Amanda Burden: How public spaces make cities work

When people think about cities,

Cities are fundamentally about people,

So even more important than buildings in a city

And today, some of the most transformative

are happening in these public spaces.

So I believe that lively, enjoyable public spaces

are the key to planning a great city.

They are what makes it come alive.

But what makes a public space work?

What attracts people to successful public spaces,

and what is it about unsuccessful places

that keeps people away?

I thought, if I could answer those questions,

I could make a huge contribution to my city.

But one of the more wonky things about me

One of the first spaces that I studied

was this little vest pocket park called Paley Park

in midtown Manhattan.

This little space became a small phenomenon,

and because it had such a profound impact

on New Yorkers,

it made an enormous impression on me.

I studied this park very early on in my career

because it happened to have been built

by my stepfather,

so I knew that places like Paley Park

didn't happen by accident.

I saw firsthand that they required

incredible dedication

and enormous attention to detail.

But what was it about this space

that made it special and drew people to it?

Well, I would sit in the park and watch very carefully,

and first among other things

were the comfortable, movable chairs.

People would come in, find their own seat,

move it a bit, actually, and then stay a while,

and then interestingly,

people themselves attracted other people,

and ironically, I felt more peaceful

if there were other people around.

And it was green.

This little park provided what New Yorkers crave:

comfort and greenery.

But my question was,

why weren't there more places with greenery

and places to sit in the middle of the city

지나가는 행인처럼 느껴지지 않을만한, 앉을 수 있는 장소가 더 없는걸까?'

where you didn't feel alone,

or like a trespasser?

Unfortunately, that's not how cities

아쉽게도 도시들은 그렇게 디자인 되지 않았어요.

were being designed.

So here you see a familiar sight.

여기, 낯익은 곳이 보이시죠.

This is how plazas have been designed for generations.

이런 방식은 광장건축에 몇 세대 동안이나 유지되어 온 디자인입니다.

They have that stylish, Spartan look

이 광장은 멋있고, 현대건축에 대해 흔히 연상되는 스파르타 양식으로 지어졌죠.

that we often associate with modern architecture,

but it's not surprising that people

하지만, 사람들이 이런 공간들을 회피하는것은 놀라울 게 없습니다.

avoid spaces like this.

They not only look desolate,

그런 광장들은 황량해 보일 뿐만아니라 아주 위험하거든요.

they feel downright dangerous.

I mean, where would you sit here?

생각해 보세요, 여기의 어디에 앉으시겠어요?

What would you do here?

여기서 뭘 하시겠어요?

But architects love them.

그런데 건축가들은 광장을 사랑하죠.

They are plinths for their creations.

그 공간은 그들이 창조물의 토대입니다.

They might tolerate a sculpture or two,

아마 그 공간은 조각물 한두개 정도 놓을 수 있겠지만 그 정도가 전부죠.

but that's about it.

And for developers, they are ideal.

그리고 개발자들에겐 이상적인 것이죠.

There's nothing to water, nothing to maintain,

물을 줘야 할것도 없고, 유지해야 할 것도 없고,

and no undesirable people to worry about.

신경써야 할 달갑지 않은 사람들도 없고요.

But don't you think this is a waste?

그런데 여러분, 이게 낭비라고 생각되지 않으시나요?

For me, becoming a city planner

저에게 도시 계획자가 된다는것은

meant being able to truly change the city

제가 살았던 사랑하는 도시를

that I lived in and loved.

진정으로 변화시키는 일을 의미했어요.

I wanted to be able to create places

저는 팔리 공원에서 느꼈던

that would give you the feeling that you got

그런 감성을 줄 수 있는 공간을 만들고 싶었죠

in Paley Park,

그리고 개발자들이 이와 같은

and not allow developers to build bleak plazas like this.

음산한 이런 광장을 만들지 못하도록 하고 싶었습니다.

But over the many years,

하지만 여러해에 걸쳐서

I have learned how hard it is

저는 성공적이며 의미있고도 즐거운 공공장소를 만드는 것이

to create successful, meaningful,

얼마나 어려운 것인지 여러해에 걸쳐 알게 되었습니다.

enjoyable public spaces.

As I learned from my stepfather,

제가 저의 양아버지에게 배웠듯이

they certainly do not happen by accident,

그것들은 우연으로 생겨나지 않아요

especially in a city like New York,

where public space has to be fought for to begin with,

and then for them to be successful,

somebody has to think very hard

about every detail.

Now, open spaces in cities are opportunities.

Yes, they are opportunities for commercial investment,

but they are also opportunities for the common good

하지만, 그 도시의 공익을 위한 기회이기도 합니다.

of the city,

and those two goals are often not aligned with one another,

이 두가지의 목적은 서로 잘 맞지 않아요.

and therein lies the conflict.

그래서 서로 충돌하죠.

The first opportunity I had to fight

제가 처음 공공장소를 위해 싸웠던 때는 1980년대 초였습니다.

for a great public open space was in the early 1980s,

when I was leading a team of planners

그때 저는 허드슨강 근처 맨하탄 지역에 있는 베터리 파크 시티라는

at a gigantic landfill called Battery Park City

in lower Manhattan on the Hudson River.

엄청 큰 쓰레기 매립지역의 계획자 팀의 리더였어요.

And this sandy wasteland had lain barren

모래밭인 이곳은 10년동안 아무도 찾지않는 불모지였고,

for 10 years,

and we were told, unless we found a developer

in six months, it would go bankrupt.

So we came up with a radical,

almost insane idea.

Instead of building a park

as a complement to future development,

why don't we reverse that equation

and build a small but very high-quality

public open space first,

and see if that made a difference.

So we only could afford to build a two-block section

자, 우리는 1 마일의 산책로를 만들 두 구역정도의 여유가 있었는데요,

of what would become a mile-long esplanade,

so whatever we built had to be perfect.

So just to make sure, I insisted

that we build a mock-up

in wood, at scale, of the railing and the sea wall.

And when I sat down on that test bench

with sand still swirling all around me,

the railing hit exactly at eye level,

blocking my view and ruining my experience

at the water's edge.

So you see, details really do make a difference.

But design is not just how something looks,

it's how your body feels on that seat in that space,

and I believe that successful design always depends

on that very individual experience.

In this photo, everything looks very finished,

but that granite edge, those lights,

the back on that bench,

the trees in planting,

and the many different kinds of places to sit

were all little battles that turned this project

into a place that people wanted to be.

Now, this proved very valuable 20 years later

when Michael Bloomberg asked me to be

his planning commissioner

and put me in charge of shaping

the entire city of New York.

And he said to me on that very day,

he said that New York was projected

뉴욕시가 80억명에서 90억명의 인구증가를 할 것으로 예상된다고요.

to grow from eight to nine million people.

And he asked me,

그리고 그는 제게 이렇게 물었죠,

"So where are you going to put

"자, 당신은 그 10억명의 여분의 뉴욕주민들을 어디에 둘 예정인가요?"

one million additional New Yorkers?"

Well, I didn't have any idea.

Now, you know that New York does

place a high value on attracting immigrants,

so we were excited about the prospect of growth,

but honestly, where were we going to grow

in a city that was already built out to its edges

and surrounded by water?

How were we going to find housing

그 많은 새로운 뉴욕시민들을 위해 어떻게 살 곳을 찾을 수 있을까요?

for that many new New Yorkers?

And if we couldn't spread out,

우리가 퍼져나갈수없다면, 아마 좋은 일이겠지만,

which was probably a good thing,

where could new housing go?

새로운 주택들은 어디로 가나요? 그리고 차는 어떡하죠?

And what about cars?

Our city couldn't possibly handle any more cars.

우리 도시는 더 많은 차를 수용하는 게 가능하지도 않을 거예요.

So what were we going to do?

어떻게 해야하는 걸까요?

If we couldn't spread out, we had to go up.

우리가 퍼져 나갈 수 없다면 우리는 올라가야 합니다.

And if we had to go up,

우리가 올라간다면, 우리는 차를 소유할 필요가 없는 곳으로 올라가야 해요.

we had to go up in places

where you wouldn't need to own a car.

So that meant using one of our greatest assets:

그 뜻은 우리가 가지고 있는 아주 좋은 자산을 이용하는 것이지요.

our transit system.

바로 우리의 대중교통 조직입니다.

But we had never before thought

우리는 그것을 어떻게 아주 효율적으로 사용해야하는지 생각해 보지 않았어요.

of how we could make the most of it.

So here was the answer to our puzzle.

우리의 고민에 대한 답이 여기 있었던 것이죠.

If we were to channel and redirect

우리가 대중교통 근처에 있는

all new development around transit,

모든 새로운 개발을 새 방향으로 돌릴 수 있다면,

we could actually handle that population increase,

우리는 인구성장을 감당할 수 있을거라고 생각했어요.

we thought.

And so here was the plan,

그래서 우리의 계획은, 우리가 정말 해야할 일은,

what we really needed to do:

We needed to redo our zoning --

토지구분을 다시할 필요가 있었고

and zoning is the city planner's regulatory tool --

and basically reshape the entire city,

targeting where new development could go

and prohibiting any development at all

in our car-oriented,

suburban-style neighborhoods.

Well, this was an unbelievably ambitious idea,

이건 믿기지 않을 정도로 야심찬 계획이었죠.

ambitious because communities

had to approve those plans.

So how was I going to get this done?

어떻게 이걸 완성하려고 했느냐고요?

By listening. So I began listening,

in fact, thousands of hours of listening

단지 신뢰를 구축하기위해 수천시간을 경청하기만 했어요.

just to establish trust.

You know, communities can tell

공동체들은 당신이 그들의 공간을 이해했는지 알 수 있어요.

whether or not you understand their neighborhoods.

It's not something you can just fake.

당신이 거짓말로 만들어낼수있는게 아니죠.

And so I began walking.

그래서 전 걷기 시작했어요.

I can't tell you how many blocks I walked,

in sweltering summers, in freezing winters,

year after year,

just so I could get to understand

the DNA of each neighborhood

and know what each street felt like.

I became an incredibly geeky zoning expert,

finding ways that zoning could address

communities' concerns.

So little by little, neighborhood by neighborhood,

block by block,

we began to set height limits

so that all new development

would be predictable and near transit.

Over the course of 12 years,

we were able to rezone

124 neighborhoods,

So in the areas where we zoned for significant development,

that would make a difference in people's lives.

Here you see what was

two miles of abandoned, degraded waterfront

in the neighborhoods of Greenpoint

Now the zoning here was massive,

so I felt an obligation to create

and I spent an incredible amount of time

on every square inch of these plans.

I wanted to make sure that there were

tree-lined paths from the upland to the water,

that there were trees and plantings everywhere,

and, of course, lots and lots of places to sit.

Honestly, I had no idea how it would turn out.

I had to have faith.

But I put everything that I had studied and learned

And then it opened,

and I have to tell you, it was incredible.

People came from all over the city

to be in these parks.

I know they changed the lives of the people who live there,

but they also changed New Yorkers' whole image

I often come down and watch people

get on this little ferry

that now runs between the boroughs,

and I can't tell you why,

but I'm completely moved

by the fact that people are using it

as if it had always been there.

And here is a new park in lower Manhattan.

Now, the water's edge in lower Manhattan

was a complete mess before 9/11.

Wall Street was essentially landlocked

because you couldn't get anywhere near this edge.

And after 9/11, the city had very little control.

But I thought if we went

and got money to reclaim this two miles

I really love this park.

You know, railings have to be higher now,

and flattens out so you can lay down

And I love when people come there

and look up and they say,

"Wow, there's Brooklyn, and it's so close."

"와~ 저기가 부르클린이야, 정말 가깝다."

So what's the trick?

자, 비결이 뭘까요?

How do you turn a park

어떻게 공원을 사람들이 원하는 장소로 바꿀 수 있을까요?

into a place that people want to be?

Well, it's up to you,

not as a city planner but as a human being.

You don't tap into your design expertise.

You tap into your humanity.

Well now, all over New York City,

there are places where you can

find your very own seat.

Where there used to be parking spaces,

주차장이 있었던 곳에 이제는 팝업 까페가 있어요.

there are now pop-up cafes.

Where Broadway traffic used to run,

브로드웨이로 가는 차들이 있던 곳에는 이제 테이블과 의자가 있어요.

there are now tables and chairs.

Where 12 years ago, sidewalk cafes were not allowed,

But claiming these spaces for public use

하지만 이곳을 공공장소로 주장하는 것은 단순하지만은 않았어요.

was not simple,

and it's even harder to keep them that way.

그리고 그런 식으로 계속 유지하는 것은 더 어렵습니다.

So now I'm going to tell you a story

이제 하이라인 공원이라는 아주 별난공원에 대해 말해 보려 합니다.

about a very unusual park called the High Line.

The High Line was an elevated railway.

하이라인은 고가도로 기차길이었습니다.

The High Line was an elevated railway

하이라인은 맨하탄 서쪽의 세 동네를 지나가는 고가도로 기차길입니다.

that ran through three neighborhoods

on Manhattan's West Side,

and when the train stopped running,

기차의 운영이 멈추었을 때 이곳은 식물이 자라는 곳이 되었어요.

it became a self-seeded landscape,

a kind of a garden in the sky.

마치 하늘에 있는 정원같이 말이죠.

And when I saw it the first time,

이 곳을 처음 보고 그 육교를 통해 처음 그곳에 올라갔을 때

honestly, when I went up on that old viaduct,

I fell in love the way you fall in love with a person,

사람과 사랑에 빠지는듯이 진정으로 그곳과 사랑에 빠졌어요.

honestly.

And when I was appointed,

제가 하이라인의 첫 두 구역을 파괴에서 구제하는 것은 프로젝트에 임명됐을 때

saving the first two sections of the High Line

from demolition became my first priority

제 가장 중요한 프로젝트에서 첫 번째 사명이 되었습니다.

and my most important project.

I knew if there was a day that I didn't

제가 만일 하루라도 하이라인에 대해서 염려하지 않았다면

worry about the High Line, it would come down.

그곳이 파괴됐을 거라는 걸 저는 알고 있었죠.

And the High Line,

하이라인은, 이제는 정말 유명하고 인기가 많은 곳이지만

even though it is widely known now

and phenomenally popular,

it is the most contested public space in the city.

예전에는 도시 안에서 제일 논쟁이 많은 공공장소였어요.

You might see a beautiful park,

당신은 아름다운 공원을 볼 수 있지만 모든 사람들이 그렇지는 않습니다.

but not everyone does.

You know, it's true, commercial interests

상업적인 이해관계가 언제나 공공장소와 다툼이 있는건 사실입니다.

will always battle against public space.

You might say,

당신은 이렇게 말할수도 있어요, "40억명이 넘는 사람들이

"How wonderful it is that more than

four million people come from all over the world

하이라인을 보기 위해 세계 곳곳에서 오는 건 정말 멋진거 같아."

to visit the High Line."

Well, a developer sees just one thing: customers.

하지만 개발자는 한가지만 보죠: 소비자들이에요.

Hey, why not take out those plantings

"이봐요, 나무들을 다 뽑고, 하이라인을 따라서 가게들을 내는건 어떨까요?"

and have shops all along the High Line?

Wouldn't that be terrific

"그거 굉장히 멋지지 않을까요?" "더 많은 돈이 도시로 오는 건데요?"

and won't it mean a lot more money for the city?

Well no, it would not be terrific.

아니요, 그건 멋지지 않을겁니다.

It would be a mall, and not a park.

그렇게 되면 쇼핑몰이지, 공원이 아닐테니까요.

And you know what, it might mean

그리고, 도시에는 더 많은 돈이 들어올 수 있는건 맞지만

more money for the city,

but a city has to take the long view,

도시는 멀리 봐야 됩니다, 공공의 이익을 위해서 말이죠.

the view for the common good.

Most recently, the last section of the High Line,

가장 최근에 하이라인의 마지막 구역이고, 세번째 구역이며,

the third section of the High Line,

the final section of the High Line,

마지막 구획은, 개발이익에 의해 위험에 처했었습니다.

has been pitted against development interests,

where some of the city's leading developers

도시 굴지의 일부 개발업자들은

are building more than 17 million square feet

허드슨 야드에 있는 170억평의 땅을 개발하고 있었습니다.

at the Hudson Yards.

And they came to me and proposed

그들이 제게 와서 세번째이자 마지막 구역을 "일시해체" 하겠다고 제안했죠.

that they "temporarily disassemble"

that third and final section.

Perhaps the High Line didn't fit in

with their image of a gleaming city of skyscrapers

on a hill.

Perhaps it was just in their way.

But in any case, it took nine months

of nonstop daily negotiation

to finally get the signed agreement

and that was only two years ago.

So you see, no matter how popular

and successful a public space may be,

it can never be taken for granted.

Public spaces always -- this is it saved --

public spaces always need vigilant champions,

not only to claim them at the outset for public use,

그곳을 공적인 사용의 시초로 주장하는 것 뿐만 아니라

but to design them for the people that use them,

사람들이 그곳을 이용할수있도록 디자인하고,

then to maintain them to ensure

그런 후, 그것들을 유지할 것을 보장하여

that they are for everyone,

모든이들을 위해서 그곳이 불법으로 이용되지 않고,

that they are not violated, invaded,

침범되거나, 버려지거나, 무시당하지 않도록 해야 합니다.

abandoned or ignored.

If there is any one lesson

제 인생에서 도시계획자로서 배운게 하나 있다면

that I have learned in my life as a city planner,

it is that public spaces have power.

그것은 공공장소가 힘을 지니고 있다는 것입니다.

It's not just the number of people using them,

얼마나 많은 사람들이 그곳을 이용하느냐가 아니라

it's the even greater number of people

그 곳이 있음을 앎으로써 더 많은 사람들이

who feel better about their city

자기가 살고있는 도시에 대해 더 기분좋게 생각하게 됩니다.

just knowing that they are there.

Public space can change how you live in a city,

공공장소는 당신이 어떻게 도시내에서 살 것인지를,

how you feel about a city,

어떻게 도시를 생각하는지를 변화시킬 수 있습니다.

whether you choose one city over another,

당신이 어떤 도시를 선택하든간에

and public space is one of the most important reasons

공공장소는 당신이 도시에 머물게 되는 가장 중요한 이유 중 하나입니다.

why you stay in a city.

I believe that a successful city

성공적인 도시는 멋진 파티같은 것이라고 저는 생각해요.

is like a fabulous party.

People stay because they are having a great time.

사람들이 정말 좋은 시간을 보내고 있기 때문에 그곳에 머무릅니다.
