Power is something we are often uncomfortable talking about.

That's especially true in civic life, how we live together in community.

In a democracy, power is supposed to reside with the people, period.

民主主義の中では 「権力」は 人々と時代と共に 存在するとされています

Any further talk about power and who really has it

権力や 実際に誰が掌握しているのか についてさらに話すと

seems a little dirty, maybe even evil.

少しいやらしく 悪にさえ思われます

But power is no more inherently good or evil than fire or physics.

しかし権力は性来 火や物理学が 善悪つけられないのと同様に 善い悪いではなく―

It just is.

It governs how any form of government works.

It determines who gets to determine the rules of the game.

So learning how power operates is key to being effective,

being taken seriously, and not being taken advantage of.

In this lesson, we'll look at where power comes from,

how it's exercised and what you can do to become more powerful in public life.

Let's start with a basic definition.

では 基本的な定義から始めましょう

Power is the ability to make others do what you would have them do.

「権力」とは あなたがさせたい事を 他の人にさせる力の事です

Of course, this plays out in all arenas of life,

もちろんこの権力は家族から

from family to the workplace to our relationships.

職場 恋人関係まで 生活の全ての活動領域におよびます

Our focus is on the civic arena,

ここでは 市民生活の 領域に焦点をあてます

where power means getting a community to make the choices

ここでの「権力」はコミュニティに 選択させる力で

and to take the actions that you want.

あなたの意図する行動を とらせる事を意味しています

There are six main sources of civic power.

市民の力には６種類の源があります

First, there's physical force and a capacity for violence.

まず 物理的な力と暴力です

Control of the means of force, whether in the police or a militia,

武力行使を抑制することは 警察であれ 軍隊であれ

is power at its most primal.

最も原始的な力です

A second core source of power is wealth.

第２の権力の源は富です

Money creates the ability to buy results and to buy almost any other kind of power.

お金で業績を手にすることができ 殆んどの「権力」を買うこともできます

The third form of power is state action, government.

第３の権力の形態は 国の行為 つまり政府です

This is the use of law and bureaucracy to compel people

これは ある行為を強いたり 行動させない様にするために－

to do or not do certain things.

法律や官僚制度を使うという事です

In a democracy, for example, we the people, theoretically,

例えば 民主主義のもとでは 理論的には

give government its power through elections.

私達国民が選挙を通じて政府に 統治権を付与しています

In a dictatorship, state power emerges from the threat of force,

独裁主義のもとでは国家権力は 国民の合意からではなく

not the consent of the governed.

軍事的圧力から生まれます

The fourth type of power is social norms or what other people think is okay.

第４の権力とは社会的規範 つまり人々が良しとするものです

Norms don't have the centralized machinery of government.

規範には中央集権的な 政治機構はありません

They operate in a softer way, peer to peer.

規範とは人から人へと もっとソフトに成り立っていくものです

They can certainly make people change behavior and even change laws.

規範は確実に人々の行動を変え 法律さえ変えてしまいます

Think about how norms around marriage equality today are evolving.

結婚の平等に関する規範が今日 どの程度 発展しているかを考えてみてください

The fifth form of power is ideas.

第５の権力の形態は思想です

An idea, individual liberties, say, or racial equality,

「個人の自由」や「人種間の平等」 という思想は―

can generate boundless amounts of power

もし 行動を変える十分な動機を 与えられるならば―

if it motivates enough people to change their thinking and actions.

計り知れない力を生み出すでしょう

And so the sixth source of power is numbers, lots of humans.

そして第６の権力の源は 数です 大勢の人です

A vocal mass of people creates power by expressing

多くの人が集団的に 関心の高さを示したり

collective intensity of interest

合法性を主張することで

and by asserting legitimacy.

「群衆の声」が力を発揮するのです

Think of the Arab Spring or the rise of the Tea Party.

アラブの春やボストン茶会事件の 勢いを考えてみてください

Crowds count.

These are the six main sources of power, what power is.

これらは６種類の主な権力の 源であり 権力たるものです

So now, let's think about how power operates.

では 権力がどのように 機能しているのかを考えてみましょう

There are three laws of power worth examining.

検証に値するものとして 権力には３つの規則があります

Law number one: power is never static.

規則１：「 権力は静的なものではない」

It's always either accumulating or decaying in a civic arena.

市民領域では常に増え続けたり 衰退したりします

So if you aren't taking action, you're being acted upon.

だからもし行動をとっていなくても常に 行動させられているのです

Law number two: power is like water.

規則２：「 権力は水のようなものです」

It flows like a current through everyday life.

毎日の生活で水のように 流動しています

Politics is the work of harnessing that flow in a direction you prefer.

政治とは好きなように その流れを調整する仕事です

Policymaking is an effort to freeze and perpetuate a particular flow of power.

政策立案とは ある権力の流れを凍結させ とどめようとする取り組みのことです

Policy is power frozen.

政策とは凍結させる力です

Law number three: power compounds.

規則３：「 権力は複合体です」

Power begets more power, and so does powerlessness.

権力はさらなる権力も生み出しますが 無力化する事もあります

The only thing that keeps law number three from leading to a situation

たった一人が全権力を掌握する 状況を引き起こさないように

where only one person has all the power

規則３を成り立たせるには

is how we apply laws one and two.

私達がどのように「規則１」や「規則２」を 適用するかということにかかっています

What rules do we set up so that a few people don't accumulate too much power,

and so that they can't enshrine their privilege in policy?

That's the question of democracy,

and you can see each of these laws at work in any news story.

Low wage workers organize to get higher pay.

Oil companies push to get a big pipeline approved.

Gay and lesbian couples seek the legal right to marry.

ゲイやレズビアンカップルは 結婚する権利を求めます

Urban parents demand school vouchers.

都心に住む親たちは 学費の削減を求めます

You may support these efforts or not.

これらの取り組みに 賛否両論をお持ちでしょう

Whether you get what you want depends on how adept you are with power,

欲しいものを手に入れられるかどうかは 権力を操る方法次第です

which brings us finally to what you can do to become more powerful in public life.

そして最終的に 公の生活において もっと力を持つ方法を教えてくれます

Here, it's useful to think in terms of literacy.

解りやすく 「識字能力」の 観点で考えてみると―

Your challenge is to learn how to read power and write power.

皆さんに学んで欲しいのは 「読む力」と「書く力」です

To read power means to pay attention to as many texts of power as you can.

「読む力」とは出来るだけ多くの文字に 注意を払う事が出来るかという事ですが－

I don't mean books only.

本だけの事ではないのです

I mean seeing society as a set of texts.

文章として社会を見るということです

Don't like how things are in your campus or city or country?

キャンパスや街 国などではどうでしょうか

Map out who has what kind of power, arrayed in what systems.

誰がどんな権力を持っているのか どんなシステムが機能しているのかを把握しましょう

Understand why it turned out this way,

「何故」そして「 誰が」 そのように作り上げー

who's made it so, and who wants to keep it so.

「誰がそう維持し続けることを望んだのか」 を理解しましょう

Study the strategies others in such situations used:

そのような状況で他の人が 使った戦略を学びましょう

frontal attack or indirection,

正面攻撃あるいは間接的な攻撃

coalitions or charismatic authority.

同盟 カリスマ的権威など

Read so you may write.

自分が書けるように 読み取りましょう

To write power requires first that you believe you have the right to write,

権力を書くためには まず自分には書く権利があり 変革を起こす－

to be an author of change.

作家であると信じる事が必要です

You do.

あなたがするのです

As with any kind of writing, you learn to express yourself,

どんな文書でも 自分自身を表現し 真実の声で

speak up in a voice that's authentic.

発言する事を学ぶのです

Organize your ideas, then organize other people.

自分の考えを整理し 他の人をまとめましょう

Practice consensus building.

合意形成の練習をしー

Practice conflict.

対立した場合の訓練するのです

As with writing, it's all about practice.

「書く力」については 練習がすべてです

Every day you have a chance to practice, in your neighborhood and beyond.

あなたの周囲やそれを超えて 毎日練習するチャンスはあるのです

Set objectives, then bigger ones.

目的を定め より高めていって下さい

Watch the patterns, see what works.

パターンを観察し 何が上手くいくか読み取りましょう

Adapt, repeat.

それを採用し 繰り返すのです

This is citizenship.

これが市民権というものです

In this short lesson, we've explored where civic power comes from,

how it works and what you can do to exercise it.

その機能や 行使する為の練習方法を探求しました

One big question remaining is the "why" of power.

残る一つの大きな問題は 権力の「なぜ」です

Do you want power to benefit everyone or only you?

全ての人に利益をもたらす権力が欲しいですか？ それとも自分だけに利益になる権力が欲しいですか？

Are your purposes pro-social or anti-social?

目的は 社会的なものですか？ それとも反社会的なものですか？

This question isn't about strategy.

この問いは戦略ではありません

It's about character, and that's another set of lessons.

それは 人格の問題です その話はまた別のレッスンでしましょう

But remember this:

しかしこのことは覚えておいてください

Power plus character equals a great citizen,

and you have the power to be one.
