it closed you had to travel to find them.

休暇のたびに 家族の居場所を見つけて戻りました

40-50 miles, it doesn't matter.

50マイル 40マイル どんなに遠くても

You slept in the bush, but you kept going.

草むらで眠って また歩いていくのです

And I stayed. I don't know why, but I did.

私は学校に残りました なぜか分かりませんが そうしたのです

All of a sudden I passed the national examination,

突然 私は国家試験に合格し

found myself in a very beautiful high school in Kenya.

ケニアのとても美しい高校に通うことになりました

And I finished high school.

高校を卒業すると ある人と出会い

And just walking, I found a man

who gave me a full scholarship to the United States.

全額の奨学金を得て アメリカに行くこととなりました

My mother still lived in a cow-dung hut,

母は 今も牛フンの小屋に住んでいます

none of my brothers were going to school,

兄弟は誰も学校に行っていません

and this man told me, "Here, go."

この男性は言いました 「さあ 行きましょう」

I got a scholarship

そしてニューヨークの北部のセント・ローレンス大学への奨学金を得ました

to St. Lawrence University, Upstate New York;

finished that.

卒業後 ハーバード大学院に行きました

And after that I went to Harvard Graduate School;

finished that.

卒業後は ワシントンDCでしばらく働きました

Then I worked in DC a little bit:

I wrote a book for National Geographic and taught U.S. history.

ナショナル・ジオグラフィックのために本を書き またアメリカ史を教えました

And every time, I kept going back home,

そして帰国する度ですが

listening to their problems --

地元の人々が抱えている問題を耳にしました

sick people, people with no water, all this stuff --

病気の人々 飲み水がない人々などです

every time I go back to America,

アメリカに戻っても 彼らのことが頭を離れません

I kept thinking about them.

Then one day, an elder gave me a story that went like this:

ある日 長老がやって来てこんな話をしてくれました

long time ago, there was a big war between tribes.

遠い昔 部族間で大きな戦いがあった

This specific tribe was really afraid of this other Luhya tribe.

ある部族は ルイヤ族のことを本当に恐れていた

Every time, they sent scouts to make sure no one attacked them.

だれかに攻撃されないように 常に偵察を出していた

So one day, the scouts came running and told the villagers,

ある日 偵察が駆け戻ってくると 村人たちにこう言った

"The enemies are coming. Only half an hour away, they'll be here."

「敵がやってくる ほんの30分後だ ほらそこにやってきた」

So people scrambled, took their things and ready to go, move out.

そこで人々は 大慌てで荷物をまとめて用意すると 移動を始めた

But there were two men:

しかし2人の男がいた

one man was blind, one man had no legs

ひとりは目が見えず もうひとりは足がなかった 生まれつきだった

-- he was born like that.

The leader of the chiefs said, "No, sorry. We can't take you. You'll slow us down.

族のリーダーは言った 「すまないが 連れていけない 歩みがのろくなってしまう

We have to flee our women and children, we have to run."

女たちと子供を捨てて 急がなければならない」

And they were left behind, waiting to die.

この2人は残され 死ぬのを待つばかりだった

But these two people worked something out.

しかし この2人はあることを思いついた

The blind man said, "Look, I'm a very strong man but I can't see."

目が見えない男は 「私はとても強い男だ でも目は見えない」

The man with no legs says, "I can see as far as the end of the world,

足がない男は 「私は世界の果てまで見える

but I can't save myself from a cat, or whatever animals."

でも ネコや他の動物から身を守ることができない」

The blind man went down on his knees like this,

そこで目が見えない男はこのように膝をつき

and told the man with no legs to go over his back, and stood up.

足がない男を背中に乗らせると 立ちあがった

The man on top can see, the blind man can walk.

上にいる男は目が見え 目が見えない男は歩くことができた

男たちは出発し 村人たちの足跡をたどり

These guys took off, followed the footsteps of the villagers

ついに彼らを見つけると追いついたのだ

until they found and passed them.

So, this was told to me in a setup of elders.

長老が私に語った話です

And it's a really poor area.

本当に貧しい地域です 私は北部ケニアを代表しています

I represent Northern Kenya:

the most nomadic, remote areas you can even find.

遊牧地域で 世間から隔絶された地域です

And that man told me, "So, here you are.

長老は言いました 「さて 君なんだが

You've got a good education from America, you have a good life in America;

君はアメリカで良い教育を受けた

アメリカで良い生活を送っている それで私たちのために何をしてくれるのかね？

what are you going to do for us?

We want you to be our eyes, we'll give you the legs.

私たちの目となって欲しい 私たちは足を与えよう

We'll walk you, you lead us."

私たちが君のために歩き 君が私たちを導く」

The opportunity came. I was always thinking about that:

ケニアの地元の人々のために何ができるのか？とずっと考えていた私に

"What can I do to help my people?

機会がめぐってきたのです

Every time you go to an area where for 43 years of independence,

独立して43年の この地域をいつ訪れても

we still don't have basic health facilities.

未だに基本的な医療機関すらありません

A man has to be transported in a wheelbarrow 30 km for a hospital.

人は一輪車に乗って

20，30キロ離れた病院に通います 清潔な飲み水もありません

No clean drinking water.

私は言いました 「お役にたちたいので

So I said, "I'm going to dedicate myself.

I'm leaving America.

アメリカを離れ 選挙に出馬しようと思います」

I'm going to run for office."

Last June, I moved from America,

昨年7月でした 6月にアメリカを去り 7月の選挙で当選しました

ran in July election and won.

And I came for them,

戻ってきたのは彼らのためです これが私の目標です

and that's my goal.

Right now I have in place, for the last nine months,

現在 この9カ月間この仕事をし

遊牧民すべてが清潔な飲み水を手にできる5年計画を作成しました

a plan that in five years,

every nomad will have clean drinking water.

We're building dispensaries across that constituency.

選挙区では診療所を建設しています

I'm asking my friends from America to help

また アメリカの友人に支援を求め

看護婦や医者を派遣してくれるように頼みました

with bringing nurses or doctors to help us out.

I'm trying to improve infrastructure.

インフラも改善しようとしています

I'm using the knowledge I received from the United States

アメリカで得た知識と 地元のコミュニティーから得た知識を使って

私の地元を発展させようとしています

and from my community

to move them forward.

自分たちの問題を自ら解決しようとしています

I'm trying to develop homegrown solutions to our issues

because people from outside can come and help us,

外部の人々がやって来て 支援することはできますが

but if we don't help ourselves, there's nothing to do.

自分たちでやらなければ やれることは何もないと分かっています

My plan right now

現在 計画でさまざまの分野に学生を送り出しています

as I continue with introducing students to different fields --

some become doctors, some lawyers --

医者になる者も弁護士になる者もいます

we want to produce a comprehensive group of people,

国に戻って 地域の成長のために役立つような

students who can come back and help us see a community grow

広い範囲の人々や学生の集団を作り上げたいのです

that is in the middle of a huge economic recession.

この地域は不況の最中です

As I continue to be a Member of Parliament

ですから 私は国会議員を続け

and as I continue listening to all of you talking about botany,

ずっとみなさんの声に耳を傾け 牧草の様子や

health, democracy, new inventions,

健康 民主主義 新しい発明について話しています

I'm hoping that one day in my own little community --

私が望んでいることは この小さな私の地域が

which is 26,000 square km,

2万6000平方キロの広さで

maybe five times Rhode Island --

ロードアイランドの5倍の面積で 今は道路もありませんが

with no roads,

we'll be able to become a model to help others develop.

いつの日か モデルとなって 他の地域の発展を手伝えるようになることです
