Twenty years ago,

बीस साल पहले,

my family introduced a system called "Friday Democracy Meetings."

मेरे परिवार ने एक प्र्न्नली शुरु की जिसे " शुक्रवार जनतन्त्र सभा"

Every Friday at 7pm, my family came together for an official meeting

हर शुक्र्वार को शाम 7 बजे, मेरे परिवार के सभी सदस्य अधिकारिक सभा के लिये मिलते है,

to discuss the current family affairs.

पारिवारिक मामलो पर चर्चा के लिये

These meetings were facilitated by one of my parents,

ये सभी सभाएं मेरे माता- पिता द्वारा सञ्चलित कि जाती है,

and we even had a notetaker.

हम महत्वपूर्ण बिंदुओं को लिखते भी थे,

These meetings had two rules.

इन सभाऒ के दो नियम होते थे।

First, you are allowed to speak open and freely.

पहला, सभी को खुलकर बोलने कि आजादी

Us kids were allowed to criticize our parents

हमे हमारे माता-पिता की आलोचना करने का अधिकार था,

without that being considered disrespectful or rude.

और इसे अनादर नही समझा जाता था।

Second rule was the Chatham House rule,

दूसरा नियम था चाथम गृह नियम

meaning whatever is said in the meeting stays in the meeting.

मतलब जो सभा में कहा जायेगा वो सभा तक ही सीमित रहेगा

(Laughter)

(हंसी)

The topics which were discussed in these meetings

सभा मे जिन विषयों पर चर्चा की जाती थी

varied from one week to another.

वे हर सप्ताह अलग होते है।

One week, we'd talk about what food we wanted to eat,

किसी सप्ताह, हम बात करते कि हमे किस तरह का खाना, खाना चाहिये,

what time us kids should go to bed

किस समय हम बच्चौ को सोना चाहिये,

and how to improve things as a family,

और परिवार को बेहतर कैसे किया जाये,

while another meeting discussed pretty much events that happened at school

किसी सभा मे स्कूल के बारे मे भी चर्चा कि जाती थी,

and how to solve disputes between siblings,

और चर्चा होती कि कैसे हम भाई-बहन के विवाद को सुलझया जाये

by which I mean real fights.

मेरा मतलब हाथपाई से है

At the end of each meeting, we'd reach decisions and agreements

हर सभा के अन्त मे, हम कुछ निर्णय पर पहुँचते थे

that would last at least until the next meeting.

और उन नियमो का पालन अगली सभा तक किया जाता था

So you could say I was raised as a politician.

तो आप कह सकते हो कि मॆ एक राजनेता के तॊर पर पली- बड़ी हुॅ

By the age of six or seven, I mastered politics.

6-7 साल की आयु तक मॆने राजनीति सीख ली थी।

I was negotiating, compromising,

मॆ मोलभव और समझौता कर रही थी,

building alliances with other political actors.

अन्य लोगो से गठबंधन कर रही थी

(Laughter)

(हंसी)

And I even once tried to jeopardize the political process.

यहा तक की मॆने एक बार इस राजनीतिक प्रक्रिया को खतरे मे डालने की कौशिश की थी।

(Laughter)

(हंसी)

These meetings sound very peaceful, civil and democratic, right?

क्या यह सभाँऎ आपको शान्त, सभ्य और लॊकतान्त्रिक लगती है ?

But that was not always the case.

पर हमेशा ऎसा नही होता था,

Because of this open, free space to talk, discuss and criticize,

क्योकि हमे एक खुला वातावरण मीलता था चर्चा के लिये जहाँ हम आलोचना भी कर सकते थे ,

things sometimes got really heated.

कभी-कभार सभा काफ़ी गम्भीर हो जाती थी,

One meeting went really bad for me.

एक सभा मेरे लिये काफी खराब रही थी,

I was about 10 years old at that time,

मैं जब दस साल की थी,

and I'd done something really horrible at school,

मैंने स्कूल मे कुछ बुरा काम कर दिया था,

which I'm not going to share today --

जिसके बारे मे आज नही बताऊॉगी,

(Laughter)

(हंसी)

but my brother decided to bring it up in the meeting.

पर मेरे भाई ने वो बात सभा मे रखी।

I could not defend myself,

मैं मेरा बचाव नही कर सकी,

so I decided to withdraw from the meeting and boycott the whole system.

तो मैंने सभा से निकलने का और पुरी प्रक्रिया का बहिष्कार करने का निश्चय किया।

I literally wrote an official letter and handed it to my dad,

मॆने वास्तव मॆ एक अधिकारिक पत्र लिखकर मेरे पिता को दिया,

announcing that I am boycotting.

और बहिष्कार की घोषणा कि।

(Laughter)

(हंसी)

I thought that if I stopped attending these meetings anymore,

मॆने सोचा कि अगर मॆने इन सभाऒ मॆ भाग लेना बन्द किया,

the system would collapse,

तो यह पुरी प्रक्रिया खत्म हो जायेगी,

(Laughter)

(हंसी)

but my family continued with the meetings,

पर मेरे परिवार ने सभाऎ जारी रखी,

and they often made decisions that I disliked.

और वो अक्सर ऐसे निर्णय लेते जो मुझे पसन्द नही थे,

But I could not challenge these decisions,

पर मॆैं उनके निर्णयो को चुनौती नहीं दे सकती थी.

because I was not attending the meetings,

क्योकि मैं सभाऒ मे भाग नहीं ले रही थी

and thus had no right to go against it.

मेरे पास उनके खिलाफ जाने का कोई अधिकार नहीं था।

Ironically, when I turned about 13 years old,

जब मॆ तेरह साल की हुई ,

I ended up attending one of these meetings again,

तब मॆने इन सभाऒ मॆ जाना फिर से शुरु कर दिया था

after I boycotted them for a long time.

जिसे छोडे हुऐ काफी समय हो गया था,

Because there was an issue that was affecting me only,

क्योकि वहाँ एक समस्या थी जिससे केवल मुझ पर फ़र्क पड रहा था,

and no other family member was bringing it up.

ऒर कॊई भी उस पर ध्यान नही दे रहा था

The problem was that after each dinner,

समस्या यह थी की रात के खाने के बाद

I was always the only one who was asked to wash the dishes,

मुझॆ ही हमेशा बर्तन साफ करने के लिये कहा जाता था

while my brothers didn't have to do anything about it.

जबकि मेरा भाई भी कुछ नहीं कर रहा होता था

I felt this was unjust, unfair and discriminatory,

मुझे लगता था की ये अनुचित और भेदभवपूर्ण है,

so I wanted to discuss it in the meeting.

तो मैं यह बात सभा मे रखना चाहती थी,

As you know, the idea that it's a woman or a girl's role to do household work

जॆसा कि आप सब जानते है, कि औरतें ही घर का काम करती हैं।

is a rule that has been carried out by many societies for so long,

यह नियम समाज के द्वारा काफी समय से चलाया जा रहा है।

so in order for a 13-year-old me to challenge it, I needed a platform.

तो एक तेरह साल की लडकी के लिये, इसको चुनौती देने के लिये एक मंच चाहिये था।

In the meeting, my brothers argued

सभा मे, मेरे भाई ने बहस की

that none of the other boys we knew were washing the dishes,

कहा की कोई भी लडका बर्तन नहीं साफ करता है,

so why should our family be any different?

तो हम अलग क्यो बने ?

But my parents agreed with me and decided that my brothers should assist me.

पर मेरे माता- पिता ने मेरी बात मानी और कहा की मेरा भाई मेरी मदद करेगा।

However, they could not force them, so the problem continued.

हालकिँ वह उस पर दबाव नही डाल सकते थे, तो समस्या लगातार चलती रही।

Seeing no solution to my problem, I decided to attend another meeting

समस्या का कोई हल नही मिलने पर, मैंने एक और सभा मे जाने का निश्चय किया।

and propose a new system that would be fair to everyone.

और मैंने एक नया प्रस्ताव रखा जो कि सभी के लिये उचित था।

So I suggested instead of one person

मॆने सुझाव दिया कि एक सदस्य

washing all the dishes used by all the family members,

जो सब के बर्तन साफ करता है उसकी जगह

each family member should wash their own dishes.

हर सदस्य अपने बर्तन साफ करेगा।

And as a gesture of good faith,

सद्भाव के इशारे के रूप मे,

I said I'd wash the pots as well.

मैंने कहा की मैं गमले भी साफ करुंगी

This way, my brothers could no longer argue

इस तरह मेरे भाई के पास बहस के लिये कुछ नहीं था

that it wasn't within their responsibility

इसमें उनकी जवाबदेही नहीं है

as boys or men to wash the dishes and clean after the family,

की आदमियों को खाने के बाद बर्तन साफ करने पड़े

because the system I proposed was about every member of the family

क्योकि मॆने जो प्रस्ताव रखा वॊ परिवार के सभी सदस्य के लिये था,

cleaning after themselves and taking care of themselves.

खुद खुदके बर्तन साफ करे और खुद का ध्यान रखे|

Everyone agreed to my proposal,

सभी मेरे प्रस्ताव से सहमत थे।

and for years, that was our washing-the-dishes system.

और काफी सालॊ के लियॆ, यही हमारे घर का बर्तन साफ करने का तरिका था

What I just shared with you is a family story,

जो मेने आप सभी को बताया ये हमारे परिवार का एक किस्सा था

but it's pure politics.

पर यह असली राजनीति थी।

Every part of politics includes decision-making,

राजनीति के हर हिस्से मे फैसला लेना सम्मिलित है

and ideally, the process of decision-making

और आदर्शरुप से, निर्णय लेने की प्रर्किया

should include people from different backgrounds,

मे लोग अलग-अलग पृष्ठभूमि के,

interests, opinions, gender,

अलग-अलग रुचि के,राय के,लिङ्ग के,

beliefs, race, ethnicity, age, and so on.

अलग-अलग धारणा के, जाती के,उम्र के आदि होने चाहिये

And they should all have an equal opportunity to contribute

और इन सभी को निर्णय लेने की प्रर्किया मे

to the decision-making process and influence the decisions

योगदान करने का बराबर मौका मिलना चाहिये।

that will affect their lives directly or indirectly.

इससे उनकी जिन्दगी पर प्रत्यक्ष -अप्रत्यक्ष रूप से प्रभाव पडेगा।

As such, I find it difficult to understand when I hear young people saying,

जब मुझे युवा लोगो को यह कहते हुए सुनना मुश्किल हो जाता है कि

"I'm too young to engage in politics or to even hold a political opinion."

"मे अभी राजनीति मे भाग लेने और राजनैतिक अभिव्यक्ति के लिये युवा हुँ"

Similarly, when I hear some women saying,

इसी तरह जब एक महिला कहती है कि

"Politics is a dirty world I don't want to engage with,"

"राजनीति एक गन्दी दुनिया है, मॆ उसमे नहीं जाना चाहती"

I'm worried that the idea of politics and political engagement

मुझे चिन्ता होती है कि राजनीति के विचार और राजनैतिक जुड़ाव का

has become so polarized in many parts of the world

दुनिया के कई हिस्सो मे ध्रुवीकरण हुँआ है

that ordinary people feel, in order for them to participate in politics,

साधारण लोग सोचते है कि राजनीति मे भाग लेने के लिये,

they need to be outspoken activists,

मुखर कार्यकर्ता बनना होगा,

and that is not true.

पर यह सही नहीं है।

I want to ask these young people, women and ordinary people in general:

मॆ इन युवाऔ से, महिलाऔ से ऒर अन्य लोगो से पूछना चाहती हुँ,

Can you really afford not to be interested or not to participate in politics?

क्या आप लोग राजनीति से बाहर रह भी सकते है?

Politics is not only activism.

राजनीति केवल सक्रिय होना नहीं है।

It's awareness,

यह ज़ागरुकता के लिये है,

it's keeping ourselves informed, it's caring for the facts.

ये अपने आप को अवगत रखना, और तथ्यों के बारे मे जानना है।

When it's possible, it's casting a vote.

जब संभव हो तब मतदान करना भी|

Politics is the tool through which we structure ourselves

राजनीति एक ऒजार की तरह है जिससे हम अपने आप को

as groups and societies.

एक समूह या समाज मे संगठित कर सकते हैै

Politics governs every aspect of life,

रजनीति हमरी जिन्दगी के हर एक पहलू को नियंत्रित करती है,

and by not participating in it,

और इसमे भाग ने लेकर,

you're literally allowing other people to decide on what you can eat, wear,

आप दूसरे लोगो को यह अधिकार दे रहे हे कि वह निर्णय करे की आप क्या खाये, क्या पहने

if you can have access to health care,

अगर तुम्हारी पहुँच स्वास्थ सेवाऒ,

free education,

मुफ्त शिक्षा,

how much tax you pay,

आप कितना आयकर देंगे,

when you can retire,

आप कब सेवानिवृत्त होंगे,

what is your pension.

आपकी पेन्शन क्या होगी।

Other people are also deciding on whether your race and ethnicity

दुसरॆ लोग यह तय कर रहे कि आपकी जाती और नस्ल

is enough to consider you a criminal,

काफी है आपको अपराधी बताने के लिये

or if your religion and nationality is enough to put you on a terrorist list.

या आपका धर्म और नागरिकता काफी है आपको आतङ्कवादी सिद्ध करने के लियॆ

And if you still think you are a strong, independent human being

और अगर तुम अब भी सोचते हो तुम ताकतवर हो, आजाद इनसान हो,

unaffected by politics,

राजनीति से अप्रभावित हो,

then think twice.

तो, फिर सोचो।

I am speaking to you as a young woman from Libya,

में आपसे अपने देश लीबिया की युवा महिला होने के तौर पर बात कर रही हु,

a country that is in the middle of a civil war.

जो कि गृह युद्ध की कगार पर है

After more than 40 years of authoritarian rule,

40 सलो के सत्तावाद के राज के बाद भी

it's not a place where political engagement

यह वो जगह नहीं है जहां राजनीति में

by women and young people is possible, nor encouraged.

महिला और युवा लोग भाग ले सके, न ही प्रोत्साहित किया जाता है

Almost all political dialogues that took place in the past few years,

पिछले कुछ सालों में जो भी राजनीतिक संवाद हुए है

even those gathered by foreign powers,

यहाँ तक विदेशी ताकतों द्वारा भी,

has been with only middle-aged men in the room.

वो सब एक अधेड़ आदमी द्वारा किये गए है

But in places with a broken political system like Libya,

पर लीबिया जैसे अवयवास्थित देश में

or in seemingly functioning places, including international organizations,

और ऐसी ही सामान अंतर्राष्ट्रीय संस्थानों में,

the systems we have nowadays for political decision-making

जो प्रणाली अभी राजनैतिक निर्णय लेने में इस्तेमाल हो रही है

are not from the people for the people,

वह लोगो से नहीं है, लोगो द्वारा नहीं है

but they have been established by the few for the few.

पर वो कुछ लोगो द्वारा कुछ लोगो के लिए बनायीं गयी है

And these few have been historically almost exclusively men,

भूतकाल से ही यह कुछ लोग ज्यादातर पुरुष ही है,

and they've produced laws, policies,

और उन्होंने ही कानून , नीतियाँ,

mechanisms for political participation that are based on the opinions,

तंत्र, राजनैतिक भागीदारी के लिए बनायीं है , ये सब केवल उनके विचारों,

beliefs, worldviews, dreams,

विश्वास, वैश्विक नजरिये, सपनो

aspirations of this one group of people,

एक समूह की आकांक्षाऔ को ध्यान में रखकर बनाये गए है

while everyone else was kept out.

इसके अलवा किसी को ध्यान मे नहीं रखा गया,

After all, we've all heard some version of this sentence:

हम मे से सबने इस वाक्य को सुना होगा कि

"What does a woman, let alone a young person, who is brown,

"एक महिला या एक युवा आदमी जो की अनुभवहीन है ''

understand about politics?"

राजनीति के बारे मे क्या समझेगे? ''

When you're young --

जब आप जवान होते है,

and in many parts of the world, a woman --

और दुनिया के ज्यादतर भाग मे, खासकर महिलाऎ,

you often hear experienced politicians say, "But you lack political experience."

आपने अक्सर अनुभवी राजनेता से सुना होगा कि "आप मे राजनीतिक अनुभव कि कमी है"

And when I hear that,

और जब मॆ वह सुनती हु,

I wonder what sort of experience are they referring to?

मे सोचती हु कि यह किस अनुभव की बात कर रहे है ?

The experience of corrupted political systems?

क्या भ्रष्ट राजनैतिक प्रणाली के अनुभव की ?

Or of waging wars?

या युद्ध का अनुभव होना चाहिये।

Or are they referring to the experience

या वह उस अनुभव की बात कर रहे है

of putting the interests of economic profits

जो आर्थिक लाभ को

before those of the environment?

पर्यावरण से ज्यादा प्राथमिकता देता है?

Because if this is political experience,

क्योंकि अगर यह ही रजनैतिक अनुभव है,

then yes --

तो हाँ,

(Applause)

we, as women and young people, have no political experience at all.

हम, महिलाओ और युवा लोगो को कोई राजनैतिक अनुभव नही है

Now, politicians might not be the only ones to blame,

अभी हम केवल राजनेता को ही दोष नहीं दे सकते हैं,

because ordinary people, and many young people as well,

क्योकि आम आदमी और अधिकतर युवा भी

don't care about politics.

राजनीति के बारे मे नहीं सोचते है।

And even those who care don't know how to participate.

और जो सोचते है वो इसमे भाग लेना नहीं जानते।

This must change, and here is my proposal.

यह जरूर बदलना चहिये और इसके लिये मेरा प्रस्ताव है कि

We need to teach people at an early age

हमें लोगो को कम उम्र मे ही

about decision-making and how to be part of it.

निर्णय लेने की प्रक्रिया के बारे मे और उसमे भाग लेने के बारे मे सिखना होगा

Every family is its own mini political system

हर परिवार मे एक छोटी राजनैतिक प्रणाली होती है

that is usually not democratic,

यह लोकतांत्रिक नहीं होती है

because parents make decisions that affect all members of the family,

क्योंकि ज्यादातर निर्णय माता-पिता द्वारा लिये जाते है,

while the kids have very little to say.

जबकि बच्चॊ को बात रखने का मौका ज्यादा नहीं मिलता हैं।

Similarly, politicians make decisions that affect the whole nation,

इसी तरह राजनेता भी निर्णय लेते है जो पूरे देश को प्रभावित करते है

while the people have very little say in them.

जबकि आम आदमी बात रखने का कम मौका मिलता है।

We need to change this,

हमें इसको बदलना होगा

and in order to achieve this change systematically,

और ऐसा बदलाव करने के लिये

we need to teach people

व्यवस्थित ढंग से हमें सिखाना होगा

that political, national and global affairs

राजनीतिक, राष्ट्रीय, वैश्विक मामले

are as relevant to them as personal and family affairs.

इतने ही जरुरी हैं जितने उनके पारिवारिक और निज़ी मामले हैं

So if we want to achieve this, my proposal and advice is,

अगर आप इसको पाना चाहते है तो मेरा प्रस्ताव है कि

try out the Family Democracy Meeting system.

आपको पारिवारिक लोकतांत्रिक सभा करनी चाहिए

Because that will enable your kids to exercise their agency

क्योंकि यह उनके बच्चो को

and decision-making from a very early age.

और कम उम्र में ही निर्णय लेने के बारे में बताएगा

Politics is about having conversations,

राजनीति संवाद के बारे मे है,

including difficult conversations,

जिसमे मुश्किल संवाद सम्मिलित होते है

that lead to decisions.

जो निर्णय की ओर ले जाते है।

And in order to have a conversation, you need to participate,

और संवाद करने के लिए, आपको इसमें भाग लेना होगा

not sign off like I did when I was a kid

दिखावा न करे जॆसे मैंने बचपन में किया था

and then learn the lesson the hard way and have to go back again.

क्योंकि बाद मे उसी मुश्किल रास्ते वापस जाना पड़ेगा

If you include your kids in family conversations,

अगर आप बच्चो को पारिवारिक चर्चा मे शामिल करोगे

they will grow up

और परिपक्व होंगे,

and know how to participate in political conversations.

और जानेगे कैसे राजनैतिक चर्चा मे भाग लिया जाता है।

And most importantly, most importantly,

और सबसे महत्वपूर्ण, सबसे महत्वपूर्ण

they will help others engage.

वे दूसरों को जोड़ने में मदद करेंगे|
