It wasn't. It was 1928.

But go back to 1912,

100 years ago,

and look at that point

what we, our country, was faced with.

It's the same energy question

that you're looking at today,

but it's different sources of fuel.

물론 연료 자체는 지금과 달랐지만요.

A hundred years ago

100년 전에 우리는

we were looking at coal, of course,

and we were looking at whale oil

고래 기름과 원유를

and we were looking at crude oil.

사용하는 것을 검토했죠.

At that point,

we were looking for a fuel

that was cleaner,

it was cheaper,

and it wasn't ours though,

it was theirs.

So at that point, 1912,

we selected crude oil over whale oil

and some more coal.

But as we moved on

to the period now, 100 years later,

we're back really

at another decision point.

What is the decision point?

It's what we're going to use

in the future.

So from here,

it's pretty clear to me,

we would prefer to have

cleaner, cheaper,

domestic, ours --

and we have that, we have that --

which is natural gas.

So here you are,

that the cost of all this to the world

전세계는 매일

is 89 million barrels of oil,

약 8천9백만 배럴의

give or take a few barrels, every day.

오일을 소비합니다.

And the cost annually

그것을 위한 연간 비용은

is three trillion dollars.

3조 달러에 달하지요.

And one trillion of that

goes to OPEC.

OPEC 국가로 가는데

That has got to be stopped.

Now if you look at the cost of OPEC,

it cost seven trillion dollars --

on the Milken Institute study last year --

seven trillion dollars

since 1976,

is what we paid for oil from OPEC.

Now that includes the cost of military

and the cost of the fuel both.

But it's the greatest transfer of wealth,

from one group to another

in the history of mankind.

And it continues.

Now when you look

at where is the transfer of wealth,

you can see here

that we have the arrows

going into the Mid-East

중동으로 가고 있습니다.

and away from us.

미국에서부터 말이죠.

And with that,

we have found ourselves

to be the world's policemen.

We are policing the world,

우리는 그럼 어떻게 세계의

and how are we doing that?

경찰 역할을 하고 있나요?

I know the response to this.

I would bet there aren't 10 percent of you in the room

that know how many aircraft carriers there are in the world.

There are 12.

One is under construction by the Chinese

한대는 지금 중국에서 건조중이고

and the other 11 belong to us.

Why do we have 11 aircraft carriers?

왜 미국이 11대나 되는 항공모함을 보유하고 있을까요?

Do we have a corner on the market?

미국이 당연히 그래야 하는가요?

Are we smarter than anybody else? I'm not sure.

미국이 다른 나라보다 똑똑해서 그런가요? 모르겠습니다.

If you look at where they're located --

항공모함들이 어디 있는지 한번 보죠 --

and on this slide it's the red blobs on there --

이 슬라이드에 빨간 색 점들로 표시돼 있죠 --

there are five that are operating in the Mid-East,

중동 지역에 다섯대가 있고

and the rest of them are in the United States.

나머지는 미국에 있습니다.

They just move back to the Mid-East and those come back.

So actually most of the 11 we have

그러니까 우리가 가진 11척의 거의 대부분이

are tied up in the Mid-East.

중동에 매여 있는 셈이죠.

Why? Why are they in the Mid-East?

왜 그럴까요? 왜 항공모함들이 중동에 있을까요?

They're there to control,

그 이유는 석유를 운송하는데

keep the shipping lanes open

차질이 생기지 않게 항로를

and make oil available.

계속 관리하고 보호하는데 있죠.

And the United States uses about 20 million barrels a day,

미국은 매일 약 2천만 배럴의 오일을 사용하는데

which is about 25 percent of all the oil used

이는 전세계 일일 소비량의 약

everyday in the world.

25퍼센트에 달하지요.

And we're doing it with four percent of the population.

미국의 인구는 세계의 4퍼센트밖에 안되는데 말입니다.

Somehow that doesn't seem right.

어딘지 뭐가 잘못됐죠.

That's not sustainable.

이런 상태가 계속될 수는 없죠.

So where do we go from here?

그럼 우리는 이제 무엇을 어떻게 해야 할까요?

Does that continue?

Yes, it's going to continue.

The slide you're looking at here

is 1990 to 2040.

Over that period

you are going to double your demand.

미국의 수요는 두배로 늘어날 것입니다

And when you look at what we're using the oil for,

70 percent of it

70퍼센트는

is used for transportation fuel.

운송용 연료로 사용되지요.

So when somebody says,

일부 사람들은

"Let's go more nuclear,

"원자력을 더 사용합시다,

let's go wind, let's go solar,"

풍력, 태양열을 이용합시다"라고 주장하는데

fine; I'm for anything American,

좋습니다. 저는 어떤 것이던지

anything American.

미국산이면 좋다고 생각합니다.

But if you're going to do anything

하지만 수입석유의

about the dependency on foreign oil,

의존도에 대해 무슨 조치를 취하려면

you have to address transportation.

운송 문제를 해결해야 합니다.

So here we are

우리는 하루에 2천만 배럴을

using 20 million barrels a day --

소비하는데 8백만 배럴은 우리가

producing eight, importing 12,

생산하고 1천2백만 배럴은 수입하죠.

and from the 12,

five comes from OPEC.

5백만배럴은 OPEC 국가에서 수입을 하죠.

When you look at the biggest user and the second largest user,

석유소비량 1위와 2위를 보면

we use 20 million barrels

and the Chinese use 10.

중국이 1천만 배럴을 쓰고 있습니다

The Chinese have a little bit better plan --

중국의 에너지 계획은 좀 더 낳죠 --

or they have a plan;

아니, 그들은 계획이라도 가지고 있는데

we have no plan.

미국은 계획조차 없죠.

In the history of America,

미국의 전 역사를 통해 우리는

we've never had an energy plan.

We don't even realize the resources

that we have available to us.

자원들도 사용하지 않고 있습니다.

If you take the last 10 years

and bring forward,

you've transferred to OPEC a trillion dollars.

If you go forward the next 10 years

향후 10년동안에

and cap the price of oil at 100 dollars a barrel,

you will pay 2.2 trillion.

That's not sustainable either.

But the days of cheap oil are over.

They're over.

They make it very clear to you,

the Saudis do,

they have to have 94 dollars a barrel

to make their social commitments.

Now I had people in Washington last week told me,

he said, "The Saudis can produce the oil

for five dollars a barrel.

That has nothing to do with it.

It's what they have to pay for

is what we are going to pay for oil."

There is no free market for oil.

The oil is priced off the margin.

And the OPEC nations

OPEC국가들은

are the ones that price the oil.

So where are we headed from here?

그럼 우리는 이제 어떻게 해야 할까요?

We're headed to natural gas.

우리는 천연 가스로 가야 합니다.

Natural gas will do everything

우리는 천연 가스로 우리에게 필요한

we want it to do.

모든 일을 할 수 있죠.

It's 130 octane fuel.

천연 가스는 옥탄가가 130이고

It's 25 percent cleaner than oil.

석유보다 25퍼센트나 더 싸죠.

It's ours, we have an abundance of it.

그리고 우리가 매우 풍부하게 가진 자원이고

And it does not require a refinery.

정유 시설도 필요없죠.

It comes out of the ground at 130 octane.

땅에서 바로 130옥탄가로 나오죠.

Run it through the separator and you're ready to use it.

분리기에 통과시키기만 하면 바로 사용할 수 있으니까

It's going to be very simple for us to use.

매우 간단하게 사용할 수 있죠.

It's going to be simple to accomplish this.

그러니까 천연가스를 사용하는 것은 매우 간단하죠.

You're going to find, and I'll tell you in just a minute,

잠시후에 제가 이렇게 천연가스를

what you're looking for to make it happen.

사용할 수 있는지 말씀드리죠.

But here you can look at the list.

Natural gas will fit all of those.

It will replace or be able to be used for that.

It's for power generation, transportation,

it's peaking fuel, it's all those.

Do we have enough natural gas?

It's what we use a year.

How does that translate

It would be three times

what the Saudis claim they have.

And they claim they have 250 billion barrels of oil,

which I do not believe.

I think it's probably 175 billion barrels.

제 생각으로는 아마 1천7백5십억 배럴 정도라고 생각하죠.

But anyway, whether they say they're right or whatever,

we have plenty of natural gas.

So I have tried to target

on where we use the natural gas.

And where I've targeted

is on the heavy-duty trucks.

사용해야 한다고 생각했죠.

There are eight million of them.

미국엔 8백만대의 대형 트럭이 있습니다.

You take eight million trucks --

8백만대의

these are 18-wheelers --

18륜 대형트럭이

and take them to natural gas,

천연 가스를 사용하면

reduce carbon by 30 percent,

탄소 배출을 30퍼센트 줄일 수 있죠.

it is cheaper

천연가스는 가격이 저렴하고

and it will cut our imports

우리의 석유 수입량을

three million barrels.

3백만 배럴이나 줄일 수 있게 하죠.

So you will cut 60 percent off of OPEC

8백만대의 트럭만으로도

with eight million trucks.

OPEC로부터 수입을 60% 줄일 수 있죠.

There are 250 million vehicles in America.

미국에는 2억 5천만대의 차량이 있습니다.

So what you have

저는 우리가 천연가스를

is natural gas is the bridge fuel,

과도기 연료로

is the way I see it.

사용할 수 있다고 생각합니다.

I don't have to worry

저 같은 나이의 사람은

about the bridge to where at my age.

과도기 같은건 걱정할 필요 없지만요.

That's your concern.

But when you look at the natural gas we have

it could very well be

the bridge to natural gas,

because you have plenty of natural gas.

But as I said, I'm for anything American.

Now let me take you -- I've been a realist --

I went from theorist early to realist.

I'm back to theorist again.

If you look at the world,

you have methane hydrates in the ocean

around every continent.

And here you can see methane,

if that's the way you're going to go,

that there's plenty of methane --

메탄의 매장량은 아주 풍부하죠 --

natural gas is methane,

methane and natural gas are interchangeable --

but if you decide

that you're going to use some methane --

and I'm gone, so it's up to you --

but we do have

plenty of methane hydrates.

So I think I've made my point

So from your point of view,

you had this great Pickens Plan

관련된 거대한 피켄스 플랜을

that was based on wind energy,

and you abandoned it basically

because the economics changed.

What happened?

TBP: I lost 150 million dollars.

That'll make you abandon something.

No, what happened to us, Chris,

is that power, it's priced off the margin.

And so the margin is natural gas.

And at the time I went into the wind business,

natural gas was nine dollars.

Today it's two dollars and forty cents.

You cannot do a wind deal

under six dollars an MCF.

CA: So what happened was

that, through increased ability

In a nutshell that's what happened?

TBP: That's what happened.

We found out that we could go to the source rock,

which were the carboniferous shales in the basins.

반층의 근원암을 사용할 수 있다는 것을 발견했죠.

The first one was Barnett Shale in Texas

첫번째 천연가스 광산은 텍사스에 있는 바넷 쉐일이었고

and then the Marcellus up in the Northeast

그 다음으로는 북동지역의 마셀러스,

across New York, Pennsylvania, West Virginia;

뉴욕 지역, 펜실베니아, 웨스트 버지니아

and Haynesville in Louisiana.

그리고는 루이지애나의 헤인스빌로 확산됐죠.

This stuff is everywhere.

쉐일은 어딜가나 있죠.

We are overwhelmed with natural gas.

미국은 천연 가스가 넘쳐 나죠.

CA: And now you're a big investor in that and bringing that to market?

CA: 회장님은 가스에 크게 투자를 하셨고 시장화 시키시나요?

TBP: Well you say a big investor.

TBP: 크게 투자를 했다는 말을 하셨는데

It's my life.

그게 제 인생입니다.

I'm a geologist, got out of school in '51,

저는 51년도에 지질학과를 졸업한 후

and I've been in the industry my entire life.

평생을 이 산업에 종사했죠.

Now I do own stocks.

주식은 가지고 있지만

I'm not a big natural gas producer.

저는 대규모 천연 가스 생산업자는 아니죠.

Somebody the other day said

언젠가 누가 저를 미국에서

I was the second largest natural gas producer in the United States.

두번째로 큰 천연 가스 생산업자라고 그랬는데

Don't I wish.

실지로 그렇다면 얼마나 좋을까요?

But no, I'm not. I own stocks.

저는 사업은 안하고 그냥 주식만 가지고 있죠.

But I also am in the fueling business.

그러나 저는 연료 사업도 하고 있죠.

CA: But natural gas is a fossil fuel.

CA: 천연 가스는 화석 연료니까

You burn it,

태우면

you release CO2.

So you believe in the threat of climate change.

Why doesn't that prospect

concern you?

TBP: Well you're going to have to use something.

TBP: 우리는 결국 무엇이든사용해야 하는데

What do you have to replace it?

(Laughter)

CA: No, no. The argument that it's a bridge fuel makes sense,

CA: 아뇨. 없죠. 제 말은 천연가스를 대체연료로

because the amount of CO2 per unit of energy

사용하는게 좋은 이유는 에너지 단위당 이산화탄소가

is lower than oil and coal, correct?

기름이나 석탄보다 적기 때문이죠, 맞습니까?

And so everyone can be at least happy

그래서 누구나 석탄이나 석유에서

to see a shift from coal or oil to natural gas.

천연 가스로 전환하는것에 만족해 하죠.

But if that's it

하지만 그것 때문에

and that becomes the reason

신재생 에너지가 투자를 못 받게 되고

that renewables don't get invested in,

장기적으로 볼때 좋지 않을 수

then, long-term, we're screwed anyway, right?

TBP: Well I'm not ready to give up,

TBP: 그래도 저는 천연가스를 포기하지 않습니다.

but Jim and I talked

and I said, "How do you feel about natural gas?"

And he said, "Well it's a bridge fuel, is what it is."

And I said, "Bridge to what?

Where are we headed?"

See but again, I told you, I don't have to worry with that.

You all do.

CA: But I don't think that's right, Boone.

CA: 제 생각에는 회장님도 걱정하시는 것 같은데요.

I think you're a person who believes in your legacy.

You've made the money you need.

회장님은 자신을 위한 재산은 이미 다 만드셨죠.

You're one of the few people in a position

to really swing the debate.

Do you support the idea of some kind of price on carbon?

Does that make sense?

TBP: I don't like that

and don't believe for a minute

developed fracking.

I don't know what in the hell he's talking about.

I mean seriously, the Department of Energy

did not have anything to do with fracking.

프래킹하고 아무 관련이 없었지요.

The first frack job was in '47.

I saw my first one in '53.

I've fracked over 3,000 wells in my life.

저는 지금까지 3천개가 넘는 곳에서 프래킹을 했지만

Never had a problem

with messing up an aquifer or anything else.

오염시킨 적이 없었습니다.

Now the largest aquifer in North America

북미에서 가장 큰 대수층은

is from Midland, Texas to the South Dakota border,

across eight states --

8개의 주에 걸쳐 있는 것이죠.

big aquifer:

엄청난 크기의 대수층입니다.

Ogallala, Triassic age.

오갈라라인데요, 트라이아스기에 만들어 졌죠.

There had to have been 800,000 wells fracked

지금까지 오클라호마, 텍사스, 캔사스의

in Oklahoma, Texas, Kansas

대수층 지역에서 8십만개의

in that aquifer.

유정을 뚫고 프래킹을 했는데

There's no problems.

아무런 문제도 없었죠.

I don't understand why

the media is focused on Eastern Pennsylvania.

Why? Air quality was the reason they used natural gas

and got away from diesel.

Why are all the trash trucks today in Southern California

on natural gas?

It's because of air quality.

How in the hell can we get off the natural gas at some point?
