How women in Pakistan are creating political change | Shad Begum

how change is happening at a local level in Pakistan,

because women are finding their place in the political process.

I want to take you all on a journey to the place I was raised,

私の育った場所へ 皆さんをお連れしたいと思います

northwest Pakistan, called Dir.

パキスタン西北部のディールです

Dir was founded in the 17th century.

ディール地区は17世紀に 創設されました

It was a princely state until its merger with Pakistan in 1969.

1969年のパキスタンとの併合まで そこは藩王国でした

Our prince, Nawab Shah Jahan, reserved the right to wear white,

藩王 ナワブ・シャー・ジャハーンは ただ１人 名誉の象徴である白を

the color of honor, but only for himself.

He didn't believe in educating his people.

藩王は人民への教育を 必要と思っていませんでした

And at the time of my birth in 1979,

only five percent of boys and one percent of girls

わずか５％の男子と １％の女子だけしか

received any schooling at all.

如何なる教育も受けませんでした

I was one among that one percent.

私はその１％の内の１人でした

Growing up, I was very close to my father.

私は父と とても親密に育ちました

He is a pharmacy doctor, and he sent me to school.

父は薬学博士で 私を学校に行かせてくれたのです

Every day, I would go to his clinic when my lessons finished.

毎日私は授業が終わると 父の医院に通ったものです

He's a wonderful man and a well-respected community leader.

父は素晴らしい人で十分に尊敬を集める コミュニティの指導者でした

He was leading a welfare organization,

福祉組織のリーダーで

and I would go with him to the social and political gatherings

私は社会的、政治的な集まりに 父と共に参加し

to listen and talk to the local men about our social and economic problems.

社会的、経済的な問題について 地元の男性達の意見に耳を傾け 話をしました

However, when I was 16,

しかしながら16歳の時

my father asked me to stop coming with him to the public gatherings.

私は父から公の集会に参加するのを 止めるよう頼まれました

Now, I was a young woman, and my place was in the home.

私は若い女性で 自分の居場所は家なのです

I was very upset.

私はとても 戸惑いました

But most of my family members, they were happy with this decision.

しかし家族のほとんどが この決定に賛成したのです

It was very difficult for me

活動に参加せず 家にいて

to sit back in the home and not be involved.

何もせずに傍観するなど 私には理解しがたい事でした

It took two years

２年の歳月をかけて

that finally my family agreed that my father could reconnect me

ようやく家族を説得し 父が再び私を

with women and girls,

女性や少女達と 結びつけてくれました

so they could share their problems and together we could resolve them.

彼女達と問題を分かち合い 共に解決出来るようになったのです

So, with his blessings,

父のお陰で

I started to reconnect with women and girls

私は女性や少女達と 再び

so we could resolve their problems together.

一緒に彼女達の問題を 解決する事が出来ました

When women show up,

女性達が現れると

they bring their realities and views with them.

彼女達の置かれた現実と それに対する意見が提示されます

And yet, I have found all too often,

しかし あまりにも多くの場合

women underestimate their own strength,

女性達は自分の力や可能性

their potential and their self-respect.

自己尊重を過小評価するのです

However, while connecting with these women and girls,

しかしそんな女性や少女達と 信頼関係を結ぶ内に

it became very clear to me

私には実に 明確になってきました

that if there was to be any hope to create a better life

女性や少女達とその家族に より良い生活を創造する希望が

for these women and girls and their families,

いくらかでも あるのならば

we must stand up for our own rights --

私達は自分達自身の為に 立ち上がらなければならず

and not wait for someone else to come and help us.

他の誰かの助けを 待つ訳にはいかないのです

So I took a huge leap of faith

だから 私は信じてやってみました

and founded my own organization in '94

そして 1994年に 自分自身の組織を創設し

to create our very own platform for women empowerment.

女性を後押しする為の 正に私達自身の プラットフォームを作ったのです

I engaged many women and girls to work with me.

多くの女性や少女達に 一緒に働いてくれるよう誘いました

It was hard.

それは 大変な事でした

Many of the women working with me had to leave once they got married,

共に働いていた女性達も 多くは 結婚すると 去らざるを得ませんでした

because their husbands wouldn't let them work.

夫が妻を働かせようとは しないからです

One colleague of mine was given away by her family

同僚の１人は 兄弟の犯した罪の償いの為に

to make amends for a crime her brother had committed.

家族によって 辞めさせられました

I couldn't help her.

私にはどうする事も 出来ませんでした

And I felt so helpless at that time.

その時は 無力を実感しました

But it made me more determined to continue my struggle.

しかし そのお陰で 闘いを続ける決意が高まったのです

I saw many practices like these,

こうした慣例を 数多く目にしてきました

where these women suffered silently, bearing this brutality.

女性達は こんな蛮行に耐えながら 黙して苦しんでいたのです

But when I see a woman

しかし女性達が諦めずに

struggling to change her situation instead of giving up,

自分の状況を変えるべく 闘っているのを見ていると

it motivates me.

やる気が起こります

So I ran for a public office

そこで私は公職に立候補しました

as an independent candidate in Lower Dir

ローワー・ディール地区の 無所属候補として

in the local elections in 2001.

2001年の地方選挙に出馬したのです

Despite all the challenges and hurdles I faced throughout this process, I won.

その過程で直面した 全ての困難や 障害にもかかわらず 当選しました

(Applause)

And I served in the public office for six years.

私は実に６年間公職を務めました

But unfortunately,

しかし残念ながら

we women, elected women,

選出された私達女性は

we were not allowed to sit in the council together with all the members

他のメンバーと共に議会の席に着く事が 許されませんでした

and to take part in the proceedings.

議事進行に参加できなかったのです

We had to sit in a separate, ladies-only room,

私達は女性専用の 隔離された部屋に座らされ

not even aware what was happening in the council.

議会で起こっている事すら 分かりませんでした

Men told me

男性達は私にこう言いました

that, "You women, elected women members,

「お前達 女― 選出された女性議員は

should buy sewing machines for women."

女の為にミシンを買うべきだ」

When I knew what they needed the most was access to clean drinking water.

最も必要なものは 清潔な飲料水を 手に入れる事だと分かっている時にです

So I did everything I could do

そこで私は 自分に出来る事全てを実行し

to prioritize the real challenges these women faced.

女性が直面する現実の困難に 優先順位をつけました

I set up five hand pumps in the two dried up wells in my locality.

私は地元の干からびた２つの井戸に ５つの手押し式ポンプを設置しました

Well, we got them working again.

井戸は再び 使えるようになったのです

Before long, we made water accessible for over 5,000 families.

まもなく５千世帯以上の家庭に 水が供給されました

We proved that anything the men could do,

男性に出来ることは 私達 女性にも出来ると証明しました

so could we women.

I built alliances with other elected women members,

私は他の女性議員と共に 同盟を設立しました

and last year,

そして昨年

we women were allowed to sit together with all the members in the council.

私達女性は 他の議員達と 同じ席に着く事を許されたのです

And to take part in the legislation and planning and budgeting,

立法や予算制定といった 全ての決定にも参加できるようになりました

in all the decisions.

I saw there is strength in numbers.

数には力があるのだと分かりました

You know yourselves.

皆さんもご存知のはずです

Lack of representation means no one is fighting for you.

女性議員がいないのは 誰も女性の為に闘っていないのと同じです

Pakistan is --

パキスタンは―

We're 8,000 miles away from where I'm here with you today.

今いるこの場所から １万３千キロも離れています

But I hope what I'm about to tell you will resonate with you,

遠く離れた 文化も異なる場所ですが

though we have this big distance in miles and in our cultures.

私がお話しする事は 皆さんにも共鳴して頂けると思います

When women show up,

女性の登場によって

they bring the realities and hopes of half a population with them.

人口の半数の現実と希望が 明らかになります

In 2007, we saw the rise of the Taliban

2007年には 私達は スワットやディールやその周辺地域で

in Swat, Dir and nearby districts.

タリバンが台頭するのを目にしました

It was horrifying.

恐怖でした

The Taliban killed innocent people.

タリバンは罪の無い人々を 殺害しました

Almost every day,

ほぼ毎日

people collected the dead bodies of their loved ones from the streets.

人々は街頭から 愛する人達の死体を 回収していました

Most of the social and political leaders

コミュニティの向上の為に 格闘し 働いている

struggling and working for the betterment of their communities

社会的、政治的な リーダー達のほとんどが

were threatened and targeted.

脅迫され 標的にされました

Even I had to leave,

私でさえ 子供達を親戚に預けて

leaving my children behind with my in-laws.

逃げなければなりませんでした

I closed my office in Dir and relocated to Peshawar,

ディールの事務所を閉鎖し ペシャワールに移転させました

the capital of my province.

そこは州都だからです

I was in trauma, kept thinking what to do next.

トラウマに陥り 次に何をすべきか 考え続けました

And most of the family members and friends

家族や友人のほとんどは こう言いました

were suggesting, "Shad, stop working.

「シャド 働くのを止めなさい

The threat is very serious."

脅威は非常に深刻なのだから」

But I persisted.

でも私は食い下がりました

In 2009, we experienced a historic influx of internally displaced persons,

2009年 私達はスワットやディール その近隣地区からの国内避難民による

from Swat, Dir and other nearby districts.

I started visiting the camps almost every day,

ほとんど毎日私はキャンプを 訪問し始めました

until the internally displaced persons

started to go back to their place of origin.

I established four mother-child health care units,

４箇所に母子保健衛生施設を 設置しました

especially to take care of over 10,000 women and children

それは特にキャンプの近隣に居る １万人以上の女性と子供達の

nearby the camps.

手当をする為のものです

But you know, during all these visits,

しかし この訪問の間もずっと

I observed that there was very little attention towards women's needs.

私は女性のニーズに対する関心が 少しも払われていない事を見てきました

And I was looking for what is the reason behind it.

そこで その背後にある 理由を探したのです

And I found it was because of the underrepresentation of women

すると社会全体として 社会的、政治的プラットフォームの双方に

in both social and political platforms, in our society as a whole.

女性の代表者が不足しているのが 原因だと分かったのです

And that was the time when I realized

その時 私は気づいたのです

that I need to narrow down my focus

将来に向けて 女性自身が声を持つよう

on building and strengthening women's political leadership

女性の政治代表者を増やし

to increase their political representation,

女性の政治的リーダーシップを構築し

so they would have their own voice in their future.

強める事に焦点を 狭める必要があると

So we started training around 300 potential women and youth

そこで約300人の 可能性を秘めた女性と若者に

for the upcoming local elections in 2015.

来たる2015年の地方選挙に向けて 教育を施し始めたのです

And you know what?

どうなったと思いますか？

Fifty percent of them won.

50%が当選したのです

(Applause)

And they are now sitting in the councils,

彼女達は今 議会で皆と同じ席に着き

taking part actively in the legislation, planning and budgeting.

立法、立案、予算案作成に 積極的に参加しています

Most of them are now investing their funds

彼女達のほとんどが今 自分達の基金を

on women's health, education, skill development and safe drinking water.

女性の健康、教育、技術向上 安全な飲料水の確保に投資しています

All these elected women now

この選出された女性議員達が今

share, discuss and resolve their problems together.

共に自分達の問題を分かち合い 議論し解決しているのです

Let me tell you about two of the women I have been working with:

私が一緒に働いている ２人の女性を紹介させてください

Saira Shams.

サイラ・シャムスです

You can see, this young lady, age 26,

ご覧の通り 26歳の若い女性で

she ran for a public office in 2015 in Lower Dir, and she won.

2015年のローワー・ディール地区の 公職選挙に出馬し 当選しました

She completed two of the community infrastructure schemes.

彼女の２つのコミュニティの インフラ公共計画を完成させました

You know, women, community infrastructure schemes ...

女性、コミュニティ インフラ公共計画…

Some people think this is men's job.

それは 男性の仕事だと 思う人もいるでしょう

But no, this is women's job, too, we can do it.

でも違います それも女性の仕事で 私達にも 出来るのです

And she also fixed two of the roads leading towards girls schools,

それに 彼女は女子校までの道路を ２箇所 修繕しました

knowing that without access to these schools,

学校があっても アクセスがなければ

they are useless to the girls of Dir.

ディール地区の女子には 通えません

And another young woman is Asma Gul.

もう１人の若い女性は アスマ・グルです

She is a very active member of the young leaders forum we established.

私達が設立した 若者のリーダーフォーラムの とても活発なメンバーです

She was unable to run for the public office,

彼女は公職に 出馬出来ませんでしたので

so she has become the first female journalist of our region.

私達の地方で最初の 女性ジャーナリストとなりました

She speaks and writes for women's and girls' issues and their rights.

女性や女子の問題や権利について 話をしたり記事を書いています

Saira and Asma, they are the living examples

サイラとアスマは 生きた実例として

of the importance of inclusion and representation.

多様性の包含と代表の 重要性を語っています

Let me tell you this, too.

これも言わせてください

In the 2013 general elections in Pakistan

2013年のパキスタン総選挙と

and the local elections in 2015,

2015年の地方選挙では

there were less than 100 women voters in Dir.

ディール地区の女性投票者は 100人以下でした

But you know what?

どうなったと思います？

I'm proud to tell you that this year, during the general elections,

誇りを持ってお話ししますが 今年の総選挙では

there were 93,000 women voters in Dir.

ディール地区で９万３千人の 女性投票者がいたのです

So our struggle is far from over.

私達の闘いは 終わりには程遠いものですが

But this shift is historic.

この変化は歴史的なものです

And a sign that women are standing up, showing up and making it absolutely clear

女性が立ち上がり 姿を現しているという印であり

that we all must invest in building women's leadership.

皆が女性のリーダーシップを築く努力を すべきだと明らかにしているのです

In Pakistan and here in the United States,

パキスタンと ここアメリカ

and everywhere in the world,

そして世界のあらゆる場所で

this means women in politics, women in business

女性が政治やビジネスに参画し

and women in positions of power making important decisions.

重要な決断を下す権力のある地位に 女性が就くということなのです

It took me 23 years to get here.

ここまで辿り着くのに 23年もかかりました

But I don't want any girl or any woman

しかしどんな女性や少女にも 自分の声を届けるのに

to take 23 years of her life to make herself heard.

23年の歳月を かけて貰いたくはないのです

I have had some dark days.

私は辛い時代も経験しました

But I have spent every waking moment of my life

しかし 人生のどの瞬間も あらゆる女性が持てる可能性を

working for the right of every woman to live her full potential.

最大限に活かして生きる権利の為に 働いて過ごしてきました

Imagine with me a world

私と一緒に

where thousands of us stand up

何千もの人達が立ち上がり

and they support other young women together,

他の若い女性達を共に支援し 皆の利益になる機会や選択を創り出す

creating opportunities and choices that benefit all.

そんな世界を想像してみてください

And that, my friends, can change the world.

皆さん それによってこそ 世界を変えられるのです
