said they were scared. I don't know if I'm scared,

ಅವರು ಭಯಪಟ್ಟಿದ್ದಾರೆಂದು ಹೇಳಿದರು. ನನಗೆ ಭಯವಾಗಿದೆಯೊ, ಇಲ್ಲವೋ ನನಗೆ ಗೊತ್ತಿಲ್ಲ,♪♪

but this is my first time of addressing an audience like this.

ಆದರೆ, ಇದೇ ಮೊದಲು ನಾನು ಇಂತಹ ಸಭಿಕರನ್ನುದ್ದೇಶಿಸಿ ಮಾತಾಡುತ್ತಿರುವುದು .♪

And I don't have any smart technology for you to look at.

ಹಾಗೂ ನಿಮಗೆ ತೋರಿಸಲು ನನ್ನಲ್ಲಿ ಯಾವುದೇ ವಿಶಿಷ್ಟ ತಂತ್ರಜ್ಞಾನ ಇಲ್ಲ.

There are no slides, so you'll just have to be content with me.

What I want to do this morning is share with you a couple of stories

and talk about a different Africa.

ಹಾಗೂ ಒಂದು ವಿಭಿನ್ನ ಆಫ್ರಿಕಾ ಬಗ್ಗೆ ಮಾತಾಡಬೇಕೆಂದಿದ್ದೇನೆ.

Already this morning there were some allusions to the Africa

ಈಗಾಗಲೇ ಇಂದು ಬೆಳಿಗ್ಗೆ ಆಫ್ರಿಕಾ ಬಗ್ಗೆ ಕೆಲವು ಪ್ರಸ್ತಾಪಗಳಿದ್ದುವು♪

that you hear about all the time: the Africa of HIV/AIDS,

ಅವು ನೀವು ಯಾವಾಗಲೂ ಕೇಳುತ್ತಲಿರುತ್ತೀರಿ: HIV/AIDS ನ ಆಫ್ರಿಕಾ,

the Africa of malaria, the Africa of poverty, the Africa of conflict,

and the Africa of disasters.

While it is true that those things are going on,

ಇವೆಲ್ಲಾ ಸಂಭವಿಸುತ್ತಿರುವುದು ಸತ್ಯವಾದರೂ,♪

there's an Africa that you don't hear about very much.

ನೀವು ಹೆಚ್ಚು ತಿಳಿದಿಲ್ಲದಿದ ಒಂದು ಆಫ್ರಿಕಾ ಇದೆ.♪

And sometimes I'm puzzled, and I ask myself why.

ಹಾಗೂ ಕೆಲವು ಸಾರಿ ನನಗೆ ಗೊಂದಲವಾಗಿ ನನ್ನನ್ನು ನಾನೆ ಏಕೆ ಎಂದು ಪ್ರಶ್ನಿಸುತ್ತೇನೆ.

This is the Africa that is changing, that Chris alluded to.

ಇದು ಕ್ರಿಸ್ ಪ್ರಸ್ತಾಪ ಮಾಡಿದ ಬದಲಾಗುತ್ತಿರುವ ಆಫ್ರಿಕಾ.

This is the Africa of opportunity.

ಇದು ಅವಕಾಶಗಳ ಆಫ್ರಿಕಾ.

This is the Africa where people want to take charge of

ಈ ಆಫ್ರಿಕಾ ಎಲ್ಲಿ ಜನರು ತಮ್ಮ ಭವಿಷ್ಯವನ್ನು

their own futures and their own destinies.

And this is the Africa where people are looking for partnerships

to do this. That's what I want to talk about today.

And I want to start by telling you

a story about that change in Africa.

On 15th of September 2005, Mr. Diepreye Alamieyeseigha,

15 ಸೆಪ್ಟೆಂಬರ್ 2005, ಮಿ.ಡೈಯಾಪ್ರೆಯ್ ಅಲಮೈಯೆಸೈಘ,

a governor of one of the oil-rich states of Nigeria,

ನೈಜೀರಿಯದ ಒಂದು ತೈಲ-ಸಮೃದ್ಧ ರಾಜ್ಯದ ರಾಜ್ಯಪಾಲ

was arrested by the London Metropolitan Police on a visit to London.

ಲಂಡನ್ ಗೆ ಭೇಟಿ ನೀಡಿದ್ದಾಗ ಲಂಡನ್ ಮೆಟ್ರೊಪಾಲಿಟನ್ ಪೊಲೀಸರು ದಸ್ತಗಿರಿ ಮಾಡಿದರು.♪

He was arrested because there were transfers of eight million dollars

ಅವರನ್ನು ಏಕೆ ದಸ್ತಗಿರಿ ಮಾಡಿದರೆಂದರೆ $8 ಮಿಲಿಯನ್ ಹಸ್ತಾಂತರವಾಗಿತ್ತು♪

that went into some dormant accounts

ಅದು ಯಾವುದೋ ನಿಷ್ಕ್ರಿಯ ಖಾತೆಗೆ ಹೋಗಿತ್ತು

that belonged to him and his family.

ಆ ಖಾತೆ ಅವನಿಗೆ ಮತ್ತು ಅವನ ಕುಟುಂಬಕ್ಕೆ ಸೇರಿತ್ತು.

This arrest occurred because there was cooperation

ಈ ದಸ್ತಗಿರಿ ಏಕೆ ಸಂಭವಿಸಿತೆಂದರೆ ಅಲ್ಲೊಂದು ಸಹಕಾರವಿತ್ತು

between the London Metropolitan Police

ಲಂಡನ್ ಮೆಟ್ರೊಪಾಲಿಟನ್ ಪೋಲಿಸ್

and the Economic and Financial Crimes Commission of Nigeria --

ಮತ್ತು ಎಕನಾಮಿಕ್ ಮತ್ತು ಫೈನಾನ್ಶಿಯಲ್ ಕ್ರೈಮ್ಸ್ ಕಮೀಶನ್ ಆಫ್ ನೈಜೀರಿಯ ಜೊತೆ -

led by one of our most able and courageous people: Mr. Nuhu Ribadu.

ನಮ್ಮಲ್ಲಿರುವ ಬಹಳ ದಕ್ಷ ಮತ್ತು ಧೈರ್ಯಶಾಲಿಗಳಲ್ಲಿ ಒಬ್ಬರ ನಾಯಕತ್ವದಲ್ಲಿ – ಮಿ.ನುಹು ರಿಬಾಡು.

Alamieyeseigha was arraigned in London.

ಅಲಮೈಯೆಸೈಘ ವಿರುದ್ಧ ಲಂಡನ್ ನಲ್ಲಿ ಅಪಾದನೆ ಮಾಡಲಾಯಿತು.

Due to some slip-ups, he managed to escape dressed as a woman

ಕೆಲವು ತಪ್ಪುಗಳಿಂದಾಗಿ ಅವನು ಹೆಣ್ಣಿನ ವೇಷದಲ್ಲಿ ತಪ್ಪಿಸಿಕೊಳ್ಳಲು ಸಾಧ್ಯವಾಯಿತು

and ran from London back to Nigeria where,

ಹಾಗೂ ಲಂಡನ್ ನಿಂದ ನೈಜೀರಿಯಕ್ಕೆ ಓಡಿಬಂದ, ಇಲ್ಲಿ,♪

according to our constitution, those in office

ನಮ್ಮ ಸಂವಿಧಾನದ ಪ್ರಕಾರ, ಅಧಿಕಾರದಲ್ಲಿರುವ

as governors, president -- as in many countries --

ರಾಜ್ಯಪಾಲರು, ಅಧ್ಯಕ್ಷರು ಮುಂತಾದವರಿಗೆ – ಹಲವು ರಾಷ್ಟ್ರಗಳಲ್ಲಿರುವಂತೆ --

have immunity and cannot be prosecuted. But what happened:

ರಕ್ಷಣೆಯಿದೆ ಹಾಗೂ ಅವರ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮ ನಡೆಯುವುದಿಲ್ಲ. ಆದರೆ ಆದದ್ದೇನು:

people were so outraged by this behavior that it was possible

ಈ ನಡವಳಿಕೆಯಿಂದ ಜನರು ಎಷ್ಟು ರೊಚ್ಚಿಗೆದ್ದರೆಂದರೆ ರಾಜ್ಯ ವಿಧಾನಸಭೆ

for his state legislature to impeach him and get him out of office.

ಅವರ ವಿರುದ್ಧ ದೋಷಾರೋಪಣೆ ಮಾಡಿ ಅವರನ್ನು ಪದವಿಯಿಂದ ಕಿತ್ತುಹಾಕಲು ಸಾಧ್ಯವಾಯಿತು.

Today, Alams -- as we call him for short -- is in jail.

ಈ ದಿನ, ಅಲಾಮ್ಸ್--ನಾವು ಅವರನ್ನು ಸಂಕ್ಷ್ತಿಪ್ತವಾಗಿ ಕರೆಯುವ ಹೆಸರು –ಜೈಲಿನಲ್ಲಿದ್ದಾರೆ.

This is a story about the fact that people in Africa

ಇದು ಒಂದು ಸತ್ಯ ಕಥೆ , ಆಫ್ರಿಕಾದ ಜನರು ತಮ್ಮ ನಾಯಕರ♪

are no longer willing to tolerate corruption from their leaders.

ಲಂಚಕೋರತನವನ್ನು ಸಹಿಸಿಕೊಳ್ಳಲು ಇನ್ನು ಮುಂದೆ ಸಿದ್ಧರಿಲ್ಲ.

This is a story about the fact that people want their resources

ಈ ಕಥೆ ಯಾವುದರ ಬಗ್ಗೆಯೆಂದರೆ ಜನರು ತಮ್ಮ ಸಂಪನ್ಮೂಲಗಳನ್ನು

managed properly for their good, and not taken out to places

ಅವರ ಒಳಿತಿಗಾಗಿ ನಿರ್ವಹಿಸಬೇಕು ಮತ್ತು ಅದನ್ನು ಹೊರದೇಶಗಳಿಗೆ

where they'll benefit just a few of the elite.

ಯಾರೋ ಕೆಲವು ಪ್ರಭಾವಶಾಲಿ ವ್ಯಕ್ತಿಗಳ ಲಾಭಕ್ಕೆ ಕೊಂಡೊಯ್ಯುವುದಲ್ಲ ಎಂದು ಬಯಸುತ್ತಾರೆ.

And therefore, when you hear about the corrupt Africa --

ಆದ್ದರಿಂದ, ನೀವು ಲಂಚಗುಳಿ ಆಫ್ರಿಕಾ ಬಗ್ಗೆ ಕೇಳಿದಾಗ --♪

corruption all the time -- I want you to know that the people

ಲಂಚಕೋರತನವೇ ಗೋಚರಿಸುತ್ತದೆ – ಜನರು ಮತ್ತು ಸರಕಾರಗಳು

and the governments are trying hard to fight this

ಇದರ ನಿರ್ಮೂಲನಕ್ಕಾಗಿ ತೀವ್ರವಾಗಿ ಪ್ರಯತ್ನಿಸುತ್ತಿವೆ ಎಂದು ನೀವು ತಿಳಿದುಕೊಳ್ಳಲಿ ಎಂದು ನಾನು ಬಯಸುತ್ತೇನೆ♪♪

in some of the countries, and that some successes are emerging.

ಕೆಲವು ರಾಷ್ಟ್ರಗಳಲ್ಲಿ, ಹಾಗೂ ಕೆಲವು ಯಶಸ್ಸುಗಳು ಹೊರಹೊಮ್ಮುತ್ತಿವೆ.♪♪

Does it mean the problem is over? The answer is no.

ಇದರ ಅರ್ಥ ಸಮಸ್ಯೆ ಕೊನೆಗೊಂಡಿದೆಯೆ? ಇದಕ್ಕೆ ಉತ್ತರ, ’ಇಲ್ಲ’.

There's still a long way to go, but that there's a will there.

ಇನ್ನೂ ಬಹಳ ದೂರ ಹೋಗಬೇಕಿದೆ, ಆದರೆ ಇಲ್ಲಿ ಮಾಡಬೇಕೆಂಬ ಮನಸ್ಸಿದೆ.

And that successes are being chalked up on this very important fight.

ಹಾಗೂ ಈ ಪ್ರಮುಖ ಹೋರಾಟದಲ್ಲಿ ಯಶಸ್ಸುಗಳು ಕಂಡುಬರುತ್ತಿವೆ.

So when you hear about corruption,

ಹಾಗಾಗಿ, ನೀವು ಲಂಚಕೋರತನದ ಬಗ್ಗೆ ಕೇಳಿದರೆ

don't just feel that nothing is being done about this --

ಅದರ ಬಗ್ಗೆ ಇಲ್ಲಿ ಏನೂ ಮಾಡುತ್ತಿಲ್ಲ ಎಂಬ ಭಾವನೆ ಇಟ್ಟುಕೊಳ್ಳಬೇಡಿ --

that you can't operate in any African country

ಆಫ್ರಿಕಾದ ಯಾವುದೇ ದೇಶಗಳೊಂದಿಗೆ ವ್ಯವಹರಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ ಎಂದುಕೊಳ್ಳಬೇಡಿ

because of the overwhelming corruption. That is not the case.

ಲಂಚಕೋರತನ ತುಂಬಿತುಳುಕುತ್ತಿದೆ ಎಂಬುದಕ್ಕಾಗಿ. ಈಗ ಪರಿಸ್ಥಿತಿ ಹಾಗಿಲ್ಲ.♪

There's a will to fight, and in many countries, that fight is ongoing

ಹೋರಾಟ ಮಾಡುವ ಮನಸ್ಸಿದೆ, ಮತ್ತು ಹಲವು ರಾಷ್ಟ್ರಗಳಲ್ಲಿ ಈ ಹೋರಾಟ ನಡೆಯುತ್ತಿದೆ

and is being won. In others, like mine,

ಹಾಗೂ ಗೆಲುವು ದೊರೆಯುತ್ತಿದೆ. ನನ್ನಂತಹ ಬೇರೆಯವರ ವಿಚಾರದಲ್ಲಿ,

where there has been a long history of dictatorship in Nigeria,

ಇಲ್ಲಿ, ನೈಜೀರಿಯದಲ್ಲಿ ಸರ್ವಾಧಿಕಾರದ ದೀರ್ಘ ಚರಿತ್ರೆಯೇ ಇದೆ,♪

the fight is ongoing and we have a long way to go.

ಹೋರಾಟ ನಡೆಯುತ್ತಲೇ ಇದೆ ಹಾಗೂ ನಾವು ದೊಡ್ಡ ದಾರಿಯನ್ನು ಕ್ರಮಿಸಬೇಕಾಗಿದೆ.

But the truth of the matter is that this is going on.

ಆದರೆ ವಾಸ್ತವವೆಂದರೆ ಇದು ಸಂಭವಿಸುತ್ತಾ ಇದೆ.

The results are showing:

ಫಲಿತಾಂಶಗಳು ಕಂಡುಬರುತ್ತಿವೆ:

independent monitoring by the World Bank and other organizations

ವಿಶ್ವ ಬ್ಯಾಂಕ್ ಮತ್ತು ಇತರ ಸಂಸ್ಥೆಗಳು ಸ್ವತಂತ್ರವಾಗಿ ನಿಯಂತ್ರಿಸುತ್ತಿರುವುದನ್ನು

show that in many instances the trend is downwards

ನೋಡಿದರೆ ಹಲವು ಘಟನೆಗಳಲ್ಲಿ ಈ ಪರಿಸ್ಥಿತಿ ಇಳಿಮುಖವಾಗುತ್ತಿದೆ

in terms of corruption, and governance is improving.

ಲಂಚಕೋರತನದ ವಿಚಾರದಲ್ಲಿ, ಹಾಗೂ ಆಡಳಿತ ಉತ್ತಮಗೊಳ್ಳುತ್ತಿದೆ.

A study by the Economic Commission for Africa showed

ಆಫ್ರಿಕಾದ ಆರ್ಥಿಕ ಆಯೋಗದ ಒಂದು ಅಧ್ಯಯನ

a clear trend upwards in governance in 28 African countries.

28 ಆಫ್ರಿಕಾ ದೇಶಗಳಲ್ಲಿ ರಾಜ್ಯಭಾರ ಉತ್ತಮ ಮಟ್ಟಕ್ಕೇರುವ ನಿಚ್ಚಳ ಪ್ರವೃತ್ತಿ ಇದೆ ಎಂದು ತೋರಿಸಿಕೊಟ್ಟಿದೆ.

And let me say just one more thing

ಹಾಗೂ ನಾನು ಇನ್ನೊಂದು ವಿಷಯ ಹೇಳಲು ಇಚ್ಛಿಸುತ್ತೇನೆ♪

before I leave this area of governance.

ಈ ಆಡಳಿತಾತ್ಮಕ ವಿಷಯ ಮುಗಿಸುವ ಮೊದಲು.

That is that people talk about corruption, corruption.

ಅದೆಂದರೆ, ಜನರು ಲಂಚಕೋರತನದ ಲಂಚಗುಳಿತನ ಬಗ್ಗೆ ಮಾತಾಡುತ್ತಾರೆ,.

All the time when they talk about it

ಅದರ ಬಗ್ಗೆ ಯಾರಾದರೂ ಮಾತಾಡಿದರೆ

you immediately think about Africa.

ನಿಮಗೆ ತಕ್ಷಣ ಆಫ್ರಿಕಾ ನೆನಪಿಗೆ ಬರುತ್ತದೆ.

That's the image: African countries. But let me say this:

ಅದು ಇರುವ ಚಿತ್ರ: ಆಫ್ರಿಕಾ ದೇಶಗಳು. ಆದರೆ ನಾನು ಇದನ್ನು ಹೇಳುತ್ತೇನೆ:

if Alams was able to export eight million dollars into an account in London --

ಲಂಡನ್ನಿನ ಒಂದು ಖಾತೆಗೆ ಅಲಮ್ಸ್ $8 ಮಿಲಿಯನ್ ಸಾಗಿಸಿರಬೇಕಾದರೆ

if the other people who had taken money, estimated at

ಇತರರು ಇದೇ ರೀತಿ ಹಣ ಸಾಗಿಸಿರಬಹುದಾದ ಮೊತ್ತ

20 to 40 billion now of developing countries' monies

20 ರಿಂದ 40 ಬಿಲಿಯನ್ ಪ್ರಗತಿಶೀಲ ದೇಶಗಳಿಗೆ ಸೇರಿದ ಹಣ

sitting abroad in the developed countries -- if they're able to do this,

ಅಭಿವೃದ್ಧಿ ಹೊಂದಿರುವ ದೇಶಗಳಲ್ಲಿ ಕುಳಿತುಕೊಂಡಿದೆ – ಅವರು ಹೀಗೆ ಮಾಡಬಹುದಾದರೆ

what is that? Is that not corruption?

ಅದಿನ್ನೇನು? ಅದು ಲಂಚಕೋರತನವಲ್ಲವೇ?

In this country, if you receive stolen goods, are you not prosecuted?

ಈ ದೇಶದಲ್ಲಿ, ನೀವು ಕದ್ದ ಮಾಲು ಪಡೆದರೆ ನಿಮ್ಮ ಮೇಲೆ ಕಾನೂನು ಕ್ರಮ ನಡೆಯುವುದಿಲ್ಲವೆ?

So when we talk about this kind of corruption, let us also think

ಹಾಗಾಗಿ, ನಾವು ಈ ರೀತಿಯ ಲಂಚಕೋರತನದ ಬಗ್ಗೆ ಮಾತಾಡುವಾಗ,

about what is happening on the other side of the globe --

ವಿಶ್ವದ ಮತ್ತೊಂದು ಭಾಗದಲ್ಲಿ ಏನು ನಡೆಯುತ್ತಿದೆ ಎಂಬ ಬಗ್ಗೆಯೂ ಮಾತಾಡೋಣ --

where the money's going and what can be done to stop it.

ಹಣ ಎಲ್ಲಿಗೆ ಹೋಗುತ್ತಿದೆ ಹಾಗೂ ಅದನ್ನು ಹೇಗೆ ತಡೆಯಬಹುದು.

I'm working on an initiative now, along with the World Bank,

ನಾನು ಒಂದು ಪ್ರಸ್ತಾಪದ ಬಗ್ಗೆ ಕೆಲಸಮಾಡುತ್ತಿದ್ದೇನೆ, ವಿಶ್ವ ಬ್ಯಾಂಕ್ ಸಹಯೋಗದೊಡನೆ,

on asset recovery, trying to do what we can

ಆಸ್ತಿ ವಸೂಲಾತಿ ಬಗ್ಗೆ, ನಾವೇನು ಮಾಡಬಹುದು

to get the monies that have been taken abroad --

ಹೊರದೇಶಗಳಿಗೆ ಕೊಂಡೊಯ್ದಿರುವ ಹಣಗಳ ಬಗ್ಗೆ --

developing countries' moneys -- to get that sent back.

ಪ್ರಗತಿಶೀಲ ರಾಷ್ಟ್ರಗಳ ಹಣ – ಅದನ್ನು ಹಿಂದಕ್ಕೆ ರವಾನಿಸಲು.

Because if we can get the 20 billion dollars sitting out there back,

it may be far more for some of these countries

than all the aid that is being put together.

The second thing I want to talk about is the will for reform.

Africans, after -- they're tired, we're tired

ಆಫ್ರಿಕನ್ನರು, ಅವರು ಸುಸ್ತಾದ ನಂತರ – ನಾವು ಸುಸ್ತಾಗುತ್ತೇವೆ

of being the subject of everybody's charity and care.

We are grateful, but we know that

We can invite partners who can support us, but we have to start.

ನಾವು ಸಹಭಾಗಿಗಳನ್ನು ನಮ್ಮ ಬೆಂಬಲಕ್ಕೆ ಕರೆಯಬಹುದು, ಆದರೆ ಪ್ರಾರಂಭ ನಾವೇ ಮಾಡಬೇಕು.

We have to reform our economies, change our leadership,

And this is what we started to do

In fact, if you're not in Nigeria, you're not in Africa.

What we started to do was to realize

that we had to take charge and reform ourselves.

we put forward a comprehensive reform program,

which we developed ourselves.

where I worked for 21 years and rose to be a vice president.

We put together a program that would, one: get the state

out of businesses it had nothing -- it had no business being in.

So we decided to privatize many of our enterprises.

The smartest one, first to come in,

360 million in a market -- in a country that is a poor country,

Nigerians themselves began to develop

But there's a huge market out there,

So privatization is one of the things we've done.

And Nigeria, with the oil sector, had the reputation

of being corrupt and not managing its own public finances well.

So what did we try to do? We introduced a fiscal rule

We didn't know we could pull it off; it was very controversial.

So all the changes and reforms we were able to make

and I could go on and on. And this is to illustrate to you that

So in financial services, a great deal of opportunity.

In tourism, in many African countries, a great opportunity.

more than two-thirds of African countries have had

Conflicts are down on the continent;

from about 12 conflicts a decade ago,

But you should know that this continent is not --

is a continent of many countries, not one country.

And if we are down to three or four conflicts,

it means that there are plenty of opportunities to invest

in stable, growing, exciting economies

where there's plenty of opportunity.

And I want to just make one point about this investment.

The best way to help Africans today

is to help them to stand on their own feet.

And the best way to do that is by helping create jobs.

whilst creating jobs and helping people stand on their own feet,

However, many of these are starved for capital to expand,

because nobody believes outside of our countries

But I'm standing here saying that those who miss the boat now,

that their fellow men and women are employed,

ತಮ್ಮ ಜೊತೆಯೆ ಪುರುಷರು ಮತ್ತು ಮಹಿಳೆಯರಿಗೆ ಉದ್ಯೋಗ ನೀಡುತ್ತಿದ್ದಾರೆ,

and that the children in those households get educated

ಹಾಗೂ ಆ ಕುಟುಂಬಗಳಲ್ಲಿನ ಮಕ್ಕಳು ಶಿಕ್ಷಣ ಪಡೆಯುತ್ತಿದ್ದಾರೆ

because their parents are earning adequate income.

ಏಕೆಂದರೆ, ಅವರ ತಂದೆತಾಯಿಗಳು ಅಗತ್ಯವಿರುವಷ್ಟು ಸಂಪಾದಿಸುತ್ತಿದ್ದಾರೆ.

So I invite you to explore the opportunities.
