Twenty years ago,

20년 전,

my family introduced a system called "Friday Democracy Meetings."

저희 가족은 "금요 민주 회의"라는 제도를 도입했습니다.

Every Friday at 7pm, my family came together for an official meeting

매주 금요일 저녁 7시에 가족 모두가 이 공식적인 회의에 모여

to discuss the current family affairs.

집안 행사나 대소사에 대해 토론을 하는 것입니다.

These meetings were facilitated by one of my parents,

부모님 중 한 분이 회의를 진행하셨고

and we even had a notetaker.

심지어 서기도 있었습니다.

These meetings had two rules.

회의에는 두 가지 규칙이 있었습니다.

First, you are allowed to speak open and freely.

첫 번째, 각자 생각을 서슴없이 자유롭게 말하는 것이었죠.

Us kids were allowed to criticize our parents

저희 남매는 부모님의 의견을 자유롭게 비판할 수 있었습니다.

without that being considered disrespectful or rude.

단, 버릇없이 굴지 않는 정중한 태도로 말이죠.

Second rule was the Chatham House rule,

두 번째 규칙은 채텀 하우스 규칙이라는 것인데요.

meaning whatever is said in the meeting stays in the meeting.

회의에서 나온 말은 회의 안에서 끝낸다는 것입니다.

(Laughter)

The topics which were discussed in these meetings

이 회의에서 논의된 주제들은

varied from one week to another.

매주 다양했습니다.

One week, we'd talk about what food we wanted to eat,

어떤 날엔 먹고 싶은 음식에 대해 이야기를 나눴죠.

what time us kids should go to bed

잠자리에 들어야 하는 시간과

and how to improve things as a family,

가족으로서 어떻게 발전해나갈지에 대해서도요.

while another meeting discussed pretty much events that happened at school

한편으로는 학교에서 일어나는 일들에 대해 이야기를 나눴습니다.

and how to solve disputes between siblings,

그리고 저희 남매 간의 분쟁을 해결할 방법을 논의하기도 했습니다.

by which I mean real fights.

소위 치고박고 싸우는 것 말이죠.

At the end of each meeting, we'd reach decisions and agreements

회의가 끝날 때마다

적어도 다음 회의까지 이어질 합의점을 찾고 사안을 마무리했습니다.

that would last at least until the next meeting.

So you could say I was raised as a politician.

이제 여러분들은 제가 정치인으로 자랐다고 생각하실 수 있겠네요.

By the age of six or seven, I mastered politics.

제가 6, 7살쯤 되었을 때 정치를 완전히 통달했습니다.

I was negotiating, compromising,

협상을 하고 타협을 하며

building alliances with other political actors.

다른 정치가들과 동맹을 맺기도 했죠.

(Laughter)

And I even once tried to jeopardize the political process.

그리고 한번은 정치 과정을 위험에 빠뜨리려 하기도 했습니다.

(Laughter)

(웃음)

These meetings sound very peaceful, civil and democratic, right?

꽤나 평화적이고 민주적인 회의처럼 들리죠?

But that was not always the case.

하지만 항상 그렇지만은 않았습니다.

Because of this open, free space to talk, discuss and criticize,

때로는 대화를 위한 열린 자세, 자유로운 토론과 비판으로

things sometimes got really heated.

오히려 상황이 과열되기도 했기 때문이죠.

One meeting went really bad for me.

한번은 저를 정말 난처하게 했던 회의가 있었습니다.

I was about 10 years old at that time,

당시 저는 10살이었고

and I'd done something really horrible at school,

학교에서 무척 끔찍한 일을 저질렀습니다.

which I'm not going to share today --

여기서 이야기 안 할 거예요.

(Laughter)

(웃음)

but my brother decided to bring it up in the meeting.

그런데 저의 오빠가 회의에서 그 일을 꺼내고 말았습니다.

I could not defend myself,

저는 제 자신을 변호할 수 없었어요.

so I decided to withdraw from the meeting and boycott the whole system.

그래서 저는 회의에서 빠지고 가족회의에 보이콧하기로 했습니다.

I literally wrote an official letter and handed it to my dad,

말 그대로 공식 문서를 작성해 아버지께 전달함으로써

announcing that I am boycotting.

보이콧을 공식적으로 발표했죠.

(Laughter)

(웃음)

I thought that if I stopped attending these meetings anymore,

제가 더 이상 가족회의에 참여하지 않는다면

the system would collapse,

이 제도가 붕괴할 거라 생각했습니다.

(Laughter)

(웃음)

but my family continued with the meetings,

하지만 저의 가족들은 모임을 계속 이어나갔고

and they often made decisions that I disliked.

종종 제가 싫어하는 결정들을 내리곤 했습니다.

But I could not challenge these decisions,

그래도 그 결정에 이의를 제기할 수 없었습니다.

because I was not attending the meetings,

회의에 참여하지 않으니

and thus had no right to go against it.

저한테는 문제를 삼을 권리가 없었으니까요.

Ironically, when I turned about 13 years old,

아이러니하게도 제가 13살이 되면서

I ended up attending one of these meetings again,

결국 이 가족 회의에 다시 참여하게 되었습니다.

after I boycotted them for a long time.

오랜 시간의 보이콧을 마무리하면서요.

Because there was an issue that was affecting me only,

왜냐하면 당시에 오로지 저에게만 해당되는 문제가 있었고

and no other family member was bringing it up.

다른 가족들은 이에 대해 언급하지 않았기 때문이죠.

The problem was that after each dinner,

그 문제는 바로, 매일 저녁 식사 이후

I was always the only one who was asked to wash the dishes,

늘 저만 설거지를 해야 했다는 겁니다.

while my brothers didn't have to do anything about it.

저의 남자 형제들은 아무것도 안 하는데 말이죠.

I felt this was unjust, unfair and discriminatory,

저는 이 점이 부당하고 불공평하며 차별적이라 생각했고

so I wanted to discuss it in the meeting.

회의에서 이 문제에 대해 이야기를 나누고 싶었습니다.

As you know, the idea that it's a woman or a girl's role to do household work

아시다시피 여성이 집안일을 도맡아야 한다는 생각은

is a rule that has been carried out by many societies for so long,

오랜 시간 동안 많은 사회에서 이행되어 온 하나의 규칙과 같습니다.

so in order for a 13-year-old me to challenge it, I needed a platform.

그래서 13살이던 저에겐 이를 해결할 토론의 장이 필요했죠.

In the meeting, my brothers argued

가족 회의에서 제 남자 형제들은

that none of the other boys we knew were washing the dishes,

"내가 아는 어떤 남자애들도 설거지를 안 하는데

so why should our family be any different?

왜 우리집도 그러면 안돼?"라고 주장했습니다.

But my parents agreed with me and decided that my brothers should assist me.

그러나 부모님은 저를 지지했고, 남자 형제들은 저를 도와야 했죠.

However, they could not force them, so the problem continued.

하지만 강요가 아닌 권유였기에 문제는 계속되었습니다.

Seeing no solution to my problem, I decided to attend another meeting

문제가 해결되지 않아서 저는 그 다음 회의에 참여했고

and propose a new system that would be fair to everyone.

모든 사람에게 평등한 새로운 제도를 제안했습니다.

So I suggested instead of one person

저는 가족들이 쓴 그릇들을

washing all the dishes used by all the family members,

한 사람만 도맡아 설거지하는 대신에

each family member should wash their own dishes.

자신이 쓴 그릇들을 각자 알아서 설거지하자고 제안했습니다.

And as a gesture of good faith,

선심을 좀 쓴다는 뜻에서

I said I'd wash the pots as well.

냄비는 제가 씻겠다고 했죠.

This way, my brothers could no longer argue

이런 방식으로 남자 형제들은 더 이상

that it wasn't within their responsibility

설거지와 집안 청소일은

as boys or men to wash the dishes and clean after the family,

남자가 할 일이 아니라며 반박할 수 없었습니다.

because the system I proposed was about every member of the family

왜냐하면 제가 제안했던 제도는 가족 내 모든 구성원들이

cleaning after themselves and taking care of themselves.

각자 자신의 것을 알아서 치우고 신경쓰는 일이었으니까요.

Everyone agreed to my proposal,

모든 사람이 저의 제안에 수긍했고

and for years, that was our washing-the-dishes system.

수년 간 우리 가족은 이 방식으로 설거지를 하게 되었습니다.

What I just shared with you is a family story,

방금까지 여러분과 나눈 저의 가족 이야기는

but it's pure politics.

사실 '정치' 그 자체입니다.

Every part of politics includes decision-making,

의사결정을 포함한 정치의 모든 부분,

and ideally, the process of decision-making

그리고 이상적인 의사결정 과정에는

should include people from different backgrounds,

반드시 다양한 배경의 사람들을 포함해야 합니다.

interests, opinions, gender,

예컨대 이익, 의견, 성별,

beliefs, race, ethnicity, age, and so on.

신념, 인종, 민족성, 연령 등 저마다 다른 배경에도요.

And they should all have an equal opportunity to contribute

그리고 누구나 동등하게 참여할 권리를 가지고

to the decision-making process and influence the decisions

의사결정 과정과 의결에 개입해야 합니다.

that will affect their lives directly or indirectly.

그것이 그들의 삶에 직간접적으로 영향을 미치게 된다면 말이죠.

As such, I find it difficult to understand when I hear young people saying,

그래서 저는 다음과 같이 말하는 젊은이들을 이해하기 힘듭니다.

"I'm too young to engage in politics or to even hold a political opinion."

"저는 정치에 참여하거나 정치적 의견을 지니기엔 너무 어려요."라고요.

Similarly, when I hear some women saying,

마찬가지로 어떤 여성들은

"Politics is a dirty world I don't want to engage with,"

"정치는 제가 관여하기 싫은 더러운 세계예요."라 말합니다.

I'm worried that the idea of politics and political engagement

저는 정치와 정치 참여에 대한 이런 생각이 우려스럽습니다.

has become so polarized in many parts of the world

세계 곳곳에서 정치를 보는 시각이 너무 극단적이다보니,

that ordinary people feel, in order for them to participate in politics,

일반 사람들이 느끼기에 정치에 참여하는 사람들은 적어도

they need to be outspoken activists,

거침없는 사회운동가 정도는 되어야 한다고 생각합니다.

and that is not true.

이는 사실이 아닙니다.

I want to ask these young people, women and ordinary people in general:

저는 젊은이, 여성, 그리고 일반 사람들에게 묻고 싶습니다.

Can you really afford not to be interested or not to participate in politics?

여러분은 정말로 정치에 관심을 가질 여유도, 정치에 참여할 여유도 없나요?

Politics is not only activism.

정치는 그저 '행동주의'가 아닙니다.

It's awareness,

'관심'입니다.

it's keeping ourselves informed, it's caring for the facts.

우리 스스로가 계속 정보를 찾아내고, 사실에 대해 관심을 갖는 것입니다.

When it's possible, it's casting a vote.

이것들이 가능할 때, 투표를 하는 것이죠.

Politics is the tool through which we structure ourselves

정치라는 도구를 통해, 우리는 우리 스스로를

as groups and societies.

집단과 사회라는 구조로 묶습니다.

Politics governs every aspect of life,

정치는 일상의 모든 면을 지배합니다.

and by not participating in it,

그래서 정치에 참여하지 않는다면

you're literally allowing other people to decide on what you can eat, wear,

여러분 본인의 일을 다른 사람이 결정하도록 내버려두는 것입니다.

무엇을 먹고 입을지,

if you can have access to health care,

의료 서비스를 이용할 수 있는지,

free education,

무상 교육을 받을 수 있는지,

how much tax you pay,

얼마나 세금을 낼 지,

when you can retire,

은퇴한 후 받게 될 연금까지 말이죠.

what is your pension.

Other people are also deciding on whether your race and ethnicity

또한 여러분이 가진 인종과 민족성으로 인해

is enough to consider you a criminal,

여러분이 범죄자가 될지,

or if your religion and nationality is enough to put you on a terrorist list.

아니면 여러분의 종교나 국적 때문에 테러리스트 취급을 받을지도요.

And if you still think you are a strong, independent human being

만약 아직도 여러분 자신이 정치에는 그 어떤 영향도 받지 않는

unaffected by politics,

강하고 독립적인 사람이라 생각하신다면

then think twice.

다시 신중히 생각해보세요.

I am speaking to you as a young woman from Libya,

여러분에게 리비아의 한 젊은 여성을 소개하려 합니다.

a country that is in the middle of a civil war.

한창 내전 중인 나라죠.

After more than 40 years of authoritarian rule,

독재 정권이 40년 넘게 지속되면서

it's not a place where political engagement

리비아에선 여성과 젊은이들의 정치 참여가

by women and young people is possible, nor encouraged.

가능하지도, 권장되지도 않습니다.

Almost all political dialogues that took place in the past few years,

지난 몇 년간의 모든 정치적 대화들은

even those gathered by foreign powers,

심지어 다른 나라의 개입으로 형성된 대화조차도

has been with only middle-aged men in the room.

오로지 중년 남성들에 의해서만 이루어졌습니다.

But in places with a broken political system like Libya,

그러나 리비아와 같이 부패한 정치 체제가 있는 곳에서

or in seemingly functioning places, including international organizations,

혹은 국제기구처럼 겉보기에는 제 기능을 하는 것처럼 보이는 곳에서,

the systems we have nowadays for political decision-making

오늘날 우리가 의사결정을 위해 채택한 제도는

are not from the people for the people,

진정으로 '모두를 위해' 만들어지지 않았습니다.

but they have been established by the few for the few.

그동안 이 제도들은 소수를 위한 소수에 의해 설립되었기 때문입니다.

And these few have been historically almost exclusively men,

그리고 이 소수들은 역사적으로 오직 남성들이었고

and they've produced laws, policies,

그들은 법과 정치, 그리고

mechanisms for political participation that are based on the opinions,

그 소수 집단만을 위한 정치 참여 매커니즘을 생산했습니다.

의견, 신념, 세계관,

beliefs, worldviews, dreams,

꿈, 열망 등이 모두 그들만을 위해 설정되었고

aspirations of this one group of people,

while everyone else was kept out.

다른 모든 사람들은 배제되었습니다.

After all, we've all heard some version of this sentence:

결국 우리 여성은 이런 말을 듣고 살아왔죠.

"What does a woman, let alone a young person, who is brown,

"어린 애들은 그렇다치고, 인도 여자들은 대체

정치를 알기나 하는 거야?"

understand about politics?"

When you're young --

여러분이 어리거나

and in many parts of the world, a woman --

혹은 여성이라면, 대부분의 나라에서

you often hear experienced politicians say, "But you lack political experience."

이렇게 말하는 정치인들을 자주 보게 됩니다.

"그런데 당신은 정치 경험이 없죠."라고요.

And when I hear that,

그런 말을 들을 때면

I wonder what sort of experience are they referring to?

저는 그들이 대체 무슨 경험을 말하는지 궁금합니다.

The experience of corrupted political systems?

부패한 정치 체제를 겪었는지를 말하는 걸까요?

Or of waging wars?

혹은 전쟁을 일으킨 경험일까요?

Or are they referring to the experience

아니면 그들이 말하는 경험이라는 게

of putting the interests of economic profits

환경을 고려하지 않은 채로

before those of the environment?

경제적 이익을 우선하는 걸까요?

Because if this is political experience,

이런 것들이 정치 경험이라면, 네, 겪은 바 없어요.

then yes --

(Applause)

우리 여성과 젊은이들은..

(환호)

we, as women and young people, have no political experience at all.

우리 여성과 젊은이들에겐 정치 경험이 전혀 없습니다.

Now, politicians might not be the only ones to blame,

이제는 정치인들에게만 책임을 물을 순 없을 것입니다.

because ordinary people, and many young people as well,

왜냐하면

평범한 사람들, 그리고 많은 젊은이들 또한

don't care about politics.

정치에 관심이 없기 때문이죠.

And even those who care don't know how to participate.

그리고 정치에 관심 있다 하더라도 정치에 참여하는 방법을 모릅니다.

This must change, and here is my proposal.

반드시 이 상황을 바꾸어야하죠. 저의 제안은 이렇습니다.

We need to teach people at an early age

우리는 아이들에게

의사결정과 그 과정에 참여하는 방법을 알려줘야 합니다.

about decision-making and how to be part of it.

Every family is its own mini political system

가족마다 그들만의 작은 정치 제도를 가지고 있습니다.

that is usually not democratic,

보통 민주적이진 않죠.

because parents make decisions that affect all members of the family,

이는 부모가 모든 집안일에 대한 결정권을 가지고 있기 때문입니다.

while the kids have very little to say.

아이들은 거의 아무 말도 못 하죠.

Similarly, politicians make decisions that affect the whole nation,

이처럼 정치인들은 국가 전체에 영향을 끼치는 결정을 내립니다.

while the people have very little say in them.

사람들이 그들에게 별 말을 하지 않는 동안에요.

We need to change this,

우리는 이를 바꾸어야 합니다.

and in order to achieve this change systematically,

그리고 이러한 변화를 체계적으로 성취하려면

we need to teach people

우리는 사람들에게

that political, national and global affairs

정치적, 국가적, 그리고 세계적 사안들이

are as relevant to them as personal and family affairs.

가족과 같은 사적인 문제만큼이나 우리와 관련 있음을 알려야 합니다.

So if we want to achieve this, my proposal and advice is,

만일 자녀에게 의사결정 과정에 참여할 방법을 알려주고 싶다면

try out the Family Democracy Meeting system.

저는 민주적인 가족 회의를 도입해보는 것을 제안합니다.

Because that will enable your kids to exercise their agency

아이들이 아주 어린 나이에서부터 본인의 의사를 확실히 표현해보고

and decision-making from a very early age.

의사결정 과정에 한번 참여해볼 수 있기 때문입니다.

Politics is about having conversations,

정치는 대화를 나누는 것입니다.

including difficult conversations,

까다로운 문제를 다루는 대화도

that lead to decisions.

결국 결정을 내리기 마련이죠.

And in order to have a conversation, you need to participate,

그리고 대화를 나누기 위해선 여러분이 참여해야 합니다.

not sign off like I did when I was a kid

제가 어렸을 때 그랬던 것처럼

and then learn the lesson the hard way and have to go back again.

힘겹게 교훈을 얻고 다시 되돌아올 필요는 없습니다.

If you include your kids in family conversations,

만일 여러분이 자녀와 함께 가족 일을 나눈다면

they will grow up

그들이 자라서

and know how to participate in political conversations.

정치적 대화에 참여하는 방법을 알게 될 것입니다.

And most importantly, most importantly,

그리고 무엇보다, 가장 중요한 점은

they will help others engage.

그들이 다른 사람들의 참여를 이끌 것입니다.
