I once said,

I was wrong.

I said those words back in 2011,

when a Facebook page I anonymously created

helped spark the Egyptian revolution.

The Arab Spring revealed social media's greatest potential,

but it also exposed its greatest shortcomings.

The same tool that united us to topple dictators

eventually tore us apart.

I would like to share my own experience in using social media for activism,

今日 皆さんにお話しするのは 社会活動にソーシャルメディアを使ってきた

and talk about some of the challenges I have personally faced

and what we could do about them.

In the early 2000s,

2000年代の初め

Arabs were flooding the web.

Thirsty for knowledge, for opportunities,

for connecting with the rest of the people around the globe,

we escaped our frustrating political realities

腹立たしい政治の現実から逃れ

and lived a virtual, alternative life.

仮想のもう一つの世界に 浸るようになっていました

Just like many of them, I was completely apolitical until 2009.

そんな人々と同様に 私も 2009年までは政治に無関心だったのです

At the time, when I logged into social media,

当時 私がソーシャルメディアに ログインすると

I started seeing more and more Egyptians

国内の政治的変革を望む エジプト人が

aspiring for political change in the country.

日を重ねる毎に増えていました

It felt like I was not alone.

もう独りではない そう感じました

In June 2010,

2010年6月

Internet changed my life forever.

インターネットが私の人生を変えました

While browsing Facebook,

フェイスブックを見ていたある時

I saw a photo, a terrifying photo, of a tortured, dead body

恐ろしい写真を目にしたのです 拷問を受けた あるエジプト人青年の

of a young Egyptian guy.

死体の写真でした

His name was Khaled Said.

青年の名はハーリド・サイード

Khaled was a 29-year-old Alexandrian who was killed by police.

アレクサンドリアに住む29歳だった彼は 警察によって殺されました

I saw myself in his picture.

彼の姿が自分と重なりました

I thought, "I could be Khaled."

「私がハーリドだったかもしれない」

I could not sleep that night, and I decided to do something.

その夜 私は眠りにつくことができず そして行動に出る事を決めました

I anonymously created a Facebook page

匿名でフェイスブックの ページを作ったのです

and called it "We are all Khaled Said."

『我々は皆ハーリド・サイードだ』という タイトルです

In just three days, the page had over 100,000 people,

すると わずか３日間で 同じ不安を抱いた多くのエジプト人から

fellow Egyptians who shared the same concern.

10万件を超えるアクセスがありました

Whatever was happening had to stop.

今行動しなくては手遅れになる そう思ったのです

I recruited my co-admin, AbdelRahman Mansour.

アブデルラハマン・マンスーアを 副管理人として迎え

We worked together for hours and hours.

何時間も何時間も 一緒に作業しました

We were crowdsourcing ideas from the people.

クラウドソースで 人々からアイデアを集め

We were engaging them.

彼らの参加を促しました

We were calling collectively for actions,

共に行動するよう呼びかけ

and sharing news that the regime did not want Egyptians to know.

The page became the most followed page

in the Arab world.

It had more fans than established media organizations

and even top celebrities.

On January 14, 2011,

2011年1月14日

Ben Ali fled out of Tunisia

チュニジアから ベン・アリー大統領が脱出しました

after mounting protests against his regime.

政権に対する抗議が強まったせいです

I saw a spark of hope.

私は希望の光を感じました

Egyptians on social media were wondering,

ソーシャルメディア上で エジプトの人々は思っていました

"If Tunisia did it, why can't we?"

「チュニジアで出来たなら 我々にだって」と

I posted an event on Facebook and called it

私はフェイスブックで イベントを投稿しました

"A Revolution against Corruption, Injustice and Dictatorship."

タイトルは 『汚職、不正、独裁に対する革命』です

I posed a question to the 300,000 users of the page at the time:

そして当時30万人いた ユーザーに対して問いかけました

"Today is the 14th of January.

「今日は1月14日

The 25th of January is Police Day.

1月25日は『警察の日』で

It's a national holiday.

国民の休日だ

If 100,000 of us take to the streets of Cairo,

もしも10万人の国民が カイロの路上を占拠したら

no one is going to stop us.

誰にも止められないだろう

I wonder if we could do it."

行動できないだろうか」

In just a few days, the invitation reached over a million people,

わずか数日で招待者数は 100万人を超え

and over 100,000 people confirmed attendance.

10万を超える人々が 「参加」を表明しました

Social media was crucial for this campaign.

このキャンペーンの鍵は ソーシャルメディアでした

It helped a decentralized movement arise.

ソーシャルメディアが 分散型の運動を後押ししたのです

It made people realize that they were not alone.

それを通して人々は 独りではないと気づき

And it made it impossible for the regime to stop it.

政権が流れを止めるのを 不可能にしたのです

At the time, they didn't even understand it.

何より当時 政権側は 事態を把握すらしていませんでした

And on January 25th, Egyptians flooded the streets of Cairo and other cities,

そして1月25日 エジプト国民が カイロや他の街の路上に溢れ

calling for change,

変革を要求し

breaking the barrier of fear

恐怖という壁を打ち破って

and announcing a new era.

新たな時代の到来を叫びました

Then came the consequences.

しかし これが 恐ろしい結果を招きました

A few hours before the regime cut off the Internet and telecommunications,

政権がインターネットや遠隔通信を 切断する数時間前のことです

I was walking in a dark street in Cairo, around midnight.

真夜中近く 私はカイロの 暗い夜道を歩きながら

I had just tweeted, "Pray for Egypt.

こうツイートしたところでした 「エジプトのために祈ろう

The government must be planning a massacre tomorrow."

政府はきっと 明日の虐殺の計画をしている」

I was hit hard on my head.

突然頭に強い衝撃を感じました

I lost my balance and fell down,

バランスを失って倒れ込んだ時

to find four armed men surrounding me.

武装した４人の男が 私を取り囲んでいる事に 気付きました

One covered my mouth and the others paralyzed me.

１人が私の口を塞ぎ 他が私を麻痺させました

I knew I was being kidnapped by state security.

公安に誘拐されたことはわかりました

I found myself in a cell,

気がつくと独房の中で

handcuffed, blindfolded.

手錠と目隠しをされていました

I was terrified.

ぞっとしました

So was my family,

私の家族も恐怖を覚えて

who started looking for me

病院へ 警察へ そして

in hospitals, police stations and even morgues.

遺体安置所にさえも足を運び 私を探していました

After my disappearance,

私が行方不明になった後

a few of my fellow colleagues who knew I was the admin of the page

例のページの管理人は私だと 知っていた同僚数人が

told the media about my connection with that page,

メディアに向けて 私とページとの繋がりや

and that I was likely arrested by state security.

公安に捕まった可能性が高い という話をしてくれました

My colleagues at Google started a search campaign trying to find me,

Googleの同僚たちは 私を捜索するキャンペーンを始め

and the fellow protesters in the square demanded my release.

タハリール広場にいた活動家の仲間は 私の解放を要求してくれました

After 11 days of complete darkness,

11日間 暗黒の中で監禁された後

I was set free.

私はようやく解放されました

And three days later,

そしてその３日後

Mubarak was forced to step down.

ムバラク大統領は 退陣せざるを得なくなります

It was the most inspiring and empowering moment of my life.

人生で最も感動的で 勇気付けられた瞬間であり

It was a time of great hope.

大きな希望に満ちた瞬間でした

Egyptians lived a utopia for 18 days during the revolution.

エジプト国民に与えられたユートピアは 革命の18日間続きました

They all shared the belief

全国民が信じました

that we could actually live together despite our differences,

「我々はお互いの違いを乗り越えて 共存することができ

that Egypt after Mubarak would be for all.

ムバラクが去ったエジプトは 国民のものになるだろう」と

But unfortunately,

しかし不幸なことに

the post-revolution events were like a punch in the gut.

革命後に起きたことは 衝撃的でした

The euphoria faded,

高揚感は薄れ

we failed to build consensus,

合意形成には失敗し

and the political struggle led to intense polarization.

政治的闘争が 著しい二極化を招きました

Social media only amplified that state,

ソーシャルメディアは デマ、単なる噂、

by facilitating the spread of misinformation, rumors,

意見交流の阻害、 ヘイトスピーチを助長して

echo chambers and hate speech.

状況を悪化させただけでした

The environment was purely toxic.

まさに最悪の状況で

My online world became a battleground filled with trolls, lies, hate speech.

オンライン上の私の世界は 荒らしと嘘と ヘイトスピーチが飛び交う戦場と化しました

I started to worry about the safety of my family.

家族の安全まで危うく思えてきました

But of course, this wasn't just about me.

しかしそれは 私だけの問題ではなかったのです

The polarization reached its peak between the two main powers --

軍支持派とイスラム教徒という 二大勢力の対立は

the army supporters and the Islamists.

頂点に達していました

People in the center, like me,

私のように活動の中心にいた人々は

started feeling helpless.

無力感を覚えました

Both groups wanted you to side with them;

両陣営とも支持を迫ってきました

you were either with them or against them.

支持か対立か その二択しか無かったのです

And on the 3rd of July 2013,

2013年7月3日

the army ousted Egypt's first democratically elected president,

3日間に渡る辞任を求める 市民の抗議行動の後

after three days of popular protest that demanded his resignation.

エジプト初の民主的に選ばれた大統領は 軍に追放されました

That day I made a very hard decision.

その日 私は辛い選択をしました

I decided to go silent, completely silent.

それは沈黙を守る 一切の発言をしないという選択でした

It was a moment of defeat.

敗北の瞬間でした

I stayed silent for more than two years,

その後２年以上 私は沈黙を貫きました

and I used the time to reflect on everything that happened,

その時間を使って それまでの出来事を思い起こし

trying to understand why did it happen.

原因を理解しようとしました

It became clear to me

そして明らかになったのは

that while it's true that polarization is primarily driven

二極化を引き起こす主な要因は 確かに人間の行動にあるのですが

by our human behavior,

social media shapes this behavior and magnifies its impact.

その行動を形作り 影響を増幅するのは ソーシャルメディアだという事です

Say you want to say something that is not based on a fact,

例えば 根拠が無くても話したい、 人に喧嘩を売りたい、

pick a fight or ignore someone that you don't like.

嫌いな人を無視したいと 思ったとします

These are all natural human impulses,

どれも人間の自然な衝動です

but because of technology,

ただテクノロジーがあると

acting on these impulses is only one click away.

クリック１つで そんな衝動を行動に移せるのです

In my view, there are five critical challenges

私の考えでは 現在のソーシャルメディアは

facing today's social media.

５つの重大な課題に直面しています

First, we don't know how to deal with rumors.

第１に 私たちが噂への対処法を わかっていないこと

Rumors that confirm people's biases

噂は 人間の偏見を 白日の下に晒しますが

are now believed and spread among millions of people.

今では何百万もの人々に 信用され 広まっています

Second, we create our own echo chambers.

第２に「エコー・チェンバー化」の進行

We tend to only communicate with people that we agree with,

私たちには意見の合う人としか 対話しない傾向がありますが

and thanks to social media,

ソーシャルメディアによって

we can mute, un-follow and block everybody else.

意見が合わない人々を非通知やフォロー解除 ブロックさえできるのです

Third, online discussions quickly descend into angry mobs.

第３に オンライン上の議論では 人はすぐに暴徒化すること

All of us probably know that.

誰でも経験があるでしょう

It's as if we forget

スクリーンの先に

that the people behind screens are actually real people

ただのアバターではない 生身の人間が存在している事など

and not just avatars.

忘れてしまうかのようです

And fourth, it became really hard to change our opinions.

第４に 意見を変えることが 非常に難しくなっていること

Because of the speed and brevity of social media,

ソーシャルメディアは 簡潔でスピードが速いため

we are forced to jump to conclusions

私たちは結論を急がざるをえず

and write sharp opinions in 140 characters

複雑な世界情勢について 鋭い意見を140文字で

about complex world affairs.

書くことを強いられます

And once we do that, it lives forever on the Internet,

さらに一度書き込んでしまうと ネット上に永久に残るので

and we are less motivated to change these views,

たとえ新たな証拠が出たとしても 意見を変える動機には

even when new evidence arises.

なりにくいのです

Fifth -- and in my point of view, this is the most critical --

最後となりますが これは私の見解の中で最も重要です

today, our social media experiences are designed in a way

現在 ソーシャルメディアにおける 私たちの経験は

that favors broadcasting over engagements,

参加より 自分の意見の拡散を

posts over discussions,

議論より 投稿を

shallow comments over deep conversations.

深い対話より 軽いコメントを 促す設計になっています

It's as if we agreed that we are here to talk at each other

私たちは ソーシャルメディアでは 相互の対話ではなく

instead of talking with each other.

独り言でいいと 思っているかのようです

I witnessed how these critical challenges contributed

私は こういった重要な課題が

to an already polarized Egyptian society,

すでに二極化したエジプト社会に どれだけ影響を与えたかを見てきました

but this is not just about Egypt.

これはエジプトだけの 問題ではありません

Polarization is on the rise in the whole world.

対立は世界中の至る所で起きています

We need to work hard on figuring out

私たちが考え出す必要があるのは

how technology could be part of the solution,

いかにテクノロジーを 問題の火種ではなく

rather than part of the problem.

解決の糸口にできるか という点です

There's a lot of debate today on how to combat online harassment

オンライン上のいやがらせや中傷 それらとどのようにして戦うべきか

and fight trolls.

そうした議論は多くあり

This is so important.

確かに重要なテーマです

No one could argue against that.

そこに異論を唱える者はいません

But we need to also think about how to design social media experiences

ただ一方で 私たちは礼儀を重んじ 思慮深さを尊ぶソーシャルメディア体験を

that promote civility and reward thoughtfulness.

どうデザインするか 考える必要があります

I know for a fact

投稿の内容が

if I write a post that is more sensational,

センセーショナルで 偏っていて

more one-sided, sometimes angry and aggressive,

時に感情的、攻撃的であれば それだけ より多くの人の

I get to have more people see that post.

目に留まるというのは事実です

I will get more attention.

注目を集める事はできるでしょう

But what if we put more focus on quality?

でも質を重視できれば どうなるでしょう？

What is more important:

大切なのは

the total number of readers of a post you write,

投稿を読んだ「人数」でしょうか

or who are the people who have impact that read what you write?

それとも「誰が投稿を読んだか」 でしょうか

Couldn't we just give people more incentives to engage in conversations,

単に意見を垂れ流すだけでなく

rather than just broadcasting opinions all the time?

対話への参加を促せないでしょうか？

Or reward people for reading

あるいは 反対意見を読み

and responding to views that they disagree with?

それに応えることを 評価できないでしょうか？

And also, make it socially acceptable that we change our minds,

また 意見を変えることが 社会的に認められ 評価されるように

or probably even reward that?

できないでしょうか？

What if we have a matrix that says how many people changed their minds,

もし意見を変えた人数を表す 環境があって

and that becomes part of our social media experience?

それがソーシャルメディア体験の 一部になっていたら？

If I could track how many people are changing their minds,

もし意見を変えた人数を たどれるなら

I'd probably write more thoughtfully, trying to do that,

私はより慎重に言葉を選んで 書き込むでしょうし そう努めるでしょう

rather than appealing to the people who already agree with me

私に元々賛成している人に 媚を売ることも

and "liking" because I just confirmed their biases.

「いいね」によって 偏見を助長する事も 避けられます

We also need to think about effective crowdsourcing mechanisms,

また考える必要があるのは ネット上で広まっている情報の

to fact-check widely spread online information,

信憑性を確認し その作業に携わる人々を評価する

and reward people who take part in that.

効果的なクラウドソーシングの仕組みです

In essence, we need to rethink today's social media ecosystem

要するに私たちは現在の ソーシャルメディア環境を再検討し

and redesign its experiences

そこでの体験をデザインし直して

to reward thoughtfulness, civility and mutual understanding.

思慮深さや礼儀や相互理解を 評価できるようにする必要があるのです

As a believer in the Internet, I teamed up with a few friends,

インターネットの力を信じる一人として 私は数人の友人と一丸となり

started a new project,

新たなプロジェクトを始めました

trying to find answers and explore possibilities.

答えを見つけ 可能性を探るためです

Our first product is a new media platform for conversations.

最初に作ったのは 対話のための 新たなメディアプラットフォームです

We're hosting conversations that promote mutual understanding

私たちは 相互理解を促し 意見を変えていけるような

and hopefully change minds.

対話の場を作っています

We don't claim to have the answers,

答えを知っていると 言うつもりはありません

but we started experimenting with different discussions

ただ争いに繋がりやすい問題について 議論を交わす為の

about very divisive issues,

実験を始めました

such as race, gun control, the refugee debate,

例えば人種や銃規制、難民問題、

relationship between Islam and terrorism.

イスラムとテロとの関係といった テーマについてです

These are conversations that matter.

対話こそが鍵なのです

Today, at least one out of three people on the planet

少なくとも地球上の３人に１人が インターネットにアクセスできる

have access to the Internet.

そうした時代に我々は生きています

But part of this Internet is being held captive

しかしインターネットの一部分は 私たち人間の行動のうち

by the less noble aspects of our human behavior.

善良とは言えない面に 囚われています

Five years ago, I said,

私は５年前こう言いました

"If you want to liberate society,

「インターネットさえあれば

all you need is the Internet."

社会を解放できる」と

Today, I believe if we want to liberate society,

今はこう思っています 「社会を解放したいなら

we first need to liberate the Internet.

まずインターネットを解放しなければ」
