how change is happening at a local level in Pakistan,

چۆن گۆڕانکاری ڕوودەدات لە ئاستی ناوخۆیی پاکستان،

because women are finding their place in the political process.

I want to take you all on a journey to the place I was raised,

northwest Pakistan, called Dir.

باکوری پاکستان ناسراوە بە دیر.

Dir was founded in the 17th century.

دیر لەسەدەی ١٧ بنیاتنراوە.

It was a princely state until its merger with Pakistan in 1969.

میرنشینێک بووە دواتر. لەگەڵ پاکستان یەکیان گرتووە لە١٩٦٩.

Our prince, Nawab Shah Jahan, reserved the right to wear white,

شازادەکەمان نەواب شاهجەهان، مافی پۆشینی ڕەنگی سپی زەوتکرد بوو.

the color of honor, but only for himself.

ڕەنگی شەرەف، بەڵام تەنها بۆخۆی.

He didn't believe in educating his people.

باوڕی بە خوێندەوارکردنی خەڵکەکەی نەبوو.

And at the time of my birth in 1979,

لەو کاتەی کە لە دایک بووم، لە 1979،

only five percent of boys and one percent of girls

تەنها لە سەتا پێنجی کوڕان و سەدا یەکی کچان

received any schooling at all.

لەخوێندنگەکان دەیانخوێند.

I was one among that one percent.

منیش یەکێک بووم لە نیوان ئەو سەدا یەکە.

Growing up, I was very close to my father.

گەورەبووم، زۆر لە باوکم نزێک بووم.

He is a pharmacy doctor, and he sent me to school.

دکتۆری دەرمانساز بوو، و ناردمییە بەرخویندن.

Every day, I would go to his clinic when my lessons finished.

هەموو ڕۆژێک دوای تەواوبوونی وانەکەم دەچووم بۆ دەرمانخانەکەی.

He's a wonderful man and a well-respected community leader.

پیاوێکی ناوازەیە و لەناو کۆمەڵگەش ڕێزی دەگرن.

He was leading a welfare organization,

سەرۆکی ڕێکخراوی چاودێری بوو،

and I would go with him to the social and political gatherings

و لەگەڵی دەچووم بۆ کۆبونەوە سیاسی و کۆمەڵایەتیەکان

to listen and talk to the local men about our social and economic problems.

بۆ گوێگرتن و قسەکردن بۆ پیاوانی ناوچەیی دەربارەی کۆمەلگە و کێشە ئابورییەکان.

However, when I was 16,

هەرچۆنێکبێت کاتێک بووم بە 16 ساڵ،

my father asked me to stop coming with him to the public gatherings.

باوکم داوای لێ کردم چیتر لەگەڵی نەچم بۆ کۆبوونەوە گشتییەکان.

Now, I was a young woman, and my place was in the home.

ئێستا بووم بە کچێکی گەنج و شوێنی من ماڵەوەیە.

I was very upset.

زۆر نیگەران بووم.

But most of my family members, they were happy with this decision.

بەڵام زۆربەی ئەندامانی خێزانەکەم بەو بریارە دڵخۆش بوون.

It was very difficult for me

زۆر قورس بوو بۆ من

to sit back in the home and not be involved.

لە ماڵەوە دابنیشم و بەشداری نەکەم.

It took two years

دوو ساڵی خەیاند

that finally my family agreed that my father could reconnect me

کە لە کۆتایەکەی خێزانەکەم رازی بوون دووبارە لەگەڵ باوکمدا بەشداری بکەم.

with women and girls,

لەگەڵ ژنان و کچان،

so they could share their problems and together we could resolve them.

کەوا دەتوانن کێشەکان بخەنەڕوو و بەیەکەوە بتوانین چارەسەریان بکەین.

So, with his blessings,

کەواتە، بەیارمەتی باوکم،

I started to reconnect with women and girls

دووبارە دەستم بە بەشداری کردنەوە کرد لەگەڵ ژنان و کچان

so we could resolve their problems together.

تا بەیەکەوە بتوانین چارەسەری کێشەکانیان بکەین.

When women show up,

کاتێک ژنان دەردەکەون،

they bring their realities and views with them.

ڕاستیەکانییان لەگەڵ خۆیان دەهێنن و ڕاستیەکانیش دەردەکەون.

And yet, I have found all too often,

لەگەڵ ئەوەشدا، هەمیشە هەستم دەکرد

women underestimate their own strength,

تواناکانی ژنان بە کەم چاوی لێدەکرا،

their potential and their self-respect.

توانا شاراوە و ڕێزگرتنیشیان بە هەمان شێوە.

However, while connecting with these women and girls,

بەهەرحاڵ لەو کاتەی کە لەگەڵ ئەو ژنان و کچانە پەیوەندیمان دەگرت،

it became very clear to me

بۆم ڕوونبۆتەوە

that if there was to be any hope to create a better life

ئەگەر هیچ هیوایەک نەبی بۆ بنیاتنانی ژیانێکی باشتر

for these women and girls and their families,

بۆ ژنان وکچان وخێزانەکانیان،

we must stand up for our own rights --

پێویستە بجەنگین بۆ مافەکانمان

and not wait for someone else to come and help us.

و چاوەرێی کەسێکی تر نەکەین بۆ ئەوەی یارمەتیمان بدات.

So I took a huge leap of faith

بە باوەڕ بەخۆبوونێکی مەزنەوە

and founded my own organization in '94

یەکەم ڕیکخراوی خۆم لە 1994 دامەزراند

to create our very own platform for women empowerment.

بۆ دروستکردنی سەکۆیەک بۆ وزە بەخشینی ژنان.

I engaged many women and girls to work with me.

داوام لە ژنان و کچان کرد. کارم لەگەڵ بکەن

It was hard.

زۆر قورس بوو.

Many of the women working with me had to leave once they got married,

زۆرێک لەو ژنانە دوای ئەوەی هاوسەرگیریان دەکرد، وازیان لە ئێمە دەهێنا،

because their husbands wouldn't let them work.

چونکە مێرداکانیان نەیان دەهێشت کار بکەن.

One colleague of mine was given away by her family

یەکێک لە هاوکارەکانم لە لایەن خێزانەکەیە دەرکرا

to make amends for a crime her brother had committed.

لە بەرامبەر لێ خۆشبوون لە تاوانێک کە براکەی ئەنجامی دابوو.

I couldn't help her.

نەمتوانی یارمەتی بدەم.

And I felt so helpless at that time.

و لەو کاتەدا هەستم بەبێ توانای کرد.

But it made me more determined to continue my struggle.

بەڵام هانی دام بەهێزتر بم بۆ بەردەوام بوونی خەباتەکەم.

I saw many practices like these,

شتی زۆرم لەم شیوەیە بینیوە،

where these women suffered silently, bearing this brutality.

ژنان بە بێدەنگی ئازار دەچێژن. دڕندانە مامەڵەیان لەگەڵ دەکرێت.

But when I see a woman

بەڵام کاتێک کە ژنێک دەبینم

struggling to change her situation instead of giving up,

هەوڵ بۆ گۆڕینی بارودۆخی دەدات لە جیاتی ئەوەی کۆڵ بدات،

it motivates me.

زیاتر هانم دەدات.

So I ran for a public office

خۆم بۆ پۆستێکی حکومی هەڵبژارد

as an independent candidate in Lower Dir

وەک پاڵیوراوێکی سەربەخۆ لە دیر

in the local elections in 2001.

لە هەڵبژاردنە ناوچەیاکان لە٢٠٠١.

Despite all the challenges and hurdles I faced throughout this process, I won.

سەڕەرای کۆسپ و تەگەرانەی بە درێژایی ئەم پرۆسەیە ڕووبەڕووم بوونەوە، بردمەوە.

And I served in the public office for six years.

و ماوەی شەش ساڵ لە نوسینگەی گشتی خزمەتم کرد.

But unfortunately,

بەڵام بەداخەوە،

we women, elected women,

ئێمە، ئەو ژنانەی هەڵبژێردرابووین،

we were not allowed to sit in the council together with all the members

ڕێگەمان پێنەدەدرا لە ئەنجومەن بەیەکەوە لەگەڵ ئەندامەکانی تر دابنیشین

and to take part in the proceedings.

و بۆ ئەوەی کارەکانیان لەگەڵ ڕاپەرێنین.

We had to sit in a separate, ladies-only room,

ژنەکان لە ژوورێکی تر دادەنیشتین،

not even aware what was happening in the council.

ئاگادارنەبووین لە ئەنجومەن چی ڕوودەدات.

Men told me

پیاوەکان پێیان گوتم

that, "You women, elected women members,

کەوا، ئێوەی ژنان، ژنانەی کە هەڵبژێردراون

should buy sewing machines for women."

پێویستە ئامێرێکی درومان بۆ ژنان بکڕن"،

When I knew what they needed the most was access to clean drinking water.

کاتێک زانیم پێویستیەکی زۆریان بە ئاوی خواردنەوی پاک هەیە

So I did everything I could do

هەموو شتێکم کرد کە لە توانام دابوو

to prioritize the real challenges these women faced.

بۆ خستنە پێشی گشت تەنگوچەڵەمەکانی کە ڕووبەڕووی ئافرەتان دەبووەوە.

I set up five hand pumps in the two dried up wells in my locality.

پێنج پەمپی دەستیم دامەزراند لە دوو بیری وشک بووی شارەکەم.

Well, we got them working again.

باشە، ئێمە دووبارە بەکارمان خستنەوە.

Before long, we made water accessible for over 5,000 families.

بە ماوەیەکی کەم ئاوی پاکمان بۆ زیاتر لە پێنج هەزار خێزان دابین کرد.

We proved that anything the men could do,

سەلماندمان کەوا ئێمەش وەک پیاو،

so could we women.

دەتوانین هەموو شتێک بکەین.

I built alliances with other elected women members,

هاوپەیمانیەکم لەگەڵ ئەندامە ژنانەکانی تری هەڵبژێردراو بنیاتنا،

and last year,

و ساڵی ڕابردوو،

we women were allowed to sit together with all the members in the council.

ژنان ڕێگەیان پێدرا بەیەکەوە لەگەڵ ئەندامانی تر لە ئەنجومەن دابنیشن.

And to take part in the legislation and planning and budgeting,

و بەشداریمان لە یاسادانان، پلاندانان و بوجەدانان

in all the decisions.

و لە هەموو بڕیارەکان کرد.

I saw there is strength in numbers.

لە یەکگرتوویی ژنان هێزم بەدی کرد.

You know yourselves.

خۆتان دەزانن.

Lack of representation means no one is fighting for you.

نەبوونی نوێنەر واتا کەس نییە بۆ مافەکانت بجەنگێت.

Pakistan is --

پاکستان--

We're 8,000 miles away from where I'm here with you today.

٨ هەزار میل دوورین لە ئێرەوە.

But I hope what I'm about to tell you will resonate with you,

بەڵام هیواخوازم دەربارەی ئەو شتانەی قسەمان دەکرد دەنگ بداتەوە،

though we have this big distance in miles and in our cultures.

چونکە ئێمە لە یەکتر دوورین و کلتوریشمان جیاوازە.

When women show up,

کاتێک ژنان دەردەکەون،

they bring the realities and hopes of half a population with them.

ڕاستی و هیواوی نزیکەی نیوە دانیشتوان لەگەڵ خۆیان دەهێنن.

In 2007, we saw the rise of the Taliban

لە ٢٠٠٧ گەشەی تاڵیبانمان بینی

in Swat, Dir and nearby districts.

لە سوات، دیر و هەرێمەکانی دەورووبەر.

It was horrifying.

تۆقێنەر بوو.

The Taliban killed innocent people.

تاڵیبان خەڵکی بێتاوانی دەکوشت.

Almost every day,

هەموو ڕۆژێک،

people collected the dead bodies of their loved ones from the streets.

خەڵک لاشەی مردووی کەسە نزیکەکانیان کۆ دەکردەوە لە شەقامەکان.

Most of the social and political leaders

زۆربەی ئەو سەرۆکە سیاسی و کۆمەڵایەتییانەی کە

struggling and working for the betterment of their communities

خەباتیان دەکرد بۆ باشترکردنی کۆمەڵگەکەیان

were threatened and targeted.

هەڕەشەیان لێدەکرا و دەکوژران.

Even I had to leave,

ناچار کرام وڵاتیش جێبهێڵێم،

leaving my children behind with my in-laws.

منداڵەکانم لای خەسو و خەزورم جێهێشت.

I closed my office in Dir and relocated to Peshawar,

نوسینگەکەم لە دیر داخست و گواستمەوە بۆ پیشاوەر،

the capital of my province.

پایتەختی هەرێمەکەم.

I was in trauma, kept thinking what to do next.

توشی نەخۆشی دەروونی بووم. بەردەوام بیرم دەکردەوە: دواتر چی بکەم.

And most of the family members and friends

و زۆرێک لە ئەندامانی خێزان و هاورێکانم

were suggesting, "Shad, stop working.

پێشنیاریان دەکرد واز لە کار بهێنم.

The threat is very serious."

ترسەکە زۆر جدییە.

But I persisted.

بەڵام بەردەوام بووم.

In 2009, we experienced a historic influx of internally displaced persons,

لە 2009، لێشاوێکی مێژوویی ئاوارەکانی ناوەخۆ ڕویدا

from Swat, Dir and other nearby districts.

لە سوات، دیر وهەرێمەکانی دەورووبەر.

I started visiting the camps almost every day,

بە نزیکەی هەموو ڕۆژێک سەردانی کەمپاکانم دەکرد،

until the internally displaced persons

تاوەکو ئاوارەکانی ناوخۆ

started to go back to their place of origin.

I established four mother-child health care units,

especially to take care of over 10,000 women and children

بە تایبەتی بۆ چاودێری کردنی زیاتر لە١٠هەزار ژن و منداڵی

nearby the camps.

But you know, during all these visits,

بەڵام دەزانن لە ماوەی هەموو سەردانەکانم،

I observed that there was very little attention towards women's needs.

تێبینیم کرد کەوا کەمترێن. پێداویستیەکانی ژنان دابین دەکرێت.

And I was looking for what is the reason behind it.

بەدوای هۆکارەکانی ئەم کەمتەرخەمییە گەڕام.

And I found it was because of the underrepresentation of women

دواتر تێگەیشتم هۆکارەکە نەبوونی نوێنەری ژنە لە

in both social and political platforms, in our society as a whole.

سەکۆی کۆمەڵایەتی، سیاسی و کۆمەڵگە بەشێوەیەکی گشتی.

And that was the time when I realized

و ئەو کاتە بوو هەستم پێکرد

that I need to narrow down my focus

کەوا پێویستە توانایی خۆم بۆ کورت بکەمەوە

on building and strengthening women's political leadership

بۆ بنیاتنان و بەهێزکردنی ڕابەری سیاسی ژنان.

to increase their political representation,

بۆ زیاتکردنی چالاکییە سیاسیەکانیان،

so they would have their own voice in their future.

کەواتە دەیانەوێت دەنگی خۆیان هەبێت لە داهاتویاندا.

So we started training around 300 potential women and youth

دەستمان بە ڕاهێنانی نزیکەی ٣٠٠ ژن و کچی بەتوانا کرد

for the upcoming local elections in 2015.

بۆ هەڵبژاردنەکانی ناوچەییەکان لە ٢٠١٥.

And you know what?

و دەزانن چی بوو؟

Fifty percent of them won.

سەدا پەنجای دەنگەکانمان بردەوە.

And they are now sitting in the councils,

و ئێستا لە ئەنجوومەن دانیشتوون،

taking part actively in the legislation, planning and budgeting.

بەشداری لە یاسادانان، پلاندانان و بوجەدانان دەکەن.

Most of them are now investing their funds

ئێستە زۆرێکیان سەرمایەکانیان

on women's health, education, skill development and safe drinking water.

لە تەندروستی ژنان، پەروەردە، گەشەپێدانی شارەزایی و ئاوی خواردنەوەی پاک خەرج دەکەن.

All these elected women now

ئێستا هەموو ئافرەتانی هەڵبژێردراو

share, discuss and resolve their problems together.

کێشەکانیان دەخەنە ڕوو، بەیەکەوە چارەسەری بۆ دەدۆزنەوە.

Let me tell you about two of the women I have been working with:

با باسی دوو ژنتان بۆ بکەم:

Saira Shams.

ساریا شەمس.

You can see, this young lady, age 26,

دەیبینن، ئەم خاتوونە گەنجە 26 ساڵە،

she ran for a public office in 2015 in Lower Dir, and she won.

خۆی بۆ هەڵبژاردن کاندید کرد لە ٢٠١٥ لە دیر، و ئەو سەرکەوت.

She completed two of the community infrastructure schemes.

دوو پلانی ژێرخانی ئابوری تەواو کردوە.

You know, women, community infrastructure schemes ...

دەزانن ژنان، پلانەکانی ژێرخانی ئابوری کۆمەڵایەتی

Some people think this is men's job.

خەڵکانێک وابیردەکەنەوە ئەوە کاری پیاوە.

But no, this is women's job, too, we can do it.

بەڵام، نا ئەوە کاری ژنانیشە دەتوانین هەمان کار بکەین.

And she also fixed two of the roads leading towards girls schools,

و هەروها دوو رێگەی خوێندنگەی کچانی چاک کردەوە،

knowing that without access to these schools,

دەزانن کەوا بەبێ رێگەی هاتووچۆ بۆ ئەو قوتابخانانە

they are useless to the girls of Dir.

هیچ سودێکیان بۆ کچانی دیر نییە.

And another young woman is Asma Gul.

و ئەسما گوڵ خاتونێکی تری گەنجە.

She is a very active member of the young leaders forum we established.

ئەندامێکی چالاکی دیداری سەرکردە گەنجەکانە.

She was unable to run for the public office,

نەیتوانی خۆی بۆ هەڵبژاردنەکان کاندید بکات،

so she has become the first female journalist of our region.

بوو بە یەکەم ڕۆژنەمەوانی کچ. لە ناوچەکەمان.

She speaks and writes for women's and girls' issues and their rights.

وتار سەبارەت بە ناڕەحەتییەکانی کچان و ژنان دەنووسێت و مافەکانیان دەخاتە ڕوو.

Saira and Asma, they are the living examples

سایرا و ئەسما دوو نموونەی زیندوون

of the importance of inclusion and representation.

بۆ گرنگی بوونی نوێنەرو هاتنە پێشەوەی ژنان.

Let me tell you this, too.

با شتێکی تریشتان بۆ باس بکەم.

In the 2013 general elections in Pakistan

لە هەڵبژاردنە گشتیەکانی پاکستانی ٢٠١٣

and the local elections in 2015,

و هەڵبژاردنە ناوچەیەکانی ٢٠١٥،

there were less than 100 women voters in Dir.

کەمتر لە سەد دەنگدەری. ژنان لە دیر هەبوو.

But you know what?

بەڵام دەزانن چی؟

I'm proud to tell you that this year, during the general elections,

بەشانازیەوە دەڵیم ئەو ساڵە، لە ماوەی هەڵبژاردنە گستیەکان،

there were 93,000 women voters in Dir.

٩٣هەزارئافرەت بەشداری هەڵبژاردنییان لە دیر کرد.

So our struggle is far from over.

کەواتە خەباتمان بۆ هەمیشەیە.

But this shift is historic.

بەڵام گۆڕانکاریەکی مێژووییە.

And a sign that women are standing up, showing up and making it absolutely clear

و ئاماژەیەکە کەوا ژنان دەجەنگن و کار دەکەن و ئامانجەکەیان بەدەست دێنن

that we all must invest in building women's leadership.

کە پێویستە تواناکانمان بخەینە کار لە بنیاتنانی بەرەوپیش بردنی ژنان.

In Pakistan and here in the United States,

لە پاکستان و لێرە لە ویلایەتە یەکگرتووەکان،

and everywhere in the world,

و هەموو شوینێک لە جیهان،

this means women in politics, women in business

ئامانجمانە ژنان لە سیاسەت ژنان لە کاری بازرگانی،

and women in positions of power making important decisions.

و ژنان لە شوێنە گرینگەکان بڕیاری چارەنوسزاز بدەن.

It took me 23 years to get here.

٢٣ساڵی خەیاند تا گەیشتم بە ئێرە.

But I don't want any girl or any woman

بەڵام نامەوێت هیچ کچێک یان ژنێک

to take 23 years of her life to make herself heard.

٢٣ساڵ لە ژیانی بەفیرۆ بڕوات بۆ ئەوەی ببیستێ.

I have had some dark days.

ڕۆژانی ناخۆشم هەبوو.

But I have spent every waking moment of my life

بەڵام هەرچرکەیەک لە ژیانمدا

working for the right of every woman to live her full potential.

کارم کردوە بۆ مافی هەموو ژنێک تا سود لە توانا شاراوەکەی ببینێت.

Imagine with me a world

جیهان بهێننە پێش چاوی خۆتان لەگەڵ من

where thousands of us stand up

هەزاران خەڵکی وەک ئێمە بجەنگن بۆ

and they support other young women together,

پاڵپشتی ژنان گەنج بەیەکەوە،

creating opportunities and choices that benefit all.

هەڵ دەرەخسێنن و هەڵدەبژێرن. تا سودێک بگەیەنیت بە هەمووان

And that, my friends, can change the world.

و کەواتە، هاورێکانم دەتوانن جیهان بگۆڕن.
