Amongst all the troubling deficits we struggle with today --

we think of financial and economic primarily --

We who are diplomats,

we are trained to deal with conflicts between states and issues between states.

And I can tell you, our agenda is full.

There is trade, there is disarmament,

there is cross-border relations.

国境を越えた問題などに 対処しなければなりません

But the picture is changing,

and we are seeing that there are new key players

coming onto the scene.

We loosely call them "groups."

They may represent social, religious,

political, economic, military realities.

And we struggle with how to deal with them.

The rules of engagement:

how to talk, when to talk,

and how to deal with them.

which illustrates the character of conflicts

You see the green

is a traditional interstate conflict,

the ones we used to read about.

The red is modern conflict,

conflicts within states.

These are quite different,

and they are outside the grasp

of modern diplomacy.

And the core of these key actors

are groups

who represent different interests

inside countries.

And the way they deal with their conflicts rapidly spreads to other countries.

So in a way, it is everybody's business.

Another acknowledgment we've seen during these years,

また 近年 我々が遭遇している

recent years,

is that very few

of these domestic interstate, intrastate conflicts

can be solved militarily.

They may have to be dealt with with military means,

but they cannot be solved by military means.

They need political solutions.

And we, therefore, have a problem,

because they escape traditional diplomacy.

And we have among states

そして 多くの国は

a reluctance in dealing with them.

このような問題に対処することに消極的です

Plus, during the last decade,

その上 我々は 過去10年間

we've been in the mode

そうした集団と交渉をすることは

where dealing with groups

was conceptually and politically dangerous.

After 9/11,

either you were with us or against us.

It was black or white.

And groups are very often

immediately label terrorists.

And who would talk to terrorists?

そうなったら誰がテロリストと対話するでしょうか？

The West, as I would see it,

欧米諸国は この10年で弱体化したと

comes out of that decade weakened,

because we didn't understand the group.

So we've spent more time

on focusing on why we should not talk to others

than finding out how we talk to others.

Now I'm not naive.

You cannot talk to everybody all the time.

And there are times you should walk.

And sometimes military intervention is necessary.

I happen to believe that Libya was necessary

リビアへの介入は必要だったと私は考えています

and that military intervention in Afghanistan was also necessary.

アフガニスタンについても同様です

And my country relies on its security

through military alliance, that's clear.

軍事同盟に頼っていることは明白です

But still we have a large deficit

in dealing with and understanding modern conflict.

Let us turn to Afghanistan.

アフガニスタンを見てみましょう

10 years after that military intervention,

軍事介入から10年が経ちましたが

that country is far from secure.

かの国は安定とは程遠い状態です

The situation, to be honest, is very serious.

率直に言って 事態は極めて深刻です

Now again, the military is necessary,

かの国で軍隊の駐留は必要ですが

but the military is no problem-solver.

軍隊だけでは問題解決しません

When I first came to Afghanistan in 2005 as a foreign minister,

2005年に外相として 初めて アフガニスタンを訪問した時

I met the commander of ISAF,

国際治安支援部隊（ISAF）の

the international troops.

司令官と面談をしました

And he told me that, "This can be won militarily, minister.

当時の司令官は言いました 「外相 我々が辛抱強くやり遂げれば

We just have to persevere."

軍事的勝利は可能です」

Now four COM ISAF's later,

we hear a different message:

違う言葉が聞かれました

"This cannot be won militarily.

We need military presence,

but we need to move to politics.

政治的解決が必要です

We can only solve this through a political solution.

And it is not us who will solve it;

Afghans have to solve it."

But then they need a different political process

しかしそれには彼ら自身の政治制度が必要で

than the one they were given in 2001, 2002.

2001年と2002年に我々が押し付けた 政治制度ではありません

They need an inclusive process

彼ら自身の問題に対処できる

where the real fabric of this very complicated society

非常に複雑な社会の 中枢をなすような人たちによる

can deal with their issues.

Everybody seems to agree with that.

今は誰もが賛同しているようですが

It was very controversial to say three, four, five years ago.

３~５年前には意見が分かれていました

Now everybody agrees.

今は 誰もが同意していることです

But now, as we prepare to talk,

しかし いざ対話をしようとすると

we understand how little we know.

我々の知識の少なさに気づきます

Because we didn't talk.

なぜなら対話をしてこなかったために

We didn't grasp what was going on.

現状を把握できていないからです

The International Committee of the Red Cross, the ICRC,

赤十字国際委員会 ICRCは

is talking to everyone,

中立の立場を取っているため

and it is doing so because it is neutral.

誰とでも対話をしています

And that's one reason why

このことが ICRCが

that organization probably

近年の紛争を理解するための

is the best informed key player

情報に最も通じた 重要な団体であることの

to understand modern conflict --

理由の一つだと思います

because they talk.

彼らは対話をするからです

My point is that you don't have to be neutral to talk.

しかし 対話をする際に 中立である必要はありません

And you don't have to agree

相手と同じテーブルについたとき

when you sit down with the other side.

同意する必要はないのです

And you can always walk.

席を立つことはいつでも可能です

But if you don't talk,

しかし 対話自体を行わなければ

you can't engage the other side.

相手側と関わることができません

And the other side which you're going to engage

また 対話を行おうとしている相手は

is the one with whom you profoundly disagree.

あなたと完全に意見が食い違っている人たちです

Prime Minister Rabin said when he engaged the Oslo process,

ラビン元首相は オスロ･プロセスに関わった際

"You don't make peace with your friends,

「和平は友と結ぶのではない

you make peace with your enemies."

和平とは 敵と結ぶものだ」と言いました

It's hard, but it is necessary.

困難ですが 必要なことなのです

Let me go one step further.

もう一歩踏み込んで考えてみましょう

This is Tahrir Square.

これはタハリール広場です

There's a revolution going on.

ここで革命が進行しています

The Arab Spring is heading into fall

アラブの春は 秋となり

and is moving into winter.

冬になりました

It will last for a long, long time.

この運動は今後長期化するでしょう

And who knows what it will be called in the end.

この革命が最終的に何と呼ばれようが

That's not the point.

それは重要なことではありません

The point is that we are probably seeing,

重要なことは これが我々が おそらく初めて目にする

for the first time in the history of the Arab world,

アラブ世界の歴史上初の

a revolution bottom-up --

ボトムアップの革命であり

people's revolution.

民衆主体の革命だということです

Social groups are taking to the streets.

社会集団は街頭でデモを繰り広げました

And we find out in the West

そして 欧米諸国は 何が起きているかを

that we know very little about what's happening.

Because we never talk to the people in these countries.

こうした国の人々と 一度も対話をしてこなかったからです

Most governments followed

ほとんどの政府は

the dictate of the authoritarian leaders

彼らがテロリストであるという

to stay away from these different groups,

独裁主義的なリーダー達の言い分に従って

because they were terrorists.

これらの集団と距離を置いていました

So now that they are emerging in the street

しかし エジプト市民が街につめかけ

and we salute the democratic revolution,

民主主義革命に喝采を送った我々は

we find out how little we know.

ほとんど何も知らないことに気づいたのです

Right now, the discussion goes,

現在も 議論は続いています

"Should we talk to the Muslim Brotherhood?

「我々は ムスリム同胞団と対話すべきか？

Should we talk to Hamas?

ハマスと対話すべきか？

If we talk to them, we may legitimize them."

対話を行ったら 彼らを 認めることになるのではないか」

I think that is wrong.

私はこれは誤りだと思います

If you talk in the right way, you make it very clear

正しい方法で対話を行えば

that talking is not agreeing.

対話と合意は違うことを明確にできます

And how can we tell the Muslim Brotherhood,

そしてなにより 我々が

as we should,

多数派の権利を尊重しないとしたら

that they must respect minority rights,

ムスリム同胞団に 少数派の権利を尊重すべきであるなどと

if we don't accept majority rights?

どうして言うことができるでしょうか？

Because they may turn out to be a majority.

なぜなら彼らは今や多数派かもしれないのです

How can we escape [having] a double-standard,

我々が もし民主主義を説く一方で

if we at the same time preach democracy

彼らを代表する集団と

and at the same time

交渉しないのであれば

don't want to deal with the groups that are representative?

ダブルスタンダードと言われても当然です

How will we ever be interlocutors?

これで我々を折衝者といえるでしょうか？

Now my diplomats are instructed

現在 我が国の外交官は こうしたすべての

to talk to all these groups.

集団と対話するよう指示されています

But talking can be done in different ways.

対話には様々なやり方があります

We make a distinction between talking from a diplomatic level

我々は 外交レベルでの対話と

and talking at the political level.

政治レベルでの対話を区別しています

Now talking can be accompanied with aid or not with aid.

援助を伴うものと伴わない対話があり

Talking can be accompanied with inclusion or not inclusion.

包括的なものと包括的でない対話があります

There's a big array

こうしたことに対処するための方法は

of the ways of dealing with this.

実にたくさんあるのです

So if we refuse

もし我々が こうした新しい集団 --

to talk to these new groups

今後ニュースの中心となるような集団との

that are going to be dominating the news in years to come,

対話を拒んだとしたらどうなるでしょう

we will further radicalization,

急進化をさらに促すと

I believe.

私は考えています

We will make the road from violent activities into politics

暴力的な活動を政治に導くための道を

harder to travel.

より困難なものにしてしまいます

And if we cannot demonstrate to these groups

もし我々がこうした集団に対して

that if you move towards democracy,

民主主義に移行して

if you move towards taking part

国家間の正常で文明化された関係の

in civilized and normal standards among states,

一端を担うようになれば 利益があるのだと

there are some rewards on the other side.

示すことができなければ どうなるでしょう？

The paradox here

ここにおけるパラドックスは

is that the last decade probably was a lost decade

過去10年は おそらく外交政策における

for making progress on this.

失われた10年だったということです

And the paradox is that the decade before the last decade was so promising --

なぜパラドックスかというと その前の10年は実りが多く

and for one reason primarily.

それも一つの出来事が寄与しています

And the reason is what happened in South Africa:

それは南アフリカのネルソン･マンデラ氏が

Nelson Mandela.

成し遂げたことが理由でした

When Mandela came out of prison

彼が27年間の獄中生活から

after 27 years of captivity,

解放された時

if he had told his people,

彼が民衆に対して

"It's time to take up the arms,

「今こそ武器を取れ

it's time to fight,"

戦いの時がきた」と説いても

he would have been followed.

民衆は彼を支持したでしょう

And I think the international community

そして国際社会もまた

would have said, "Fair enough.

彼らには戦う権利があると

It's their right to fight."

考えたでしょう

Now as you know, Mandela didn't do that.

しかしご存知の通り 彼はそうしませんでした

In his memoirs, "Long Road to Freedom,"

彼の自伝 『自由への長い道』によると

he wrote that he survived

彼がその長い獄中生活を

during those years of captivity

耐え抜くことができたのは

because he always decided to look upon his oppressor

常にこう考えることを 自分に課していたからでした

as also being a human being,

「抑圧者もまた同じ人間である」と

also being a human being.

「抑圧者もまた同じ人間である」と

So he engaged a political process of dialogue,

彼は政治的なプロセスとしての対話を

not as a strategy of the weak,

弱者の戦略としてではなく

but as a strategy of the strong.

強者の戦略として用いました

And he engaged talking profoundly

彼は人々が集まって対話をする

by settling some of the most tricky issues

真実と和解のプロセスを通して

through a truth and reconciliation process

いくつかの非常に難しい問題を解決し

where people came and talked.

積極的に対話を行いました

Now South African friends will know

南アフリカの人々はそれが非常に辛い

that was very painful.

過程であったことを知るでしょう

So what can we learn from all of this?

ここから我々が学ぶことは

Dialogue is not easy --

対話を行うことは 容易ではない

not between individuals, not between groups, not between governments --

個人､集団､政府間の いずれにおいても容易ではない

but it is very necessary.

しかし 対話は絶対に必要だ ということです

If we're going to deal with political conflict-solving of conflicts,

もし 我々が紛争の政治的解決に取り組み

if we're going to understand these new groups

全ての人が利用可能な テクノロジーに後押しされて

which are coming from bottom-up,

大衆の中から生まれた新しい集団を

supported by technology, which is available to all,

理解するように努めるのであれば

we diplomats cannot be sitting back in the banquets

我々外交官は晩餐会で座りながら

believing that we are doing interstate relations.

国際関係を構築していると うぬぼれている場合ではありません

We have to connect

外交官である我々は

with these profound changes.

こうした意義深い変化に関与すべきなのです

And what is dialogue really about?

そして対話とは つまるところ何でしょうか

When I enter into dialogue,

私は対談に臨む際

I really hope that the other side

相手側が私の主張を理解してくれることを

would pick up my points of view,

本心から望んでいます

that I would impress upon them

その際私は 自分の意見と価値観を

my opinions and my values.

印象付けるように心がけています

I cannot do that

これをするためには

unless I send the signals that I will be open

心を開き 相手の意図を聞いている

to listen to the other side's signals.

という態度を示さなければなりません

We need a lot more training on how to do that

こうしたことを実践するには たくさんの訓練が必要で

and a lot more practice

対話によって問題解決を

on how that can take problem-solving forward.

前進させる練習が必要です

We know from our personal experiences

自分の個人的な体験から

that it's easy sometimes

時には ただ席を立つほうが

just to walk,

容易な場合があることはわかっています

and sometimes you may need to fight.

また 時には争う必要もあるでしょう

And I wouldn't say that is the wrong thing in all circumstances.

すべての状況において これが悪いとは言えません

Sometimes you have to.

時には他に方法がないこともあるでしょう

But that strategy seldom takes you very far.

しかし こうした戦略では 進展を見ることは難しいのです

The alternative is a strategy

ですから 関与するための戦略と

of engagement and principled dialogue.

原則に基づいた対話が功を奏するのです

And I believe we need to strengthen this approach

私は現代の外交において この手法を

in modern diplomacy,

強化させる必要があると考えています

not only between states,

国家間の対話だけでなく

but also within states.

国内の対話においてもです

We are seeing some new signs.

新しい兆しも見えてきています

We could never have done

対人地雷禁止条約および

the convention against anti-personnel landmines

クラスター爆弾禁止条約は

and the convention that is banning cluster munitions

市民団体を関与させるという

unless we had done diplomacy differently,

従来の外交政策からの転換がなければ

by engaging with civil society.

なしえなかったことでしょう

All of a sudden,

ある日突然

NGOs were not only standing in the streets, crying their slogans,

NGOは街頭でスローガンを叫ぶだけでなく

but they were taking [them] into the negotiations,

交渉の場に参加するようになりました

partly because they represented the victims of these weapons.

彼らがこうした武器の犠牲者を 代表していたことが理由の一つです

And they brought their knowledge.

そして彼らの知識が役立ちました

And there was an interaction

ここに 外交と 民衆からくる力の

between diplomacy and the power coming bottom-up.

交流が生まれたのです

This is perhaps a first element

これは おそらく変革の

of a change.

最初の兆候です

In the future, I believe,

将来 私たちは

we should draw examples from these different illustrations,

人々や市民団体から断絶した

not to have diplomacy

外交政策ではなく

which is disconnected from people and civil society.

こうした成功例を参考にする必要があります

And we have to go also

また 既存の外交政策の枠組みを超え

beyond traditional diplomacy

現代の我々にとっての死活問題である

to the survival issue of our times,

気候変動についても

climate change.

取り組まなければなりません

How are we going to solve climate change through negotiations,

人々や市民団体を 問題の一部としてではなく

unless we are able to make civil society and people,

解決策の一部として 取り込むことができなければ

not part of the problem, but part of the solution?

交渉によって気候変動問題を 解決することはできないでしょう

It is going to demand an inclusive process of diplomacy

従来の外交プロセスとは違う

very different from the one we are practicing today

包括的なアプローチが必要とされているのです

as we are heading to new rounds of difficult climate negotiations,

気候変動の交渉で 難しい局面に立っている今

but when we move toward something

より多くの人を動員ができるような

which has to be much more

方法にむけて

along a broad mobilization.

動き出さなければならないのです

It's crucial to understand, I believe,

これは絶対に理解しなければ ならないことだと思います

because of technology and because of globalization,

societies from bottom-up.

社会は民衆から変わっていくからです

We as diplomats

我々外交官は

need to know the social capital

コミュニティの社会資本を

of communities.

知っておく必要があります

What is it that makes people trust each other,

国家間においてだけでなく国内においても

not only between states,

人々をお互いに信用させるものは

but also within states?

何なのでしょうか？

What is the legitimacy of diplomacy,

外交における正当性とは何でしょう？

of the the solution we devise as diplomats

地域において広域の力を持つ

if they cannot be reflected and understood

我々があいまいに集団と呼んでいる 彼らのことを理解し

by also these broader forces of societies

外交に反映することができないならば

that we now very loosely call groups?

我々外交官が生み出す 問題解決の正当性は何でしょう？

The good thing is that we are not powerless.

幸い 我々は無力ではありません

We have never had

歴史上 かつてこれほどたくさんの

as many means of communication,

コニュニケーション手段を 手にしたことはありませんでした

means of being connected, means of reaching out,

つながるための 連絡するための

means of including.

連携するための手段があります

The diplomatic toolbox

コニュニケーションを強化するために

is actually full of different tools we can use

使用できる 外交のための道具箱には

to strengthen our communication.

実際たくさんの道具が揃っているのです

But the problem is that we are coming out of a decade

ただ この10年間 こうした手法を

where we had a fear of touching it.

恐れて使用しなかっただけなのです

Now, I hope, in the coming years,

私は きたるべき数年間で

that we are able to demonstrate through some concrete examples

いくつかの確固とした例を示すことで

that fear is receding

恐れを薄れさせ

and that we can take courage

勇気を持って

from that alliance

様々な国の市民団体と

with civil society

連携をとりあい

in different countries

彼らの問題を解決する

to support their problem-solving,

手助けができると考えています

among the Afghans,

アフガニスタン市民の間

inside the Palestinian population,

パレスチナ市民の間

between the peoples of Palestine and Israel.

パレスチナとイスラエル問題もです

And as we try to understand this broad movement

そして我々が アラブ世界全体にわたる

across the Arab world,

広範な運動を理解するにあたり

we are not powerless.

我々は無力ではありません

We need to improve the necessary skills,

ただ必要なスキルを向上させ

and we need the courage to use them.

それを使う勇気を持つことが必要なのです

In my country,

我が国では

I have seen how the council of Islamist groups

イスラム教とキリスト教の グループの代表が

and Christian groups

政府の主導ではなく

came together, not as a government initiative,

自分達が主体となって集まり

but they came together on their own initiative

風通しを良くして

to establish contact and dialogue

対話を行なっています

in times where things were pretty low-key tension.

緊張感が低い時にそれを行っていれば

And when tension increased,

緊張が高まった時には

they already had that dialogue,

彼らはすでに対話を行っており

and that was a strength to deal with different issues.

それが 様々な問題を対処する上での 力となるのです

Our modern Western societies

現在の欧米社会は

are more complex than before,

移民時代を迎え

in this time of migration.

以前より複雑さを増しています

How are we going to settle and build a bigger "We"

コミュニケーションのスキルを 向上させなければ

to deal with our issues

より大きな「私たち」を作って

if we don't improve our skills of communication?

我々の問題に対処することはできないのです

So there are many reasons,

さて たくさんの理由をあげましたが

and for all of these reasons,

これらすべての理由によって

this is time and this is why we must talk.

今こそ 我々は対話をすべきなのです
