I'll try to speak a little bit today about a phenomenon

which can, and actually is changing the world,

and whose name is people power.

I'll start with an anecdote,

But you need to share it with the world.

you look at the crystal ball.

One hour later, you're sitting in a building of the national TV,

they give you the strange t-shirt,

So I would like to speak a little bit

about the phenomenon which is behind what already seems to be

a very bad year for bad guys.

And this phenomenon is called people power.

e sobre este fenómeno chamado poder popular.

Well, people power has been there for a while.

O poder popular já existe há algum tempo.

It helped Gandhi kick the Brits from India,

Contribuiu para que Gandhi expulsasse os ingleses da Índia.

it helped Martin Luther King win his historic racial struggle.

Contribuiu para que Martin Luther King ganhasse uma luta racial histórica.

Contribuiu para que Lech Walesa expulsasse

It helped a local, Lech Walesa,

to kick out one million Soviet troops from Poland,

um milhão de soldados soviéticos da Polónia

and in beginning the end of the Soviet Union as we know it.

e desse início ao fim da União Soviética como a conhecemos.

So what's new in it?

Então o que é que há de novo?

What seems to be very new,

O que que parece ser muito novo,

which is the idea I would like to share with you today,

— a ideia que eu queria partilhar hoje convosco —

is that there is a set of rules and skills

é que existe um conjunto de regras e técnicas que podemos aprender e ensinar

which can be learned and taught

in order to perform successful nonviolent struggle.

com o propósito de empreender uma luta não-violenta com êxito.

If this is true, we can help these movements.

A ser verdade, nós podemos ajudar estes movimentos.

Well, the first one - analytic skills.

A primeira — uma capacidade analítica.

I'll try where it all started in the Middle East.

Vou tentar. Tudo começou no Médio Oriente.

And for so many years,

we were living with a completely wrong perception of the Middle East.

It was looking like the frozen region.

Era como olhar para uma região congelada, literalmente, um frigorífico.

Literally a refrigerator.

And there were only two types of meal there.

Só lá existiam dois tipos de refeição:

Steak, which stands for a Mubarak-Ben Ali type of military police dictatorship,

Bifes, que representam uma ditadura policial militar,

tipo Mubarak ou Ben Ali,

or a potato, which stands for a Tehran type of theocracies.

And everybody was amazed when the refrigerator opened,

and millions of young, mainly secular people

stepped out to do the change.

Guess what - they didn't watch the demographics.

What is the average age of an Egyptian? 24.

Qual era a idade média dos egípcios? 24 anos.

How long was Mubarak in power? 31.

Quanto tempo esteve Mubarak no poder? 31 anos.

So, this system was just obsolete, they expired.

Aquele sistema estava obsoleto, fora de prazo.

And young people of the Arab world have awakened one morning,

and understood that power lies in their hands.

The rest is the year in front of us.

O resto é o ano que temos na nossa frente.

And guess what? The same Generation Y,

A geração da Internet, com as suas regras,

with their rules, with their tools, with their games,

com as suas ferramentas, com os seus jogos e com a sua linguagem

and with their language, which sounds a little bit strange to me.

I'm 38 now.

— já tenho 38 anos.

And can you look at the age of the people on the streets of Europe?

Já repararam na idade das pessoas nas ruas da Europa?

It seems that Generation Y is coming.

Parece que Geração da Internet está a chegar.

Vou dar outro exemplo.

Now, let me set another example.

I'm meeting different people throughout the world,

Conheço várias pessoas pelo mundo fora.

and they are, you know, academics, and professors, and doctors,

São académicos, professores e médicos.

and they will always talk conditions.

Estão sempre a falar de condições. Por exemplo:

They will say: "People power will work only if the regime is not too oppressive."

"O poder popular só funciona se o regime não for demasiado repressivo."

They will say: "People power will work,

"O poder popular só funciona

if the annual income of the country is between X and Z."

"se o rendimento anual do país for entre x e z."

They will say: "People power will work only if there is a foreign pressure."

"O poder popular só funciona se existir pressão do exterior."

They will say: "People power will work only if there is no oil."

"O poder popular só funciona se não houver petróleo."

And, I mean, there is a set of conditions.

Quer dizer, há uma série de condições.

Well, the news here is that your skills during the conflict

O que há de novo aqui é que as capacidades durante o conflito

seem to be more important than the conditions.

segundo parece, são mais importantes do que as condições,

Namely, the skills of unity, planning, and maintaining nonviolent discipline.

nomeadamente capacidades de unidade, de planeamento,

e de manter uma disciplina de não-violência.

Let me give you an example.

Vou dar-vos um exemplo.

I come from a country called Serbia.

Eu venho de um país chamado Sérvia.

It took us 10 years to unite 18 opposition party leaders,

Levámos 10 anos para unir 18 líderes de partidos da oposição,

with their big egos, behind one single candidate

com os seus enormes egos, para apoiar um único candidato

against the Balkan dictator Slobodan Milosevic.

contra o ditador dos Balcãs, Slobodan Milosevic.

Guess what? That was the day of his defeat.

Sabem uma coisa? Foi nesse dia que o derrotámos.

You look at the Egyptians, they fight on Tahrir Square,

Olhem para os egípcios, eles lutam na praça Tahrir,

they get rid of their individual symbols,

they appear on the street only with the flag of Egypt.

I will give you a counter-example.

You see nine presidential candidates running against Lukashenko,

you all know the outcome.

So unity is a big thing.

And this can be achieved.

Same with planning.

O mesmo com o planeamento.

Somebody has lied to you

about the successful and spontaneous nonviolent revolution.

que a revolução espontânea e não-violenta é bem sucedida?

That thing doesn't exist in the world.

Tal coisa não existe no mundo.

Whenever you see young people in front of the row

Sempre que virem jovens na frente das manifestações

a tentarem confraternizar com polícias ou militares,

trying to fraternize with the police or military,

somebody was thinking about it before.

é porque alguém pensou nisso anteriormente.

Now, at the end, nonviolent discipline.

Por fim — a disciplina da não-violência.

And this is probably the game-changer.

Esta é provavelmente o fator da mudança do jogo.

If you maintain nonviolent discipline,

Se mantivermos a disciplina não-violenta, iremos sem dúvida ganhar.

you'll exclusively win.

You have 100,000 people in a nonviolent march,

Há 100 000 pessoas numa marcha não-violenta,

one idiot or agent-provocateur throwing a stone.

e um idiota ou um agente provocador atira uma pedra.

Guess what takes all the cameras.

Para quem se viram todas a as câmaras?

That one guy.

Para esse tipo.

One single act of violence can literally destroy your movement.

Um único ato de violência pode literalmente destruir um movimento.

Now, let me move to another place.

Agora vou mudar para outro ponto.

It's the selection of strategies and tactics.

O da seleção de estratégias e táticas.

There are certain rules in nonviolent struggle you may follow.

Existem certas regras que podemos seguir numa luta não-violenta.

First, you start small.

Primeiro, começamos com pouco.

Second, you pick the battles you can win.

Depois, escolhemos as batalhas que podemos ganhar.

It's only 200 of us in this room.

Só estamos 200 nesta sala.

We won't call for the march of a million.

Não vamos convocar a Manifestação de Um Milhão.

But what if we organized the spraying of graffiti throughout the night,

Mas se nos organizássemos para pintar "graffitis" durante a noite,

por toda a cidade de Cracóvia?

all over Krakow.

The city will know.

A cidade iria saber.

So, we pick tactics accommodated to the event,

Assim, escolhemos táticas que se adaptem ao acontecimento,

especially this thing we call the small tactics of dispersion.

especialmente aquilo a que chamamos pequenas táticas de dispersão.

They're very useful in violent oppression.

São muito úteis numa repressão violenta.

We are actually witnessing the picture of one of the best tactics ever used.

It was on Tahrir square,

Foi na praça Tahrir, onde a comunidade internacional

where the international community was constantly frightened

estava sempre com medo

that, you know, the Islamists will overtake the revolution.

What they organized --

Eles organizaram-se.

Christians protecting Muslims where they are praying,

Os cristãos a proteger os muçulmanos que estão a orar,

a Coptic wedding cheered by thousands of Muslims,

um casamento copta aplaudido por milhares de muçulmanos.

the world has just changed the picture,

O mundo acabava de mudar de cenário,

but somebody was thinking about this previously.

mas alguém esteve a pensar nisso previamente.

So there are so many things you can do

Existem tantas coisas que podemos fazer

instead of getting into one place,

em vez de irmos para um sítio

shouting, and you know, showing off in front of the security forces.

Now, there is also another very important dynamic.

Há outra dinâmica igualmente importante.

And this is a dynamic that analysts normally don't see.

This is the dynamic between fear and apathy on the one side,

and enthusiasm and humor on another side.

e o entusiasmo e o humor, por outro.

So, it works like in a video game.

You have the fear high, you have status quo.

You have the enthusiasm higher,

you see the fear is starting to melt.

Day two, you see people running towards the police

No segundo dia, vimos as pessoas a correrem para a polícia

instead of from the police, in Egypt.

You can tell that something is happening there.

And then, it's about the humor.

E é sobre o humor.

Humor is such a powerful game-changer,

and of course, it was very big in Poland.

e, claro, foi bastante elevado na Polónia.

You know, we were just a small group of crazy students in Serbia

Nós éramos um pequeno grupo de estudantes malucos, na Sérvia,

when we made this big skit.

We put the big petrol barrel

with a portrait of Mr. President on it, in the middle of the Main Street.

There was a hole in the top.

So you could literally come, put a coin in,

get a baseball bat, and hit his face.

Sounds loud.

And within minutes,

we were sitting in a nearby café having coffee,

and there was a queue of people waiting to do this lovely thing.

Well, that's just the beginning of the show.

Aquilo foi apenas o início do espetáculo.

The real show starts when the police appears.

O verdadeiro espetáculo foi quando a polícia apareceu.

"What will they do?"

O que é que eles haviam de fazer?

Arrest us? We were nowhere to be seen.

Prender-nos? Ninguém nos via.

We were like three blocks away, observing it from our espresso bar.

Estávamos a três quarteirões dali a observar do nosso bar.

Arrest the shoppers, with kids?

Prender os lojistas com miúdos? Não faria sentido.

Doesn't make sense.

Of course, you could bet, they did the most stupid thing.

Claro, podem crer que eles fizeram a coisa mais estúpida:

They arrested the barrel.

prenderam o barril.

And now, the picture of the smashed face on the barrel,

A imagem daquele rosto desfeito por cima do barril

with the policemen dragging it to the police car,

com os polícias a arrastá-lo para o carro da polícia,

that was the best day for newspaper photographers

foi o melhor dia que os fotógrafos dos jornais jamais terão.

that they will ever have.

So, I mean, these are the things you can do.

Portanto, há muitas coisas que podemos fazer

And you can always use humor.

e podemos sempre usar o humor.

There is also one big thing about humor,

Há outra coisa importante sobre o humor: magoa mesmo,

it really hurts.

Because these guys really are taking themselves too seriously.

Porque estes tipos levam-se demasiado a sério.

When you start to mock them, it hurts.

Quando começamos a gozar com eles, isso magoa-os.

Now, everybody is talking about His Majesty, the Internet,

Toda a gente fala de Sua Magestade, a Internet.

and it is also a very useful skill.

But don't rush to label things like "a Facebook Revolution,"

Mas não se precipitem a pôr etiquetas do tipo,

uma "Revolução Facebook ou uma "Revolução Twitter".

"Twitter Revolution."

Don't mix the tools with the substance.

Não confundam as ferramentas com a substância.

It is true that the Internet and the new media are very useful

in making things faster and cheaper.

They also make it a bit safer for the participants,

because they give partial anonymity.

We're watching the great example of something else the Internet can do.

It can put the price tag of state-sponsored violence

over a nonviolent protester.

This is how he became known to the public,

and this is what probably became the straw that broke the camel's back.

But here is also the bad news.

The nonviolent struggle is won in the real world, in the streets.

A luta não-violenta é ganha no mundo real, nas ruas.

You will never change your society towards democracy,

Nunca mudaremos a nossa sociedade para uma democracia

or, you know, the economy, if you sit down and click.

nem a economia, se nos limitarmos a ficar sentados e a clicar.

There are risks to be taken,

and there are living people who are winning the struggle.

Well, the million-dollar question.

What will happen in the Arab world?

And though young people from the Arab world

were pretty successful in bringing down three dictators,

tenham tido bastante êxito a derrubar três ditadores,

shaking the region,

a convencer de certa forma os reis inteligentes da Jordânia e de Marrocos

kind of persuading the clever kings from Jordan and Morocco

to do substantial reforms,

it is yet to be seen what will be the outcome.

Whether the Egyptians and Tunisians will make it through the transition,

or this will end in bloody ethnic and religious conflicts,

whether the Syrians will maintain nonviolent discipline,

faced with a brutal daily violence which kills thousands already,

or they will slip into violent struggle

and make ugly civil war.

Will these revolutions be pushed through the transitions and democracy

Serão estas revoluções impulsionadas para transições e para a democracia,

or be overtaken by the military or extremists of all kinds?

ou serão usurpadas por militares ou por extremistas de toda a ordem?

We cannot tell.

Não podemos dizer.

The same works for the Western sector,

O mesmo acontece no setor ocidental,

where you can see all these excited young people

onde podemos ver todos estes jovens excitados a manifestar-se em todo o mundo,

protesting around the world, occupying this, occupying that.

"ocupem isto", "ocupem aquilo".

Are they going to become the world wave?

Irão eles formar uma vaga mundial?

Are they going to find their skills, their enthusiasm, and their strategy

Irão eles encontrar as suas capacidades, o seu entusiasmo e a sua estratégia

to find what they really want and push for the reform,

para encontrar o que realmente querem?

e pressionar para a reforma,

or will they just stay complaining about the endless list

ou irão ficar apenas a queixar-se da interminável lista de coisas que odeiam?

of the things they hate?

This is the difference between the two paths.

Esta é a diferença entre as duas vias.

Now, what do the statistics have?

Agora, o que é que as estatísticas têm?

My friend Maria Stephan's book

O livro da minha amiga Maria Stephan

talks a lot about violent and nonviolent struggle,

fala muito sobre a luta violenta e não-violenta,

and there are some shocking data.

e há alguns dados chocantes.

If you look at the last 35 years and different social transitions,

Se olharmos para os últimos 35 anos

e para as diferentes transições sociais da ditadura para a democracia,

from dictatorship to democracy,

you will see that, out of 67 different cases,

in 50 of these cases it was nonviolent struggle

which was the key power.

This is one more reason to look at this phenomenon,

this is one more reason to look at Generation Y.

Enough for me to give them credit,

Suficiente para que eu lhes dê crédito e tenha esperança

and hope that they will find their skills and their courage

to use nonviolent struggle

and thus fix at least a part of the mess our generation is making in this world.
