tens of thousands of people --

दसियों हज़ार लोगों का,

in the villages, in the slums,

गाँवों और झुग्गियों से,

in the hinterland of the country --

देश के ह्रदय से,

who have solved problems

जिन्होंने समस्याओं को सुलझाया है

through their own genius,

अपनी खुद की बेमिसाल सोच से,

without any

बिना किसी

outside help.

बाहरी मदद के ।

When our home minister announces

हमारे गृह-मंत्री ने

a few weeks ago

अभी कुछ हफ़्ते पहले ही

a war on

लडाई छेड दी

one third of India,

करीब एक-तिहाई भारत के साथ,

about 200 districts that he mentioned

लगभग २०० ऐसे ज़िलों के नाम ले कर,

were ungovernable,

जिन्हें वो शाषन के काबिल ही नही समझते,

he missed the point.

वो सच्चाई को बिलकुल भूल ही गये ।

The point that we have been stressing

ऐसी सच्चाई जिसे हम सामने ला रहे हैं

for the last 21 years,

पिछले २१ वर्षों से

the point that

और वो सच्चाई है

people may be economically poor,

कि लोग भले ही रूप से गरीब हों,

but they're not poor in the mind.

वो दिमागी रूप से गरीब नहीं हैं ।

In other words,

दूसरे शब्दों में,

the minds on the margin

गरीबी में गुज़र-बसर करने वाला मष्तिश्क

are not the marginal minds.

सोच से गरीब नहीं होता है ।

That is the message,

यही वो संदेश है,

which we started 31 years ago.

जिसका प्रसारण हमने ३१ साल पहले शुरु किया था ।

And what did it start?

और इससे हुआ क्या ?

Let me just tell you, briefly, my personal journey,

चलिये, मैं आपको अपनी जीवन-यात्रा के बारे में बताता हूँ,

which led me to come to this point.

जो मुझे यहाँ तक ले कर आई है ।

In '85, '86, I was in Bangladesh

८५ से ८६ तक मैं बाँगलादेश में था

advising the government and the research council there

वहाँ की सरकार और शोध-समिति के सलाहकार के रूप में

how to help scientists work on the lands,

कैसे वैज्ञानिक काम करें

on the fields of the poor people,

ज़मीन से जुड कर, गरीब लोगों के साथ मिल कर

and how to develop research technologies,

और कैसे शोध-आधारित तकनीकें विकसित की जायें,

which are based on the knowledge of the people.

जो कि आम लोगों के ज्ञान पर आधारित हों ।

I came back in '86.

मैं ८६ में वापस आ गया ।

I had been tremendously invigorated

मुझ में एक शक्तिशाली नव-चेतना का संचार हो चुका था

by the knowledge and creativity that I found in that country,

उस देश में मौजूद ज्ञान और रचनात्मक्ता को देख कर,

which had 60 percent landlessness

जहाँ कि ६० प्रतिशत लोगों के पास ज़मीन तक नहीं है ।

but amazing creativity.

लेकिन अद्भुत रचनात्मकता की कोई कमी नहीं है ।

I started looking at my own work:

मैने अपने काम पर गौर करना शुरु किया ।

The work that I had done

वो सारा काम जो कि मैनें

for the previous 10 years,

पिछले दस वर्षो में किया था,

almost every time,

लगभग हर बार,

had instances of knowledge

मैनें लोगों के पारम्परिक ज्ञान का इस्तेमाल किया था

that people had shared.

जो के लोगों ने बेझिझक बाँटा था ।

Now, I was paid in dollars as a consultant,

और तो और, मुझे सलाहकार के रूप में, बहुत पैसे मिलते थे,

and I looked at my income tax return

फिर मैनें अपने आयकर पर ध्यान दिया

and tried to ask myself: "Is there a line in my return,

और स्वयं से ये सवाल पूछा - "मेरे आयकर में से

which shows how much of this income has gone

कितना हिस्सा उन लोगों के भले के लिये खर्च हुआ है

to the people whose knowledge

जिन्होंने मुझसे अपना ज्ञान बाँटा था,

has made it possible?

Was it because I'm brilliant

क्या मैं इतना होनहार था कि

that I'm getting this reward, or because of the revolution?

मुझे ये पुरस्कार मिल रहा था ?

Is it that I write very well?

या कि मैं बहुत अच्छा लिखता था इसलिये ?

Is it that I articulate very well?

या फ़िर इसलिये कि मैं अपनी बात ढँग से कह पाता था ?

Is it that I analyze the data very well?

हो सकता है इसलिये कि मैं आँकलन में माहिर था ?

Is it because I'm a professor, and, therefore,

या फिर केवल इसलिये कि मैं एक प्रोफ़ेसर था, और

I must be entitled to this reward from society?"

इस नाते मेरे प्रति समाज की कुछ ज़िम्मेदारियाँ थीं ?

I tried to convince myself that, "No, no,

मैनें स्वयं को समझाने का प्रयत्न किया, "नहीं, ऐसा कुछ नहीं है,

I have worked for the policy changes.

मैंने नीति-परिवर्तन के लिये कार्य किया है।

You know, the public policy will become

जिससे कि नीति ऐसे हो जायेगी कि

more responsive to the needs of the poor,

गरीबों के प्रति संवेदनशीलता बढेगी,

and, therefore I think it's okay."

और इसलिये , मैने सोचा कि सब ठीक है ।"

But it appeared to me

मगर साथ ही मुझे ये भी आभास हुआ कि

that all these years that I'd been working on exploitation --

इतने सालों से मैं शोषण के खिलाफ़ ही तो काम कर रहा था,

exploitation by landlords,

जमींदारों द्वारा शोषण,

by moneylenders, by traders --

साहूकारों द्वारा, व्यापारियों द्वारा,

gave me an insight that

इससे मुझे ये लगा कि कहीं ना कहीं

probably I was also an exploiter,

मैं भी एक शोषणकर्ता ही हूँ,

because there was no line in my income tax return

क्योंकि मेरी आय का कोई भी भाग

which showed this income accrued

उन लोगों तक नहीं पहुँच रहा था

because of the brilliance of the people --

जिनके ज्ञान के फलस्वरूप ये आय हुई थी,

those people who have shared their knowledge and good faith and trust with me --

उन लोगों तक जिन्होंने अपने ज्ञान के भंडार को, और अपने विश्वास को मुझे सौंप दिया था,

and nothing ever went back to them.

कुछ भी उन लोगों तक वापस नहीं पहुँचा ।

So much so, that much of my work till that time

यहाँ तक कि, मेरे काम का ज्यादातर भाग उस समय तक

was in the English language.

अँग्रेज़ी भाषा में था ।

The majority of the people from whom I learned didn't know English.

जिन लोगों से मैने सीखा था, उनमे से अधिकांश अँग्रेज़ी नहीं जानते थे ।

So what kind of a contributor was I?

तो मै किस प्रकार से अपना योगदान दे रहा था ?

I was talking about social justice,

मैं समाजिक न्याय की बात कर रहा था,

and here I was, a professional

और वास्तव में , मैं एक पेशेवर था

who was pursuing the most unjust act --

जो कि हद दर्ज़े का अन्यायपूर्ण काम कर रहा था,

of taking knowledge from the people, making them anonymous,

भले-पूरे लोगों के ज्ञान को ले कर उनका वज़ूद ख्त्म कर के,

getting rent from that knowledge

उस ज्ञान के सहारे पैसे कमा कर,

by sharing it and doing consultancy, writing papers and

उसे बाँट के, सलाह दे कर, ज्ञातपत्र लिख कर,

publishing them in the papers,

छपवा कर,

getting invited to the conferences,

बढिया सम्मेलनों मे आमंत्रित हो कर,

getting consultancies and whatever have you.

और पैसा और नये कामों को पा कर, और भगवान जाने क्या क्या कर के ।

So then, a dilemma rose in the mind that,

ये सोच कर मेरे दिमाग में एक दुविधा उठ खडी हुई,

if I'm also an exploiter, then this is not right;

कि यदि मैं शोषण ही कर रहा हूँ, तो ये ठीक नहीं है;

life cannot go on like that.

जीवन ऐसे नहीं चल सकता ।

And this was a moment of great pain and trauma

और ये क्षण मेरे लिये पीडादायक था

because I couldn't live with it any longer.

क्योंकि मैं उस तरह, शोषणकर्ता का जीवन नहीं बिता सकता था ।

So I did a review of

तो मैंने फिर से समझना शुरु किया,

ethical dilemma and value conflicts and management research,

सामाजिक-विज्ञान में निहित मूल्यों की लडाई और नैतिक विरोधाभासों को,

wrote, read about 100 papers.

और करीब १०० से भी अधिक ज्ञातपत्र पढे और लिखे ।

And I came to the conclusion that

और मैं इस नतीज़े पर पहुँचा कि,

while dilemma is unique,

मेरी दुविधा मुझे अकेले की नहीं है,

dilemma is not unique; the solution had to be unique.

लकिन इस दुविधा का समाधान खास होना चाहिये ।

And one day -- I don't know what happened --

और एक दिन - ना जाने क्या हुआ कि -

while coming back from the office towards home,

दफ़्तर से वापस आते समय मैनें

maybe I saw a honey bee

एक मधुमक्खी देखी,

or it occurred to my mind that if I only could be like the honey bee,

और तत्क्षण मुझे लगा, कि क्यों न मैं इस मधुमक्खी जैसा बन जाऊँ,

life would be wonderful.

जीवन कितना खुशनुमा हो जाएगा ।

What the honey bee does: it pollinates,

मधुमक्खी क्या करती है : परागण की प्रक्रिया में मदद,

takes nectar from the flower,

एक फूल का पराग ले कर,

pollinates another flower, cross-pollinates.

दूसरे फूल तक पहुँचाना, जिससे परागण हो सके ।

And when it takes the nectar,

और जब वो पराग लेती है,

the flowers don't feel shortchanged.

फूलों को ठगा हुआ सा महसूस नहीं होता ।

In fact, they invite the honey bees

बल्कि, फूल उल्टा मधुमक्खी को अपनी ओर

through their colors,

आकर्षित करते हैं ।

and the bees don't keep all the honey for themselves.

और मधुमक्खियाँ सारा शहद भी सिर्फ़ अपने लिये ही बचा कर नहीं रखती हैं ।

These are the three guiding principles of the Honey Bee Network:

"हनी बी नेटवर्क" के तीन मूल सिद्धान्त हैं --

that whenever we learn something from people

कि जब भी हम लोगों से कुछ सीखेंगे,

it must be shared with them in their language.

उसे उनके साथ उनकी ही भाषा में बाँटेंगे ।

They must not remain anonymous.

उनके वजूद को गुप्त नहीं रखेंगे ।

And I must tell you that after 20 years,

और मैं आपको बताऊँ, कि बीस साल बाद भी,

I have not made one percent of change

मैनें एक प्रतिशत भी

in the professional practice of this art.

इस सिद्धान्त को कार्यान्वित नहीं कर पाया है ।

That is a great tragedy -- which I'm carrying still with me

ये एक दुखद सत्य है जिसे मैं आज भी ढो रहा हूँ,

and I hope that all of you will carry this with you --

और मैं चाहूँगा कि आप सब इस बात को फैलायें,

that the profession still legitimizes publication

कि हमारा पेशा आज भी इस बात को नज़रअंदाज़ करता है कि

of knowledge of people without attributing them

लोगों का ज्ञान बिना उन्हें कोई पहचान दिये इस्तेमाल होता है,

by making them anonymous.

और उनके वजूद का खात्मा करता है ।

The research guidelines of U.S. National Academy of Sciences

अमरीकी राष्ट्रीय साइंस अकादमी के दिशा-निर्देश

or Research Councils of the U.K.

या ब्रिटिश शोध समिति के,

or of Indian Councils of Science Research

या कि भारतीय विज्ञान शोध समिति के,

do not require

ये मुकम्मल नहीं करते हैं कि

that whatever you learn from people, you must share back with them.

जब भी आप लोगों से सीखें, आप उनके साथ वापस बाँटें ।

We are talking about an accountable society,

और हम बात कर रहें हैं जिम्मेदार समाज की,

a society that is fair and just,

जो कि न्यायपूर्ण और बराबरी पर आधारित है ।

and we don't even do justice in the knowledge market.

और ज्ञान-क्षेत्र में न्याय नहीं करते हैं ।

And India wants to be a knowledge society.

भारत ज्ञान-आधारित समाज के रूप में अपने पहचान बनना चाहता है।

How will it be a knowledge society?

कैसे भारत ऐसा कर पायेगा ?

So, obviously, you cannot have two principles of justice,

ज़ाहिर है, कि आप न्याय के दो सिद्धान्त नहीं अपना सकते,

one for yourself and one for others.

एक अपने लिये और एक बाकी सब के लिये ।

It must be the same.

एक ही सिद्धान्त बनाना होगा ।

You cannot discriminate.

आप पक्षपात नहीं कर सकते हैं ।

You cannot be in favor of your own values,

आप केवल अपने मूल्यों के पक्ष में नहीं सोच सकते हैं,

which are at a distance from

जो कि उन सिद्धान्तों से दूर है,

the values that you espouse.

जिनका पालन दूसरे लोग करते हैं ।

So, fairness to one and to the other

न्यायपूर्णता एक के लिये कुछ और, और

is not divisible.

दूसरे के लिये कुछ और नहीं हो सकती है ।

Look at this picture.

इस तस्वीर को देखिये ।

Can you tell me where has it been taken from,

क्या आप बता सकते है कि ये कहाँ से ली गयी है,

and what is it meant for? Anybody?

या इसे क्यों लिया गया है, कोई बताना चाहेगा ?

I'm a professor; I must quiz you. (Laughter)

देखिये मैं एक शिक्षक हूँ, मुझे पूछ्ने का पूरा अधिकार है ।

Anybody? Any guess at all?

कोई भी? कोई तीर-तुक्का ?

Anil Gupta: But what has it been used for? What has it been used for?

अनिल गुप्ता: मगर इसे किसलिये इस्तेमाल किया गया है ?

Pardon?

You know, you're so right. We must give him a hand,

शायद आपका जवाब पूरी तरह से ठीक नहीं है । इनका अभिवादन करना चाहिये ।

because this man knows how insensitive our government is.

क्योंकि इन्हें पता है कि हमारी सरकार कितनी संवेदनाहीन है ।

Look at this. This is the site of the government of India.

देखिये इसे । ये भारत सरकार का साइट है ।

It invites tourists

और ये पर्यटकों को आमंत्रित कर रहा है

to see the shame of our country.

हमारे देश के शर्मनाक पहलुओं को देखने के लिये ।

I'm so sorry to say that.

मैं ऐसा कहने के लिये माफ़ी चाहता हूँ ।

Is this a beautiful picture

ये एक सुंदर चित्र है --

or is it a terrible picture?

या फ़िर ये एक बेहद खराब चित्र है ?

It depends upon how you look at the life of the people.

ये इस बात पर निर्भर करता है कि आप लोगों के जीवन पर क्या नज़रिया रखते हैं ।

If this woman has to carry water on her head

इस औरत को अपने सर पर पानी ढोना पडता है

for miles and miles and miles,

मीलों तक, दूर दूर तक,

you cannot be celebrating that.

और ये बात उत्साहित हो कर बताने लायक नहीं है।

We should be doing something about it.

हमें इसके लिये कुछ करना होगा ।

And let me tell you, with all the science and technology at our command,

और मैं आपको बता दूँ, कि विज्ञान और तकनीक के इतने विकास के बावजूद,

millions of women still carry water on their heads.

दसियों लाख औरतें आज भी सर पर इसी तरह पाने ढो रही हैं ।

And we do not ask this question.

और हम ये प्रश्न ही नहीं उठाते ।

You must have taken tea in the morning.

आपने आज सुबह चाय तो पी ही होगी ।

Think for a minute.

एक मिनट के लिये सोचिये ।

The leaves of the tea, plucked from the bushes;

चाय की पत्तियाँ, झाडियों से तोडी गयी पत्तियाँ ।

you know what the action is? The action is:

आपको पता है कि यहाँ क्या हो रहा है ?

The lady picks up a few leaves, puts them in the basket on the backside.

एक औरत कुछ पत्तियोँ को तोड कर, उन्हें अपनी पीठ पर टँगी डलिया में डालती है ।

Just do it 10 times;

केवल इसे काम को दस बार कर के देखिये;

you will realize the pain in this shoulder.

और आपको अपने कंधे में दर्द महसूस होगा ।

And she does it a few thousand times

और वो औरत हजारों हजार बार यही दोहराती है

every day.

हर दिन

The rice that you ate in the lunch, and you will eat today,

जो चावल आपने आज खाया, या खायेंगे

is transplanted by women

उसे औरतें ही रोपित करती है

bending in a very awkward posture,

एक बेहद अजीब ढँग से झुक कर,

millions of them,

दसियों लाख औरतें,

every season, in the paddy season,

हर साल धान के मौसम में,

when they transplant paddy

जब वो धान रोप रही होती है,

with their feet in the water.

अपने पाँव पाने में डाल कर,

And feet in the water will develop fungus,

तो उनके पाँवों में फफूँदी लग जाती है,

infections,

संक्रमण हो जाता है ।

and that infection pains

और उसमें दर्द होता है

because then other insects bite that point.

क्योंकि कीडे खास वहीं पर काटते हैं ।

And every year,

और हर साल,

99.9 percent of the paddy is transplanted manually.

९९.९ प्रतिशत धान हाथ से ही लगाया जाता है ।

No machines have been developed.

कोई मशीन नहीं बनाई गयी है इस काम के लिये ।

So the silence of scientists,

और इस बारे में वैज्ञानिकों की चुप्पी,

of technologists, of public policy makers,

तकनीशियनों और नीति बनाने वालों का दम साध लेना,

of the change agent, drew our attention that this is not on, this is not on;

बदलाव जिन्हें लाना है, उनके चुप रहने ने हमारा ध्यान आकर्षित किया कि

this is not the way society will work.

समाज का ये ढँग बिलकुल सरासर गलत है ।

This is not what our parliament would do. You know,

देखिय, हमारा संसद ऐसा नहीं कर सकता ।

we have a program for employment:

हमारे पास रोजगार के लिये एक योजना है ।

One hundred, 250 million people

इसके तहत २५ करोड लोगों को साल में

have to be given jobs for 100 days by this great country.

१०० दिन का रोजगार देने के लिये हमारा देश वचनबद्ध है ।

Doing what? Breaking stones, digging earth.

लेकिन कैसा रोजगार? पत्थर तोडना, गड्ढे खोदना ।

So we asked a question to the parliament:

तो हमने अपनी सरकार से एक सवाल पूछा,

Do poor have heads?

कि, क्या गरीब लोगों के पास दिमाग नहीं होता है?

Do poor have legs, mouth and hands, but no head?

क्या गरीब लोगों के पास सिर्फ़ मुँह और हाथ होते है, मगर दिमाग गायब होता है?

So Honey Bee Network builds upon the resource in which poor people are rich.

इसलिये हनी बी नेटवर्क उन संसाधनों को बढावा देता है जिनमें गरीब जनता सक्षम है ।

And what has happened?

और इससे क्या हुआ ?

An anonymous, faceless, nameless person

अन्जान, अनाम व्यक्ति

gets in contact with the network,

नेटवर्क से जुडा

and then gets an identity.

और उसने एक पहचान पाई ।

This is what Honey Bee Network is about.

यही हनी बी नेटवर्क का काम है ।

And this network grew voluntarily,

और ये नेटवर्क स्वेच्छा से आगे बढा है,

continues to be voluntary,

स्वेच्छा पर ही आगे बढ रहा है,

and has tried to map the minds

और इसने करोडों लोगों

of millions of people

के दिमाग को पढा है

of our country and other parts of the world who are creative.

, अपने देश में और विश्व के अनेक भागों मे, जहाँ भी रचनात्मक्ता है ।

They could be creative in terms of education,

ये रचनात्कमक्ता शिक्षा के संदर्भ में हो सकती है;

they may be creative in terms of culture,

या फिर संस्कृति से जुडी

they may be creative in terms of institutions;

हो सकता है कि ये संस्थानों से जुडी हो,

but a lot of our work is in the field of technological creativity,

पर काफ़ी सारा काम तकनीकी रचनात्मक्ता से जुडा मिला है,

the innovations,

नये प्रयोगों से,

either in terms of contemporary innovations,

चाहे वो आज के प्रयोग हों,

or in terms of traditional knowledge.

या फिर पारंपरिक ज्ञान पर आधारित ।

And it all begins with curiosity.

और ये सब शुरु होता है जिज्ञासा से ।

It all begins with curiosity.

केवल जिज्ञासा से ।

This person, whom we met -- and you will see it on the website,

एक व्यक्ति, जो हमें मिले, और जिन्हें देख सकेंगे वेबसाइट

www.sristi.org -- this tribal person,

www.sristi.org पर, ये एक जनजातीय व्यक्ति हैं,

he had a wish.

उनकी एक इच्छा थी ।

And he said, "If my wish gets fulfilled" --

और उन्होंने कहा, "यदि मेरी इच्छा पूर्ण होती है" --

somebody was sick and he had to monitor --

कोई वहाँ बीमार था, और ये उसकी देखभाल कर रहे थे --

"God, please cure him.

"ईश्वर, इन्हें अच्छा कर दो ।"

And if you cure him, I will get my wall painted."

और यदि ये अच्छे हो गये, तो मैं अपनी दीवार रँग दूँगा ।"

And this is what he got painted.

और एसे उन्होंने अपनी दीवार पर रोगन किया ।

Somebody was talking yesterday about Maslowian hierarchy.

कल किसी व्यक्ति ने मास्लोवियन वर्गीकरण की बात की थी ।

There could be nothing more wrong than

उससे ज्यादा गलत कुछ हो ही नहीं सकता है ।

the Maslowian model of hierarchy of needs

उससे ज्यादा गलत कुछ हो ही नहीं सकता है ।

because the poorest people in this country can get enlightenment.

क्योंकि इस देश में गरीब लोगों के लिये ज्ञान के द्वार खुले हैं ।

Kabir, Rahim, all the great Sufi saints,

कालवी, रहीम, और सारे महान सूफ़ी संत,

they were all poor people,

सब गरीब थे,

and they had a great reason. (Applause)

मगर उनके पास सुलझी हुई सोच थी ।

Please do not ever think that

कृपया ऐसा कभी मत सोचिये कि

only after meeting your physiological needs and other needs

केवल जब आप अपनी शारीरिक और आर्थिक ज़रूरतें पूरे कर लेंगे,

can you be thinking about your spiritual needs or your enlightenment.

तब ही जा कर आप अपनी आध्यातमक ज़रूरतों के बारे में सोचेंगे ।

Any person anywhere is capable

कोई भी व्यक्ति कहीं भी इस काबिल है कि

of rising to that highest point of attainment,

वो अपनी उपलब्धियों के चरम पर पहुँचे,

only by the resolve that they have in their mind that they must achieve something.

केवल यदि वो ठान ले कि उसे कुछ पाना है ।

Look at this.

इस पर ध्यान दीजिये ।

We saw it in Shodh Yatra. Every six months we walk

हमें शोध यात्रा में ये देख्ने को मिला। हर छठे महीने हम पदयात्रा

in different parts of the country.

करते हैं देश के विभिन्न भागों में।

I've walked about 4,000 kilometers in the last 12 years.

मैने पिछले १२ सालों में करीब ४४०० कि.मी. की यात्रा पद-यात्रा की है ।

So on the wayside

और इस दौरान,

we found these dung cakes,

हमने गोबर के उपले देखे,

which are used as a fuel.

जो कि ईंधन की तरह इस्तेमाल होते है ।

Now, this lady, on the wall of the dung cake heap,

इस स्त्री ने, उपलों के ढेर की दीवार पर

has made a painting.

चित्रकारी की है ।

That's the only space she could express her creativity.

इसके पास यही इकलौती जगह है जहाँ ये अपनी रचनात्मक्ता को अभिव्यक्त कर सके ।

And she's so marvelous.

और ये स्त्री बेहतरीन कलाकार है ।

Look at this lady, Ram Timari Devi,

एक और स्त्री, राम तिमारी देवी,

on a grain bin. In Champaran, we had a Shodh Yatra

अनाज़ के ढेर पर, चम्पारन में शोध-यात्रा के दौरान

and we were walking

वहाँ चलते समय,

in the land where Gandhiji went

उस भूमि पर जहाँ गाँधीजी गये थे

to hear about the tragedy, pain

दुख, दर्द सुनने
