During 2015, almost one million refugees and migrants arrived in Europe

from many different countries,

of course, from Syria and Iraq, but also from Afghanistan

and Bangladesh and Eritrea and elsewhere.

And there have been reactions of two different kinds:

welcoming parties and border fences.

But I want to look at it a little bit

from the short-term and the long-term perspective.

And the first question is very simple:

Why has the movement of refugees spiked so fast in the last six months?

なぜ過去６か月で難民の動きが 急に突出したのでしょうか

AG: Well, I think, basically, what triggered this huge increase

was the Syrian refugee group.

シリア難民だと思います

There has been an increased movement into Europe from Africa, from Asia,

アフリカやアジアから欧州への 移民は増加傾向にありましたが

緩やかな伸びでした それが突然 今年初めに

but slowly growing, and all of a sudden we had this massive increase

in the first months of this year.

数か月で急増しました

Why? I think there are three reasons,

two long-term ones and the trigger.

The long-term ones, in relation to Syrians,

is that hope is less and less clear for people.

I mean, they look at their own country

and they don't see much hope to go back home,

帰国してもその先の希望が 見えないのです

because there is no political solution,

so there is no light at the end of the tunnel.

Second, the living conditions

ふたつ目は 近隣諸国における

シリア人の生活環境が 悪化していることです

of the Syrians in the neighboring countries have been deteriorating.

We just had research with the World Bank,

世界銀行の調査によると

and 87 percent of the Syrians in Jordan

ヨルダン国内のシリア人の87％

そしてレバノン国内の シリア人の93％が

and 93 percent of the Syrians in Lebanon

live below the national poverty lines.

国の貧困ラインを下回っているといいます

Only half of the children go to school,

子供の就学率は半分にとどまり

which means that people are living very badly.

つまり劣悪な環境で生活しているのです

Not only are they refugees, out of home,

祖国を離れた難民であるのみならず

not only have they suffered what they have suffered,

またそれぞれの苦労を 強いられてきたのみならず

but they are living in very, very dramatic conditions.

非常に不安定な生活にも直面しています

And then the trigger was when all of a sudden,

international aid decreased.

国際支援の急激な減少です

The World Food Programme was forced, for lack of resources,

世界食糧計画は 資源不足から

to cut by 30 percent food support to the Syrian refugees.

シリア難民への食糧支援の 30％削減を余儀なくされました

They're not allowed to work,

就労が禁止されているため

so they are totally dependent on international support,

彼らは国際支援に頼るしかなく

and they felt, "The world is abandoning us."

「世界に見捨てられている」と感じたのです

And that, in my opinion, was the trigger.

All of a sudden, there was a rush,

and people started to move in large numbers

and, to be absolutely honest,

if I had been in the same situation

and I would have been brave enough to do it,

I think I would have done the same.

BG: But I think what surprised many people is it's not only sudden,

but it wasn't supposed to be sudden.

The war in Syria has been happening for five years.

Millions of refugees are in camps and villages and towns around Syria.

You have yourself warned about the situation

and about the consequences of a breakdown of Libya, for example,

and yet Europe looked totally unprepared.

AG: Well, unprepared because divided,

and when you are divided, you don't want to recognize the reality.

You prefer to postpone decisions,

because you do not have the capacity to make them.

And the proof is that even when the spike occurred,

Europe remained divided

欧州は分裂したままで

and was unable to put in place a mechanism to manage the situation.

You talk about one million people.

It looks enormous,

but the population of the European Union is 550 million people,

which means we are talking about one per every [550] Europeans.

Now, in Lebanon, we have one refugee per three Lebanese.

And Lebanon? Struggling, of course, but it's managing.

So, the question is: is this something that could have been managed

if -- not mentioning the most important thing,

which would have been addressing the root causes,

but forgetting about root causes for now,

looking at the phenomenon as it is --

if Europe were able to come together in solidarity

to create an adequate reception capacity of entry points?

適切な受け入れ許容数を 設定できていたとしたら？

But for that, the countries at entry points need to be massively supported,

しかし そのためには受け入れ拠点への 多大なる支援が必要です

and then screening the people with security checks

セキュリティチェックや その他のあらゆる手立てで

and all the other mechanisms,

distributing those that are coming into all European countries,

according to the possibilities of each country.

I mean, if you look at the relocation program

that was approved by the Commission, always too little too late,

or by the Council, too little too late --

BG: It's already breaking down.

AG: My country is supposed to receive four thousand.

Four thousand in Portugal means nothing.

やりようによっては 対処できるはずです

So this is perfectly manageable if it is managed,

but in the present circumstances, the pressure is at the point of entry,

現状で 切迫しているのは 入国地点であり

and then, as people move in this chaotic way through the Balkans,

難民はバルカン諸国をそれぞれに やっとのことで通過し

then they come to Germany, Sweden, basically, and Austria.

ドイツやスウェーデン オーストリアに行き着くのです

結局のところ 受け入れは この３国が行っているためです

They are the three countries that are, in the end, receiving the refugees.

The rest of Europe is looking without doing much.

その他の国は 静観するのみです

BG: Let me try to bring up three questions,

playing a bit devil's advocate.

I'll try to ask them, make them blunt.

But I think the questions are very present

in the minds of many people in Europe right now,

The first, of course, is about numbers.

You say 550 million versus one million is not much, but realistically,

5.5億人に対し100万人は 大したことないと　でも 現実的に

how many people can Europe take?

AG: Well, that is a question that has no answer,

because refugees have the right to be protected.

And there is such a thing as international law,

so there is no way you can say, "I take 10,000 and that's finished."

I remind you of one thing:

ひとつ言っておきたいのは

in Turkey, at the beginning of the crisis, I remember one minister saying,

"Turkey will be able to receive up to 100,000 people."

「10万人受け入れ可能」と言明しました

Turkey has now two million three-hundred thousand

現在トルコはすべての難民を含めると

or something of the sort, if you count all refugees.

230万人くらいの規模で 受け入れています

So I don't think it's fair to say how many we can take.

ですので何人と言ってしまうのは 公平でありません

What it is fair to say is: how we can we organize ourselves

公平に話し合うこと それは国際的責任を取るために

to assume our international responsibilities?

いかに協力するかいうことです

And Europe has not been able to do so,

もちろん欧州は未だできていません

because basically, Europe is divided because there is no solidarity

連帯意識の欠如が統一を妨げ つまり欧州は

in the European project.

分裂状態にあるのです

And it's not only about refugees; there are many other areas.

難民問題以外の 数々の分野でもそうです

And let's be honest, this is the moment in which we need more Europe

instead of less Europe.

より必要とされているのです

But as the public less and less believes in European institutions,

it is also each time more difficult to convince the public

問題解決のため 欧州がさらに存在感を増すべきという

that we need more Europe to solve these problems.

説得がさらに困難となります

BG: We seem to be at the point

where the numbers turn into political shifts, particularly domestically.

We saw it again this weekend in France,

今週末は またフランスで

but we have seen it over and over in many countries:

他国でも幾度となく見てきました

in Poland and in Denmark and in Switzerland and elsewhere,

ポーランドやデンマーク スイスなどでも

where the mood changes radically because of the numbers,

数字によって 世情がかなり変わっていますが

although they are not very significant in absolute numbers.

数字だけ見ると大したことはありません

The Prime Minister of --

AG: But, if I may, on these:

I mean, what does a European see at home

移民のいない村に住む欧州の人が

in a village where there are no migrants?

家で何を見ていると思いますか？

What a European sees is, on television,

目にしているのは テレビで

every single day, a few months ago, opening the news every single day,

数ヶ月前には 毎日毎日 ニュースの冒頭で

a crowd coming, uncontrolled,

大勢の人々が 統制もされず

moving from border to border,

国境から国境へと移動する様子です

and the images on television were of hundreds

テレビの映像に写っているのは

or thousands of people moving.

移動する何十万人もの人々です

And the idea is that nobody is taking care of it --

そして このことに対して 誰も何もしていない―

this is happening without any kind of management.

何ら管理体制もないままに 起きていることから

さらには「難民が自分の村に やってくる」と考えて

And so their idea was, "They are coming to my village."

So there was this completely false idea that Europe was being invaded

欧州は侵略され 生活が一変してしまうのだという

and our way of life is going to change, and everything will --

全く誤った考えを持ってしまうのです

And the problem is that if this had been properly managed,

問題なのは きちんと対処していれば

if people had been properly received,

難民の人々が適切に受け入れられ

welcomed, sheltered at point of entry, screened at point of entry,

歓迎され 入国地点で保護され 入国地点で検問を受け

and the moved by plane to different European countries,

欧州諸国に飛行機で移動できていれば

this would not have scared people.

恐怖にはつながらなかったということです

残念ながら 多くの人は恐れています

But, unfortunately, we have a lot of people scared,

just because Europe was not able to do the job properly.

欧州がきちんと 対処できなかったがためにです

BG: But there are villages in Germany

with 300 inhabitants and 1,000 refugees.

村人300人に対し 難民が1000人いる村もあります

So, what's your position?

どうお考えですか？

How do you imagine these people reacting?

村人はどう反応していると思いますか？

AG: If there would be a proper management of the situation

欧州全体で難民の配分を 分担していれば

and the proper distribution of people all over Europe,

you would always have the percentage that I mentioned:

one per each 2,000.

2000人に１人の割合になるはずです

It is because things are not properly managed

that in the end we have situations

最終的にはこのような

とても受け入れられないような状況に 陥っています

that are totally impossible to live with, and of course if you have a village --

in Lebanon, there are many villages

レバノンの多くの村では シリア人が

that have more Syrians than Lebanese; Lebanon has been living with that.

レバノン人よりも多いところもありますが なんとかやっています

I'm not asking for the same to happen in Europe,

私は難民がすべての村の 人口を上回るという

同じ状況を欧州に 望んでいるわけではありません

for all European villages to have more refugees than inhabitants.

What I am asking is for Europe to do the job properly,

きちんと対処するよう 欧州に要請しているだけで

and to be able to organize itself to receive people

これまで他の国々が余儀なくされたように

as other countries in the world were forced to do in the past.

受け入れのために体制を 整えてほしいだけなのです

BG: So, if you look at the global situation not only at Europe --

BG: If you look at the global situation, so, not only at Europe,

（ジュッサーニ）世界の状況を見ると 欧州だけでなく

I know you can make a long list of countries

手を挙げない国々が

たくさんあるでしょう

that are not really stepping up,

but I'm more interested in the other part --

私の興味は別にもあって

is there somebody who's doing the right thing?

正しい事をしている人が いるのかという点です

AG: Well, 86 percent of the refugees in the world

（グテーレス）世界の難民の86％は

are in the developing world.

途上国にいます

And if you look at countries like Ethiopia --

国としてエチオピアを 例に見ると―

Ethiopia has received more than 600,000 refugees.

60万人以上の難民を エチオピアは受け入れており

All the borders in Ethiopia are open.

国境は開かれているのです

And they have, as a policy,

彼らには政策として

they call the "people to people" policy that every refugee should be received.

全ての難民を受け入れるとする 「人から人へ」というものがあります

And they have South Sudanese,

南スーダン人もいれば

they have Sudanese, they have Somalis.

スーダン人やソマリア人も

They have all the neighbors.

近隣国すべてから受け入れています

They have Eritreans.

エリトリア人もいます

And, in general,

一般的に

African countries are extremely welcoming of refugees coming,

アフリカ諸国は難民を 大いに歓迎しています

and I would say that in the Middle East

中東やアジアでも

国境は開かれている傾向にあると言えます

and in Asia, we have seen a tendency for borders to be open.

Now we see some problems with the Syrian situation,

as the Syrian situation evolved into also a major security crisis,

but the truth is that for a large period,

中東の国境は全て開かれていたのです

all borders in the Middle East were open.

The truth is that for Afghans,

the borders of Pakistan and Iran were open for, at the time,

six million Afghans that came.

So I would say that even today, the trend in the developing world

has been for borders to be open.

The trend in the developed world is for these questions to become

more and more complex,

especially when there is, in the public opinion,

a mixture of discussions between refugee protections on one side

そして私に言わせれば誤った見解ですが もう一方では安全保障問題について

and security questions -- in my opinion, misinterpreted -- on the other side.

BG: We'll come back to that too,

but you mentioned the cutting of funding and the vouchers

from the World Food Programme.

That reflects the general underfunding of the organizations

working on these issues.

Now that the world seems to have woken up,

are you getting more funding and more support,

or it's still the same?

AG: We are getting more support.

I would say that we are coming close to the levels of last year.

去年と同じレベルにまで来ています

夏頃はひどかったです

We were much worse during the summer.

But that is clearly insufficient to address the needs of the people

and address the needs of the countries

ニーズを満たすには

that are supporting the people.

明らかに不十分です

And here we have a basic review of the criteria, the objectives,

the priorities of development cooperation that is required.

For instance, Lebanon and Jordan are middle-income countries.

例えば レバノンやヨルダンは中所得国です

Because they are middle-income countries,

中所得国であるために 世界銀行からの

they cannot receive soft loans or grants from the World Bank.

低利貸し付けや補助金は受けられません

Now, today this doesn't make any sense,

今時 そんな理屈は通りません

公共の利益を世界的にもたらし

because they are providing a global public good.

They have millions of refugees there,

何百万人もの難民を受け入れているのにです

and to be honest, they are pillars of stability in the region,

正直 この２国は困難にもかかわらず

with all the difficulties they face,

地域の安定の柱となり

and the first line of defense of our collective security.

世界全体の安全保障の 第一線となってくれています

So it doesn't make sense

なので この２国が

that these countries are not a first priority

開発協力の政策における

in development cooperation policies.

最重要課題でないのは

And they are not.

間違っています

And not only do the refugees live in very dramatic circumstances

それらの国々では 不安定な状況下で難民が

inside those countries,

生活しているだけでなく

but the local communities themselves are suffering,

地域そのものも困難に陥っています

収入は減り

because salaries went down,

because there are more unemployed,

失業者は増え

物価や家賃は高騰しました

because prices and rents went up.

And, of course, if you look at today's situation

そして現在の状況を示す指数を見れば

of the indicators in these countries,

自ずと明らかですが

it is clear that, especially their poor groups of the population,

特に人口のうち貧困層の生活環境は

are living worse and worse because of the crisis they are facing.

BG: Who should be providing this support?

国別や国際機関 あるいは欧州連合でしょうか？

Country by country, international organizations, the European Union?

Who should be coming up with this support?

誰が支援を買って出るべきでしょう？

AG: We need to join all efforts.

（グテーレス）すべてを結集せねば

二国間協力が不可欠なのは明らかです

It's clear that bilateral cooperation is essential.

It's clear that multilateral cooperation is essential.

多国間協力が不可欠なのも明らかです

It's clear that international financial institutions should have flexibility

国際金融機関が こうした国々に対する 支援のために

大きな投資を行えるような

in order to be able to invest more massively

in support to these countries.

柔軟性を持つべきです

We need to combine all the instruments and to understand that today,

すべての方法論を重ね合わせて

in protracted situations, at a certain moment,

こんにちの長期化している現状において

人道支援と開発支援・開発過程とを

that it doesn't make sense anymore to make a distinction

between humanitarian aid and development aid

区別することは もう時代遅れであると

or development processes.

理解しなくてはなりません

Because you are talking about children in school,

なぜなら これは学齢期の子供たちや

you are talking about health,

公共衛生や

you are talking about infrastructure that is overcrowded.

インフラの過密問題までもが 関わることで

You are talking about things that require a long-term perspective,

長期的な視点 つまり開発という視点が

a development perspective

必要なのであり

and not only an emergency humanitarian aid perspective.

緊急時の人道支援という視点だけでは 語れません

（ジュッサーニ）今朝の朝刊の話題に

BG: I would like your comment on something

that was in newspapers this morning.

コメントをいただきたいと思います

It is a statement made by the current front-runner

現在トップを切っている共和党推薦の アメリカ大統領候補である

for the Republican nomination for US President, Donald Trump.

ドナルド・トランプ氏の発言です

Yesterday, he said this.

昨日の発言です

(Laughter)

聞いて下さい　興味深いです

No, listen to this. It's interesting.

I quote: "I am calling for a total and complete shutdown

「我が国の代表が 事実関係を明らかにできるまで

of Muslims entering the US,

イスラム教徒に対し

until our country's representatives can figure out what's going on."

完全にアメリカ入国を拒否すべきだ」

How do you react to that?

どう反応しますか？

AG: Well, it's not only Donald Trump.

（グテーレス）トランプ氏だけでなく

We have seen several people around the world

政治的役割を担う世界中の

with political responsibility saying, for instance,

様々な人たちも 例えば「イスラム系難民は

that Muslims refugees should not be received.

受け入れすべきでない」と発言しています

なぜ そんな発言をするかというと

And the reason why they say this

is because they think that by doing or saying this,

その発言によって 彼らは

they are protecting the security of their countries.

自国の安全を守っていると 考えているのです

Now, I've been in government.

私も中央政府にいました

I am very keen on the need for governments

私だって 国や国民の

安全を保障するという政府の意向に

to protect the security of their countries

and their people.

賛成です

But if you say, like that,

ただそのように

in the US or in any European country,

アメリカや欧州諸国で

"We are going to close our doors to Muslim refugees,"

「イスラム系難民には国を閉ざす」 と言ってしまうのは

what you are saying is the best possible help

テロ組織のプロパガンダを助長する

for the propaganda of terrorist organizations.

絶好の言葉です

なぜなら―

Because what you are saying --

(Applause)

What you are saying will be heard by all the Muslims in your own country,

なぜなら その言葉は 自国のイスラム教徒の耳に入り

and it will pave the way for the recruitment

ダーイシュやアルヌスラ

アルカイダなどのグループが 技術を駆使して

and the mechanisms that, through technology,

Daesh and al-Nusra, al-Qaeda, and all those other groups

私たちの社会に入り込もうとする

are today penetrating in our societies.

勧誘などのメカニズムを助長するからです

And it's just telling them, "You are right, we are against you."

So obviously, this is creating in societies that are all multiethnic,

multi-religious, multicultural,

this is creating a situation in which, really,

このような発言は 実は テロ行為をさせる隊員を

it is much easier for the propaganda of these terrorist organizations

勧誘するための テロ組織のプロパガンダが

より効果的になる状況を生んでしまうのです

to be effective in recruiting people for terror acts

within the countries where these kinds of sentences are expressed.

このような文言が高らかに 掲げられている国では特にです

BG: Have the recent attacks in Paris and the reactions to them

made your job more difficult?

あなたの活動は厳しくなりましたか？

AG: Undoubtedly.

BG: In what sense?

AG: In the sense that, I mean, for many people the first reaction

in relation to these kinds of terrorist attacks is: close all borders --

not understanding that the terrorist problem in Europe is largely homegrown.

We have thousands and thousands of European fighters in Syria and in Iraq,

so this is not something that you solve by just not allowing Syrians to come in.

And I must say, I am convinced

that the passport that appeared,

I believe, was put by the person who has blown --

BG: -- himself up, yeah.

AG: [I believe] it was on purpose,

because part of the strategies of Daesh is against refugees,

because they see refugees as people that should be with the caliphate

and are fleeing to the crusaders.

And I think that is part of Daesh's strategy to make Europe react,

in relation to the global situation that we are facing,

those that are coming from that part of the world.

And another thing that I believe is that to a large extent,

what we are today paying for in Europe

is the failures of integration models

that didn't work in the '60s, in the '70s, in the '80s,

in relation to big migration flows that took place at that time

and generated what is today in many of the people, for instance,

of the second generation of communities,

a situation of feeling marginalized,

by public infrastructure.

And this kind of uneasiness, sometimes even anger,

that exists in this second generation

is largely due to the failure of integration policies,

to the failure of what should have been a much stronger investment

互いに尊重し 共に生活できる 環境づくりのために

in creating the conditions for people to live together and respect each other.

For me it is clear.

For me it is clear that all societies will be multiethnic, multicultural,

And for me it's a good thing that they will be like that,

And Europe, to a large extent, failed in that investment

when you entered that office for the first time, what do you see?

AG: Well, look:

In 2005, we were helping one million people go back home

in safety and dignity, because conflicts had ended.

Last year, we helped 124,000.

In 2005, we had about 38 million people displaced by conflict in the world.

2005年には ３千８百万人が 紛争によって移動を余儀なくされました

Today, we have more than 60 million.

現在ではさらに増え ６千万人以上です

At that time, we had had, recently,

終結したばかりでした

some conflicts that were solved.

Now, we see a multiplication of new conflicts

and the old conflicts never died:

Afghanistan, Somalia, Democratic Republic of Congo.

アフガニスタン、ソマリア、 コンゴ共和国などです

It is clear that the world today is much more dangerous than it was.

世界はあの頃より さらに危険なものとなりました

国際社会が紛争を回避し

It is clear that the capacity of the international community

to prevent conflicts and to timely solve them,

迅速に解決できる能力は

is, unfortunately, much worse than what it was 10 years ago.

10年前よりも 残念ながらずっと低下しています

There are no clear power relations in the world,

世界の力関係は不明瞭なものとなり

no global governance mechanisms that work,

全世界をうまく統治できる方法も ありません

which means that we live in a situation

つまり 私たちは

予期せぬことが起こりやすい状況に 生きており

where impunity and unpredictability tend to prevail, and that means

それは 紛争で追いやられた

that more and more people suffer,

namely those that are displaced by conflicts.

BG: It's a tradition in American politics

that when a President leaves the Oval Office for the last time,
