We are at the end of globalization.

The number of democracies rose,

Economically, supply chains spread like webs around the world,

It's changed our diets.

It's changed how we communicate, how we consume news and entertainment,

how we travel and how we work.

But now, globalization is on its deathbed.

It's run into the limitations of its own success:

show us that the advantages of globalization

The Global Financial Crisis was the result of this mismanagement,

and since then policymakers

Other countries have not been as good.

there has usually ultimately been a sense of a committee to save the world.

There's been hacking of vaccine programs,

Well, if the era we're leaving

was characterized by a connected world

trying to shrink and come together

China takes a political view of the internet

and at the same time China has this incredible e-commerce economy

that no other country has come close to matching.

This shows us that rival ideologies

But what about collaboration and cooperation?

Well, I'm going to start with the example of three small countries:

Scotland, Iceland and New Zealand.

Practically speaking,

During the period of globalization,

one of the key phenomena

was the eastward expansion of the European Union.

So European politicians need to do a very good job

of asking them how they feel about these common values

and then communicating the answers back to them

in a clear and tangible way.

ကောင်းမွန်စွာ လုပ်ဆောင်နိုင်ဖို့ လိုပါတယ်။

And of course social media is a very important tool to deploy here.

And as Europe moves [towards] a union that's based more on values

such as respect for democracy

and the rule of law.

The treatment of women and the LGBT community

အမျိုးသမီးတွေနဲ့ LGBT အသိုင်းအဝိုင်းအပေါ်

are other important markers here.

သဘောထားအမြင်တွေကလည်း ဒီမှာ အရေးပါတဲ့ ပြယုဂ်တွေ ဖြစ်ပါတယ်။

And in time Europe will, and should,

tie financial aid to these countries

to their adherence to Europe's shared values.

And these countries, and others in Eastern Europe, and Cyprus,

still have close financial ties to Russia and China.

And again in time they will be forced to choose

between Europe and its values

အဲဒီတခြားနိုင်ငံတွေနဲ့ သူတို့ရဲ့

and these other countries and their own distinct values.

ကိုယ်ပိုင်ကွဲပြားတဲ့ စံတန်ဖိုးတွေကြား ရွေးချယ်ဖို့ ဖိအားပေးခံရဦးမှာပါ။

Like Europe, China is another big player

ဥရောပလိုပဲ တရုတ်ကလည်း ကွဲပြားတဲ့ စံတန်ဖိုးတွေ ဒါမှမဟုတ်

with a very distinct set of values,

ပြည်သူနဲ့နိုင်ငံတော်ကြားက သဘောတူညီမှုရှိတဲ့

or contract between the people and the state.

နောက်ထပ် အင်အားကြီးနိုင်ငံတစ်ခု ဖြစ်ပါတယ်။

And I have to say that this set of values

ဒီစံတန်ဖိုးတွေဟာဆိုရင် အနောက်ဘက်ကမ္ဘာမှာ

is not one that is well-understood

သိပ်အကျွမ်းတဝင်မရှိတဲ့ စံတန်ဖိုးတွေလို့

in the West.

And given China's extraordinary economic and social transformation

in the last 30 years,

we should really be more curious.

China's values are rooted deep in its history,

in a desire to regain the place

when its economy was the dominant one.

Indeed, Xi Jinping talked of the China Dream

တကယ်ဆို "အမေရိကား တစ်ဖန်အင်အားကြီးစေမယ်" ဆိုတဲ့

well before Donald Trump was elected

ရေပန်းစားဆောင်ပုဒ်နဲ့ Donald Trump ရွေးကောက်မခံရခင်ကတည်းက

with the catchphrase "Make America Great Again."

Xi Jinping က တရုတ်အိပ်မက်အကြောင်း ပြောနေခဲ့တာပါ။

And China's system, viewed from the outside,

အပြင်ပန်းကနေ ကြည့်မယ်ဆိုရင် တရုတ်ရဲ့ စနစ်က

is based around a contract or a bargain

တည်ငြိမ်မှု၊ ကြွယ်ဝချမ်းသာမှုနဲ့ နိုင်ငံတော်ရဲ့ ဂုဏ်သိက္ခာအတွက်

where people will sacrifice their liberty

ပြည်သူတွေက သူတို့ရဲ့ လွတ်လပ်မှုကို ပေးဆပ်ထားတဲ့

in return for order, prosperity and national prestige.

သဘောတူညီချက် ဒါမှမဟုတ် အပေးအယူအပေါ်မှာ အခြေခံထားတာ ဖြစ်ပါတယ်။

It's one where the state is very much in control,

which is something that most Europeans and Americans would find alien.

It's also a system that has worked very well for China.

But the biggest risk it faces

is a period of high and prolonged unemployment

that will break this contract

between the state and the people.

And for other countries,

China can be an attractive partner.

တရုတ်က စိတ်ဝင်စားဖွယ် မိတ်ဖက်ဖြစ်ပါတယ်။

It can provide capital and know-how.

သူက ရင်းနှီးငွေနဲ့ ကျွမ်းကျင်မှုတွေ ပေးနိုင်ပါတယ်။

I'm thinking for example of Pakistan and Sri Lanka,

Belt and Road စီမံကိန်းရဲ့ အဖွဲ့ဝင်နှစ်နိုင်ငံဖြစ်တဲ့

two members of the Belt and Road program.

ပါကစ္စတန် နဲ့ သီရိ လင်္ကာ တို့ကို ကျွန်တော် စဉ်းစားမိတယ်။

But this partnership comes at a price;

they're beholden to Chinese technologies

such as the controversial Huawei.

သူတို့တွေ အကြွေးတွေ တင်ခဲ့ပါတယ်။

Chinese investors own their debt,

တရုတ်ရင်းနှီးမြှုပ်နှံသူတွေဆီမှာ အကြွေးတွေတင်ပြီး

and as a result control key infrastructure

ရလဒ်အနေနဲ့ သီရိ လင်္ကာက အဓိကဆိပ်ကမ်းလိုမျိုး

such as the main port in Sri Lanka.

အရေးပါတဲ့ အခြေခံအဆောက်အအုံတွေကို ထိန်းချုပ်ခွင့်ပေးလိုက်ရပါတယ်။

Now I find that when we talk about globalization,

အခု ကျွန်တော်သတိထားမိတာက ကျွန်တော်တို့တတွေ

the end of globalization and the new world order,

Globalization အကြောင်း၊ globalization ရဲ့ အဆုံးသတ်အကြောင်း

we spend far too much time discussing America, Europe and China,

ကမ္ဘာ့အစီအစဉ်သစ်အကြောင်း ပြောကြတဲ့အခါ အမေရိကန်၊ ဥရောပနဲ့ တရုတ်တို့အပေါ်မှာပဲ

အချိန်ပေးကြပြီး Ethiopia, Nigeria ကနေ Indonesia၊ Bangladesh Mexico နဲ့

and not enough time on the many exciting things

happening in fast-growing economies,

ဘရာဇီး တို့လို စီးပွားရေးအလျင်အမြန် တိုးတက်နေတဲ့ နိုင်ငံတွေမှာဖြစ်ပေါ်နေတဲ့

from Ethiopia, Nigeria, to Indonesia, Bangladesh, Mexico and Brazil.

စိတ်လှုပ်ရှားဖွယ် အကြောင်းအရာတွေအပေါ် အချိန်သိပ်မပေးနိုင်ကြဘူး။

And in the new world order, the question for these countries

ကမ္ဘာ့အစီအစဉ်အသစ်မှာတော့ ဒီနိုင်ငံတွေအတွက် မေးခွန်းက ဘယ်ပုံစံနောက်ကို လိုက်မှာလဲ၊

is what model to follow and what alliances to build.

ဘယ်လို မဟာမိတ်မျိုး တည်ဆောက်မှာလဲ ဆိုတာပဲ ဖြစ်ပါတယ်။

And many of them during the period of globalization

Globalization ကာလတုန်းက ဒီနိုင်ငံတွေ တော်တော်များများက

had become used to being told what to do

အပြည်ပြည်ဆိုင်ရာ ငွေကြေးရန်ပုံငွေအဖွဲ့ IMF ရဲ့ အကြိုက်အတိုင်း

by the likes of the IMF, the International Monetary Fund.

ဘာလုပ်ရမလဲဆိုတာနဲ့ အကျွမ်းတဝင် ဖြစ်နေပြီး ဖြစ်ပါတယ်။

But the age of condescension is now over,

ဒါပေမယ့် အခုတော့ အထက်စီးကနေဆက်ဆံတဲ့ခေတ် ကုန်သွားပါပြီ။

so the tangible opportunity

တူညီတာတွေနည်းပြီး စံတန်ဖိုးအပေါ်

in a less uniform,

ပိုပြီးမောင်းနှင်တဲ့ ကမ္ဘာမှာ

more value-driven world for these countries

ဒီနိုင်ငံတွေအတွက် လက်ဆုပ်လက်ကိုင် အခွင့်အလမ်းကတော့

is that they have much greater choice in the path to follow,

သူတို့အနေနဲ့ ရွေးချယ်စရာ လမ်းကြောင်းတွေ အများကြီး ပိုရှိလာတာဖြစ်ပြီး

and arguably greater pressure to get it right.

So should, for example, Belarus and Lebanon

follow the Irish model or that of Dubai?

Does Nigeria still think it has shared values

Nigeria ကရော သူက ဓနသဟာယနိုင်ငံတွေနဲ့ စံတန်ဖိုးတွေ တူညီတယ်လို့

with the Commonwealth countries,

ထင်နေတုန်းပဲလား။

or will it ally itself and its fast-growing population

ဒါမှမဟုတ် သူနဲ့ သူ့ရဲ့ အလျင်အမြန်တိုးလာတဲ့ လူဦးရေကို တရုတ်ရယ်၊

to China and its model?

သူ့ပုံစံရယ်နဲ့ မဟာမိတ်ဖွဲ့လိုက်မလား။

And then think of one of the few female leaders in Africa,

နောက်ပြီး အာဖရိကရဲ့ အမျိုးသမီးခေါင်းဆောင် အနည်းငယ်ထဲက တစ်ယောက် ဖြစ်တဲ့ အီသီယိုပီးယား

President Sahle-Work Zewde of Ethiopia,

and whether she might be inspired

by the work of Jacinda Ardern in New Zealand

or Nicola Sturgeon in Scotland,

သူတို့ရဲ့ သာဓကတွေကို အီသီယိုပီးယား ရဲ့ မူဝါဒထဲ

and tangibly how she can transfer their example

ဘယ်လိုသေသေချာချာ ကူးပြောင်းနိုင်မလဲဆိုတာ

to policy in Ethiopia.

စဉ်းစားကြည့်ပါ။

Of course, it may be that in this new world order,

ကမ္ဘာ့အစီအစဉ်သစ်မှာ ကင်ညာနဲ့ အင်ဒိုနီးရှားလိုနိုင်ငံတွေက

countries like Kenya and Indonesia

သူတို့ရဲ့ ကိုယ်ပိုင်လမ်းစဉ်အတိုင်း သွားဖို့ ဆုံးဖြတ်ပြီး

သူတို့ရဲ့ ကိုယ်ပိုင် စံတန်ဖိုးတွေနဲ့

decide to go their own way

and build out their own value sets

and their own economic infrastructure,

and in this way the arrangements and the institutions of the future

will be crafted much less in Washington and Beijing,

and how to make their voice heard

on the world stage.

So as globalization ends

ဒါကြောင့် globalization အဆုံးသတ်လာတာနဲ့အမျှ

and chaos seems to reign,

ပရမ်းပတာ အခြေအနေက မင်းမူလာနိုင်ပြီး

these countries, their young populations

ဒီနိုင်ငံတွေ၊ သူတို့ရဲ့ ငယ်ရွယ်တဲ့ လူဦးရေတွေနဲ့

and the scope they have to build new societies

လူ့အဖွဲ့အစည်းအသစ်တွေကို တည်ထောင်ဖို့ သူတို့မှာရှိတဲ့ အခွင့်အလမ်းတွေက

are the future

အနာဂါတ်ဖြစ်ပြီး

and the promise of the new world order.
