In 1989, the Communist regime was moved away,

the Berlin Wall came down, and one year later,

in the East was unified

with the Federal Republic of Germany in the West

Among many other things, Germany inherited

the archives of the East German secret police,

known as the Stasi.

Only two years after its dissolution,

슈타지가 해산되고 겨우 2년뒤

its documents were opened to the public,

and historians such as me started

to study these documents

to learn more about how the GDR surveillance state

Perhaps you have watched the movie

This movie made the Stasi known worldwide,

and as we live in an age where words

지금 우리는 살고있는 이 세대는

such as "surveillance" or "wiretapping"

'사찰' 또는 '감청'이라는 단어가

are on the front pages of newspapers,

신문 일면에 오르고 있습니다.

I would like to speak about how the Stasi

저는 슈타지가 실제로 어떻게 일했는지 말씀드리고 싶습니다.

really worked.

At the beginning, let's have a short look

먼저 슈타지의 역사에 대해 잠깐 알아보죠.

at the history of the Stasi,

because it's really important for understanding

its self-conception.

Its origins are located in Russia.

In 1917, the Russian Communists founded

1917, 러시아 공산당은

the Emergency Commission for Combating

반혁명파괴행위대응 비상위원회를 설립하게 됩니다.

Counter-Revolution and Sabotage,

shortly Cheka.

줄여서 체카(Cheka)라고 하죠.

It was led by Felix Dzerzhinsky.

펠릭스 줴르진스키가 이 단체를 지휘했습니다.

The Cheka was an instrument of the Communists

체카는 공산당의 도구로서

to establish their regime by terrorizing the population

국민을 위협하고 숙적을 청산하며 그들의 정권을 다져 갔습니다.

and executing their enemies.

It evolved later into the well-known KGB.

훗날 악명높은 KGB로 바뀌게 되죠.

The Cheka was the idol of the Stasi officers.

슈타지 요원들은 체카를 동경했습니다.

They called themselves Chekists,

자신들을 체키스트(Cheka+ist)로 불렀고

and even the emblem was very similar,

엠블럼또한 매우 비슷합니다.

as you can see here.

In fact, the secret police of Russia

사실, 러시아의 비밀경찰은

was the creator and instructor of the Stasi.

슈타지의 설립자이며 교관이었습니다.

When the Red Army occupied East Germany in 1945,

it immediately expanded there,

and soon it started to train the German Communists

to build up their own secret police.

Five years later, the Stasi was established,

For instance, the central jail

and used until the end of Communism.

At the beginning, every important step

took place under the attendance of the Russians.

But the Germans are known to be very effective,

so the Stasi grew very quickly,

and already in 1953, it had more employees

than the Gestapo had,

the secret police of Nazi Germany.

The number doubled in each decade.

슈타지는 매 십년마다 두배로 늘어

In 1989, more than 90,000 employees

1989년에는 9만명이 넘는 직원이

worked for the Stasi.

슈타지에서 일하게 됩니다.

This meant that one employee

그말은 즉, 한명의 직원이

was responsible for 180 inhabitants,

180여명의 주민을 관리했던거죠.

which was really unique in the world.

세계적으로 매우 드문일이죠.

At the top of this tremendous apparatus,

there was one man, Erich Mielke.

에리히 밀케라는 남자가 있었어요.

He ruled the Ministry of State Security

그는 국가 안전국을 30년이 넘도록 지배했죠.

for more than 30 years.

He was a scrupulous functionary —

in his past, he killed two policemen

과거 이곳에서 멀지않은곳에서 경찰 두명을 살해했어요.

not far away from here —

who in fact personalized the Stasi.

그는 사실상 슈타지를 개인화 했습니다.

But what was so exceptional about the Stasi?

슈타지의 어떤점이 그렇게 뛰어났던 걸까요?

Foremost, it was its enormous power,

먼저, 슈타지는 엄청난 권력을 가졌습니다.

because it united different functions

여러가지 권력을 한 단체에서 가지고 있었거든요.

in one organization.

First of all, the Stasi

첫번째로, 슈타지는 정보부서였습니다.

was an intelligence service.

It used all the imaginable instruments

그들은 상상가능한 모든 방법을 사용해

for getting information secretly,

비밀리에 정보를 수집했어요.

such as informers, or tapping phones,

as you can see it on the picture here.

And it was not only active in East Germany,

동독뿐 아니라 전세계를 사찰했습니다.

but all over the world.

Secondly, the Stasi was a secret police.

두번째로, 슈타지는 비밀 경찰이었습니다.

It could stop people on the street

길거리에서 사람들을 검문할수 있었고

and arrest them in its own prisons.

구속할수 있는 자체감옥을 운영했습니다.

Thirdly, the Stasi worked

세번째로, 슈타지는 검찰의 역할도 가졌습니다.

as a kind of public prosecutor.

It had the right to open preliminary investigations

사전조사와 공식심문의 권한을 가지고 있었습니다.

and to interrogate people officially.

Last but not least,

마지막으로 말하지만 결코 무시하지 못할

the Stasi had its own armed forces.

슈타지는 자체 무장병력을 가졌습니다.

More than 11,000 soldiers were serving

11만명 이상의 군인들이

in its so-called Guards Regiment.

근위대의 이름으로 복무했습니다.

It was founded to crash down protests and uprisings.

반란과 시위를 진압하기 위해 조직되었습니다.

Due to this concentration of power,

이렇게 집중된 권력때문에

the Stasi was called a state in the state.

슈타지는 국가안의 국가라고 불렸지요.

But let's look in more and more detail

at the tools of the Stasi.

Please keep in mind that at that time

당시에는 스마트폰과 인터넷이 발명되기 전임을 기억해 주세요.

the web and smartphones were not yet invented.

Of course, the Stasi used all kinds

물론 슈타지는 다양한 기술장비를 감시도구로 사용했죠.

of technical instruments to survey people.

Telephones were wiretapped,

전화는 도청되었구요,

including the phone of the German chancellor in the West,

서독의 수상의 전화통화도 마찬가지로 포함되었어요,

and often also the apartments.

아파트또한 종종 도청되었습니다.

Every day, 90,000 letters were being opened

매일 9만개의 이 기계에 의해 편지는 개봉되었어요.

by these machines.

The Stasi also shadowed tens of thousands of people

using specially trained agents and secret cameras

to document every step one took.

The Stasi even collected the smell of people.

It stored samples of it in closed jars

which were found after the peaceful revolution.

For all these tasks, highly specialized departments

were responsible.

The one which was tapping phone calls

전화를 도청하는 부서는

was completely separated

편지를 관리하는 부서와 완전히 분리되었습니다.

from the one which controlled the letters,

for good reasons,

because if one agent quit the Stasi,

his knowledge was very small.

Contrast that with Snowden, for example.

에드워드 스노든과는 반대로요. (전NSA요원, 기밀문서를 공개)

But the vertical specialization was also important

하지만 이 수직 전문화 역시 그들에겐 중요했어요.

to prevent all kinds of empathy

감시대상에 대한 감정이입을 방지하기 위해서 말이죠.

with the object of observation.

The agent who shadowed me

저를 감시했던 요원은

didn't know who I was

제가 누군지 그리고 왜 감시를 당하는지 알지 못했어요.

or why I was surveyed.

In fact, I smuggled forbidden books

사실, 저는 금지도서를 서독에서 밀수했었습디다.

from West to East Germany.

But what was even more typical for the Stasi

하지만 더욱 일반적인 슈타지의 방식은

was the use of human intelligence,

정보요원을 이용하는것 이었습니다.

people who reported secretly to the Stasi.

사람들은 비밀리에 슈타지에게 보고했습니다.

For the Minister of State Security,

국가안전부 장관에게

these so-called unofficial employees

비공식 직원이라고 불리는 이들은

were the most important tools.

가장 중요한 도구였습니다.

From 1975 on, nearly 200,000 people

1975년부터, 약 2십만명이

collaborated constantly with the Stasi,

슈타지와 지속적으로 협력헀고

more than one percent of the population.

이는 인구의 1퍼센트 이상입니다.

And in a way, the minister was right,

어떤면에서 국가안전부 장관은 옳았어요.

because technical instruments

왜나하면 기술장비들은

can only register what people are doing,

사람들이 하는일만 기록할수 있지만

but agents and spies can also report

요원들과 스파이들은 사람들의 계획까지 보고할수 있었기 때문입니다.

what people are planning to do

and what they are thinking.

또한 그들이 무슨생각을 하는지요.

Therefore, the Stasi recruited so many informants.

그래서 슈타지는 아주 많은 정보원을 고용했습니다.

The system of how to get them

그 정보원을 구하고 교육시키는 시스템은

and how to educate them, as it was called,

was very sophisticated.

매우 정교했습니다.

The Stasi had its own university,

슈타지는 이곳에서 멀지 않은곳에 자체 대학교를 가지고 있었으며

not far away from here,

where the methods were explored

그곳에서 여러방법들이 연구되었고

and taught to the officers.

요원들에게 교육되었습니다.

This guideline gave a detailed description

이 안내책자에는

사람을 설득해 그들의 이웃을 배신하게 만드는 방법을 자세히 설명하고 있어요.

of every step you have to take

if you want to convince human beings

to betray their fellow citizens.

Sometimes it's said that informants were pressured

때로는 강압에 의해 정보원이 되기도 한다고 알려집니다.

to becoming one,

but that's mostly not true,

하지만 대부분 그건 사실이 아니죠.

because a forced informant is a bad informant.

왜냐하면 강요된 정보원은 믿을수 없는 정보원이니까요.

Only someone who wants to give you the information you need

당신이 필요한 정보를 주기 원하는 사람만이 효과적인 내부고발자 입니다.

is an effective whistleblower.

The main reasons why people cooperated with the Stasi

사람들이 슈타지와 협력하는 가장 큰 이유는

were political conviction and material benefits.

정치적인 확신과 물질적 이득 때문이었습니다.

The officers also tried to create a personal bond

요원들은 자신과 정보원사이에 개인적인 유대관계를 유지했습니다.

between themselves and the informant,

and to be honest, the example of the Stasi shows

솔직히 말하면 이사례가 보여주듯이

that it's not so difficult to win someone

누군가를 설득해 다른사람을 배신하게 만드는것은 그리 어려운 일이 아닙니다.

in order to betray others.

Even some of the top dissidents in East Germany

동독의 유력 반체체 인사들 조차

collaborated with the Stasi,

슈타지와 협력했습니다.

as for instance Ibrahim Böhme.

이브라힘 뵈메 같은 사람 말이죠.

In 1989, he was the leader of the peaceful revolution

1989년 그는 평화혁명의 지도자 였으며

and he nearly became the first freely elected Prime Minister of the GDR

독일 민주 공화국의 첫 자유선거로 거의 총리가 될뻔했으나

until it came out that he was an informant.

정보원이었던 사실이 알려지며 물러났습니다.

The net of spies was really broad.

스파이들은 정말 폭넓은 네트워크를 가지고 있었어요.

In nearly every institution,

거의 대부분의 단체에 있었고

even in the churches or in West Germany,

교회내부와 서독에 이르기까지

there were many of them.

아주 많았습니다.

I remember telling a leading Stasi officer,

한 슈타지 고위 요원에게 이런말을 했던 기억이 납니다.

"If you had sent an informant to me,

"만약 당신이 내게 정보원을 보냈다면,"

I would surely have recognized him."

"내가 분명히 알아챘을 것이오."

His answer was,

그는 이렇게 말했습니다.

"We didn't send anyone.

"우리는 아무도 보내지 않았어." "당신 주변에 있는 사람을 골랐지."

We took those who were around you."

And in fact, two of my best friends

알고보니 제 절친 두명이

reported about me to the Stasi.

슈타지에 제 일상을 보고했더군요.

Not only in my case, informers were very close.

제 경우뿐 아니라 정보원들은 아주 가까이 있었어요.

For example, Vera Lengsfeld, another leading dissident,

일례로 반체제 지도자였던 베라 렝스펠트의 경우,

in her case it was her husband who spied on her.

그녀의 남편이 그녀를 감시했습니다.

A famous writer was betrayed by his brother.

한 유명한 작가는 형제에게 배신을 당했구요.

This reminds me of the novel "1984" by George Orwell,

이것들은 조지 오웰의 소설 '1984'를 상기시켜 줍니다.

where the only apparently trustable person

소설 1984에서는 정보원만이 유일하게 신뢰할수 있는 사람이었거든요.

was an informer.

But why did the Stasi collect all this information

하지만 슈타지는 이많은 정보를 수집해 보관해 왔을까요?

in its archives?

The main purpose was to control the society.

주목적은 사회통제였습니다.

In nearly every speech, the Stasi minister

거의 매연설마다 슈타지 장관은

gave the order to find out who is who,

누가 누구인지, 다시말하면 누가 무슨생각을 하는지 알아내라고 명령했죠.

which meant who thinks what.

He didn't want to wait until somebody

그는 누군가 반정부 활동을 하기까지 기다리는걸 원치 않았습니다.

tried to act against the regime.

He wanted to know in advance

그는 사람들이 무엇을 생각하고 계획하는지 미리 알기 원했죠.

what people were thinking and planning.

The East Germans knew, of course,

동독인들은 물론 알고있었어요.

that they were surrounded by informers,

그들이 정보원에 포위당해있는것을요.

in a totalitarian regime that created mistrust

불신을 만들고 공포가 확산된 전체주의 체제에서 말이죠.

and a state of widespread fear,

the most important tools to oppress people

독제정권에서 사람을 억압할때 가장 중요한 도구죠.

in any dictatorship.

That's why not many East Germans tried

그렇게 때문에 많은 동독인들은

to fight against the Communist regime.

공산주의 정권과 싸우려하지 않았어요.

If yes, the Stasi often used a method

만약 싸우려 하면, 슈타지는 정말 악마같은 방법을 사용했습니다.

which was really diabolic.

It was called Zersetzung,

'Zersetzung' 이라는 방법입니다.

and it's described in another guideline.

다른 안내책자에 설명되어 있죠.

The word is difficult to translate because it means

이 단어는 번역하기 힘들어요.

originally "biodegradation."

왜냐면 이단어의 원래의 뜻은 '생물적 분해' 라는 뜻이거든요.

But actually, it's a quite accurate description.

하지만 이것은 꽤 정확한 표현입니다.

The goal was to destroy secretly

이것의 목표는 비밀리에

the self-confidence of people,

사람들의 자신감을 파괴하는 것입니다.

for example by damaging their reputation,

예를들어 그들의 평판에 흠집을 내거나

by organizing failures in their work,

직장에서 실패하도록 꾸미고

and by destroying their personal relationships.

인간관계를 망쳐놓는 방법으로 말이죠.

Considering this, East Germany was a very modern dictatorship.

이걸 생각하면 동독은 매우 근대적인 독재정권이었어요.

The Stasi didn't try to arrest every dissident.

슈타지는 반정부인사를 체포하려 시도하지 않았고

It preferred to paralyze them,

그들을 마비시키는걸 선호했습니다.

and it could do so because

이것이 가능했던 이유는

it had access to so much personal information

슈타지가 아주 많은 개인정보와 단체에 접근할수 있었기 때문입니다.

and to so many institutions.

Detaining someone was used only

구금은 최후의 수단으로만 사용되었습니다.

as a last resort.

For this, the Stasi owned 17 remand prisons,

이것을 위해, 슈타지는 총 17개의 구치소를

one in every district.

지역마다 하나씩 운영했습니다.

Here, the Stasi also developed

슈타지는 꽤 근대적인 구금방식을 개발했어요.

quite modern methods of detention.

Normally, the interrogation officer

일반적으로, 심문관은

didn't torture the prisoner.

수감자를 고문하지 않았어요.

Instead, he used a sophisticated system

그대신, 매우 정교한 시스템을 사용해

of psychological pressure

심리적인 압박을 가했죠.

in which strict isolation was central.

Nearly no prisoner resisted

without giving a testimony.

One more question needs to be answered:

답변되어야 하는 질문이 하나 더 있습니다.

If the Stasi were so well organized,

슈타지가 그렇게 잘 조직되었는데

why did the Communist regime collapse?

왜 공산주의 체제가 무너졌을까요?

First, in 1989, the leadership in East Germany

첫째로, 1989년 동독의 지도자들은

was uncertain what to do against

늘어나는 시위자들을 어떻게 처리할지 몰랐습니다.

the growing protest of people.

It was especially confused

그들이 더욱 혼란스러웠던 이유는

because in the mother country of socialism,

공산주의의 본고장인 소련에서,

the Soviet Union,

a more liberal policy took place.

오히려 더 개방적인 정책을 택했기 때문입니다.

In addition, the regime was dependent

그뿐 아니라, 동독정권은 서독의 융자에 의지하고 있었기에

on the loans from the West.

Therefore, no order to crash down the uprising

정부는 슈타지에게 시위를 진압하라는 명령을 내리지 않았습니다.

was given to the Stasi.

Secondly, in the Communist ideology,

둘째로, 공산주의의 이념은

there's no place for criticism.

비평을 받아들이지 않습니다.

Instead, the leadership stuck to the belief

그 대신 지도층은 사회주의가 완벽한 시스템이라고 믿을수밖에 없었죠.

that socialism is a perfect system,

and the Stasi had to confirm that, of course.

당연히 슈타지는 그것을 인정해야 했구요.

The consequence was

그 결과로

that despite all the information,

많은 정보에도 불구하고

the regime couldn't analyze its real problems,

정부는 자신의 실제적인 문제를 분석하지 못했죠.

and therefore it couldn't solve them.

그래서 그 문제를 해결하지 못합니다.

In the end, the Stasi died

결국, 슈타지는 자신들이 수호하던 체계로 인해 사라졌습니다.

because of the structures

that it was charged with protecting.

The ending of the Stasi

슈타지의 결말은

was something tragic,

조금 애처로왔습니다.

because these officers

왜냐하면 요원들은,

were kept busy during the peaceful revolution

평화혁명당시에 한가지 일을 하느라 매우 바쁘게 움직였거든요.

with only one thing:

to destroy the documents

they had produced during decades.

Fortunately,

다행히도,

they had been stopped by human rights activists.

인권활동가들에 의해 제지당했습니다.

That's why today we can use the files

그로인해 지금 우리가 이 자료를 활용해,

to get a better understanding

사찰이 어떻게 이루어 졌는지 더 많이 이해할수 있게 되었습니다.

of how a surveillance state functions.

What's your reaction as a historian when you see this?

Hubertus Knabe: 제생각엔

several aspects to mention.

몇가지 말씀드릴것이 있어요.

At first, I think there's a difference

첫째로 데이터를 수집하는 목적에 차이점이 있구요.

of why you are collecting this data.

Are you doing that for protecting your people

테러리스트 공격으로부터 국민을 보호하기 위해 수집하는지

against terrorist attacks,

or are you doing that for oppressing your people?

또는 국민을 억압하기 위해 수집하는지 의 차이 말이죠.

So that makes a fundamental difference.

이것이 근본적이 차이를 만들죠.

But on the other hand,

하지만 반면에,

also in a democracy, these instruments can be abused,

민주주의에서도, 이런 기구들은 악용될수 있구요.

and that is something where we really have

그것은 우리는 이를 저지하기위해 꼭 인식하고 있어야 합니다.

to be aware to stop that,

and that also the intelligence services

또한 정보부는 우리가 가진 규칙을 따라주어야 하겠지요.

are respecting the rules we have.

The third point, probably,

we really can be happy that we live in a democracy,

우리는 민주주의 국가에 산다는것에 행복할 수 있겠죠.

because you can be sure that Russia and China

왜냐면 러시아나 중국은 똑같은 일을 하고있지만

are doing the same,

but nobody speaks about that

누구도 나서서 이야기 하지 않아요. 왜냐면 그렇게 할수 없거든요.

because nobody could do that.

you filed a criminal complaint

HK: Yeah, I did so because of the second point I mentioned,

that I think especially in a democracy,

제생각에 특별히 민주주의에서는

the rules are for everybody.

법은 모든사람들을 위해 존재합니다.

They are made for everybody, so it's not allowed

법은 만인을 위해 만들어 졌죠.

that any institution doesn't respect the rules.

따라서 법위에 존재하는 기관은 허락되면 안됩니다.

In the criminal code of Germany, it's written

독일의 형법에는 이렇게 쓰여있습니다.

that it's not allowed to tap somebody

판사의 허가없는 도청은 허가되지 않는다고 말이죠.

without the permission of the judge.

Fortunately, it's written in the criminal code of Germany,

다행이도, 독일 형사법에 쓰여져있어요.

so if it's not respected, then I think

그래서 제생각에 법을 위반했다면

an investigation is necessary,

조사가 필요하다고 생각했습니다.

and it took a very long time that

독일의 검사가 이일에 착수하기까지 아주 긴 시간이 걸렸죠.

the public prosecutor of Germany started this,

and he started it only in the case of Angela Merkel,

하지만 메르켈 총리 사건만 시작 됐습니다.

and not in the case of all the other people living in Germany.

독일 모든 사람들의 사건을 다루어야 하는데 말이죠.

BG: That doesn't surprise me because —

BG: 그건 사실이 놀랍지 않군요.

Seen from the outside, I live outside of Germany,

독일에 살지않는 외부인으로 볼 때

and I expected the Germans to react

저는 독일인들의 더욱 강하게 즉각적으로 반발해야 한다고 생각해요.

much more strongly, immediately.

And instead, the reaction really came only

하지만, 실제로 반발을 했던때는

when Chancellor Merkel was revealed

메르켈 총리가 도청당한것이 밝혀졌을때 뿐이었어요. 왜그럴까요?

as being wiretapped. Why so?

HK: I take it as a good sign,

HK: 저는 이게 좋은 징후라고 생각해요.

because people feel secure in this democracy.

왜냐하면 사람들이 민주주의에 안정감을 느끼고 있고

They aren't afraid that they will be arrested,

체포될것을 두려워하지 않기 때문이죠.

and if you leave this hall after the conference,

강연이 끝난뒤 돌아가실때

nobody has to be afraid that the secret police

비밀경찰이 자신을 체포하려고 기다린다는 생각을 하는사람은 없을거에요.

is standing out and is arresting you.

So that's a good sign, I think.

이건 좋은 징후죠.

People are not really scared, as they could be.

사람들은 두려워하지 않아요. 그럴수도 있는데 말이죠.

But of course, I think, the institutions

하지만 물론 정부기관들은

are responsible to stop illegal actions

불법적인 행위를 멈출 책임이 있습니다.

in Germany or wherever they happen.

독일뿐아니라 다른 여러국가도요.

BG: A personal question, and this is the last one.

BG: 개인적인 질문입니다. 마지막 질문이구요.

There has been a debate in Germany about

독일에선 에드워드 스노든의 망명 허락여부에 대한 논쟁이 있는데요.

granting asylum to Edward Snowden.

Would you be in favor or against?

찬성 하시나요? 반대하시나요?

HK: Oh, that's a difficult question,

HK: 어려운 질문이군요.

but if you ask me,

하지만 제게 물어보신다면,

and if I answer honestly,

솔직한 의견을 말씀드릴게요.

I would give him the asylum,

저는 망명이 허락하고 싶습니다.

because I think it was really brave what he did,

그가한 행동은 정말로 용감했고

and he destroyed his whole life

그로인해 그의 인생과 가족을 포함한 모든것이 망가졌기 때문이죠.

and his family and everything.

So I think, for these people, we should do something,

저는 이런 사람들을 위해 우리가 무언가 해야한다고 생각해요.

and especially if you see the German history,

특별히 독일 역사에서는

where so many people had to escape

수많은 사람들이 다른나라로 망명을 시도했지만 실패했거든요.

and they asked for asylum in other countries

and they didn't get it,

so it would be a good sign to give him asylum.

망명을 허락하는것이 좋은 신호가 될겁니다.
