We are witness to monumental human progress.

Over the past few decades, the expansion of the global marketplace

لەماوەى ساڵانى دەيەى ڕابردوو، بازرگانى جيهانى فراوان بوو،

has lifted a third of the world's population out of extreme poverty.

سێيەكى دانيشتوانى جيهانى لە هەژارى پڕوكێنەر بەرزكردەوە.

Yet we are also witness to an astounding failure.

ئێستا ئێمە گەواهيدەرى ئەو كەوتنە سەرسووڕهێنەرەين.

هەوڵەكانمان بۆ بەرزكردنەوەى ئاستى خەڵك بەجێهێشت

Our efforts to lift people up

have left behind those in the harshest forms of poverty,

لە پشت ئەو كەسانەى كە بەدەست سەخترين شێوەكانى هەژاريەوە دەنالێنن،

the ultra-poor.

هەژاريەكى بێ وێنە.

What it means to be ultra-poor goes beyond the monetary definition

بەپێى پێناسەى دراويى ماناى هەژارى بێ وێنە چييە

that we're all familiar with:

ئەوەى هەموومان پێى ئاشناين:

living on less than two dollars a day.

بە كەمتر لە ٢ دۆلار لە ڕۆژێكدا بژيت.

It goes even beyond not having assets

تەنانەت لە خاوەنداريەتى سەرمايەش تێدەپەرێت

like livestock or land.

وەك ئاژەڵ يان زەوى.

To be ultra-poor means to be stripped of your dignity,

هەژاريبوون واتە ڕووتكردنەوەى شكۆداريت،

purpose and self-worth.

ئامانجەكەت و نرخى خۆت.

It means living in isolation,

واتە ژيان بە گۆشەگيرى،

because you're a burden to your own community.

چونگە بەسەر كۆمەڵگاكەت بارگرانيت.

It means being unable to imagine a better future

واتە ناتوانيت داهاتووى باشتر وێنا بكەيت

for yourself and your family.

بۆ خۆت و بۆ خێزانەكەت.

By the end of 2019,

لە كۆتايى ساڵى ٢٠١٩،

about 400 million people were living in ultra-poverty worldwide.

نزييكەى ٤٠٠ مليۆن كەس لە سەرتاسەرى جيهان لە هەژاريەكى بێ ويێنەدا دەژين.

That's more than the populations of the United States and Canada combined.

ئەمە لە ژمارەى دانيشتوانى ويلايەتە يەكگرتوەكانى ئەمريكا و كەنەدا زياترە.

And when calamity strikes,

كاتێك كارەساتێك ڕوودەدات،

whether it's a pandemic, a natural disaster or a manmade crisis,

كاتێك پەتايەك دێت، كارەساتێكى سروشتى يان قەيرانى دەستكردى مرۆڤ،

these numbers spike astronomically higher.

My father, Fazle Abed, gave up a corporate career

باوكم، فازيل عابد، لە پيشەكەى وازيهێنا

to establish BRAC here in Bangladesh in 1972.

بۆ دامەزراندنى BRAC لە ساڵى ١٩٧٢ لێرە لە بەنگلاديش.

Bangladesh was a wreck,

بەنگلاديش تێكشكاو بوو،

having just gone through a devastating cyclone

دواى تێپەڕين بەگەردوولى وێرانكەر،

followed by a brutal war for independence.

جەنگى دڕندانەى بۆ سەربەخۆيى بەدواوە بوو.

Working with the poorest of the poor, my father realized

باوكم دركى پێكرد، لەگەڵ هەژارترينى ناو هەژاراندا كار دەكات

that poverty was more than the lack of income and assets.

كە هەژارى لە كەمى داهات و سامان زياترە.

It was also a lack of hope.

هەروەها كەمى هيواش هەبوو.

People were trapped in poverty,

خەڵك لە هەژاريدا گيريان خواردبوو،

because they felt their condition was immutable.

چونكە هەستيان بە جێگيرى باردووخۆيان كردبوو.

Poverty, to them, was like the sun and the moon --

هەژاريى بۆ ئەوان وەك خۆر و مانگ وابوو --

something given to them by God.

شتانێك بوو لەلايەن خوداوە پێيان بەخشرا بوو.

For poverty reduction programs to succeed,

تاوەكو بەرنامەى كەمكردنەوەى هەژاريى سەركەوتوو ببێت،

they would need to instill hope and self-worth

پێويستيان بە هيواو باوەڕ بەخۆبوون دەبێت

so that, with a little support,

بۆيە، بە كەمێك پشتگيرى،

people could lift themselves out of poverty.

خەڵك دەتوانن خۆيان لە هەژارى دوور بخەنەوە.

BRAC went on to pioneer the graduation approach,

BRAC بەردەوامبوو لە پێشەنگ بوو بۆ نزيك بوونەوە لە دەرچوون،

a solution to ultra-poverty that addresses both income poverty

رێگە چارەيەك بۆ هەژارييەكى بێ وێنە كە ڕوو لە هەژارى داهات دەكات

and the poverty of hope.

و ڕوو لە هەژارى هيوا دەكات.

ئەو نزيكبوونەوەيە بەشێوەيەكى سەرەكى لەگەڵ ئافرەتاندا گيراواتەبەر،

The approach works primarily with women,

because women are the most affected by ultra-poverty

چونكە زۆرترين كاريگەرى لەسەر ئافرەتان هەيە

but also the ones most likely to pull themselves and their families

بەڵام لەگەڵ ئەوەشدا توانايان دەخەنەگەڕ خۆيان و خێزانەكانيان

out of it.

لێ دەربهێنن.

Over a two-year period,

لە ماوەى دوو ساڵدا،

we essentially do four things.

ئێمە چوار شتمان كرد.

One, we meet a woman's basic needs

يەكەميان، پێداويستيە بنەڕەتيەكانى ئافرەتانمان دابين كرد

by giving her food or cash,

بە خواردن يان پارە پێدان،

ensuring the minimum to survive.

گەرەنتى بەڕێژەى كەمترين بۆ ڕزگار بوون.

Two, we move her towards a decent livelihood

دووەم، گواستنەوەيان بۆ ژيانێكى شايستە

by giving her an asset, like livestock,

بە بەخشينى سەرمايە پێيان، وەك ئاژەڵ،

and training her to earn money from it.

و فێريان بكەين چۆن پارەى لێ بەدەست بخەن.

Three, we train her to save, budget

سێيەم، فێريان بكەين داهات پاشەكەوت بكەن،

and invest her new wealth.

و وەبەرهێنان لە داهاتە نوێيەكەيان بكەن.

And four, we help to integrate her socially,

هەروەها چوارەم، يارمەتيان بۆ تێكەڵاو بوونى كۆمەڵايەتى بدەين،

first into groups of women like her

بەچەند گروپێكى وەك ئەوە دەست پێدەكەين

and then into her community.

پاشان لەگەڵ كەمەڵگەكەى.

Each of these elements is key to the success of the others,

هەريەكێك لەم پێكهاتانە كليلى سەركەوتنى پێكهاتەكانى ترە،

but the real magic is the hope and sense of possibility

بەڵام جادووى ڕاستەقسنە هيوا و هەستى ئەگەرە

the women develop through the close mentorship they receive.

ئافرەتان بەو ڕێنماييە نزيكانەى كە وەريدەگرن پەرەدەسێنن.

Let me tell you about Jorina.

با باسى جۆريناتان بۆ بكەم.

Jorina was born in a remote village in northern Bangladesh.

جۆرينا لە گوندێكى دوورە دەستى باكوورى بەنگلاديش لەدايك بووە.

She never went to school,

هەرگيز بۆ خوێندنگا نەچووە،

and at the age of 15, she was married off to an abusive husband.

لە تەمەنى ١٥ ساڵى، هاوسەرگيرى لەگەڵ هاوسەرێكى بەدكار كرد.

He eventually abandoned her,

لە كۆتايدا لێى جيابۆوە،

leaving her with no income

بێ پارە بەجێيهێشت

and two children who were not in school and were severely malnourished.

و لەگەڵ دوو منداڵ هەرگيز بۆ خوێندنگا نەچوون و تووشى بەدخۆراكيەكى سەخت بوون.

With no one to turn to for help,

هيچ كەسى نەبوو دواى يامەتى لێ بكات،

she had no hope.

هيچ هيوايەكيشى نەبوو.

Jorina joined BRAC's Graduation program in 2005.

جۆرينا لە ساڵى ٢٠٠٥ پەيوەندى بەبەرنامەى دەرچووانى BRAC كرد.

She received a dollar a week,

ئەو هەفتەيە دۆلارێكى وەرگرت،

two cows,

دوو مانگا،

enterprise training

مەشقپێكردن لەلايەن دامەزراوەكە

and a weekly visit from a mentor.

She began to build her assets,

but most importantly,

she began to imagine a better future for herself and her children.

If you were visit Jorina's village today,

ئەگەر ئەمڕۆ سەردانى گوندى جۆرينا بكەيت،

you would find that she runs the largest general store in her area.

گەورەترين كۆگاى گشتى لەلايان جۆريناوە بەڕێوە دەبردرێت دەبينيت.

She will proudly show you the land she bought

و بە شانازيەوە ئەو خاكەى كەڕيويەتى نيشانت دەدات

and the house she built.

و ئەو خانووەى كە درووستى كرد.

Since we began this program in 2002,

لەو كاتەوەى لە ٢٠٠٢ دەستمان بەو بەرنامە كردووە،

two million Bangladeshi women

٢ مليۆن ئافرەتم لە بەنگلاديش دەرهێنا

have lifted themselves and their families out of ultra-poverty.

خۆيان و خێزانەكانيان لە هەژاريەكى بێ وێنە.

That's almost nine million people.

ئەوە نزيكەى نۆ مليۆن كەس دەبێت.

The program, which costs 500 dollars per household,

بەرنامەكە، بڕى ٥٠٠ دۆلار بۆ هەر خێزانێك دابين دەكات،

runs for only two years,

تەنها دوو ساڵە كاردەكات،

but the impact goes well beyond that.

Researchers at the London School of Economics found

تۆژەران لە خوێندنگاى ئابوورى لەندەن دۆزيويانەتەوە

that even seven years after entering the program,

92 percent of participants had maintained or increased

their income, assets and consumption.

Esther Duflo and Abhijit Banerjee,

ئەستێر دۆفلۆ و ئابجێت بانجيرى،

the MIT economists who won the Nobel Prize last year,

led multicountry evaluations

that identified graduation as one of the most effective ways

to break the poverty trap.

But my father wasn't content

بەڵام باوكم ڕازى نەبوو

to have found a solution that worked for some people.

بۆ ئەوەى چارەسەرێك بدۆزێتەوە لەگەڵ هەندێك كەسدا كاربكات.

He always wanted to know whether we were being ambitious enough

هەمووكات دەيويست بزانێت ئايا ئێمە بەتەواوى ئاواتەخواز بووين

in terms of scale.

لەم بوارەدا.

So when we achieved nationwide scale in Bangladesh,

بۆيە كاتێك پێوەرى نەتەوەيمان لە بەنگلاديش بەدەست هێنا،

he wanted to know how we could scale it globally.

دەيويست چۆن لە ئاستى جيهانيدا فراوانترى بكەين بزانێت.

And that has to involve governments.

هەروەها دەبێت حكومەتەكان بەشدارى بكەن.

Governments already dedicate billions of dollars

حكومەتەكان پێشتر مليارەها دۆلار تەرخان دەكەن

on poverty reduction programs.

لەسەر بەرنامەكانى كەمكردنەوەى هەژارى.

But so much of that money is wasted,

بەڵام زۆر لەم پارەيە بەفيڕۆ دەدرێت،

because these programs either don't reach the poorest,

چەنكە ئەم بەرنامانە يان بە هەژارترين كەس ناگات،

and even the ones that do fail to have significant long-term impact.

We are working to engage governments

ئێمە كار بۆ تێكەڵ كردنى حوكمەت دەكەين

to help them to adopt and scale graduation programs themselves,

بۆ يارمەتيدانيان لە هەڵگرتنەوە و فراوانكردنى بەرنامەكانى دەرچوون،

maximizing the impact of the billions of dollars

دووهێندە كردنى كاريگەرى مليارەها دۆلار

they already allocate to fight ultra-poverty.

Our plan is to help another 21 million people

lift themselves out of ultra-poverty

in eight countries over the next six years

لە هەشت وڵاتدا لە ماوەى شەش ساڵى داهاتوو

with BRAC teams on-site and embedded in each country.

In July of 2019, my father was diagnosed with terminal brain cancer

باوكم لە مانگى خەرمانانى ٢٠١٩، نەخۆشى شێرپەنجەى مێشكى بۆ دياريكرا

and given four months to live.

٤ مانگى بۆ ژيان هەبوو.

As he transitioned out of BRAC after leading the organization for 47 years,

دواى ٤٧ ساڵ سەركردايەتى لە ڕێكخراوى BRAC دەستى لە كار كێشايەوە،

he reminded us that throughout his life,

باسى هەموو ژيانى كرد،

he saw optimism triumph over despair,

سەركەوتنى گەشبينى بەسەر بێ هيواييدا دەبينى،

that when you light the spark of self-belief in people,

كاتێك پڕيشكى باوەڕ بە خود لەلاى خەڵك دەدرەوشێتەوە،

even the poorest can transform their lives.

My father passed away in December.

باوكم لە مانگى بەفرانبار كۆچى دوايى كرد.

He lit that spark for millions of people,

ئاگرى بۆ مليۆنەها خەڵك داگيرساند،

and in the final days of his life,

و لە ڕۆژانى كۆتايى ژيانيدا،

he implored us to continue to do so for millions more.

داواى لێ كردين، كە بەردەوامبين و كار بۆ مليۆنەها كەسى تر بكەين.

This opportunity is ours for the taking,

ئەمە هەلێكە بۆ ئێمە،

so let's stop imagining a world without ultra-poverty

كەواتە با واز لە وێناكردنى جيهانێكى بێ هەژارى بهێنين

and start building that world together.

و پێكەوە ئەم جيهانە بنيات بنێين.
