For more than 100 years,

एक शतक से

the telephone companies have provided wiretapping assistance to governments.

टेलिफोन क्म्पानिया सरकार को टेलिफोन संभाषण चुरा के देती रही

For much of this time, this assistance was manual.

बहुत काल से यह मानवी प्रयत्न होता थाi

Surveillance took place manually and wires were connected by hand.

यह निगरानी तारो को हाथो से जोडकर होती थी i

Calls were recorded to tape.

संभाषण टेपपर अंकित किया जाता थाi .

But as in so many other industries,

आज बहुत सारे उद्य्मो मे,

computing has changed everything.

कॉम्पुटर के बाद बहुत बदलाव आये हैi

The telephone companies built surveillance features

टेलीफोन कंपनीयो ने गोपनीय तरीके से टैपिंग (tapping) के नये उपाय खोजे हैi

into the very core of their networks.

जो मौजूद है उनके अंतर्गत जालक्रम मे .

I want that to sink in for a second:

एक सेकंड उनकी गहराई मे जाना चाहता हूi

Our telephones and the networks that carry our calls

हमारे टेलीफोन तथा नेटवर्क जिससे हम संभाषण करते हैi

were wired for surveillance first.

उन्हे निगरानी में रखा जाता है

First and foremost.

पहले ही और हमेशा

So what that means is that when you're talking to your spouse,

मतलब जब आप अपने लड्के से बात करते है

your children, a colleague or your doctor on the telephone,

या मित्र से या डॉक्टर से

someone could be listening.

तब दूसरा यह सुन सकता हैi

Now, that someone might be your own government;

यह दूसरा --हो सकती है आपकी सरकार

it could also be another government, a foreign intelligence service,

या विदेशी गुप्त वार्ता . या अन्य देश की सरकार

or a hacker, or a criminal, or a stalker

या डाटा चोर .गुनाहगार

or any other party that breaks into the surveillance system,

या अन्य कोई पक्ष जो आपकी गोपनीयता जानना चाहता है i

that hacks into the surveillance system of the telephone companies.

वे सब टेलिफोन कम्पनी से यह ले सकते है

But while the telephone companies have built surveillance as a priority,

जबकि टेलिफोन कंपनी इसे प्रथम स्थान देती है i

Silicon Valley companies have not.

सिलिकन वैली मे यह नही होता

And increasingly, over the last couple years,

कई सालो से

Silicon Valley companies have built strong encryption technology

सिलीकोन वैली ने इसका बहुत सख्त एनकोडिंग (encoding) किया हैi

into their communications products

संपर्क उपकरण मे

that makes surveillance extremely difficult.

जिससे यह चोरी न हो

For example, many of you might have an iPhone,

आपके पास आयफोन है

and if you use an iPhone to send a text message

उससे आप कोई मेसेज भेजते है

to other people who have an iPhone,

ऐसे व्यक्ति को जिसके पास भी आयफोन है

those text messages cannot easily be wiretapped.

वे मैसेज चोरी करना आसान नही

And in fact, according to Apple,

वास्तव में एप्पल के अनुसार,

they're not able to even see the text messages themselves.

वे भी ये मेसेज नही देख पाते

Likewise, if you use FaceTime to make an audio call

आपने फेसटाइम उपयोग किया है ध्वनी या

or a video call with one of your friends or loved ones,

या व्हिडियो call किया आपके प्रीयजनो को

that, too, cannot be easily wiretapped.

वो भी आसानी से नही चुराये जायेंगेi

And it's not just Apple.

यह कोई apple की ही बात नही

WhatsApp, which is now owned by Facebook

WhatsApp जोकि आज फेसबुक चलाती है

and used by hundreds of millions of people around the world,

जिसे करोडो लोग इस्तेमाल करते हैi

also has built strong encryption technology into its product,

उसं मे भी शक्तिशाली encryption तंत्रज्ञान होता है i

which means that people in the Global South can easily communicate

इसका मतलब विश्वभर लोगों की आपसी बातचीत

without their governments, often authoritarian,

उनकी सरकार नही सून सकती i

wiretapping their text messages.

नही कोई मेसेज

So, after 100 years of being able to listen to any telephone call --

सौ साल से सरकार का नियंत्रण था

anytime, anywhere --

सर्वत्र

you might imagine that government officials are not very happy.

आप सोच सकते है इससे सरकार खफा हुई होगी i

And in fact, that's what's happening.

यह सच है i

Government officials are extremely mad.

सरकारी अफसर बहुत नाराज़ है i

And they're not mad because these encryption tools are now available.

और इसलिए नहीं कि encryption के साधन अभी मिलने लगे है

What upsets them the most

उन्हें जो सबसे ज्यादा परेशान करता हैं

is that the tech companies have built encryption features into their products

वो यह हैं कि कम्पनियो ने इनस्क्रिप्शन व्यवस्था अपने उत्पादन मे ही अंकित की है

and turned them on by default.

उसे अपने आप शुरु से ही कार्यरत किया है i

It's the default piece that matters.

शुरू से ही कार्यरत होना महत्वपूर्ण है i

In short, the tech companies have democratized encryption.

इन स्क्रिप्शन से वास्तव मे लोकशाही का ही समर्थन हुआ है i

And so, government officials like British Prime Minister David Cameron,

ब्रिटिश प्रधानमंत्री डेव्हिड कमरोंन के अनुसार,

they believe that all communications -- emails, texts, voice calls --

ई मेल ,टेक्स्ट मेसेजेस ,ध्वनी काल

all of these should be available to governments,

सरकार को मिलने चाहिए i

and encryption is making that difficult.

जोकि इनस्क्रिप्शन की वजह से कठिन होता है

Now, look -- I'm extremely sympathetic to their point of view.

मैं उनके विचारो के प्रति सहानुभूति रखता हु

We live in a dangerous time in a dangerous world,

आज हम बहुत ही डरावने समय मे रहते है

and there really are bad people out there.

बुरे लोग सभी जगह है

There are terrorists and other serious national security threats

आंतकवाद पैर फैला रहा है रास्ट्रीय सुरक्षा खतरे मे है

that I suspect we all want the FBI and the NSA to monitor.

सबको लगता है FBI, NSA यह देख सके .

But those surveillance features come at a cost.

यह महंगा है

The reason for that is

इसलिए कि

that there is no such thing as a terrorist laptop,

कोई आतंकवादी का कम्पुटर नहीं होता

or a drug dealer's cell phone.

या ड्रग चोरो का अलग मोबाईल हैi

We all use the same communications devices.

सबके साधन हमारे जैसे होते हैi

What that means is that if the drug dealers' telephone calls

मतलब अगर ड्रग तस्करो के कॉल

or the terrorists' telephone calls can be intercepted,

या आतंक्वादियो के कॉल सुने जायेंगे तो

then so can the rest of ours, too.

हमारे भी सुने जायेंगेi

And I think we really need to ask:

सवाल यह है कि

Should a billion people around the world be using devices

विश्व के करोडो लोग क्या इसे इस्तेमाल कर सकते है i

that are wiretap friendly?

ज्योकी सहज tap हो सकते है i

So the scenario of hacking of surveillance systems that I've described --

यह मैने जिस प्रकार की निगराणी होने की बात की है

this is not imaginary.

यह काल्पनिक नही है i

In 2009,

२००९ साल से

the surveillance systems that Google and Microsoft built into their networks --

गुगल तथा मायक्रोसोफट जिस तरह से निगराणी करते i

the systems that they use to respond to lawful surveillance requests

यह प्रणाली केवळ कानूनी मामले मे ही यह देती है i

from the police --

पुलिस द्वारा विनती करने पर i

those systems were compromised by the Chinese government,

चाइना सरकार ने इस प्रणाली से को भेदा हैं i

because the Chinese government wanted to figure out

यह जानने के लिये कि

which of their own agents the US government was monitoring.

उनकी कौन सी संस्था की अमेरिकन सरकार निगराणी करती है i

By the same token,

इसी तरह

in 2004, the surveillance system built into the network

२००४ मे जो प्रणाली बनी थीi

of Vodafone Greece -- Greece's largest telephone company --

वोडाफोन सबसे बडी ग्रीक टेलिफोन कंपनी द्वारा

was compromised by an unknown entity,

जिसे एक अज्ञात संस्था द्वारा भेदा गया

and that feature, the surveillance feature,

इसमे ऐसी व्यवस्था की गई जिससे

was used to wiretap the Greek Prime Minister

ग्रीक प्रधानमंत्री और

and members of the Greek cabinet.

उनके मंत्री भी निगराणी में आते थे i

The foreign government or hackers who did that were never caught.

अन्य देशो के ,और हैकर्स (hackers) कभी भी नही पकडे गये i

And really, this gets to the very problem with these surveillance features,

इससे निगराणी प्रणाली के बारे में समस्या बनी i

or backdoors.

एक गुप्त मार्ग बना था i

When you build a backdoor into a communications network

जब ऐसा मार्ग बनता है संचार व्यवस्था में

or piece of technology,

या तंत्र विज्ञान मे

you have no way of controlling who's going to go through it.

आप उससे छुटकारा नही पा सकतेi कोई भी आपका संभाषण चुरायेगा .

You have no way of controlling

आपका कोई भी नियंत्रण नही होगा .

whether it'll be used by your side or the other side,

आपके खिलाफ या आपके लिये इसका इस्तेमाल हो सकता है

by good guys, or by bad guys.

अच्छे या बुरे लोग इसका इस्तेमाल करेंगेi

And so for that reason, I think that it's better

इसीलिये मुझे लगता है

to build networks to be as secure as possible.

ऐसे साधन बनाये जाये जिससे सुरक्षा मिले .

Yes, this means that in the future,

मेरा कहना है कि,

encryption is going to make wiretapping more difficult.

encryption याने संकेतीकरण से संभाषण या मेसेज चुराना असभव होगाii

It means that the police are going to have a tougher time

जिससे पुलिस हैरान होगी i

catching bad guys.

बुरे लोगो को न पकड पायेगी i

But the alternative would mean to live in a world

इस पर्याय का मतलब है कि

where anyone's calls or anyone's text messages could be surveilled

ऐसी दुनिया से रहने से ये अच्छा है जहा आप पर निगरानी होती है

by criminals, by stalkers and by foreign intelligence agencies.

गुंडो से या अन्य देशो के गुप्तचरो से

And I don't want to live in that kind of world.

ऐसी दुनिया मे रहना मैं पसंद नही करूँगा i

And so right now, you probably have the tools

शायद आपके पास अभी साधन हैं i

to thwart many kinds of government surveillance

जिससे आप सरकार की निगरानी से बच सकते है

already on your phones and already in your pockets,

यह है आपके जेब में रखे फोन

you just might not realize how strong and how secure those tools are,

आपको शायद पता नही होगा कितने सुरक्षित आप पायेंगे आपको i

or how weak the other ways you've used to communicate really are.

या दूसरी व्यवस्था कितनी कमजोर है जिसका आपने इस्तेमाल किया

And so, my message to you is this:

मेरा संदेश है

We need to use these tools.

हमे ऐसे साधन इस्तेमाल करने चाहिए i

We need to secure our telephone calls.

अपने टेलिफोन काल्ल्स सुरक्षित रखने के लिये i

We need to secure our text messages.

हमारे मेसेज सुरक्षित रहने चाहिये

I want you to use these tools.

आप इस साधनों का इस्तेमाल करे i

I want you to tell your loved ones, I want you to tell your colleagues:

आपके प्रियजनो को मै कहना चाहता हू;

Use these encrypted communications tools.

संकेतीकरण किये गये साधन इस्तेमाल करे

Don't just use them because they're cheap and easy,

सस्ते और आसान हैं इसलिए नही

but use them because they're secure.

इसलिए उपयोग करे क्यूंकि वो सुरक्षित हैं
