So I started working

A Syrian refugee boy I know

told me that he didn't hesitate

when his life was in imminent danger.

He took his high school diploma,

and later he told me why.

He said, "I took my high school diploma

because my life depended on it."

And he would risk his life to get that diploma.

On his way to school, he would dodge snipers.

His classroom sometimes shook

with the sound of bombs and shelling,

and his mother told me,

"Every day, I would say to him every morning,

And when he insisted, she said,

Hany's aunt, his uncle and his cousin

Their throats were slit.

It was time to flee.

They left that day, right away, in their car,

Hany hidden in the back because they were facing

checkpoints of menacing soldiers.

And they would cross the border into Lebanon,

where they would find peace.

평화를 찾게 되었습니다.

But they would begin a life of grueling hardship

They had no choice but to build a shack

And that day, they joined

the biggest population of refugees in the world,

in a country, Lebanon, that is tiny.

It only has four million citizens,

and there are one million Syrian refugees living there.

There's not a town, a city or a village

that is not host to Syrian refugees.

This is generosity and humanity

that is remarkable.

Think about it this way, proportionately.

It would be as if

the entire population of Germany,

80 million people,

would flee to the United States in just three years.

Half of the entire population of Syria

is now uprooted,

most of them inside the country.

Six and a half million people

have fled for their lives.

Over and well over three million people

have crossed the borders

and have found sanctuary in the neighboring countries,

and only a small proportion, as you see,

have moved on to Europe.

What I find most worrying

is that half of all Syrian refugees are children.

I took this picture of this little girl.

It was just two hours after she had arrived

after a long trek from Syria into Jordan.

And most troubling of all

is that only 20 percent of Syrian refugee children

are in school in Lebanon.

And yet, Syrian refugee children,

all refugee children tell us

education is the most important thing in their lives.

Why? Because it allows them to think of their future

I'm reminded of a recent visit I took

to a Syrian refugee camp in northern Iraq,

and I met this girl,

and I thought, "She's beautiful,"

참 예쁜 애라고 생각해서

and I went up to her and asked her,

"Can I take your picture?"

"너 사진을 찍어도 되니?"

And she said yes,

그랬더니 승낙하더군요.

but she refused to smile.

하지만 아이는 웃지 않았습니다.

I think she couldn't,

제 생각에는 웃을 수 없었던 것 같아요.

because I think she must realize that she represents

왜냐면 그 아이는 자신이 시리아 난민 아이들의

a lost generation of Syrian refugee children,

잃어버린 세대, 고립과 좌절의 세대를 상징함을

a generation isolated and frustrated.

And yet, look at what they fled:

utter destruction,

buildings, industries, schools, roads, homes.

건물, 산업체, 학교, 길, 집들.

Hany's home was also destroyed.

하니의 집도 무너졌습니다.

This will need to be rebuilt

by architects, by engineers, by electricians.

건축가가, 엔지니어가, 전기 기사가 필요합니다.

Communities will need teachers and lawyers

공동체에는 선생님과 변호사가,

and politicians interested in reconciliation

and not revenge.

Shouldn't this be rebuilt

by the people with the largest stake,

the societies in exile, the refugees?

Refugees have a lot of time

to prepare for their return.

You might imagine that being a refugee

is just a temporary state.

Well far from it.

With wars going on and on,

the average time a refugee will spend in exile

Hany was into his second year in limbo

when I went to visit him recently,

and we conducted our entire conversation in English,

which he confessed to me he learned

from reading all of Dan Brown's novels

We also spent some nice moments of laughter

and fun with his beloved brother Ashraf.

But I'll never forget what he told me

when we ended our conversation that day.

그가 마지막으로 한 말을 결코 잊지 못할겁니다.

He said to me,

"If I am not a student, I am nothing."

"저는 학생이 아니면 아무것도 아니게 돼요."

Hany is one of 50 million people

하니는 오늘날 전세계에 살고있는 5천만 난민들 중 한명입니다.

uprooted in this world today.

Never since World War II

2차 세계 대전 이후 이렇게 많은 사람이

have so many people been forcibly displaced.

강제로 주거지를 떠나야 했던 적은 처음입니다.

So while we're making sweeping progress

in human health,

in technology, in education and design,

we are doing dangerously little

to help the victims

and we are doing far too little

to stop and prevent

the wars that are driving them from their homes.

Every day, on average,

by the end of this day,

32,000 people will be forcibly displaced

They flee across borders like this one.

We captured this on the Syrian border to Jordan,

and this is a typical day.

Or they flee on unseaworthy and overcrowded boats,

아니면 인원수를 초과한 항해 불가능한 배를 타고

risking their lives in this case

생명의 위험을 무릅쓰며

just to reach safety in Europe.

유럽에 안전하게 도착하려고 하겠죠.

This Syrian young man

이 시리아 청년은

survived one of these boats that capsized —

전복된 배에서 살아남은 생존자 중 하나입니다.

most of the people drowned —

거의 모두가 익사했었지요.

and he told us,

그가 그러더군요.

"Syrians are just looking for a quiet place

"시리아 사람들은 그저 조용한 살 곳을 찾고 있어요.

where nobody hurts you,

나를 다치게 하거나

where nobody humiliates you,

모욕을 주거나

and where nobody kills you."

죽이려는 사람이 없는 곳이요."

Well, I think that should be the minimum.

제 생각에 그건 최소한의 생존 권리일 뿐입니다.

How about a place of healing,

치유의 장소는 어떤가요.

of learning,

배움의 장소, 심지어

and even opportunity?

기회의 장소는 어떻습니까?

Americans and Europeans

미국인들과 유럽인들은

have the impression that proportionally

비율적으로 아주 많은 수의 난민들이

huge numbers of refugees are coming

자기 나라로 오고 있다고

to their country,

보통 생각하는데

but the reality is

하지만 현실은

that 86 percent, the vast majority of refugees,

난민의 대부분인 86 퍼센트가

are living in the developing world,

개발도상국에서 살고 있습니다.

in countries struggling with their own insecurity,

with their own issues of helping their own populations

and poverty.

So wealthy countries in the world should recognize

the humanity and the generosity of the countries

that are hosting so many refugees.

And all countries should make sure that no one

그리고 전쟁과 핍박에서 도망치는 그 누구도

fleeing war and persecution

국경에서 거절당하지 않도록

arrives at a closed border.

모든 나라가 힘을 합쳐야 합니다.

But there is something more that we can do

하지만 우리는 난민들이

than just simply helping refugees survive.

단순한 생존 그 이상을 하도록 도울 수 있습니다.

We can help them thrive.

난민들이 번창하도록 돕는 것이지요.

We should think of refugee camps and communities

우리는 난민촌과 난민 공동체를

as more than just temporary population centers

단순한 임시 수용 단지 그 이상으로 생각해야 합니다.

where people languish

그런 곳의 사람들은

waiting for the war to end.

그저 전쟁이 끝나길 기다리며 시들어갑니다.

Rather, as centers of excellence,

난민촌은 그 대신 우수함의 장소가 되어야 합니다.

where refugees can triumph over their trauma

난민들이 그들의 상처를 극복하고

and train for the day that they can go home

긍정적 변화의 매개체로,

as agents of positive change

사회를 바꿀 매개체로 고향에 돌아갈 수 있도록

and social transformation.

준비할 수 있는 장소여야 합니다.

It makes so much sense,

but I'm reminded of the terrible war in Somalia

하지만 저는 또, 소말리아의 끔찍한 내전을 생각합니다.

that has been raging on for 22 years.

And imagine living in this camp.

I visited this camp.

It's in Djibouti, neighboring Somalia,

소말리아와 국경을 둔 지부티에 있는데

and it was so remote

헬리콥터를 타고 가야 했을 정도로

that we had to take a helicopter to fly there.

고립된 곳이었습니다.

It was dusty and it was terribly hot.

먼지가 아주 많고 끔찍하게 더웠죠.

And we went to visit a school

그곳의 한 학교를 방문해

and started talking to the children,

아이들과 얘기할 때

and then I saw this girl across the room

교실 반대쪽에 한 여자아이가

who looked to me to be the same age

제 딸과 동갑으로 보이길래

as my own daughter, and I went up and talked to her.

다가가 말을 걸었습니다.

And I asked her the questions

어른들이 아이들에게

that grown-ups ask kids,

보통 묻는 질문들을 했죠.

like, "What is your favorite subject?"

"좋아하는 과목이 뭐니?"

and, "What do you want to be when you grow up?"

"커서 뭐가 되고 싶니?"

And this is when her face turned blank,

바로 이때 아이의 표정이 공허해 졌습니다.

and she said to me,

그리고 제게 말하더군요.

"I have no future.

"저는 미래가 없어요.

My schooling days are over."

학교 공부도 이제 끝났어요."

And I thought, there must be some misunderstanding,

so I turned to my colleague

and she confirmed to me

there is no funding for secondary education

in this camp.

And how I wished at that moment

that I could say to her,

"We will build you a school."

And I also thought, what a waste.

A boy named Jacob Atem

had a different chance, but not before he experienced

terribly tragedy.

He watched — this is in Sudan —

as his village — he was only seven years old —

burned to the ground, and he learned

that his mother and his father

and his entire family

Only his cousin survived, and the two of them

and they finally made it to refugee camps

and he would spend the next seven years

in Kenya in a refugee camp.

But his life changed

and he found love in a foster family

I spoke to him on Skype the other day,

pursuing his Ph.D. in public health,

and he proudly told me how he was able to raise

enough funds from the American public

to establish a health clinic back in his village

So I want to take you back to Hany.

When I told him I was going to have the chance

to speak to you here on the TED stage,

he allowed me to read you a poem

that he sent in an email to me.

So here is my point:

Not investing in refugees

is a huge missed opportunity.

Leave them abandoned,

그들을 방치해두면

and they risk exploitation and abuse,

그들은 착취받고 학대당할 위험에 처합니다.

and leave them unskilled and uneducated,

기술 습득이나 교육도 없이

and delay by years the return

언젠가 그들의 조국에

to peace and prosperity in their countries.

I believe how we treat the uprooted

will shape the future of our world.

The victims of war can hold the keys

to lasting peace,

and it's the refugees

who can stop the cycle of violence.

Hany is at a tipping point.

We would love to help him go to university

and to become an engineer,

엔지니어가 될 수 있기 바라지만

but our funds are prioritized for the basics in life:

tents and blankets and mattresses and kitchen sets,

food rations and a bit of medicine.

University is a luxury.

But leave him to languish in this muddy field,

and he will become a member

of a lost generation.

Hany's story is a tragedy,

but it doesn't have to end that way.
