There's a concept that people talk about nowadays called "big data."

And what they're talking about is all of the information

that we're generating through our interaction

우리가 만들어내는 모든 정보를 일컫습니다.

with and over the Internet,

everything from Facebook and Twitter

페이스북과 트위터,

음악 내려 받기, 영화, 스트리밍, 다른 온갖 것들,

to music downloads, movies, streaming, all this kind of stuff,

the live streaming of TED.

TED의 실시간 스트리밍도 마찬가지죠.

And the folks who work with big data, for them,

빅 데이터를 다루는 사람들은

they talk about that their biggest problem

is we have so much information.

The biggest problem is: how do we organize all that information?

I can tell you that, working in global health,

that is not our biggest problem.

Because for us, even though the light is better on the Internet,

the data that would help us solve the problems we're trying to solve

is not actually present on the Internet.

So we don't know, for example,

how many people right now are being affected by disasters

or by conflict situations.

We don't know for, really, basically, any of the clinics

We have no idea of what the supply chain is for those clinics.

We don't know -- and this is really amazing to me -- we don't know

how many children were born -- or how many children there are --

in any of those countries.

We don't know the needs of the elderly, the mentally ill.

For all of these different critically important problems

결정적으로 중요한 이 모든 문제들

or critically important areas that we want to solve problems in,

we basically know nothing at all.

And part of the reason why we don't know anything at all

is that the information technology systems that we use in global health

to find the data to solve these problems is what you see here.

This is about a 5,000-year-old technology.

Some of you may have used it before.

It's kind of on its way out now,

but we still use it for 99 percent of our stuff.

This is a paper form.

And what you're looking at is a paper form

in the hand of a Ministry of Health nurse in Indonesia,

who is tramping out across the countryside

in Indonesia on, I'm sure, a very hot and humid day,

and she is going to be knocking on thousands of doors

over a period of weeks or months,

knocking on the doors and saying,

"Excuse me, we'd like to ask you some questions.

Do you have any children? Were your children vaccinated?"

Because the only way we can actually find out

how many children were vaccinated in the country of Indonesia,

what percentage were vaccinated,

is actually not on the Internet, but by going out and knocking on doors,

sometimes tens of thousands of doors.

Sometimes it takes months to even years to do something like this.

You know, a census of Indonesia

would probably take two years to accomplish.

And the problem, of course, with all of this

is that, with all those paper forms --

and I'm telling you, we have paper forms for every possible thing:

We have paper forms for vaccination surveys.

We have paper forms to track people who come into clinics.

We have paper forms to track drug supplies, blood supplies --

all these different paper forms for many different topics,

they all have a single, common endpoint,

and the common endpoint looks something like this.

And what we're looking at here is a truckful of data.

This is the data from a single vaccination coverage survey

in a single district in the country of Zambia

잠비아의 한 구역에서 행했던

from a few years ago, that I participated in.

The only thing anyone was trying to find out

우리가 알고 싶었던 건 단지

is what percentage of Zambian children are vaccinated,

잠비아 아동의 몇 퍼센트가 예방 접종을 받았는지 였을 뿐이었는데요.

and this is the data, collected on paper over weeks,

이게 바로 그 자료를 수주동안 종이 서식을 이용해

from a single district,

한 구역에서 수집한 결과입니다.

which is something like a county in the United States.

여기서 구역은 미국의 카운티 같은 개념인데요.

You can imagine that, for the entire country of Zambia,

answering just that single question ...

looks something like this.

이렇게 될 거라는 건 상상이 가시겠죠.

트럭, 트럭, 또 트럭이

Truck after truck after truck,

무더기, 무더기, 또 무더기의 자료로 꽉 차있을 겁니다.

filled with stack after stack after stack of data.

And what makes it even worse is that's just the beginning.

그런데 이게 끝이 아니에요.

이건 단지 시작일 뿐입니다.

Because once you've collected all that data,

왜냐하면 이 모든 데이터를 모으고 난 후에는

of course, someone -- some unfortunate person --

어떤 운 나쁜 사람이

is going to have to type that into a computer.

When I was a graduate student,

I actually was that unfortunate person sometimes.

I can tell you, I often wasn't really paying attention.

I probably made a lot of mistakes when I did it

that no one ever discovered, so data quality goes down.

But eventually that data, hopefully, gets typed into a computer,

and someone can begin to analyze it,

and once they have an analysis and a report,

hopefully, then you can take the results of that data collection

and use it to vaccinate children better.

Because if there's anything worse in the field of global public health --

I don't know what's worse than allowing children on this planet

백신으로 예방 가능한 질병으로 죽어가는 것보다

to die of vaccine-preventable diseases --

더 나쁜 일이 어딨을까요.

diseases for which the vaccine costs a dollar.

고작 1달러밖에 안하는 백신인데 말입니다.

And millions of children die of these diseases every year.

매년 수백만명의 아이들이 이런 질병으로 사망합니다.

하지만 사실 '수백만명' 은 어림짐작일 뿐

And the fact is, millions is a gross estimate,

because we don't really know how many kids die each year of this.

실제로는 매년 몇명의 아이들이 이런 질병으로 사망하는지 모른다는 게 현실입니다.

What makes it even more frustrating is that the data-entry part,

그보다 더 답답한 건

제가 대학원생때 했다고 한 그 자료 입력만 해도

the part that I used to do as a grad student,

어떤 때는 6개월이 걸린다는 겁니다.

can take sometimes six months.

Sometimes it can take two years to type that information into a computer,

어떤 때는 정보를 컴퓨터에 입력시키는데만

2년이 걸리고, 그리고 어떤 때는, 실제로 드물지 않게

And sometimes, actually not infrequently,

it actually never happens.

수집된 자료가 아예 컴퓨터에 입력되지 않기도 합니다.

Now try and wrap your head around that for a second.

잠깐 여기에 대해 한번 생각해보세요.

You just had teams of hundreds of people.

여러분이 수백명의 사람들을 모집해

They went out into the field to answer a particular question.

You probably spent hundreds of thousands of dollars

on fuel and photocopying and per diem.

And then for some reason, momentum is lost

or there's no money left,

and all of that comes to nothing,

because no one actually types it into the computer at all.

The process just stops.

Happens all the time.

This is what we base our decisions on in global health:

little data, old data, no data.

So back in 1995,

I began to think about ways in which we could improve this process.

Now 1995 -- obviously, that was quite a long time ago.

It kind of frightens me to think of how long ago that was.

I was working in the Centers for Disease Control

But to me, the most significant thing that I saw in 1995

this was the ultimate elite mobile device.

It was a PalmPilot.

And when I saw the PalmPilot for the first time, I thought,

"Why can't we put the forms on these PalmPilots?

'이 팜 파일럿에 서식을 저장하면 어떨까?

And go out into the field just carrying one PalmPilot,

팜 파일럿 하나만 들고 현장에 나가면

수만장의 문서를 여기에 저장할 수 있는데,

which can hold the capacity of tens of thousands of paper forms?

이걸 시도해보면 어떨까?' 하고 생각했습니다.

Why don't we try to do that?

Because if we can do that,

그렇게 할 수 있다면

if we can actually just collect the data electronically, digitally,

정말 아예 처음부터 데이터를

from the very beginning,

디지털 형식으로 수집할 수 있다면

we can just put a shortcut right through that whole process

누군가가 문서 내용을

of typing, of having somebody type that stuff into the computer.

컴퓨터에 입력해 옮겨야 하는

과정 자체를 없애고

We can skip straight to the analysis

바로 분석으로 들어가서

and then straight to the use of the data to actually save lives."

데이터를 그대로 사용해 사람들의 생명을 구할 수 있을테니까요.

So that's what I began to do.

그래서 전 그 일을 실제로 시작했습니다.

Working at CDC, I began to travel to different programs around the world

질병 관리 본부에서 일하면서 세계 곳곳의 프로그램을 방문해

종이 대신 팜 파일럿으로

and to train them in using PalmPilots to do data collection,

데이터를 수집하는 법을 가르치기 시작했어요.

instead of using paper.

And it actually worked great.

실제로 좋은 결과가 나왔습니다.

It worked exactly as well as anybody would have predicted.

What do you know?

Digital data collection is actually more efficient than collecting on paper.

종이를 쓰는 것보다 더 효과적이잖아요?

지금 이 강연에 남편 매튜와 함께 와 있는

While I was doing it, my business partner,

저의 사업 동업자 로즈는

Rose, who's here with her husband, Matthew, here in the audience,

Rose was out doing similar stuff for the American Red Cross.

The problem was, after a few years of doing that,

I realized -- I had been to maybe six or seven programs --

and I thought, you know, if I keep this up at this pace,

over my whole career,

maybe I'm going to go to maybe 20 or 30 programs.

But the problem is, 20 or 30 programs,

like, training 20 or 30 programs to use this technology,

that is a tiny drop in the bucket.

The demand for this, the need for data to run better programs

just within health -- not to mention all of the other fields

프로그램을 향상시키기 위한 데이터의 필요성은

in developing countries -- is enormous.

다른 분야는 고사하고 보건 분야만 해도 엄청났어요.

There are millions and millions and millions of programs,

수많은 프로그램들이 진행중이고

millions of clinics that need to track drugs,

수많은 병원들이 약의 사용과

millions of vaccine programs.

수많은 예방 접종 프로그램을 추적해야 합니다.

There are schools that need to track attendance.

출석률을 조사해야 하는 학교들은 어떻습니까.

우리가 해야 하는 수많은 일들 중

There are all these different things for us to get the data that we need to do.

자료 수집이 필요한 일들이 이렇게 많은 겁니다.

저는 제가 이 속도로 일하면

And I realized if I kept up the way that I was doing,

I was basically hardly going to make any impact

제가 은퇴할 때 쯤 남을 영향은

아주 미미할 것이라는 걸 깨달았습니다.

by the end of my career.

And so I began to rack my brain,

trying to think about, what was the process that I was doing?

How was I training folks,

and what were the bottlenecks and what were the obstacles

to doing it faster and to doing it more efficiently?

And, unfortunately, after thinking about this for some time,

I identified the main obstacle.

And the main obstacle, it turned out --

and this is a sad realization --

the main obstacle was me.

So what do I mean by that?

I had developed a process

whereby I was the center of the universe of this technology.

If you wanted to use this technology, you had to get in touch with me.

그 전에 저란 사람이 존재한다는 것부터 알아야 했죠.

That means you had to know I existed.

그 다음엔 제가 그곳에 찾아갈 수 있도록

Then you had to find the money to pay for me to fly out to your country

제게 비행기 삯과

호텔비와

and the money to pay for my hotel and my per diem and my daily rate.

식비와 일당을 지불할 자금도 있어야 합니다.

So you could be talking about 10- or 20- or 30,000 dollars,

그렇게 만, 이만, 삼만 달러가 필요한데

if I actually had the time or it fit my schedule

그것도 제가 시간이 있거나

and I wasn't on vacation.

휴가 중이 아닐 때 가능하죠.

The point is that anything,

즉 요점은 한명의 개인,

any system that depends on a single human being

혹은 두명 세명 아니면 다섯명에 의존하는 시스템은

or two or three or five human beings --

it just doesn't scale.

규모를 늘릴 수 없다는 겁니다.

And this is a problem for which we need to scale this technology,

그리고 문제는 이 기술은

규모가 더 늘어나야만 했고 지금 당장 늘어나야 했다는 겁니다.

and we need to scale it now.

And so I began to think of ways in which I could basically

take myself out of the picture.

And, you know, I was thinking,

"How could I take myself out of the picture?"

I'd been trained that the way you distribute technology

is always consultant-based.

And you go out there, and you spend money on airfare

and you spend time and you spend per diem

여행 시간을 쓰며 식비가 들고

and you spend for a hotel and all that stuff.

호텔비를 내야 되고 온갖 종류의 지출이 생깁니다.

As far as I knew, that was the only way you could distribute technology,

제가 아는 한 기술을 배포시키는데는

그 외 다른 방법이 없었고, 이 문제를 돌아갈 방법이 생각나지 않았습니다.

and I couldn't figure out a way around it.

그런데 기적이 일어났어요.

But the miracle that happened --

I'm going to call it Hotmail for short.

짧게 줄여 핫메일이라고 하죠.

You may not think of Hotmail as being miraculous,

아마 핫메일이 기적같다고 생각하진 않으시겠지만

but for me it was miraculous,

저한테는 기적적이었어요.

because I noticed, just as I was wrestling with this problem --

제가 이 문제로 씨름하고 있었을 때

I was working in sub-Saharan Africa, mostly, at the time --

저는 주로 사하라 남부 아프리카에서 일하고 있었습니다.

I noticed that every sub-Saharan African health worker

그러다 저는 같이 일하고 있던 사하라 남부 아프리카의

that I was working with had a Hotmail account.

보건 요원들이 모두 핫메일 계정을 가지고 있다는 걸 발견했습니다.

그리고 문득 그런 생각이 들었습니다.

And it struck me, "Wait a minute --

I know the Hotmail people surely didn't fly to the Ministry of Health in Kenya

to train people in how to use Hotmail.

사람들에게 핫메일 사용법을 가르쳐 주지는 않았을텐데.

So these guys are distributing technology, getting software capacity out there,

그런데도 핫메일은 기술을 퍼트리고 있다.

이 소프트웨어 기능은 멀리 타국에서도 쓰이는데

but they're not actually flying around the world.

핫메일 직원이 비행기를 타고 세계를 돌아다지는 안잖아.

I need to think about this more."

While I was thinking about it,

제가 그것에 대해 생각하는동안

people started using even more things like this, just as we were.

아프리카의 사람들은 점점 더 핫메일 같은 도구들을 쓰기 시작했어요. 우리처럼요.

They started using LinkedIn and Flickr and Gmail and Google Maps --

링크드인이나 플릭커,

지메일과 구글맵, 이런 것들요.

all these things.

Of course, all of these things are cloud based

물론 이 모든 건 클라우드 기반이고

and don't require any training.

어떤 교육도 필요하지 않죠.

They don't require any programmers.

프로그래머도 필요없고

They don't require consultants.

컨설턴트도 필요없는 이유는

Because the business model for all these businesses

이 모든 사업의 모델은

requires that something be so simple we can use it ourselves,

훈련이 거의 필요 없을 정도로

with little or no training.

사용하기 아주 간단한 제품을 만들기 때문입니다.

You just have to hear about it and go to the website.

이런게 있다는 걸 듣고 해당 웹사이트로 가면 되는 겁니다.

그렇게 저는 생각하게 됐습니다. 제가 자문하던 일을

And so I thought, what would happen if we built software

to do what I'd been consulting in?

대신할 수 있는 소프트웨어를 만들면 어떨까? 하고요.

Instead of training people how to put forms onto mobile devices,

사람들에게 무선 기기에

서류를 입력하는 방법을 가르쳐 주는 대신

let's create software that lets them do it themselves with no training

훈련이나 제가 없이 그들이 직접 할 수 있는

And that's exactly what we did.

So we created software called Magpi, which has an online form creator.

No one has to speak to me,

you just have to hear about it and go to the website.

You can create forms, and once you've created the forms,

you push them to a variety of common mobile phones.

대중적인 여러 무선 기기들에 전송할 수 있습니다.

Obviously, nowadays, we've moved past PalmPilots to mobile phones.

물론 요즘에는 팜 파일럿이 아니라

무선 전화기가 되겠죠.

And it doesn't have to be a smartphone, it can be a basic phone,

하지만 스마트폰이 아니어도 됩니다.

저 오른쪽에 보시는 것 같은 기본적인 휴대 전화도 됩니다.

like the phone on the right, the basic Symbian phone

개발도상국에 아주 흔한

that's very common in developing countries.

기본적인 심비안 체계 단말기죠.

And the great part about this is it's just like Hotmail.

이 소프트웨어의 큰 장점은 마치 핫메일 같다는 거에요.

It's cloud based,

클라우드 기반이고, 훈련이나 프로그래밍,

and it doesn't require any training, programming, consultants.

자문역이 따로 필요없이 사용할 수 있습니다.

But there are some additional benefits as well.

다른 부수적인 장점도 있습니다.

저희가 맨 처음 이 시스템을 만들었을 때

Now we knew when we built this system,

그 목적은 팜 파일럿을 쓰던 때와 마찬가지로,

the whole point of it, just like with the PalmPilots,

was that you'd be able to collect the data

Unbelievable improvements in efficiency.

Cloud based, no training, no consultants, no me.

And I told you that in the first few years

of trying to do this the old-fashioned way,

What happened after we did this?

One of my favorite examples, the IRC, International Rescue Committee,

they have a program where semi-literate midwives,

Physicians for Human Rights --

this is moving a little bit outside the health field --

they're basically training people to do rape exams in Congo,

성폭행 검사 방법을 훈련시키고 그에 관련한 자료를

where this is an epidemic,

a horrible epidemic,

and they're using our software to document the evidence they find,

so that they can bring the perpetrators to justice.

Camfed, another charity based out of the UK --

They understand this is the most significant intervention they can make.

They used to track the disbursements, the attendance, the grades, on paper.

and getting that into a report was about two to three years.

Now it's real time.

And because this is such a low-cost system and based in the cloud,

So I told you before that when we were doing it the old-fashioned way,
