There's a big question at the center of life

in our democracies today:

تو دموکراسی امروزی

How do we fight terror without destroying democracies,

چه جوری با تروریسم بجنگیم در حالی که دموکراسی رو از بین نبریم

without trampling human rights?

و حقوق بشر رو پایمال نکنیم

I've spent much of my career working with journalists,

من زمان زیادی از کارم رو با روزنامه‌نگارها

with bloggers,

وبلاگ‌نویس‌ها

with activists,

فعالان

with human rights researchers all around the world,

محققین حقوق بشر در سرتاسر دنیا گذروندم

and I've come to the conclusion

that if our democratic societies do not double down

on protecting and defending human rights,

freedom of the press

and a free and open internet,

radical extremist ideologies are much more likely to persist.

I actually want to drill down on this a little bit.

راستش می‌خوام یک مقدار جزئی‌تر بشم روی این مسئله

So, one of the countries that has been on the frontlines of this issue

یکی از کشور‌های که در خط مقدم این مسئله قرار داره

is Tunisia,

تونسه

which was the only country to come out of the Arab Spring

اولین کشوری که از بهار عربی خارج شد

with a successful democratic revolution.

همراه با یک انقلاب دموکراتیک موفق

Five years later,

پنج سال بعد

they're struggling with serious terror attacks

آن‌ها درگیر حمله‌های ترورسیتی جدی می‌شن

and rampant ISIS recruitment.

و جذب نیرو‌های داعش شایع می‌شه

And many Tunisians are calling on their government

و بسیاری از تونسی‌ها از دولتشون می‌خوان که

to do whatever it takes to keep them safe.

هرکاری که می‌تونه رو برای امنیتشون انجام بده

Tunisian cartoonist Nadia Khiari

کاریکاتورسیت تونسی، نادیا خیاری

has summed up the situation with this character who says,

وضعیت رو این‌جوری خلاصه کرده یک کاراکتر داره که میگه

"I don't give a damn about human rights.

حقوق بشر به جهنم

I don't give a damn about the revolution.

انقلاب به جهنم

I don't give a damn about democracy and liberty.

دموکراسی و آزادی به جهنم

I just want to be safe."

من می‌خوام امنیت داشته باشم

"Satisfied?" asked his jailer.

زندانبانش میپرسه: راضی شدی؟

"You're safe now."

الان دیگه امنیت داری

If the Tunisian people can figure out

اگه مردم تونس بتونن بفهمن که

how to deal with their terrorism problem

چه جوری با مشکلات ترورسیم رو به رو بشن

without ending up in this place,

در حالی که به چنین جایی نرسن،

they will be a model not only for their region,

آن‌ها تبدیل به یک مدل خواهند شد نه فقط برای منطقه

but for all of us.

بلکه برای همه‌ی ما

The reality is that civil society, journalists and activists

واقعیت اینه که جامعه‌ی مدنی، روزنامه‌نگارها و فعالان

are coming under attack from extremist groups on the one hand,

از یک طرف مورد هجمه‌ی گروه‌های افراطی قرار دارند

and, in many countries,

و در بسیاری از کشورها

also from their own governments.

از طرف دولت خودشون

We're seeing bloggers and journalists being jailed,

بلاگ‌نویس‌ها و روزنامه‌نگارهایی رو می‌بینیم که زندانی می‌شن

charged and intimidated

جریمه و تهدید می‌شن

by their own governments,

توسط دولت خودشون

many of which are allies with the West in the war on terror.

که بسیاری از آن‌ها در جنگ با ترورسیم متحد غرب هستند

Just three examples.

فقط سه مثال

A friend and former colleague of mine,

دوست و همکار سابق من

Hisham Almiraat,

هشام المیرات

has been charged with threatening state security,

از طرف سازمان امنیت ملی تهدید شد

along with six other activists in Morocco.

همراه با شش فعال دیگه در مراکش

The Saudi blogger Raif Badawi has been jailed and flogged

وبلاگ‌نویس عربستانی، رئیف بداوی زندانی شد و به شلاق محکوم شد

for insulting Islam and criticizing the Saudi regime on his blog.

به جرم توهین به اسلام و انتقاد از رژیم عربستان سعود بر روی وبلاگش

More recently, the Turkish representative for Reporters Without Borders,

اخیرا، نماینده‌ی ترکیه‌ای «خبرنگاران بدون مرز»

Erol Önderoglu,

ارول اندروگلو

has been detained and charged with spreading terrorist propaganda,

بازداشت شده و متهم به اشاعه‌ی پروپاگاندای ترورسیتی شده

because he and some other activists have been supporting Kurdish media.

به خاطر این‌که او و تعدادی دیگه از فعالان از رسانه‌ی کرد حمایت می‌کردن

Anti-terror measures quickly turn into state repression

معیارهای ضدتروریسم به سرعت تبدیل به سرکوبی دولت می‌شه

without strong protection for minority communities

بدون حمایت قوی از جوامع اقلیتی

and for peaceful debate;

و برای منظاره‌ی صلح‌آمیز

this needs to be supported by a robust, independent local media.

این مورد نیازمند حمایت توسط یک رسانه محلی مستقل و قدرتمند است

But while that's not really happening,

اما مادامی که این قضیه اتفاق نمی‌افتد

Washington is teaming up with Silicon Valley and with Hollywood

واشنگتن به همکاری با سیلیکون ولی و هالیوود می‌پردازه

to pour millions -- hundreds of millions of dollars --

تا میلیون‌ها، صدها میلیون دلار رو

into what's called "counter-messaging,"

برای چیزی که «ضد تبلیغات» می‌نامه هزینه کنه

a fancy word for propaganda.

یک کلمه‌ی شیک برای پروپاگاندا

To counter the terrorist propaganda spreading all over the internet,

تا به مبارزه با پروپاگاندای تروریسم بپردازه که سرتاسر دنیا داره پخش می‌شه

in Europe, Internet Referral Units are being set up,

در اروپا، «واحدهای مراجعه اینترنت» دارن راه‌اندازی می‌شن

so that people can report on extremist content that they find

تا مردم بتونن محتویات افراطی که پیدا می‌کنن رو گزارش بدن

and get it censored.

تا سانسور بشن

The problem is,

مشکل اینجاست که

that all of this propaganda, monitoring and censorship

همه‌ی این پروپاگاندا، نظارت و سانسور

completely fails to make up for the fact

به طور کامل در جبران این حقیقت ناموفق می‌مونند که

that the people who are the most credible voices,

مردنمی که صداهای ارزشمندی دارن

who can present credible ideas and alternative solutions

که می‌تونن ایده‌های ارزشمند و راه‌حل

to real economic, social and political problems in their community

برای مشکلات واقعی اقتصاد، اجتماع و سیاست جامعه‌شان ارائه بدهند

that are causing people to turn to extremism in the first place,

مشکلاتی که موجب گرایش مردم به افراطی‌گری می‌شن

are being silenced by their own governments.

توسط دولت‌های خودشون خاموش شدن

This is all adding up to a decrease in freedom across the world.

این‌ها همه موجب کاهش آزادی در سراسر دنیا میشه

Freedom House,

خانه‌ی آزادی

the human rights organization,

سازمان حقوق بشر

reports that 2015 marks the 10th straight year in a row

گزارش می‌دهد که سال ۲۰۱۵ برای دهمین سال متوالی

of decline in freedom worldwide.

شاهد کاهش آزادی در جهان بوده

And this is not just because of the actions

و این تنها به دلیل اقدامات

of authoritarian governments.

دولت‌های اقتدارگرا نیست

It's also because democratic governments

بلکه به دلیل اقدامات افزاینده‌ی دولت‌های دموکرات

are increasingly cracking down on dissenters,

در سرکوب مخالفین،

whistle-blowers

افشاگران،

and investigative journalists.

و روزنامه‌نگاران تحقیقی است

UN Secretary General Ban Ki-Moon has warned

دبیر سازمان ملل، بان کی مون هشدار داده است که

that "preventing extremism and promoting human rights go hand-in-hand."

جلوگیری از افراطی‌گری و ارزش نهادن به حقوق بشر با یکدیگر حرکت می‌کنند.

It's not to say that governments shouldn't keep us safe --

این بدین معنی نیست که دولت‌ها نباید امنیت ما را حفظ کنند

of course they should --

البته که باید حفظ کنند

but we need public oversight, transparency

اما ما به نظارت عمومی، شفافیت

and accountability to the rule of law.

و مسئولیت در برابر قانون نیازمندیم

Meanwhile,

در این میان

extremists are literally killing off civil society in some countries.

افراطی‌ها واقعا دارن جوامع مدنی رو در بعضی کشورها می‌کشن

Since 2013 in Bangladesh,

از سال ۲۰۱۳ در بنگلادش

over a dozen secular bloggers and community activists

چندین و چند وبلاگ‌نویس و فعال اجتماعی

have been literally slaughtered by extremists

به معنای واقعی توسط افراطی‌ها سلاخی شدن

while the government has done very little.

در حالی که دولت اقدام چشمگیری نداشت

From the city of Raqqa in Syria,

در شهر رقه در سوریه

people like Ruqia Hassan and Naji Jerf have been assassinated

افرادی مثل رقا حسن و ناجی جرف به قتل رسیده‌اند

for their reporting out of ISIS-controlled territory.

به دلیل تهیه گزارشش از مناطق تحت کنترل داعش

The citizen media group called Raqqa is Being Slaughtered Silently

رسانه‌ی گروی شهروندی که رقه نام دارد در سکوت سلاخی میشه

relies on strong encryption to send out their reports

برای ارسال گزارشاتشان از کدگذاری‌های قوی استفاده می‌کنند

and shield themselves from interception and surveillance.

و از خودشان در برابرنظارت واقدامات مخرب داعش محافظت می‌کنند

Yet authorities in countries like the United States,

اما همچنان مسئولین کشور‌هایی مثل ایالات متحده

the United Kingdom and many other democracies

بریتانیا و بسیاری از دموکرات‌های دیگر

are seeking to use the law

به دنبال استفاده از قانون هستند

to either weaken or outright ban strong encryption,

تا کدگزاری قوی را ضعیف یا به طور کامل ممنوع کنند

because the bad guys are using it, too.

به خاطر اینکه آدمای بد هم ازش استفاده می‌کنن

We have got to fight for the right of citizens to use strong encryption.

ما باید برای حق استفاده‌ی شهروندان از کدگزاری قوی مبارزه کنیم

Otherwise, dissent and investigative journalism

در غیر این صورت، روزنامه‌نگاری مخالفت‌آمیز و تحقیقی

are going to become even more difficult

سخت‌ترمیشه

in even more places.

حتی درجاهای بیشتر

And the bad guys -- the criminals and terrorists --

و آدم‌های بد (مجرمین و ترورسیت‌ها)

are still going to find ways to communicate.

همچنان به دنبال راه‌هایی برای ارتباط خواهند بود

Kudos to the companies that are standing up

آفرین به شرکت‌هایی که ایستادگی می‌کنن

for their users' right to use encryption.

برای حق کدگذاری مشترکینشان

But when it comes to censorship,

اما وقتی بحث سانسور در میون باشه

the picture is much more troubling.

وضعیت خیلی بدتره

Yes, there's a real problem

بله، یک مشکل واقعی وجود داره

of extremist content spreading all over the internet.

انتشار محتویات افراطی‌گرایانه در سرتاسر اینترنت.

And Facebook, YouTube and Twitter are among the many companies

و فیسبوک، یوتیوب و توییتر در میان شرکت‌هایی هستن که

who report having taken down hundreds of thousands of pieces of content

گزارش از بین بردن صدها هزار قطعه محتوا را می‌دهند

and deactivating accounts

و غیرفعال کردن حساب‌هایی که

that are connected to the extremist's speech.

به سخنان افراطی مربوط است

The problem is their enforcement mechanisms are a complete black box,

مشکل اینجاست که مکانیسم‌های اجرایی آن‌ها یک جعبه‌ی سیاه تمام عیار است

and there is collateral damage.

و خسارت‌های ناخواسته‌ای نیز وجود دارد

Take, for example, Iyad el-Baghdadi,

an activist who makes fun of ISIS on Twitter.

فعالی که داعش را در توییتر مسخره میکنه

He had his account deactivated,

حساب او غیرفعال شد

because he shares a surname with a prominent ISIS leader.

به خاطر اینکه فامیلی اون با فامیلی یکی از رهبران معروف داعش یکیه

Last December,

ماه دسامبر قبلی

a number of women named Isis,

تعدادی زن که اسمشون ایسیس بود (بر وزن داعش)

which also happens to be the name of an Egyptian goddess,

که اسم یکی از خدایان مصری هم هست

had their accounts deactivated.

حسابشون غیرفعال شد.

And this woman,

و این خانم که

who lives in the United States and is a computer programmer,

در ایالات متحده زندگی می‌کنه و برنامه‌نویس کامپیوتره

reported on Twitter about her deactivation on Facebook,

در توییتر گزارش داد که فیسبوکش غیرفعال شده

managed to get enough media attention to have her account reinstated.

تونست به اندازه‌ای توجه رسانه‌ها رو جلب کنه که حسابش رو برگردونه

But that's the thing -- she had to get media attention.

اما مسئله همینه -- او می‌بایست توجه رسانه‌ها رو جلب می‌کرد.

And journalists aren't immune.

و روزنامه‌نگارها مصون نیستن

David Thomson,

دیوید تامسون

an expert on terrorism and reporter for Radio France International,

کارشناس تروریستم و خبرنگار رادیو بین‌المللی فرانسه

had reports deleted from his Facebook account

گزارش‌هایی داشت که از حساب فیسبوکش حذف شد

and had his account deactivated for several days,

و حسابش برای چند روز غیرفعال بود

because they contained pictures of ISIS flags,

به خاطر اینکه اونا شامل پرچم داعش بودن

even though he was just reporting on ISIS,

در حالی که اون فقط از داعش گزارش می‌داد

not promoting it.

And then we have stories from people like this Egyptian man,

Ahmed Abdellahy,

who reported recently in an event in Washington DC

که اخیرا در رویدادی در واشنگتن گزارش داد

that some of his arguments with extremists --

که بعضی از بحث‌هاش با افراطی‌ها --

he now spends his time on social media arguing with ISIS followers,

او الان وقتش رو در رسانه‌های اجتماعی با بحث کردن با پیروان داعش سپری می‌کنه

trying to get them to turn away --

سعی میکنه که برشون گردونه

some of his arguments with these extremists get deleted,

بعضی از بحث‌هاش با این افراطی‌ها حذف شدن

which he believes has the effect of shielding them

که اون معتقده این کار از دیدگاه یک فرد بیرونی

from alternative points of view.

حمایت از اون افراد به حساب میاد

It's unclear whether Facebook even knows the extent

مشخص نیست که فیسبوک از حجم

خسارت‌های ناخواسته باخبر باشه

of the collateral damage,

or the other companies as well.

شرکت‌های دیگه هم همینطور.

But we do know that journalism, activism and public debate

اما ما میدونیم که روزنامه‌نگاری، فعالیت و مناظره‌ی عمومی

are being silenced in the effort to stamp out extremist speech.

داره به خاطر از بین بردن صدای افراطی‌گری، سرکوب میشه

So with these companies having so much power over the public discourse,

با قدرتی که این شرکت‌ها در گفتمان عمومی دارن

they need to be held accountable.

آن‌ها باید مسئول باشند

They need to carry out impact assessment

آن‌ها باید اثرات را ارزیابی کنن

to identify and fix the problems that we're clearly seeing.

تا مشکلاتی که ما به وضوح می‌بینیم رو شناسایی و حل کنن

They need to be more transparent about their enforcement mechanisms,

آن‌ها باید شفافیت بیشتری درباره مکانیسم‌های اجراییشون داشته باشن

and they need to have clear appeal and grievance mechanisms,

و آن‌ها باید مکانیسم‌های شکایت و درخواست واضح‌تری داشته باشن

so people can get their content reinstated.

Now, I've been talking for the last 10 minutes

about how governments and companies are making it more difficult

for people like these.

that I helped to cofound over 10 years ago

Interestingly, about 5 years ago, right after the Arab Spring,

the data scientist Gilad Lotan

created a network map of the people in Global Voices

who were heavy users of Twitter during the Arab Spring.

که از کاربران بسیار فعال توییتر در زمان بهار عربی بودند.

And he found that many of these people served as key information nodes

و او فهمید که بسیاری از این افراد به عنوان گره‌های اطلاعاتی کلیدی

between activists and journalists

بین فعالان و روزنامه‌نگارها هستن

throughout the Tunisian and Egyptian revolution.

در میان انقلاب تونس و مصر.

We've got to make sure that these people not only survive,

ما باید اطمینان حاصل کنیم که نه تنها این افراد باقی می‌مونن

but are able to continue to thrive.

بلکه قادرند رشد کنن.

Many of them are still active,

other than the ones who have gone to jail

or have been driven into hiding or exile.

All around the world,

people who are sick and tired of fear and oppression

are linking up in their communities and across borders.

We've got to do everything we can to push our governments and companies

ما باید با هر چه در توان داریم دولت‌ها و شرکت‌هارو

to do a better job of protecting their rights.

وادار به اقدام به حمایت از حقوق آن‌ها کنیم

We've also got to be more mindful

ما همچنین باید بیشتر مراقب باشیم

about how our own personal, political, consumer and business choices

که چطور انتخاب‌های شخصی، سیاسی، مصرفی و تجاریمون

affect people like these around the world.

بر چنین افرادی در سرتاسر دنیا تاثیر می‌ذاره

Also, if you follow the news,

همچنین اگه خبرها رو دنبال کنین

it's pretty clear that that alone isn't going to be enough.

کاملا واضحه که این امر به تنهایی کافی نیست

We've got to take personal responsibility by joining --

ما باید مسئولیت شخصیمون رو با عضویت در

or at very least, actively supporting --

یا حداقل، حمایت از

the growing ecosystem of individuals and groups

اکوسیستمِ رو به رشدِ افراد و گروه‌هایی رو بپذیریم که

who are fighting for social justice,

در حال مبارزه برای عدالت اجتماعی،

environmental sustainability,

پایداری محیطی،

government accountability,

مسئولیت پذیری دولت،

human rights, freedom of the press

حقوق بشر، آزادی مطبوعات

and a free and open internet,

و یک اینترنت باز و آزاد

all around the world.

در سرتاسر جهان هستند.

I believe that, ultimately, we can overcome

من معتقدم که در نهایت ما در برابر

the digitally empowered networks of extremism, demagoguery and hate.

شبکه‌ی دیجیتالی قدرتمند افراطی‌گری، عوام‌فریبی و تنفر پیروز خواهیم شد

But ...

اما...

we've got to do this by really beefing up the global networks

ما باید این کار رو با تقویت واقعی شبکه‌ی جهانیِ

شهروندان سرتاسر دنیا انجام بدیم

of citizens around the world,

powered by people who are working hard every day,

که توسط مردمی قدرت پیدا می‌کنه که هرروز سخت کار می‌کنن

and taking personal risk

for a future world that is more peaceful, just, open and free.
