I'm going to try to answer that question tonight,

Why are there so many jobs?

There are actually two fundamental economic principles at stake.

One has to do with human genius

and creativity.

The other has to do with human insatiability,

I'm going to call the first of these the O-ring principle,

and it determines the type of work that we do.

The second principle is the never-get-enough principle,

Let's start with the O-ring.

ATMs, automated teller machines,

had two countervailing effects on bank teller employment.

As you would expect, they replaced a lot of teller tasks.

The number of tellers per branch fell by about a third.

As their routine, cash-handling tasks receded,

Most of the work that we do

Here's the broader point.

In much of the work that we do, we are the O-rings.

Yes, ATMs could do certain cash-handling tasks

The same principle applies if we're building a building,

You may be thinking, OK, O-ring, got it,

that says the jobs that people do will be important.

They can't be done by machines, but they still need to be done.

But that doesn't tell me how many jobs there will need to be.

If you think about it, isn't it kind of self-evident

that once we get sufficiently productive at something,

In 1900, 40 percent of all US employment

So clearly, technology can eliminate jobs.

Farming is only one example.

There are many others like it.

But what's true about a single product or service or industry

has never been true about the economy as a whole.

Many of the industries in which we now work --

The challenge that this phenomenon creates,

چالشی که این پدیده به وجود میاره،

what economists call employment polarization,

is that it knocks out rungs in the economic ladder,

این هست که پله های نردبان اقتصادی رو نابود میکنه.

shrinks the size of the middle class

and threatens to make us a more stratified society.

و تهدیدی هست که تبدیل به جامعه ای طبقه بندی شده تر بشیم.

On the one hand, a set of highly paid, highly educated professionals

از طرفی، مجموعه ای از حرفه های با سطح تحصیلات و حقوق بالا،

doing interesting work,

که کار جالبی انجام میدن،

on the other, a large number of citizens in low-paid jobs

و از طرف دیگه، تعداد زیادی شهروند با کارهای با دستمزد پایین،

whose primary responsibility is to see to the comfort and health of the affluent.

که مسوولیت اولیه اونها، فراهم کردن آسایش و سلامت طبقه مرفه جامعه هست.

That is not my vision of progress,

and I doubt that it is yours.

و شک دارم که نظر شما هم باشه.

But here is some encouraging news.

ولی خبرهای دلگرم کننده ای هم هست.

We have faced equally momentous economic transformations in the past,

همینطور در گذشته هم، ما با دگرگونی های اقتصادی مهمی روبرو شده ایم.

and we have come through them successfully.

و با موفقیت از پس اونها بر اومدیم.

In the late 1800s and early 1900s,

در اواخر قرن نوزده و در اوایل قرن بیستم،

when automation was eliminating vast numbers of agricultural jobs --

زمانی که اتوماسیون در حال حذف کردن شمار زیادی از شغل های بخش کشاورزی بود --

remember that tractor? --

the farm states faced a threat of mass unemployment,

a generation of youth no longer needed on the farm

but not prepared for industry.

ولی اونها برای صنعت هم آماده نبودند.

Rising to this challenge,

با رسیدن به این چالش،

they took the radical step

اونها قدم اساسی رو در

of requiring that their entire youth population

لزوم موندن تمام جوانان

remain in school and continue their education

در مدرسه و ادامه تحصیل برداشتند،

to the ripe old age of 16.

تا به سن بلوغ ۱۶ سال برسند.

This was called the high school movement,

این، جنبش دبیرستان نام گذاری شد،

and it was a radically expensive thing to do.

و اصولا کاری پرهزینه برای انجام شدن بود.

Not only did they have to invest in the schools,

but those kids couldn't work at their jobs.

It also turned out to be one of the best investments

the US made in the 20th century.

It gave us the most skilled, the most flexible

این برای ما ماهرترین، انعطاف پذیرترین،

and the most productive workforce in the world.

To see how well this worked, imagine taking the labor force of 1899

برای اینکه ببینیم این کار چقدر موثر بود، تصور کنید نیروی کار سال ۱۸۹۹ رو بردارید

and bringing them into the present.

و اونا رو بیارید به زمان حال حاضر.

Despite their strong backs and good characters,

علی رغم پشتوانه قوی و شخصیت خوبی که دارند،

many of them would lack the basic literacy and numeracy skills

to do all but the most mundane jobs.

Many of them would be unemployable.

What this example highlights is the primacy of our institutions,

most especially our schools,

in allowing us to reap the harvest

of our technological prosperity.

It's foolish to say there's nothing to worry about.

ساده لوحانه ست که بگیم دلیلی برای نگرانی وجود نداره.

Clearly we can get this wrong.

واضحه که این اشباهه.

If the US had not invested in its schools and in its skills

اگر ایالات متحده یک قرن پیش با جنبش دبیرستان،

a century ago with the high school movement,

روی مدارس و مهارت ها سرمایه گذاری نکرده بود،

we would be a less prosperous,

ما کمتر مرفه بودیم،

a less mobile and probably a lot less happy society.

کمتر متحرک بودیم، و احتمالا جامعه کمتر شادی داشتیم.

But it's equally foolish to say that our fates are sealed.

ولی به همین اندازه ساده لوحانه ست که بگیم همه ترس های ما گرفته شده.

That's not decided by the machines.

حتی بوسیله بازار هم تصمیم گیری نمیشه.

It's not even decided by the market.

بلکه این تصمیم بوسیله ما و موسسات ما گرفته میشه.

It's decided by us and by our institutions.

Now, I started this talk with a paradox.

خوب، من این سخنرانی رو با یک تناقض شروع کردم.

Our machines increasingly do our work for us.

ماشین ها، بیشتر کارها رو برای ما انجام میدن.

Why doesn't that make our labor superfluous,

پس چرا این موضوع، کارهای ما رو غیرلازم نمیکنه.

our skills redundant?

چرا مهارت های ما رو منسوخ نمیکنه؟

Isn't it obvious that the road to our economic and social hell

آیا واضح نیست که راه ما به جهنم اقتصادی و اجتماعی

is paved with our own great inventions?

با اختراعات بزرگ خودمون هموار شده؟

History has repeatedly offered an answer to that paradox.

تاریخ مکررا یک پاسخ به این تناقض داده.

The first part of the answer is that technology magnifies our leverage,

قسمت اول جواب این هست که تکنولوژی قدرت ما رو افزایش میده،

increases the importance, the added value

اهمیت، ارزش افزوده تخصص ما،

of our expertise, our judgment and our creativity.

عقیده ما و خلاقیت ما رو بیشتر میکنه.

That's the O-ring.

این همون اُ-رینگ هست.

The second part of the answer is our endless inventiveness

قسمت دوم پاسخ، ابداعات تمام نشدنی ما

and bottomless desires

و خواسته های بی حد و حصر ماست.

means that we never get enough, never get enough.

به این معنی که واسه ما هیچوقت کافی نیست، هیچوقت.

There's always new work to do.

همیشه کار جدیدی برای انجام دادن وجود داره.

Adjusting to the rapid pace of technological change

سازگار شدن با تحولات بسیار سریع تکنولوژی،

creates real challenges,

چالش های واقعی بوجود میاره،

seen most clearly in our polarized labor market

که خیلی به وضوح در بازار کار قطبی شده ما دیده میشه

and the threat that it poses to economic mobility.

و تهدیدی که برای گردش اقتصادی ایجاد میکنه.

Rising to this challenge is not automatic.

رسیدن به این چالش، خود به خود اتفاق نمیفته،

It's not costless.

بدون هزینه نیست،

It's not easy.

آسون نیست،

But it is feasible.

ولی امکان پذیره.

And here is some encouraging news.

و این خبر امیدوار کننده ای هست.

Because of our amazing productivity,

بخاطر بهره وری حیرت آوری که داریم،

we're rich.

ما ثروتمندیم.

Of course we can afford to invest in ourselves and in our children

البته که ما میتونیم روی خودمون و فرزندانمون سرمایه گذاری کنیم

as America did a hundred years ago with the high school movement.

همونطور که آمریکا این کار رو صد سال قبل با جنبش دبیرستان انجام داد.

Arguably, we can't afford not to.

مسلما، غیر از این رو نمیتونیم تقبل کنیم.

Now, you may be thinking,

الان، شما احتمالا فکر می کنید،

Professor Autor has told us a heartwarming tale

پروفسور آوتور داستان دلگرم کننده ای به ما گفته؛

about the distant past,

the recent past,

maybe the present, but probably not the future.

Because everybody knows that this time is different.

On numerous occasions in the last 200 years,

scholars and activists have raised the alarm

that we are running out of work and making ourselves obsolete:

که ما داریم از رده خارج میشیم و داریم خودمون رو ناکارآمد می کنیم:

for example, the Luddites in the early 1800s;

مثلا، لودیتس در اوایل قرن ۱۹؛

US Secretary of Labor James Davis

وزیر کار ایالات متحده، جیمز دیویس

in the mid-1920s;

در اواسط دهه ۱۹۲۰ تا ۱۹۳۰؛

Nobel Prize-winning economist Wassily Leontief in 1982;

اقتصاددان برنده جایزه نوبل، ویسلی لئونتیف در ۱۹۸۲؛

and of course, many scholars,

pundits, technologists

and media figures today.

These predictions strike me as arrogant.

These self-proclaimed oracles are in effect saying,

"If I can't think of what people will do for work in the future,

I don't have the guts

Look, I can't tell you what people are going to do for work

a hundred years from now.

از الان تا صد سال.

But the future doesn't hinge on my imagination.

ولی آینده منوط به تخیل من نیست.

If I were a farmer in Iowa in the year 1900,

and an economist from the 21st century teleported down to my field

And by and large, I would say that it has.
