to intentionally change the course of the global economy

in order to protect the most vulnerable

Now, that is a remarkable achievement.

if you consider where we had been just a few years ago.

2009, Copenhagen.

Who remembers Copenhagen?

Well, after years of working toward a climate agreement,

the same governments convened in Copenhagen

and failed miserably.

Why did it fail miserably?

For many different reasons,

but primarily because of the deeply entrenched divide

between the global North and the global South.

So now, six months after this failure,

I was called in to assume the responsibility

of the global climate change negotiations.

You can imagine, the perfect moment to start this new job.

The global mood on climate change was in the trash can.

No one believed

that a global agreement could ever be possible.

In fact, neither did I.

If you promise not to tell anyone outside of this wonderful TED audience,

I'm going to divulge a secret

that has been gratefully buried by history.

On my first press conference,

a journalist asked, "Um, Ms. Figueres,

do you think that a global agreement is ever going to be possible?"

And without engaging brain, I heard me utter,

Well, you can imagine the faces of my press team

And I was horrified, too.

Now, I wasn't horrified at me, because I'm kind of used to myself.

at the consequences of what I had just said,

at the consequences for the world

It was frankly a horrible moment for me,

and I thought, well, no, hang on,

Impossible is not a fact,

it's an attitude.

It's only an attitude.

And I decided right then and there that I was going to change my attitude

and I was going to help the world change its attitude on climate change.

what you would do

if you were told your job is to save the planet.

And you have full responsibility,

but you have absolutely no authority,

because governments are sovereign in every decision that they take.

Well, I would really love to know

what you would do on the first Monday morning,

but here's what I did: I panicked.

And then I panicked again,

because I realized I have no idea how we're going to solve this problem.

but I do know one thing:

we have got to change the tone of this conversation.

Because there is no way you can deliver victory

without optimism.

And here,

I use optimism as a very simple word,

but let's understand it in its broader sense.

Let's understand it as courage,

この言葉に

勇気、希望、信頼、結束 という意味合いも含め

hope, trust, solidarity,

the fundamental belief that we humans can come together

人類の運命を変えていくために 一致団結し助け合うことは可能だと

and can help each other to better the fate of mankind.

根本的に信じることも 「楽観」の解釈に加えましょう

Well, you can imagine that I thought that without that,

こういう解釈がなければ コペンハーゲンで起きた—

there was no way we were going to get out of the paralysis of Copenhagen.

膠着状態から抜け出すことは できないと思いました

And for six years,

それから６年間

I have stubbornly, relentlessly injected optimism into the system,

私は頑なに ひたすら 制度に楽観主義を注入しました

no matter what the questions from the press --

報道陣からの質問が何であっても—

and I have gotten better at those --

and no matter what the evidence to the contrary.

And believe you me, there has been a lot of contrary evidence.

But relentless optimism into the system.

And pretty soon,

we began to see changes happening in many areas,

precipitated by thousands of people,

including many of you here today,

And this TED community will not be surprised

if I tell you the first area

in which we saw remarkable change

We began to see that clean technologies,

in particular renewable energy technologies,

began to drop price and increase in capacity,

to the point where today we are already building

concentrated solar power plants

that have the capacity to power entire cities,

to say nothing of the fact of what we are doing on mobility

And with this shift in technologies,

we were able to begin to understand

that there was a shift in the economic equation,

because we were able to recognize

that yes, there are huge costs to climate change,

and yes, there are compounded risks.

But there also are economic advantages

and intrinsic benefits,

because the dissemination of the clean technologies

better transportation, more livable cities,

more energy access to the developing world.

In sum, a better world than what we have now.

And with that understanding,

you should have witnessed, in fact, part of you were,

皆さんの中には 当事者もいるでしょう—

the spread of ingenuity and excitement

創意工夫や興奮が広がっていく様子を 実際に見てきたはずです

that went through, first through nonnational governments,

まずは地方自治体に始まり

the private sector, captains of industry, insurance companies,

民間セクター、産業のトップ 保険会社や

investors, city leaders, faith communities,

投資家、市のリーダーたち 宗教界などに広がったものです

because they all began to understand, this actually can be in their interest.

こういった人々全てが この取り組みを自分ごととして捉え始め

This can actually improve their bottom line.

自分たちにも有益な取り組みだと 理解し始めたからです

And it wasn't just the usual suspects.

この熱気は 意外な人たちにも伝染しました

I have to tell you I had the CEO of a major, major oil and gas company

例えば 巨大な石油・ガス会社のCEOが

come to me at the beginning of last year

去年の初めに会いに来て

and say --

こう言いました—

privately, of course --

当然 非公式にです—

he did not know how he was going to change his company,

「我が社をどうやったら 変えられるのかはまだわからないが

but he is going to change it,

because he's interested in long-term viability.

Well, now we have a shift in the economic equation,

and with that, with broader support from everyone,

これに続き 世界中の広い支持によって

it did not take very long before we saw that national governments

各国政府も まもなく目を覚ましました

woke up to the fact that this is in their national interest.

気候変動は自国にとって重要だと 気づいたのです

And when we asked countries to begin to identify

そして 各国に対して 自国の利益に基づいて

how they could contribute to global efforts

世界中での取り組みに どのような貢献ができるかを

but based on their national interest,

たずねたところ

189 countries out of 195,

195国中 189国が

189 countries sent their comprehensive climate change plans,

気候変動計画を送ってくれました

based on their national interest,

その国の利益に基づき

concurrent with their priorities,

その国の優先事項と一致し

consistent with their national sustainable development plans.

その国のサステナブル（持続可能）な 発展計画と矛盾のない内容でした

Well,

さて—

once you protect the core interests of nations,

各国が国家としての 主な利益を守れるとなって

then you can understand that nations were ready

初めて 共通の道のりに向かって

to begin to converge onto a common path,

足並みを揃える準備ができたのでした

onto a common direction of travel

that is going to take us probably several decades,

but over those several decades is going to take us

その数十年で

新しい経済が実現します

into the new economy,

into a decarbonized, highly resilient economy,

And the national contributions that are currently on the table

on behalf of national governments

are insufficient to get us to a stabilized climate,

but they are only the first step,

and they will improve over time.

And the measurement, reporting and verification of all of those efforts

is legally binding.

And the checkpoints that we're going to have every five years

to assess collective progress towards our goal are legally binding,

and the path itself toward a decarbonized and more resilient economy

is legally binding.

And here's the more important part:

What did we have before?

今までは

A very small handful of countries

ごく一握りの国々が

who had undertaken very reduced,

ごくわずかな 短期間の 排気削減公約を実行するのみで

short-term emission reduction commitments

that were completely insufficient

全く不十分であったのみならず

and furthermore, largely perceived as a burden.

大部分において 重荷であると 受け取られていました

Now what do we have?

これからは

Now we have all countries of the world contributing with different intensities

世界中全ての国が それぞれ異なる度合いで

from different approaches in different sectors,

産業ごとに異なるアプローチを 採りながらも

but all of them contributing to a common goal

全国家が共通の目標に向けて貢献し

and along a path

地球環境を守りながら 堂々と前に進みます

with environmental integrity.

Well, once you have all of this in place

これらが一旦出揃って

and you have shifted this understanding,

皆の考え方が変わったからこそ

then you see that governments were able to go to Paris

各国政府はパリに出向いて

and adopt the Paris agreement.

パリ協定を採択することができたのです

(Applause)

So,

さて

as I look back

振り返ると—

over the past six years,

この６年間の中で—

first I remember

私の目にまず浮かぶのは

the day the Paris agreement was adopted.

パリ協定が採択された日のことです

I cannot tell you the euphoria in the room.

その場に溢れていた歓喜は 言葉では表し尽くせません

5,000 people jumping out of their seats,

５千人が席から飛び上がって

crying, clapping, screaming, yelling,

泣いたり、拍手したり 叫んだり、怒鳴ったり

torn between euphoria and still disbelief at what they had just seen,

歓喜と 信じがたいという気持ちが 入り混じっていました

because so many people

本当にたくさんの人々が

had worked for years towards this, and this was finally their reality.

何年も力を尽くしてきたことが やっと現実になったからです

And it wasn't just those who had participated directly.

直接関わった人々以外にも 変化が現れました

A few weeks ago, I was with a colleague

何週間か前に

同僚が 愛する妻へのプレゼントにと タヒチ産のパールを選んでいました

who was trying to decide

on a Tahitian pearl that he wanted to give to his wonderful wife Natasha.

And once he had finally decided what he was going to buy,

やっと決まって いざ買おうとしたら—

the jeweler said to him,

店員がこう言いました

"You know, you're very lucky that you're buying this now,

「今 お買い求めになって 大正解ですよ

because these pearls could go extinct very soon because of climate change."

気候変動のせいで この真珠が まもなく絶滅するかもしれないのです」

"But," the jeweler said, "have you heard,

店員は続けて 「でも ご存知ですか

the governments have just come to a decision,

つい最近 政府間で起こった 決定事項のおかげで

and Tahiti could have a chance."

Well, what a fantastic confirmation

なんと素晴らしい証でしょうか

that perhaps, perhaps here is hope,

多分 おそらく希望が—

here is a possible chance.

チャンスが残っているという証です

I'm the first one to recognize that we have a lot of work still to do.

これから先やることは山積みだと 私が一番わかっています

We've only just started our work on climate change.

気候変動への対策は 今始まったばかりです

And in fact, we need to make sure that we redouble our efforts

事実 我々の努力を 確実に 特に向こう５年間は

over the next five years that are the urgent five years.

But I do believe

that we have come over the past six years

from the impossible

to the now unstoppable.

And how did we do that? By injecting transformational optimism

that allowed us to go from confrontation to collaboration,

that allowed us to understand that national and local interests

are not necessarily at odds with global needs,

and that if we understand that, we can bring them together

and we can merge them harmoniously.

調和のもとに一つにできるという 認識が生まれました

And as I look forward to other global issues

この先を見据え 今世紀我々が注意を向けるべき

that will require our attention this century --

他の地球規模の問題 つまり

food security, water security, home security, forced migration --

食糧問題、水の問題 住宅問題、強制移住などの問題を考えるとき

I see that we certainly do not know

確実に言えるのは

how we are going to solve those problems yet.

これらの問題の解決法が まだわからないということです

But we can take a page out of what we have done on climate change

しかし 気候変動で成し遂げたことを 参考にすることはできます

and we can understand

そして

that we have got to reinterpret the zero-sum mentality.

誰かが得すれば誰かが損するという ゼロサム的な考え方—

Because we were trained to believe that there always are winners and losers,

人類が今まで教え込まれてきた 勝ち負け的な考え方を改めるべきであると

and that your loss is my gain.

気づくことでしょう

Well, now that we're in a world

この地球が我々によって

in which we have reached planetary boundaries

限界にまで疲弊してしまい

and that we are not just so interconnected,

更に 人同士の繋がりが 希薄になりながらも

but increasingly interdependent on each other,

それでいて相互依存性が 高まりつつある今の世の中

your loss is no longer my gain.

もはや誰かの負けが 誰かの得になることはありません

We're either all losers

皆が敗者となるか—

or we all can be winners.

皆が勝者となり得るか このどちらかです

But we are going to have to decide

しかし 共に勝ちを選ぶか 負けを選ぶかは我々次第です

between zero and sum.

We're going to have to decide between zero benefit for all

全員の利益を失うか

or living life as the sum of all of us.

共に生きるため 力を合わせて 益を得るかを決めねばなりません

We've done it once. We can do it again.

一度やり遂げたのですから 再びできるはずです
